JINJA, Nalufeenya – Uganda: At least over a hundred detective cops attached to Special Investigations Division (SID) have been today (Wednesday) reportedly rendered idle by the supposedly incensed Inspector General of Police (IGP), Gen. Edward Kale Kayihura… The Investigator exclusively and authoritatively reports.

The eyebrow-hovering development this afternoon will see the SID Ag. Commandant D/SSP Henry Mugumya alone in office as his deputy D/SP Herbert Wanyoto, the former regional CIID Jinja road and over 100 detective Police Officers and Constables are ordered back to the CIID headquarters for ‘further’ investigations and possible re-deployment.

Previously premised at Kireka, SID was recently relocated to Nalufeenya hardcore criminals’ detention facility. The whole Unit comprises slightly over 100 personnel. As we file this report, all of them are packing their bags for the country’s Capital.

We have further exclusively learnt that the abrupt directive by the IGP followed our exclusive story of how his detectives nearly exercised a friendly fire spree in Kisaasi last Wednesday after one team presented a proven ‘fake suspect’ that had reportedly confessed to have pulled the trigger that saw AIGP Andrew Felix Kaweesi instantly report to his creator.

Hitherto the Force’s chief spokesman, Kaweesi was gunned down alongside his driver and bodyguard near his home of Kulambiro, Kasaana zone on March 17th 2017. The assassins fled the scene on two motorbikes after showering the top officer’s car with over 70 bullets.

The disturbing story

We have authoritatively gathered that Gen. Kale Kayihura’s decision followed the arguably shameful leakage of ‘fake suspects’ in his custody which we exclusively broke Monday night. It all started when the SSP Nickson Agasirwe Karuhanga’s ‘informal’ detective team led by SPC Hajji Abdu Ssemuju aka Minaana, paraded a ‘self-confessed’ killer before the formal team of Kampala Metropolitan Police (KMP) CIID boss Benson Olal and Flying Squad’s Herbert Muhangi disproved them.

The angry Minaana (whom this website has insisted is a murder suspect at large-cum-police constable), reportedly raised the IGP claiming that the formal team had foiled ‘their mission.) The shocking details

Whereas several victims of the rushed verdict, especially the juniors believe that the General suspected they could be the ones leaking the information to the mighty Investigator, the truth is Gen. Kayihura’s anger was generated by the Unit Commandant, SP Henry Mugumya who rearrested the provider of ‘fake suspects.’

It is a story where, a one Musa Ntende was days after Kaweesi’s callous murder, arrested and detained at the Jinja based Nalufeenya. Barely three days in cells and ‘he named’ three people namely; Tumusiime, the Kamwenge mayor Geoffrey Byamukama and a one Colonel. Even with his confession of ignorance of Kaweesi’s home location, police took his word on the named suspects and they arrested them.

Byamukama’s relatives have already come out to narrate their relative’s innocence and reported his “unbelievable” torture by Nickson team and… Tumusiime has already been exposed in these pages as the ‘confessed’ murderer that wasn’t. As reported above, the duo had been provided to police by Ntende before he was unconditionally released.

Not seeing the dots adding, the Detectives in D/SSP Mugumya team decided to reconstruct the wanting evidence. To them, Ntende was vital in the matter. He had to inform police how he had zeroed on Tumusiime and Byamukama yet he wasn’t detained as their accomplice. On Monday, after Tumusiime failed to locate the murder scene he claimed to have shot Kaweesi dead, Mugumya called Bugiri police bosses and asked them to re-arrest Ntende.

To Nickson’s group of his reported fellow illiterates, this was an unheard-of gesture! How could Mugumya re-arrest a suspect they cleared! Him, and his formal team’s desire to genuinely rebuild the evidence to get to the real suspects, turned them into traitors of the Force they are working for. “The primary four drop-out has caused our sacking. Our degrees have been humiliated,” one of the victims was reported as retorting.

The development leaves upright-thinking detectives, investigative journalists and knowledgeable members of society wondering whether the police top administration really needs Kaweesi to receive justice. “It baffles us. Why whoever is reported to be getting near to the grain of truth in this murder is frustrated, remains a big conundrum,” murmured a detective source.

Since Kaweesi’s murder, police has been dragged in negative spotlight mostly due to how the investigations seem to be deliberately baffled. The family has openly come out complaining about the same. The family representative, Leo Ruhinda has since given interviews to media, been silenced, not via positive conviction but reported intimidation.

The Implication

Unless the General revises his decision, the reported development will heavily affect the Crime Investigations and Intelligence Directorate (CIID). On a daily basis, Detectives are working on a variety of files. Any abrupt shift of a single detective comes with several cases’ frustration. Detective work is different from ordinary police work. It therefore, doesn’t call for rocket scientists to tell how many cases will meet their demise, thanks to the enraged General’s decision.   Watch this space…….
