Opinion: The Investigator Team has been persuaded by President Museveni’s headlined call of Steady Progress. This too is the foundation of this publication and a path it will live for. However the concern is that the more this slogan’s path is being projected the more the old Road Block mind-sets and behaviours entrench selves in the management of our security and judiciary.
What is a Road Block? In everyday living it’s about the security hurdles erected in the roads usually by uniformed police or the military to check and weed out both obvious and concealed bad elements in the society.
In the more swank life is the well-suited, dressed elected and civil servants delegated the functions of ensuring that the rest can sleep easy. The latter here include all arms of the state and associated bureaucrats who know and are aware that their role is that of manning the Road Blocks – ‘nani wewe’ … ‘ wapi diagram yako’… etc.
One of the recent, living and most infusing cases in these pages has been the murder of Wilberforce Noah Wamala Ssendeeba on the morning of February 3rd 2012 amongst the many others, unknown to us but with the general public’s experience.
The widow, Elizabeth Wamala has negotiated all the roadblocks that has been erected in the way as an element that needs weeding out and to date, no one in the security, the judiciary, elective office and statutory bodies has shown the court of public opinion why they public can sleep easy.
We are suggesting that the concerned people are increasingly uneasy and sleeping uneasily – unsure of the fate of the widow and the children as they continue to negotiate the Road Blocks to solve this murder case. Yet more Road Blocks are being erected to ensure they do not travel on the public throughways, nor visit the statutory offices.
Let’s wake up, this is a new age of electronic surveillance and monitoring. No one has a monopoly of the Road Blocks tools or scaring methods to ensure that bad people do not stop others to sleep easy. In this context of the murder of Wamala and the future of his widow and children, the Investigator pleads with those still living in BBC [Born Before Computer) or relying on BBC Road Blocks to give up and embrace the new means of Investigating by Remote to shine more light on Wamala’s and orther murders, provide and answer to the bereaved ones on the fate of their loved ones.

More so the links with the elected and statutory officers in concert to ensure that such cases are buried at the deep down the bottom of Lake Victoria.
We are suggesting the Road Block mode be given up to allow Investigating by Remote to show how it is done. This may give the general public more assurance to rest and sleep easy assured that BBC Road blockers are out of business. We need a start… and the solving of Wilberforce Wamala’s murder, where big names are cited, is as good as any.
The OPEL (Open Letter) to Ass AG Bogere
Pondering on the message that was sent to me via my WhatsApp in-box, I had a chance to share my feelings about Assistant Administrator General (Ass. A.G) Robert Bogere’s response to my Sunday article that talked about how he was in line to dispose off the late Wamala’s estate to those that the family has always believed, and still satisfied, conspired to kill the late Wamala.
The acidic and terse texts were largely about my professional incompetence of not getting his YSOTS (Your Side of The Story). If I may interject here, I work for the Court of Public Opinion [COPO] and the readership is yet to fault my meticulousness in investigating criminalities in public spaces and places that I have carried out.
More so I have remained passionate, supportive and loyal to the national pursuit of, and dialogue on matters of criminality, by whoever and however. To date, I am yet to receive a legal caution on my unprofessionalism but no one has been challenged in any Temple of Justice, including the Court of Last Resort [COLR].
I will however admit that those with a Swollen-Eye Views [SEV] about their individual self-being above the law or plying the criminality trade get itchy and extremely uncomfortable when the dark cracks they operate in are opened for the public to have a glimpse. Ass AG Robert Bogere, the reason for this sort of jitteriness is because, Wamala did not have a chance to have his side of the story and those working for COPO want the dark crevices where you people buried Wamala to be laid bare.
Unless you are hiding something and fearful of the Prison as a consequence, whatever you are doing must be, should be, and is expected to be transparent, that is, no need to seek YSOTS (Your Side of the Story). May I credit you for taking interest in Wamala’s death, at last, in what has been shared in the Court of Public Opinion and request that as a statutory officer, you raise the degree of transparency in matters that affect and concern or injure the public?
Implying such words as falsehoods, lies, etc., sail close to your modus operandi making the job of criminal investigators redundant. With such success I will promise not to approach you for the crumbs from the table such as that you are believed to be expecting from the Wamalas family.
My understanding of the Court of Last Opinion on criminality is clear that there is no room for mafias in public offices and has informed us to smoke it out regardless of threats like yours. To this end, your professional conduct falls short of expectation hence under suspicion.
Implying the evidence of what you were doing in the dark cracks was in black and white, therefore seeking your side of the story would add value to what the Court of Public Opinion needed to learn. I cite one case here about you not replying to any of the letters that were addressed to you querying the dismantling cum distribution of Wamala Estate that took place under your watch and supervision on the August 3rd 2017.
Let me simplify it for you:
- COPO (Court of Public Opinion) is about tax payers needing to know when and why public offices are used by persons who act with impunity. The anxiety and upset the tax payers experience has given rise to mediators like Criminal Investigators (Cis).
- CIs are mediators and their responsibility is to interpret awkward situations and difficult words which implications are not immediately obvious but with dastardly consequences. In this perspective, I unpack your last acerbic sentence issued away from prying eyes, thus: “… I think as a Journalist should know about deadlines…” The last word ‘DEADLINES’ if separated to read ‘DEAD’ and ‘LINES’ suggest a moving and penultimate threat to my life.
As a learned person, you did not construct that sentence nor inserted that last word carelessly. With hindsight, knowing what happened to Wamala whose head was separated from his torso without any warning, I thank for this advance warning. To this end, I will share with you in advance this information that I have coded all the pointers to be shared in the COPO should I inadvertently join Wamala. I have no fears or apprehensions at all.
The brief Facts:
After the Supreme Court judgement on July 10th 2017, you, Mr. Bogere and group did not waste any time. Using an old judgement obtained from the lower court in Nakawa in 2014, you called for a meeting in your letter dated the July 29th 2017. You called upon the children and relatives of the murdered Wilberforce Wamala for a meeting scheduled for the August 3rd 2017.
Before the 20 people crowd, you distributed the entire estate roughly in 3 minutes, leaving the majority of the family members in tears over the decision to sale off the late Wamala’s marital home before even his last funeral rites ceremony is gotten out of the way.
There was no record and no accountability given. You have been in charge of the late Wamala’s estate for the last 3 years, although, you can be cited in issues to do with this particular case way before the management of the estate was sent to the Administrator General’s office. The evidence is there and you’re a prime witness to the same.
In a 580 page complaint accompanied with piercing documentary evidence, Elizabeth sought the attention of the Honourable Chief Justice, copying in the President, the Supreme Court, the International Human Rights Court, and Court of Appeal exposing the failures. The dossier explains why my heading on Sunday night read that the estate had gone to the suspects.
There is conclusive new evidence tying a group which the widow refers to as ‘collage of drivers.’ these people include you, Mr Bogere, Haji Nasser Lubega Mr Saidi Bukenya, Miss Jolly Kasande and many from the police hence the plea for Private Investigators (PIs) take over at this particular time to complete the investigation using this new evidence as the main motive to the murder.
With supporting documentary evidence and a critical analysis displaying weaknesses that is likely to cause the Supreme Court’s Judgement after a review has been lodged, you and your cohorts are desperate to dispose off the estate ASAP!
In a letter addressed directly to you, Abigail Angela Wamala (orphan) vividly complained and asked for an inventory and accountability. Elizabeth Wamala’s letter followed asking you to provide evidence of embezzlement as per your statements. You have not provided any evidence to date in relation to this.
Another orphan, Irene Namala’s letter followed, this one was directed to the Administrator General him/herself, complaining about the same. The widow has since tendered a letter to the IGG complaining of your professional misconduct. With all the evidence accompanying my reports for the last five years, why would you expect an YSOTS from our end! I put my case to rest.
