The development places renewed scrutiny on the business empire that Mukula has built over several decades, spanning property, hospitality, aviation, media and healthcare, even as the businessman has continued to project an image of resilience amid mounting financial pressures.

According to enforcement notices published in the local media on instructions from DTB, the bank, through its lawyers K&K Advocates, issued demand and mortgage enforcement notices to the borrowers, warning that failure to settle the outstanding obligations could result in the public sale of the mortgaged properties.

Among the properties exposed to enforcement is the Jumabhai Road Commercial Building, a prominent commercial property in Soroti City that houses offices of the National Social Security Fund (NSSF).

Another property named in the enforcement process is Cambi Jaluwo land, together with approximately 12.754 hectares of land in Soroti District that had reportedly been pledged as security for credit facilities extended to companies associated with Mukula.

The dispute reportedly arises from a restructuring of approximately Shs1.9 billion in May 2025, which attracted an annual interest rate of about 20 per cent. With interest and other obligations accumulating, the liability has since reportedly grown to more than Shs3.42 billion.

The enforcement notices give the affected borrowers an opportunity to regularise the debt before the secured properties can be subjected to realisation proceedings.

Mukula’s expanding business empire

The DTB dispute represents a significant test for a businessman whose career has been characterised by ambitious investments and repeated attempts to reinvent himself.

Mukula first rose to prominence through business ventures, including Bimbo Ice Cream, before expanding into the aviation sector.

His aviation interests included Sunair, through which he was associated with a fleet of aircraft, including helicopters and Cessna 208 aircraft. His involvement in aviation also helped establish his public profile as a businessman with an appetite for high-risk ventures. His business success coincided with a rapidly rising political career.

Mukula served as a Member of Parliament before being appointed State Minister for Health. However, his ministerial career was interrupted by controversy surrounding Global Alliance for Vaccines and Immunization (GAVI) funds.

He was subsequently prosecuted and jailed in connection with the controversy, an episode that severely damaged his political standing at the time and eventually brought his ministerial career to an end. After leaving government, Mukula concentrated more heavily on his private business interests.

His investments expanded into media, hospitality and education. These included Voice of Teso, Soroti Hotel and the Uganda Aviation Academy, which emerged as one of the privately owned aviation training institutions associated with him.

Rather than disappearing from public life, Mukula also maintained a strong political presence, particularly in eastern Uganda.

Political influence under pressure

Mukula became a prominent figure within the National Resistance Movement (NRM), eventually serving as the party’s vice chairman for the Eastern Region.

For years, he remained an influential political mobiliser in Teso and other parts of eastern Uganda, combining his business networks with a strong political presence.

His influence, however, has faced competition from a new generation of politicians, including Hon Calvin Echodu, who emerged as a significant political force in the region.

Despite these political changes, Mukula’s business interests continued to provide him with a platform and economic base.

The latest financial dispute with DTB therefore comes at a sensitive moment for the businessman, raising questions about the financial health of some of the companies and properties associated with his wider business network.

Fortune Group and the Healing Way expansion

Mukula’s business interests later extended into healthcare through the Fortune Group. The group acquired the Bugolobi-based Pragaon Hospital, which had previously been associated with the Lalobo brothers and their partners. The facility was subsequently renamed Healing Way Hospital.

The hospital was officially opened by then Speaker of Parliament Anita Annet Among, representing President Yoweri Museveni. The investment was presented as another chapter in Mukula’s continuing diversification away from aviation, politics and traditional businesses into the lucrative healthcare sector. But the hospital venture has also encountered challenges.

There have been complaints from some former and current employees over alleged delays or failure to meet certain financial obligations, with some workers reportedly quitting amid the disputes.

Such complaints, although separate from the DTB enforcement proceedings, have contributed to questions surrounding the financial pressures facing some of Mukula’s enterprises.

Assets under pressure

The properties targeted by DTB enforcement are significant because they represent established commercial and land holdings rather than ordinary business assets.

The Jumabhai Road building, in particular, is a prominent property in Soroti and benefits from its location within the city’s commercial centre. Its association with NSSF offices also gives the property strategic commercial importance.

The 12.754-hectare tract of land in Soroti District is another substantial asset. The prospect of such properties being advertised for sale would represent a major development for Mukula, whose business reputation has long been built around an extensive property and investment portfolio.

However, enforcement proceedings do not automatically mean that the properties will be sold. Borrowers can still negotiate with lenders, restructure obligations or settle arrears before the realisation process is completed, depending on the circumstances of the case.

For Mukula, therefore, the immediate challenge is finding a way of resolving the Shs3.42 billion exposure before the bank proceeds further with enforcement.

A familiar test of resilience

Mukula’s career has been defined by dramatic highs and lows. From aviation and politics to hospitality, media, education and healthcare, his business journey has involved repeated expansion into new sectors, often accompanied by considerable financial risk.

His supporters have frequently pointed to his ability to recover from setbacks and rebuild his businesses.

The current DTB dispute presents perhaps another such test. The Shs3.42 billion liability is substantial, but it is set against an empire whose assets span several sectors and whose proprietor has survived political setbacks, business controversies and difficult economic periods before.

The question now is whether Mukula will negotiate a settlement with DTB, restructure the outstanding obligations or be forced to surrender some of the properties pledged as security.

For a businessman who built much of his reputation around calculated risk-taking — from flying aircraft to rallying and investing in ambitious ventures — the unfolding DTB saga could become another defining chapter.

For now, however, the enforcement notices have placed the financial foundations of Mukula’s business empire firmly under the spotlight, challenging the public image that all is well within the sprawling business network.

The ceremony, attended by prominent figures including former Prime Minister Amama Mbabazi and former Inspector General of Government Beti Kamya, was characterised by prayers, solemn hymns and tributes to a businessman whose life and work left a significant mark on Uganda’s business landscape.

Yet beneath the solemnity of the occasion lay a deep and unresolved family dispute. Instead of bringing closure, the memorial service exposed once again the divisions surrounding the late Garuga’s estate, with his widow, Dr Peace Kesiime Musinguzi, and their eldest son, Musinguzi Carl Alwyn Garuga, publicly trading serious accusations.

Garuga died at Nakasero Hospital in Kampala on August 6, 2025, aged 71. He was survived by his wife, Dr Peace Kesiime Musinguzi, and their four children: Musinguzi Carl Alwyn Garuga, Musinguzi Rowena, Musinguzi Johnny and Musinguzi Philip.

Garuga was a prominent businessman with substantial interests and property holdings in the Kigezi sub-region, Entebbe, Kampala and other parts of Uganda.

His death, therefore, did not simply leave behind a grieving family. It also left an extensive business empire and estate whose management has since become the subject of legal and public controversy.

A Family Divided

At the memorial service, Mrs Musinguzi used her address to speak openly about the difficulties the family has experienced since the death of her husband. She accused her eldest son, Alwyn, of having engaged in what she described as fraudulent tendencies and of having been estranged from his father for several years.

“Our family has been through a lot of pain, though of recent this is something I must talk about. I believe all of you have read the numerous captions in all forms of publications,” she said.

“My oldest son Alwyn has been fraudulent and has had fraudulent tendencies for a long time. He actually sued James in 2019 and, consequently, has been estranged since then.”

She said the family’s problems intensified immediately after Garuga’s death. “Immediately following James’ passing, Alwyn did not even allow us to mourn our dear one. He immediately embarked on false, slanderous accusations against me and our long-time business partners, especially Canon Agaba Maguru,” she said.

Mrs Musinguzi said the family initially chose not to respond publicly to the accusations in an attempt to contain the dispute.

“Alwyn has since teamed up with Matthew Rukikaire to file numerous court cases, supposedly to protect my husband’s interests in the numerous companies from me and Agaba Maguru, alleging that we are fraudulently assuming control of the companies,” she added.

She defended Agaba Maguru’s involvement in the family businesses, saying he had been a business partner and signatory to company bank accounts since their inception.

She also accused Rukikaire of having been involved in legal disputes concerning the companies for more than two decades. “This has caused us a lot of pain and distress, but we are hopeful all this will come to a logical end,” Mrs Musinguzi said.

She thanked relatives, friends and other supporters who had stood with the family during what she described as a difficult period.

Alwyn Hits Back

Shortly after his mother’s address, Alwyn responded in an online video, strongly rejecting her account of the family’s history. His response introduced an even more disturbing dimension to the dispute, with the businessman questioning the circumstances surrounding his father’s final illness and death.

Alwyn alleged that his father’s treatment had been mishandled, claiming that attempts to secure specialised medical treatment abroad were frustrated.

He went further, alleging that he believed his father may have been deliberately killed as part of an attempt to gain control of his wealth and business interests.

These are serious allegations, and they remain claims made by Alwyn rather than established findings of fact. Alwyn specifically accused his mother and people around his father’s business interests of frustrating attempts to obtain specialised medical care.

He also rejected his mother’s claim that he had teamed up with former minister Matthew Rukikaire to fight his father.

The Rukikaire Connection

Alwyn said Rukikaire had been a family friend for decades and that his relationship with Garuga dated back to their time working together at Shell Uganda.

“Matthew Rukikaire was always a family friend from whenever we were very young children,” Alwyn said.

“My late dad, Garuga, and Honourable Rukikaire met and worked together at Shell Uganda. My dad was an accountant there and Rukikaire also worked there. From those days at Shell, they were very close and became business partners to date.”

Alwyn said Rukikaire was a shareholder in Garuga Properties Ltd, a company incorporated in 1980, before Alwyn was born.

He argued that Rukikaire’s involvement in the company therefore predated the current family dispute by several decades.

Alwyn also invoked the history between his father and Rukikaire, particularly their association during the political struggles that culminated in the National Resistance Movement’s rise to power. “Honourable Rukikaire is a good man,” he said, describing him as a person he respected despite their different political affiliations.

He accused his mother and some business associates of attempting to remove individuals who opposed what he described as fraudulent schemes. According to Alwyn, he believed he had experienced the same treatment.

The Shs850 Million Dispute

Alwyn also rejected his mother’s claim that he had taken his father to court. He explained that his legal dispute arose from a commercial transaction involving tea seedlings supplied by his company. “You heard my mother today talk about how I took my father to court. I did not take my father to court,” he said.

“I supplied my tea seedlings under my company in 2014, and I was expecting Shs850 million from it. They paid me Shs27 million, then Shs50 million after some botched negotiations, even an MOU, all that orchestrated by that same Maguru and Peace Kesiime.”

Alwyn said he had taken the company that owed him money to court rather than suing his father personally.

He claimed he eventually received only about Shs97 million against the Shs850 million he expected.

“So, when she says I took my father to court, I took a company I supplied to court. I was expecting Shs850 million; they didn’t pay me. They paid me only Shs97 million. So they wanted me to do what exactly?” he asked. Alwyn said he believed his conduct throughout the dispute had been guided by the law. “I always follow the law. I am not like them,” he said.

The NAADS Money Dispute

Alwyn also referred to another legal battle involving Kigezi Highland Tea Company Ltd and the National Agricultural Advisory Services (NAADS).

He said he had participated in court proceedings as an amicus curiae—a friend of the court—during proceedings relating to a consent judgment involving NAADS and his father’s company.

According to Alwyn, the dispute concerned approximately Shs142 billion that was intended for payment to farmers’ individual accounts. He alleged that the implementation of the consent judgment subsequently became controversial, accusing individuals associated with the company of diverting money.

Alwyn further alleged that his father himself lost approximately Shs11 billion through what he described as fraudulent transactions.

These claims, like his allegations concerning his father’s death, have not been established as facts in the material presented and remain part of his broader accusations concerning the management of the family business empire.

The Estate Battle Moves to Court

The family dispute has not been confined to public statements and social media exchanges.

It had already entered the courts months after Garuga’s death. In September 2025, Alwyn filed a caveat seeking to prevent his mother from obtaining sole administration of his father’s estate.

The dispute subsequently escalated to the High Court, which appointed the Administrator General to temporarily oversee the estate amid the increasingly bitter disagreements among family members. The intervention reflected the difficulty the family faced in jointly managing an estate involving substantial business interests and property.

The court process has consequently become another chapter in a dispute that has increasingly moved from the boardroom and family home into the public arena.

Dancing on Garuga’s Grave?

The increasingly public nature of the dispute has raised uncomfortable questions about whether the battle is really about preserving Garuga’s legacy or controlling the wealth he left behind.

For his widow, the accusations against her son amount to an assault on her character and an attempt to undermine the family’s management of the estate.

For Alwyn, the dispute is about accountability, transparency and what he portrays as an effort to protect his late father’s wealth and businesses from those he believes are attempting to take control.

The two narratives could hardly be more different. One presents a grieving widow attempting to protect her husband’s legacy from what she considers destructive family interference.

The other presents an aggrieved son who believes that those entrusted with his father’s affairs failed him during his final illness and are now attempting to control the estate.

At the centre of the dispute is the late Garuga himself—a businessman whose death has exposed divisions that appear to have existed long before his passing.

A Legacy at Stake

The tragedy of the Garuga family dispute is that it risks overshadowing the life and achievements of the man whose legacy the family claims to be defending.

Garuga built businesses, accumulated property and established relationships that stretched across Uganda’s political and commercial establishment.

But after his death, the question of who should control those assets has become a source of intense conflict. The allegations surrounding his final days have made the dispute even more complicated.

Alwyn’s claims that his father was denied specialised medical treatment and may have been deliberately killed are particularly grave. If evidence exists to support such allegations, they would require investigation by the relevant authorities rather than resolution through social media exchanges.

Likewise, accusations of fraud and misappropriation involving the estate and family companies require evidence and determination through the appropriate legal processes.

For now, the Garuga family remains divided. The first anniversary memorial that should have been an occasion to celebrate the life of a husband, father and businessman instead became another stage in a bitter dispute over family, money, business and legacy.

The central question is no longer simply who inherits Garuga’s wealth. It is whether a family that once shared a patriarch, a home and a business empire can find a way to preserve his legacy without allowing the battle over his estate to permanently define his memory.

Until the courts and, where necessary, competent investigative authorities establish the facts behind the competing claims, the unanswered questions surrounding Dr James Musinguzi Garuga’s final days and his estate will continue to cast a long shadow over the family he left behind.

The NWSC managing Director Dr. Eng Silver Mugisha said the corporation currently has sufficient capacity to produce water but the existing old systems especially the undersized pipes have limited its ability to deliver adequate supplies to some areas.

Mugisha was recently appearing before parliament’s committee on commissions, statutory authorities and state enterprises (COSASE). Mugisha alongside other officials had appeared to respond to the Auditor General’s queries for the period ending June 2025.

“Currently our efforts are being bogged down by the pipes that evacuate water from the reservoirs to customers because they do not have adequate capacity,” Mugisha told the MPs on the committee.

According to the MD, the problem mainly affects areas such as Kawempe, Matugga, Nsangi, Kyengera and Kyadondo.

Mugisha further explained that rapid population growth in the above areas has overwhelmed the existing distribution infrastructure.

He said NWSC is implementing a major distribution improvement project to increase the capacity of the network and ensure water produced at the Katosi Water Treatment Plant reaches consumers.

“The project involves installation of bigger transmission pipelines and constructing new storage facilities, including reservoirs at Kaburengwa and Kanyanya hill,” he explained.

“You must have noticed a number of activities especially installation of bigger pipes taking place,” Mugisha said adding that, “a tank is being put up at Kaburengwa in Wakiso town council and another one at Kanyanya Hill.”

He noted that all the above activities are aiming at evacuating water which is being produced from Katosi to make sure that it benefits people.

The Kampala area water general manager Mahmood Lutaaya assured the committee stressing that, “NWSC’s treatment plants are currently producing enough water to meet the demand.”

NWSC at the National level

THE NWSC FIVE YEAR STRATEGIC PLAN (2025 – 2030)

The Strategic Plan (2025-2030) builds on this foundation, addressing critical challenges such as rapid urbanization, climate change impacts, and non-revenue water, while embracing opportunities to enhance service delivery and operational efficiency.

The NWSC Strategic Plan 2025–2030 is anchored on the NWSC Vision: “Water for All, for Health, and Prosperity”. The corporation’s mission: “To provide reliable, safe, and sustainable water and sewerage services for all while empowering lives, protecting the environment, and building a healthier future generation”. It builds on the achievements of the previous Strategic Plan and a comprehensive assessment of the emerging trends influencing service delivery.

The NWSC’s 2025–2030 Strategic Plan sets out a bold roadmap: one that balances infrastructure expansion, customer service, and environmental stewardship.The strategic plan recognizes the pressures of rapid urbanization, climate change, and financial sustainability, and positions NWSC as a key player in achieving Uganda’s Vision 2040, NRM Manifesto undertakings, and the UN Sustainable Development Goals.

At the core of the strategic plan are five clear objectives adapted from the NDPIV, that is:

Water for all: Extending piped water by rehabilitating, upgrading, and developing water and sewerage infrastructure to enhance access, reliability, and quality of services.
Environmental Protection: Compliance with national quality standards through the implementation of sustainable water supply and wastewater management practices.
Operational Efficiency: Strengthening institutional capacity to consistently and efficiently deliver the NWSC mandate and respond to emergencies and disruptions.

NWSC’s 2030 performance targets demonstrate a bold commitment to transforming access to water and sewerage services across Uganda.

Serving a population of 26 million, the corporation aims to expand its water connections to 1.3 million households, ensuring more communities enjoy reliable and safe water. With an ambitious annual turnover target of UGX 768 billion, NWSC is focused on financial sustainability to support ongoing infrastructure investments and operational excellence.

In a nearly two-minute emotional video shared on her Instagram page, Shakira struggled to hold back tears as she hugged each member of the Ugandan dance troupe before they departed for Kampala. The farewell came after what she described as their final show together during the World Cup celebrations.

The emotional scenes quickly spread across social media, touching millions of fans across the world who praised the genuine bond the Grammy-winning singer had built with the young dancers.

“This was our last show together,” Shakira said as she comforted the children, many of whom could not hold back their emotions.

But alongside the tears came a life-changing promise. The global superstar invited the Ghetto Kids to Madrid, Spain, where she promised they would spend time with her during a residency. Even more significantly, she assured them that this would not be the end of their journey together.

“I’ll see you in Madrid,” she told them. “We’ll do more shows together.”

Those few words meant everything to the children who have spent years dancing their way out of poverty and into the hearts of millions.

A Bond Beyond the Spotlight

While many celebrity collaborations last only for the duration of a performance, Shakira’s relationship with the Ghetto Kids appears to have gone much deeper.

Videos from rehearsals showed the Colombian superstar laughing with the children, encouraging them and treating them like family rather than backup performers.

The farewell itself reflected that closeness. As the children prepared to board flights back to Uganda, Shakira embraced them individually, offering words of encouragement while wiping away tears of her own. The emotional exchange was a reminder that behind the spectacular choreography witnessed by millions was a genuine human connection built through weeks of rehearsals, performances and shared experiences.

For many Ugandans watching online, it was a proud moment that transcended music and dance. It was recognition. Recognition that talent born in Kampala’s ghettos could stand shoulder-to-shoulder with some of the world’s biggest entertainers.

Uganda Celebrates

Among those celebrating the emotional moment was UNAIDS Executive Director Winnie Byanyima. Sharing the story on social media, she simply wrote: “ Thank you @Shakira.”

The message captured what many Ugandans were feeling. For years, the Ghetto Kids have represented hope for disadvantaged children across the country. Seeing them embraced by one of the world’s biggest stars validated everything they have worked for.

Social media quickly filled with messages praising both Shakira and the Ugandan dancers.Many described the Colombian singer’s kindness as proof that true greatness is measured not just by awards or record sales but by how people treat others behind the scenes.

The Biggest Stage Yet

The Ghetto Kids’ appearance during the FIFA World Cup final halftime show marked arguably the biggest moment in the group’s remarkable journey.

Performing alongside Shakira and Nigerian Afrobeats superstar Burna Boy at the packed MetLife Stadium in New York/New Jersey, the Ugandan children entertained an audience of millions watching around the world.

Despite criticism from some football traditionalists over introducing a Super Bowl-style halftime show to football’s biggest tournament, the young dancers won widespread admiration for their energy, precision and infectious joy.

For Sierra, one of the youngest members of the group, the experience was beyond words.

“It was very, very, very, very, very good,” the 10-year-old said. Her fellow dancer Josephine, aged 11, was equally excited. “I saw Messi and Lamine Yamal,” she said with a smile.

“I was so happy to see Messi and people watching us. I felt so excited and I was smiling—and a little bit nervous.” When asked about working with Shakira, Sierra responded simply:

“Shakira, she’s very kind.”

Dreams Become Reality

Manager Dauda Kavuma recalls that the children erupted into celebration the moment they learned they had been selected to perform at the World Cup final.

“They ran around in a circle, banging and shouting,” he said. The opportunity held special meaning because the children had previously danced to Shakira’s iconic World Cup anthem Waka Waka during their Britain’s Got Talent performances.

To eventually perform the song alongside the artist herself felt almost impossible. “It was a great moment to see that Shakira invited us to perform with her,” Kavuma said. “It means a lot and it’s life-changing.”

From Kampala’s Streets to Global Fame

The story of the Ghetto Kids is one of resilience, determination and hope. Founded by Dauda Kavuma, himself once a street child in Kampala, the dance group was created to give vulnerable children opportunities through talent.

Kavuma understands hardship better than most. After being helped by a compassionate teacher during his own childhood, he later became a teacher himself before establishing the Ghetto Kids project. His vision was simple. Find talented children from disadvantaged communities, nurture their gifts and use dance as a pathway to education and a better future. Today, the project provides housing, meals, school fees and mentorship to numerous children. Dance became more than entertainment. It became survival.

 A Journey Built on Viral Success

The Ghetto Kids first attracted widespread attention after appearing in videos by Ugandan superstar Eddy Kenzo.International fame exploded in 2017 when they featured in French Montana’s global hit Unforgettable, whose music video has amassed billions of views on YouTube.

That exposure opened doors few could have imagined. They reached the finals of Britain’s Got Talent in 2023 before also appearing on America’s Got Talent the following year.They have performed before presidents, football stars and global celebrities.

Yet despite worldwide recognition, the children continue to live by one rule repeatedly emphasised by their manager: Education comes first.

School Before Stardom

Kavuma insists that fame must never replace learning. Content for the group’s massive social media audience is usually filmed on weekends so weekdays remain dedicated to school.

Even while travelling internationally, the children connect online with teachers and complete missed assignments after returning home.Their ambitions extend well beyond entertainment. Sierra dreams of becoming a doctor. So does Josephine. “Dancing changed my life,” Sierra said. “I went to school because of dance.”

Josephine agrees. “Dance is what I know and that makes me happy because that’s my talent.”

More Than Just Dance

Perhaps the most touching part of the Ghetto Kids’ story is the message they continue to share with other children facing difficult circumstances.

Josephine’s advice is simple but powerful. “Love yourselves, believe in God and pray. Be with your talents—don’t deny them.” “And we love them.”

Those words perfectly capture why the group continues to inspire audiences worldwide.

Their performances are about far more than choreography.

They represent resilience over hardship.

Hope over despair.

Dreams over limitations.

A New Chapter Begins

As their plane prepares to carry them back to Kampala, the Ghetto Kids return home with memories that will last a lifetime.

They have danced before the world.

They have hugged football legends.

They have shared the stage with Burna Boy.

They have formed an unlikely friendship with one of the world’s biggest pop stars.

Most importantly, they leave with an open invitation to Madrid and the promise of more international performances with Shakira in the future.

For children who once danced barefoot in Kampala’s ghettos, that promise is more than another booking.It is proof that talent, discipline and perseverance can open doors no circumstance can permanently close.

Their emotional farewell with Shakira was not simply the end of a successful World Cup performance.It was the closing scene of one incredible chapter—and the opening pages of another, with the world now watching what Uganda’s remarkable Ghetto Kids will achieve next.

Speaking during a farewell engagement with members of the media, Kasi reflected on a journey that has seen Centenary Bank evolve from a largely branch-based institution serving around 850,000 customers into Uganda’s largest commercial bank by customer numbers, serving more than 3.4 million Ugandans.

The occasion was not only a moment of reflection, but also a celebration of succession and institutional continuity.”We are here to celebrate succession because what is most important is not the change of leaders, but rather the continuation of the vision of the institution,” Kasi said. “The bank is here to stay.”

Leadership

His remarks reflected a leadership philosophy that has consistently placed the institution ahead of the individual. Throughout his tenure, the focus remained on building a resilient organization capable of delivering value to customers, communities and the wider economy for generations to come.

When Kasi assumed office in 2010, Centenary Bank operated 37 branches, managed a loan portfolio of approximately UGX 400 billion and served about 850,000 customers. Today, the bank boasts 81 branches across Uganda, more than 9,000 agent banking points and a customer base exceeding 3.4 million people.

The growth has been equally evident in the bank’s financial performance. Customer deposits have grown from approximately UGX 700 billion to over UGX 5.2 trillion, while the loan book has expanded to more than UGX 4.1 trillion. Total assets now exceed UGX 8.6 trillion, while profit after tax reached UGX 424.2 billion in 2025. These figures position Centenary Bank among the most significant financial institutions in the country.

Asked to describe his leadership journey in three words, Kasi chose growth, transformation and impact.

Those words are reflected not only in the bank’s financial results, but also in the deliberate investments made to modernize service delivery and expand access to financial services.”When I joined, the bank was mainly known for long queues,” he recalled.

Addressing that challenge became one of the defining priorities of his leadership. Under his stewardship, Centenary Bank invested heavily in technology and alternative banking channels, enabling customers to access services through mobile banking, internet banking, agency banking and digital platforms.

Growth

Today, agent banking accounts for 49% of all transactions processed by the bank, significantly reducing geographical and cost barriers for customers across the country. The institution’s footprint now stretches from major urban centres to some of Uganda’s most remote communities.

Despite the remarkable growth in numbers, Kasi remains most proud of something less tangible.”The only commodity we sell is trust,” he said. For him, trust has been both the foundation and the measure of success.

The confidence entrusted to Centenary Bank by millions of customers is reflected in the growth of deposits, the expansion of lending and the enduring partnerships forged with government, development agencies, community organizations and private sector stakeholders over the years.

That trust has enabled the bank to deepen its impact among Uganda’s underserved populations. By the close of 2025, more than 2.39 million customers, representing 77.6% of the bank’s customer base, belonged to underserved communities. Through its Mission Critical Portfolio, the bank has extended access to finance for smallholder farmers, women entrepreneurs, youth, refugees and rural businesses across Uganda.

In 2025 alone, the bank supported more than 58,500 smallholder farmers, served over 122,800 microfinance clients and disbursed 118,766 loans to women entrepreneurs. Its agriculture and MSME portfolio has grown to UGX 1.76 trillion, reinforcing Centenary Bank’s position as a key partner in Uganda’s economic development agenda.

Beyond the numbers, Kasi believes leadership is ultimately about people.

One of the greatest lessons from leading a workforce of more than 3,400 employees has been understanding how to inspire, support and lead people from different backgrounds and generations.”It is important to understand people, we have staff from different generations, including the Gen Z, so you must know how to handle everyone accordingly, ” he noted, reflecting on one of the most significant leadership challenges he encountered during his tenure.

That understanding helped shape a leadership approach centered on inclusion, empowerment and shared purpose.

As he left office, Kasi’s advice to young professionals remained grounded in competence and continuous learning. “Be competent, be result-oriented and know what you are talking about,” he said. “Be able to create solutions and give value.”He encouraged young people to embrace curiosity and humility, noting that effective leaders do not have all the answers but must be willing to learn from those around them.

For Centenary Bank, the next chapter will be written by a new generation of leaders. For Fabian Kasi, the legacy is already visible in the institution he leaves behind, stronger, larger and more impactful than when he first walked through its doors sixteen years ago.

It is a legacy built on growth, transformation and impact, but above all, on trust.

The rearrest comes barely hours after The Investigator exclusively reported on Kivumbi’s highly controversial address delivered at his ancestral home in Butambala, where the opposition politician launched an unprecedented verbal assault against President Yoweri Museveni, First Lady Janet Museveni and Chief of Defence Forces (CDF) Gen. Muhoozi Kainerugaba.

Security sources confirmed that Kivumbi was picked up following what investigators describe as “defamatory and inflammatory utterances” made during the rally attended by hundreds of jubilant supporters who had gathered to celebrate his release from prison.

The latest development dramatically escalates political tensions and raises fresh questions over the legal consequences of political speeches in an already charged pre-election environment.

From Bail to Another Arrest

Kivumbi had barely enjoyed a full day of freedom after the International Crimes Division of the High Court granted him bail on treason-related charges alongside several co-accused.His release sparked wild celebrations across Butambala, with supporters waving NUP flags, chanting “People Power, Our Power,” and escorting him in a triumphant procession back to his ancestral home.

Many expected the former legislator to use the occasion to thank supporters and discuss his ongoing court battle. Instead, Kivumbi delivered one of the most confrontational speeches of his political career.Standing before a charged crowd, he declared that incarceration had only prepared him for an even bigger political confrontation.

“I have no time to rest,” Kivumbi told supporters.”I am going to our headquarters in Kampala to declare a new war against this regime. By the time our president (Bobi Wine) returns, he will find a stronger foundation than ever before. Prison has not weakened me—it has made me stronger. The only way I can repay all those who stood with me is by continuing the fight.”

The remarks immediately set the tone for what would become an explosive political address.

Scathing Attack on the First Family

The speech soon shifted from political mobilisation to personal attacks directed at Uganda’s First Family.According to verified recordings of the rally previously reviewed by The Investigator, Kivumbi made controversial remarks targeting First Lady Janet Museveni.

Referring to the First Lady, he said: “She is gone. The Almighty helped us and took her away. She is all gone.”

The comments quickly generated outrage among government supporters, who described them as disrespectful and reckless. Kivumbi then turned his attention to Chief of Defence Forces Gen. Muhoozi Kainerugaba.

“Do you know who is left?” he asked supporters. “The drunkard called Gen. Muhoozi. That one is simple. We shall get him through his corrupt tendencies.”

He further questioned the military record of the army commander. “He became CDF without a record of winning any battle. Our soldiers died at your hands in the DRC jungles. You failed to protect their lives.”The crowd repeatedly erupted into cheers and applause as Kivumbi continued his speech.

Questions Over PLU Funding

Kivumbi also used the rally to attack the Patriotic League of Uganda (PLU), the civic organisation associated with Gen. Muhoozi Kainerugaba.He alleged that the organisation’s operations were financed through proceeds of corruption.”NRM is synonymous with corruption, and PLU is the offspring of that corruption.”

“If Muhoozi truly believes in accountability, let him explain where the money funding PLU comes from.”He further questioned whether Gen. Muhoozi’s active political mobilisation was compatible with constitutional provisions governing the conduct of serving military officers.The allegations have not been substantiated, and PLU officials have previously defended the organisation’s funding and activities.

 “You Can Kill Me”

Despite the legal battles hanging over him, Kivumbi appeared determined to portray himself as a politician prepared for further confrontation.”You can kill me, but you will never finish us,” he declared.

“We are coming for you.” “Don’t mind how many battles they have won against you. Keep fighting because victory will surely come.”

The statements drew prolonged applause from supporters, many of whom had travelled from neighbouring districts to witness his homecoming.Observers at the rally described the atmosphere as emotionally charged, with supporters celebrating Kivumbi’s release while urging him to continue challenging the government.

Revisiting the Night of His Arrest

Kivumbi also returned to the circumstances surrounding the security operation that culminated in his earlier arrest. He alleged that security personnel opened fire while searching for him.

“They fired bullets into the garage believing I was inside,” he claimed.”They asked, ‘Who is Muwanga Kivumbi?’ One man stood up and said, ‘It is me,’ and they shot him on the spot.” He further alleged that the number of fatalities had been understated.

“The people who died were ten, not seven as they claimed.””The other three bodies were their fellow officers. That is why they removed clothes from all the bodies so that nobody would realise they had also killed their own people.”

These claims have not been independently verified. Authorities have previously issued their own account of the operation, and no official investigation has publicly confirmed Kivumbi’s allegations.

Security Agencies Respond

Hours after recordings of the speech circulated widely on social media and political WhatsApp groups, security agencies reportedly began reviewing the contents.

Investigators are understood to have focused particularly on statements directed at the President, the First Lady and the Chief of Defence Forces.By Friday afternoon, Kivumbi had reportedly been taken back into custody. Although security agencies had not immediately issued a comprehensive public statement detailing the specific offences under investigation, sources indicated that detectives were examining whether portions of the speech amounted to criminal defamation, offensive communication, incitement or other offences under Uganda’s laws.

The rearrest dramatically changes the political landscape only hours after opposition supporters celebrated what they believed was the beginning of Kivumbi’s political comeback.

NUP Supporters Cry Foul

Opposition supporters immediately condemned the latest arrest, accusing authorities of targeting Kivumbi for exercising his freedom of expression.Several activists who attended the Butambala rally insisted that imprisonment had failed to silence one of the party’s senior mobilisers.

“They wanted to silence him, but instead they have given him an even bigger platform,” one supporter declared.Another activist told the crowd: “We are not giving up. Every arrest only strengthens our resolve to fight for change.”

The remarks reflected the mood among many NUP supporters, who believe repeated arrests of opposition politicians have become a political tool aimed at weakening mobilisation efforts.Government officials have consistently maintained that arrests are based on alleged criminal conduct rather than political affiliation.

Divided Political Opinion

Kivumbi’s speech has generated sharply divided reactions across Uganda’s political spectrum.Supporters view him as a fearless opposition leader refusing to bow to intimidation despite repeated arrests and criminal charges.

Critics, however, argue that his remarks crossed the line from legitimate political criticism into personal insults that risk undermining public discourse.Political analysts say the speech illustrates the increasingly confrontational nature of Uganda’s politics as the country edges closer to another election cycle.

One analyst noted that courage alone does not always produce political victories.”Politics requires strategy as much as courage,” the analyst observed.

“Not every battle has to be fought through public confrontation. Sometimes the loudest statements create headlines but also create legal and political complications.”The analyst further warned that repeatedly focusing on Gen. Muhoozi could energise supporters while simultaneously creating avoidable legal risks.

Growing Political Temperatures

Kivumbi’s rearrest comes at a time when relations between the government and the opposition remain deeply strained.Several senior opposition figures continue to face criminal proceedings arising from political activities, while government officials insist security agencies are merely enforcing the law without discrimination.

The latest incident is likely to intensify debate over freedom of speech, political mobilisation and the limits of criticism directed at senior public officials.Legal experts suggest that any prosecution arising from the latest speech could become another closely watched courtroom battle with significant political implications.

An Unfinished Political Battle

For Kivumbi, the latest arrest is unlikely to diminish his standing among supporters who view him as one of the party’s most outspoken mobilisers.

His repeated message throughout the Butambala rally was that prison had strengthened rather than weakened his determination.”I have nothing else to pay you with except continuing the struggle,” he told cheering supporters.

Whether the latest legal troubles will silence him or further elevate his profile within the opposition remains uncertain.What is already clear, however, is that his dramatic return from prison has quickly evolved into yet another confrontation with the state.

Barely hours after promising to launch what he described as “a new war” against the government, Muwanga Kivumbi is once again at the centre of Uganda’s turbulent political landscape—this time facing fresh scrutiny over remarks that have reopened fierce debate about the boundaries of political speech, accountability and the increasingly bitter contest between the opposition and the establishment.

She described the closure as “a military coup against the free press” and alleged that it had been carried out with the approval of President Yoweri Museveni.

Madanda argued that no official explanation had been issued by the Uganda Police Force, the Uganda People’s Defence Forces (UPDF) or the Uganda Communications Commission (UCC), which she said had remained spectators despite being the communications sector regulator.

She said the closure was part of what it described as a broader pattern of intimidation against critics of the government, citing alleged abductions, torture, illegal detentions and harassment of opposition members“The closure of NMG outlets is the latest in a sustained pattern of abductions, torture, illegal detentions and targeted harassment of government critics and opposition members carried out primarily by the Army,” Madanda said.

The opposition party accused the government of disregarding constitutional safeguards by allegedly acting without judicial authorization.“No court order has been produced. No due legal process has been followed,” she added.The party further claimed that the latest developments reflected what it described as growing authoritarianism after nearly four decades of President Museveni’s rule.

Madanda said the events reinforced the FDC’s long-held position that democratic institutions had steadily been weakened.She cited Article 3 of Uganda’s Constitution, which places a duty on citizens to defend the constitutional order against attempts to overthrow it, arguing that recent actions against the media and political opponents should concern all Ugandans.

“These actions of shutting down media houses, abducting lawyers, torturing activists, threatening judges and declaring themselves above the law constitute exactly the kind of conduct that Article 3 was written to resist,” she said

The Forum for Democratic Change (FDC) has also called on the government to fast-track the evacuation of Ugandan nationals stranded in South Africa following reports of escalating xenophobic violence targeting foreign nationals.

Ms. Madanda welcomed the government’s decision to begin evacuation efforts but urged authorities to expedite the process to protect the lives of Ugandans. Her remarks followed Sunday’s announcement by Acting Minister of Foreign Affairs Haruna Kyeyune Kasolo that the government had initiated plans to evacuate Ugandans from South Africa amid growing reports of attacks and vigilante threats against foreign nationals in several parts of the country.

Madanda said the protection of Ugandan citizens abroad should remain the government’s top priority, warning that any delay in the evacuation exercise could place more lives at risk.“The safety and lives of Ugandans must come first. The worsening security situation requires swift action rather than prolonged diplomatic procedures,” she said.

The government has launched a multi-agency response involving the Ministry of Foreign Affairs, Uganda’s High Commission in South Africa, Uganda Airlines, and other relevant government agencies to facilitate the registration and evacuation of affected Ugandans.Madanda said reports of the death of a Ugandan national in KwaZulu-Natal Province underscore the urgency of the situation and called for immediate action to protect those still at risk.

FDC Prepares for LC Elections ;

Meanwhile, the FDC has directed its district leaders across the country to begin identifying party flag bearers for the forthcoming Local Council I (LC I) and Local Council II (LC II) elections.

Last week, the Electoral Commission released the roadmap for the village elections, which are scheduled to take place between July and August. According to the roadmap, LC I elections will be held on July 28, 2026, while LC II elections are slated for August 10, 2026.Madanda said the party intends to participate fully in the elections and instructed district leaders to identify credible candidates to contest under the FDC banner.

New NEC and Youth League Appointments

The party also announced appointments to fill vacancies in the National Executive Committee (NEC) and the National Youth League following the departure of former office bearers.

Madanda said the appointments were made by the party president in accordance with the FDC Constitution, in consultation with the NEC Working Committee, and subsequently approved by the National Executive Committee to strengthen the party’s leadership at both national and grassroots levels.

Hon. Akello Franka – Vice Chairperson, Northern Uganda
Mr. Ssaazi Marlik – Secretary for Works

The National Youth League Executive Committee also appointed are ;
Asiimwe Karen – Youth Delegate, Western Region
Masawi Ivan – National Youth League Treasurer
Madanda said the newly appointed leaders have already been sworn in and are expected to assume their responsibilities immediately as the party prepares for upcoming political activities.

Tabz, who has built a reputation for exposing alleged corruption and documenting opposition politics, was reportedly picked up by security operatives on Wednesday evening in Kampala. By Thursday morning, his arrest had become the dominant topic on Uganda’s X (formerly Twitter), with hashtags demanding his release trending among opposition supporters.

The circumstances surrounding his arrest remained unclear by press time, and authorities had not publicly detailed the offences for which he was being held. His detention comes amid heightened political tensions following the arrest of opposition lawyer Erias Lukwago earlier this week, a development that has further fueled concerns over the treatment of government critics.

FROM BOBI WINE’S CAMERA TO INVESTIGATIVE BLOGGING

Long before becoming one of Uganda’s most followed investigative bloggers, Tabz was widely known within opposition circles as one of the official photographers attached to National Unity Platform (NUP) president Robert Kyagulanyi, popularly known as Bobi Wine.

During the 2025-2026 election campaigns, he documented Bobi Wine’s nationwide tours, often capturing dramatic images from rallies, confrontations with security forces and campaign trail events.

His association with the opposition was no secret. Daily Monitor previously reported that Tabz was among members of Bobi Wine’s campaign team who fled the country after alleging they feared for their safety following security operations targeting the NUP campaign.In recent months, however, Tabz reinvented himself as an independent investigative blogger.

His X account increasingly featured allegations of corruption, unexplained wealth and governance failures involving senior government officials. Those posts earned him thousands of followers but also made him one of the country’s most controversial online personalities.

OUTPOURING OF SOLIDARITY

Minutes after news of his reported arrest spread, senior opposition officials, politicians, activists and bloggers began demanding answers.

Among the first to react was Bobi Wine’s principal private secretary, David Lewis Rubongoya, who condemned the reported arrest and called for Tabz’s immediate release, arguing that journalists and bloggers should not be targeted for their work. “We’ve just been informed of the abduction of @NinyeTabz from Kamwokya a short while ago. NUP supremo Bobi Wine in a tweet, reacting to his photographer arrest, said: “You can abduct and torture @NinyeTabz but you cannot break his resolve. This does not show the strength of the regime, it only exposes how weak and decadent it is. We stand with you, my brother. Just like the Amin regime, one day all this will be history.”

Other opposition voices echoed similar concerns, saying the reported detention was part of a broader pattern of intimidation directed at critics of the government.Political commentators argued that regardless of an individual’s political affiliation, every Ugandan is entitled to due process, legal representation and protection from arbitrary detention.

BLOGGERS RALLY BEHIND ONE OF THEIR OWN

Prominent academic and social commentator Dr. Jim Spire Ssentongo was among those expressing concern over the reported arrest.

Although bloggers often disagree sharply on political issues, many viewed Tabz’s detention as extending beyond one individual and touching on the broader question of freedom of expression in Uganda’s increasingly influential digital space.

Numerous bloggers changed their profile pictures, reposted solidarity messages and called for authorities to disclose Tabz’s whereabouts.Others warned fellow content creators to exercise caution when publishing investigative material involving powerful public figures.

NOT EVERYONE AGREED

Not all reactions were sympathetic. Professor Makombo Jago-Minyang Asiimwe Ndahura argued that he had repeatedly warned Tabz against what he described as careless handling of alleged confidential information. “I also warned TABZ. He refused,” Asiimwe wrote.

He claimed bloggers who publicly circulate alleged intelligence relating to criminal investigations instead of reporting it through official channels expose themselves to legal consequences.

He further argued that anyone claiming to possess confidential state information could eventually be required by investigators to explain where that information originated.His lengthy thread generated fierce debate, with supporters saying he was merely highlighting legal risks while critics accused him of appearing to justify the arrest of a government critic.

FEAR SPREADS ACROSS X

Beyond the arguments over Tabz himself, many observers said the arrest had already achieved one immediate effect—it sent shockwaves through Uganda’s online activist community.

Several bloggers noticeably reduced their posting activity. Others quietly deleted old tweets touching on corruption, procurement and security agencies.Private messaging groups were reportedly filled with discussions about digital security, legal representation and contingency plans should more arrests occur. Some users admitted they feared becoming the next target.

A CHANGING DIGITAL BATTLEFIELD

Over the last five years, X has evolved into one of Uganda’s most powerful platforms for breaking political stories.Unlike traditional media houses, bloggers frequently publish leaked documents, procurement records, photographs and allegations in real time, often forcing public officials to respond.

Supporters argue these citizen journalists have exposed corruption scandals that might otherwise have remained hidden.Critics counter that social media increasingly circulates unverified claims capable of damaging reputations before investigations are completed. That debate now lies at the heart of Tabz’s case.

WHAT HIS ARREST COULD MEAN

Media observers believe the arrest is likely to have implications extending well beyond one blogger.Some predict a chilling effect, with digital activists becoming more cautious about publishing investigative content involving influential political figures.

Others believe the opposite could happen—that the detention will galvanize online activists who view it as another example of shrinking civic space.Human rights advocates have repeatedly argued that freedom of expression, including criticism of public officials, is protected under Uganda’s Constitution, while also acknowledging that journalists and bloggers remain subject to laws governing defamation, national security and criminal investigations.

As supporters continue demanding information about Tabz’s whereabouts and legal status, one question dominates Uganda’s online conversations.Was the arrest simply about alleged criminal conduct, or does it signal a tougher approach toward bloggers whose investigations increasingly shape public debate?

Until authorities publicly explain the basis for the arrest, speculation is likely to continue. For Uganda’s online community, however, one reality is already evident.
