The colourful event attracted politicians, businessmen, close friends and prominent figures from across Uganda, transforming the usually quiet Kyankwanzi district into a hive of celebration. Known for his unwavering loyalty to the Patriotic League of Uganda and his fierce defence of Chief of Defence Forces Gen. Muhoozi Kainerugaba on social media, Frank Mwesigye proved that beyond politics lies a man deeply committed to family values and culture. The ceremony was filled with traditional songs, cultural dances, heartfelt speeches and endless celebrations as relatives from both families witnessed the beginning of a new chapter in the couple’s lives.

BIG MEN SHOW UP

The occasion gained even more prominence when Local Government Minister Balaam Barugahara Ateenyi and Justice and Constitutional Affairs Minister Norbert Mao led a delegation of Kampala’s influential personalities to escort the groom to his bride’s home.

The ministers mingled freely with guests, sharing laughter and celebrating the joyous occasion in true African style. Speaking during the function, Balaam congratulated the couple and urged them to build a marriage founded on faith and mutual respect.

Frank Mwesigye has built a reputation as one of the most vocal mobilisers within the Patriotic League of Uganda and circles supporting the ruling National Resistance Movement. Political insiders describe him as one of the movement’s dependable grassroots mobilisers who rarely shies away from defending the PLU agenda online and on the ground.

“He is a great member of PLU. He fights his battles cunningly and passionately,” one associate remarked during the ceremony. But on this occasion, politics took a back seat as friends watched one of Uganda’s most outspoken political mobilisers embrace married life. The beautifully decorated venue reflected both modern elegance and rich Ankole cultural heritage, with traditional attire, colourful décor and smiling faces dominating every corner.

FRIENDS POUR OUT THEIR HEARTS

Among those celebrating the groom was businessman Stanley Ndaula, Chief Executive Officer of Yaya Extra, who described Frank as a loyal friend deserving every bit of happiness. “Frank deserves all his flowers. He is one of our top clients here at Yaya Extra. On behalf of myself and the entire Yaya Extra family, we wish Frank the happiest marriage and God’s abundant blessings,” Ndaula said. His remarks drew loud applause from guests who described the groom as humble, hardworking and generous.

Retired military officer Col. Speaking at the 44th Tarehe Sita celebrations at Kasasa Town Council Grounds in Kyotera district, he warned that such developments would undermine the UPDF’s ability to maintain combat effectiveness, professionalism, and discipline, qualities for which the Ugandan military is renowned globally.

“Last week, we were shocked to receive a judgment from the Supreme Court that, in effect, halts all trials conducted by military courts. The UPDF and its predecessor, the NRA, which we honor today, provided the lasting solution to the tyranny, killings, and lawlessness that had plagued Uganda for so long,” he said. “The UPDF, without doubt, remains the foundation upon which democracy and socioeconomic transformation can be realized in our country.”

Gen Kainerugaba, who is also the Senior Presidential Advisor on Special Operations, stressed that the UPDF’s historical mission, which predates the laws now being debated, could not have been achieved without a disciplined force. Without delving into details, he described the ruling as “so unfortunate and quite unacceptable,” warning that it could lead to a national security crisis and disrupt the effective command, control, and administration of the defence forces. He urged the President to address the issue as soon as he could.

“We shall not abandon or compromise the UPDF’s historical mission under any circumstances,” he said. In the meantime, he noted that the UPDF is collaborating with the Attorney General and the Ministry of Defence and Veteran Affairs to pursue the necessary legislative amendments to clarify the mandate of military courts.

During the celebrations, which were presided over by President Yoweri Museveni, who is also the commander-in-chief of the UPDF, Gen Kainerugaba outlined key military operations and activities. These include Operation Shujaa in eastern DRC, the transition from the African Transition Mission in Somalia (ATMIS) to the African Union Support and Stabilization Mission in Somalia (AUSSOM), the completion of disarmament operations in Karamoja, and the collective responsibility of maintaining internal security.

He also shared insights from his recent visit to the joint UPDF-FARDC forces in North Kivu and Ituri Provinces, noting that they have “severely degraded and dismantled ADF as a fighting force.” “It has been greatly weakened,” he said, adding that not only have abducted individuals been freed, but entire villages have been liberated from enemy occupation. “Our fight against terrorists in Congo is promising so much hope to the people of that region,” he said, reaffirming the UPDF’s commitment to staying the course until ADF is eliminated.

Regarding Somalia, he acknowledged the challenges posed by the fragile and unpredictable situation in the country but assured that Ugandan troops are managing the transition effectively. He reaffirmed the UPDF’s determination to sustain the gains made over the past 18 years. Reflecting on the significance of the Tarehe Sita celebrations, Gen Kainerugaba remarked that they demonstrate “how far we’ve come and where we aim to go as a country.”

“Ours has been a journey of continuous growth, some challenges notwithstanding,” he said, emphasizing the honor and reverence accorded to those who sacrificed their lives for the struggle. He reiterated that the agenda of fundamental change would continue, especially in “guaranteeing the security of all our citizens.”

“As the UPDF, we’ve worked tirelessly to consolidate the fruits of the liberation struggle,” he said, highlighting efforts not only in securing Uganda’s borders but also in supporting “our brothers and sisters across the continent. This Pan-African spirit will remain the cornerstone of our mission as UPDF,” he said, adding that Uganda is now strong, peaceful, and prospering.

He assured that any emerging saboteurs during the election season are being closely monitored by intelligence services. Gen Kainerugaba also provided updates on critical projects undertaken since assuming office as CDF, particularly efforts to curb corruption. “Our resources are being utilized more effectively,” he said, ensuring that value for money is prioritized.

He further revealed that the construction of the Ministry of Defence and UPDF headquarters is progressing as planned and is expected to be completed within two years or even earlier. Additionally, he announced that the Military Referral Hospital will be opened in the coming months, accommodation facilities are being expanded, and issues surrounding fair remuneration are being addressed, all part of a broader plan to improve troop welfare.

Muhoozi described the said achievements as a testament to the UPDF’s commitment to infrastructure development and providing a dignified working environment for soldiers. Kampala, UGANDA, July 11th 2024: The Uganda Police Force (UPF) last night, again held a momentousengagement with the leadership of the National Unity Platform (NUP) at Police Headquarters, Naguru. The meeting served as a follow-up to a previous session held in late May, where both parties reached several resolutions concerning the NUP’s consultative activities.

These activities had been halted by the police following a tragic accident that occurred at the end of May, along the Kampala-Masaka highway, resulting in multiple fatalities and serious injuries. In yesterday`s meeting, officials reviewed CCTV footage of the NUP procession from Kampala to Masaka.

The footage highlighted several alarming issues, including the overloading of vehicles and the dangerous practice of carrying passengers on rooftops. The procession was also marked by excessive speeding and reckless driving, posing significant risks not only to the passengers but also to other road users.

The vehicle involved in the fatal accident, a Toyota Hiace, was observed to be overloaded with passengers on its rooftop. This vehicle was part of a rowdy convoy that occupied the single carriageway. The collision involved several motorcycles and led to the tragic loss of life. The driver of the Toyota Hiace, Lule Fred, was arrested and faced multiple charges, including reckless driving and causing death through reckless driving.

He appeared in court and was subsequently remanded to Mpigi Prisons. In addition to the charges against Lule Fred, other drivers involved in the procession were also charged with various offenses. These drivers were declared wanted and required to report to the local police station.

The Resolutions

Following the footage review, the meeting produced several key resolutions aimed at improving road safety and ensuring the well-being of all road users. These resolutions included the immediate cessation of carrying passengers on vehicle rooftops and the practice of overloading vehicles with excess passengers. “There was a strong emphasis on enforcing speed limits to prevent reckless driving,” read the police statement on the matter.

The meeting also decided to prohibit large convoys of vehicles and motorcycles traveling from Kampala to upcountry locations, a practice that had previously caused significant disruptions and safety hazards. Additionally, it was agreed that harassing or provoking security personnel on duty must stop, and that the regulation of traffic is the sole mandate of the traffic police.

The NUP leadership was urged to take responsibility for the conduct of their members, with a warning that they could be held accountable for any infractions. The UPF emphasized its constitutional mandate to protect life and property and its authority to direct the conduct of assemblies and processions on public roads.

Assistant Commissioner of Police Nabakka S. Claire, Deputy Public Relations Officer, reaffirmed the Police commitment to continued engagement not only with the NUP leadership but also with other political parties and organizations. She appealed to the public to observe law and order to ensure the safety of all individuals and their property.

This funding, equivalent to approximately UGX168 billion, will be channeled through the National Water and Sewerage Corporation (NWSC) to conduct a feasibility study for a transformative development project.

The project’s focus lies on enhancing piped water and sanitation infrastructure in three key cities: Fort Portal, Hoima, and Lira. NWSC Managing Director, Dr. Eng. Silver Mugisha, unveiled the ambitious plan during a press briefing at the corporation’s headquarters in Nakasero. Outlined within the comprehensive project are four pivotal components:

Construction of a conventional water treatment plant and associated infrastructure. Rehabilitation, upgrading, and expansion of existing sewer networks. Refurbishment and expansion of sewage treatment plants. Expansion and enhancement of water supply and sanitation services, particularly targeting underserved urban communities.

Dr. Mugisha highlighted existing challenges faced by these cities, including hydraulic bottlenecks, outdated equipment, and deficient plant designs, resulting in water supply systems operating below capacity. Despite attaining city status, Fort Portal, Hoima, and Lira grapple with inadequate sewer network coverage and aged infrastructure.

Fort Portal’s primary water source, River Mpanga, has suffered environmental degradation due to improper land use practices within its catchment area. Conversely, Hoima relies on groundwater, which proves unreliable and insufficient to meet the city’s escalating water demands, particularly with its burgeoning oil industry.

Upon successful implementation, over 1,050,000 residents across Fort Portal, Hoima, and Lira stand to benefit from improved water and sanitation services by the year 2040. This ambitious undertaking aligns with Uganda’s commitment to achieving Sustainable Development Goals, particularly those pertaining to water and sanitation access.

With funding secured and plans underway, the project signals a promising stride towards ensuring sustainable and equitable access to clean water and sanitation facilities for the burgeoning urban populations of these vital Ugandan cities.

Dismissing the whispers of moralists relying on hearsay and social media, I embarked on a journey to Jinja, determined to offer my authentic perspective on this much-talked-about event.

Derived from the Luganda word meaning a sudden uncontrollable urge to move, shake, or dance, ‘Nyege-Nyege’ perfectly encapsulates the festival’s essence. Arriving in Jinja on a Friday, my friends and I checked into our hotels, donned more comfortable attire, and headed to the Nyege-Nyege venue with a mix of anticipation and skepticism. What awaited us was an event that defied stereotypes and surpassed expectations.

The Creativity

Passing through security checks, we entered the venue at around 1am, greeted by a vibrant and secure atmosphere. As we explored the multiple stages, from Hakuna Kulaala (Luganda for `no sleep`), to Smirnoff, the cultural stage, and Uganda Waragi tents, we found a diverse and happy crowd immersed in the music. Contrary to preconceived notions, there was no violence, nudity, or vulgar language.

As the night fell, the venue illuminated with lights, ensuring visibility and allowing friends to be identified from meters away. The festival was not just about music; it became a hub of economic activity, with numerous businesses thriving, including hotels, taxis, restaurants, soft drinks vendors, breweries, jewelry craftsmen, parking services, camping gear providers, face painters, artists, boda-boda riders, clothing vendors, tours and travel operators, water games, and local street food sellers.

The fun

The festival provided a liberating atmosphere, attracting a diverse crowd of all races, ages, and personalities. Food options were abundant, ranging from Chinese cuisine to roasted pork and vegetarian delights. Despite these positive aspects, there were unfortunate incidents at the entrance, with individuals being denied access due to fake tickets. Personally, I experienced moments of joy, danced in the rain for the first time, and forged lasting memories with friends.

The festival offered an array of culinary delights, and the atmosphere was one of unbridled joy. However, not everything was flawless. The continuous repetition of music tracks became a slight disappointment, taking away from the overall variety that the festival could have offered. Additionally, the scarcity of easily accessible bathrooms posed a challenge, creating a minor inconvenience for festival-goers.

Contrary to the rumors, Nyege-Nyege was a well-organized event, where people gathered for a good time. The multi-talented DJs, the energetic performances of over 200 artists, the excellent service from food vendors, and the diverse and creative crowd all contributed to an unforgettable experience.

From Kitenge braids to the proud display of African identity, the festival was a celebration of culture and unity. In conclusion, Nyege-Nyege shattered misconceptions and lived up to its hype. The festival wasn’t just about music; it was a thriving ecosystem of entertainment, creativity, and economic activity. To those who doubted, my advice is simple: don’t believe the rumors, experience it for yourself. Nyege-Nyege is a celebration of life, music, and the vibrant spirit of Uganda.

A lawsuit is rife for journalist James Kabengwa after a controversial opinion he penned in support of the gays community (LGBT groups) soon after President Yoweri Museveni had signed the anti-homosexuality Law, police records show.

A complaint under reference SD/13/11/09/23 at Nakabugo-Bulaga police post  in Wakiso District accused Kabengwa for “promoting” homosexuality and called for his prosecution under Section 11.2 (b).

On conviction, such culprits attract a 20-year sentence or life in prison. The law introduces death penalty, life in prison and other jail terms depending on the category of offense under it.

The Uganda Criminal investigators at Bulaga Police Post confirmed they had issued Mr Kabengwa with criminal summons to have him interviewed over his opinion published in June.  Him or his family have not commented.

It is not clear why a complaint against him came nearly three months after his article. However, the journalist has been at loggerheads with one of Africa’s oldest monarchs – Buganda Kingdom for his stance against corruption within the institution.

An online story recently said some officials of the Kingdom had vowed to punish Kabengwa for criticizing Katikkiro Charles Peter Mayiga. According to the story published by newsday, some Buganda Kingdom enthusiasts were vowing to follow up not only with Mr. Kabengwa but his family for his critical stance towards the Kingdom. It is unclear whether the same group is now the one pursuing the journalist.

In the police complaint, a citizen cited an article by Mr. Kabengwa published in June titled “Stop the backwardness and homophobia, same sex is not a crime” in which he called upon the international community to squeeze Uganda government officials until they reverse the Anti homosexuality law that president Museveni signed in May this year. The law was passed with the support of 341 out of 389 members of parliament who attended that day’s sitting.

A statement recorded by the complainant at Police said “I have been seeing the name (byline) of Kabengwa in state-owned New Vision and Bukedde newspapers and the privately owned Daily Monitor. I have seen his articles covering war, politics and general news. He is highly controversial with his behavior reaching intolerable heights in 2020.” Kabengwa had reminded Uganda’s authorities of their obligation on various international charters and called for more global pressure.

Some government officials, international organizations, and business leaders around the world condemned the new law as “a horrific and wrong law.” There is anger within Uganda’s regime leaders after international agencies started isolating the third world East African nation. The World Bank has cut off future loans to the country and President Museveni has furiously responded that his country can self-sustain.

 A joint statement by the leaders of the Global Fund, UNAIDS and PEPFAR stated: “Uganda’s progress on its HIV response is now in grave jeopardy. The Anti-Homosexuality Act 2023 will obstruct health education and the outreach that can help end AIDS as a public health threat.” Under the new anti-homosexuality law, Mr Kabengwa is liable for a prison term of up to 20 for his alleged promotion of homosexuality.

Prosecutions commence

On August 18 2023, a young man aged 20, became the second to be charged with “aggravated homosexuality,” and they face a death penalty. They were arrested in the Eastern side of Uganda. In a Statement on August 30, Amnesty International called upon the Office of the Director of Public Prosecutions (DPP) in Uganda to drop charges.

“It is deeply disturbing that the Ugandan authorities are prosecuting people based on their real or perceived sexual orientation or gender identity. Discrimination and persecution of lesbian, gay, bisexual, transgender and intersex (LGBTI) people in the country must be halted,” said Tigere Chagutah, Amnesty International’s Regional Director for East and Southern Africa in an August 30.

 Five cases

An advocacy civil society agency, Human Rights Awareness and Promotion Forum (HRAPF), laid five as the statistics of people so far prosecuted since the passing of the LGBTI law. There have also been reports of a spike in violence and other violations against LGBTI persons in Uganda. “A total of 149 cases of violence against LGBTI persons in June and July 2023, including evictions from homes, villages and rented homes, and actual or threatened violence,” HRAPF said in a statement in August.
