One that raises more questions than answers about the country’s most high-profile assassinations. From prosecutors to police chiefs, politicians to clerics, the blood of influential Ugandans continues to soak the nation’s conscience, with accountability still playing second fiddle to state theatrics.

For over a decade, the nation has watched, often in horror, as prominent figures have been gunned down in broad daylight or under suspicious circumstances. Yet, as if rehearsed from a grim playbook, the aftermath tends to follow a hauntingly familiar script. Hasty arrests, publicised parading of suspects, weak court cases, dismissals for lack of evidence and, then, without fail, rearrests under dubious charges. The cycle has become all too predictable.

The Kagezi Conundrum

The 2015 assassination of Senior State Prosecutor Joan Kagezi, a woman once feared and respected for taking on terror and corruption cases, remains one of the most painful of these tragedies. Killed in the presence of her children as she returned home from work, Kagezi’s murder sent shockwaves across the country and the international community. Yet, years later, justice seems deliberately elusive.

Now, in a stunning twist, a self-confessed former army man and deserter, Daniel Kisseka Kiwanuka, has controversially pleaded guilty to Kagezi’s killing. But far from bringing clarity, his confession has only deepened the intrigue. According to Kiwanuka, the assassination was orchestrated by a government official known only as Nickson, a name he claims to have learned while negotiating a USD200,000 fee for Kagezi’s life. He says they were instead paid a pittance of 500,000 Ugandan shillings each! For starters, this is less than USD150 at the time.

More shocking, perhaps to some, is the government’s response. Instead of treating Kiwanuka as a convicted murderer, they’ve turned him into the star witness in the prosecution of his former co-accused. This has left legal analysts and civil rights observers asking! Was Kiwanuka planted among the accused to extract confessions or information? Was his guilty plea a ruse to control the narrative? Well, its called pre-bargain.

“Nixon”: The Name That Rings But Never With Answers

Despite implicating a government official, Kiwanuka has mysteriously failed to offer Nickson’s second name or details that could make prosecution possible. He even claims to have met Nickson in a government vehicle at Katwe, yet again, he doesn’t say which ministry or agency the car belonged to.

The deliberate vagueness is telling. In a country where vehicles are registered and government departments are not hard to trace, such omissions raise red flags. Why would someone so willing to confess to murder be unwilling to provide enough information to lead to the arrest of the purported mastermind? Some analysts suspect that the name “Nixon” (By the way, we chose to spell his name as Nixon) whispered in connection with other unresolved high-profile killings, may have been intentionally floated to pacify public outrage. “The state might be dangling a convenient scapegoat to give the appearance of progress,” said a former CID officer who spoke on condition of anonymity.

From Kagezi to Kaweesi

The questions surrounding the Kagezi case evoke memories of other unsolved murders, such as the 2017 daylight killing of former Deputy IGP Andrew Felix Kaweesi, his driver and bodyguard. The killers escaped on police-issue motorcycles, later, reportedly found parked inside Kampala Central Police Station, a chilling fact that suggested inside complicity.

Then-IGP Gen. Edward Kale Kayihura dismissed the idea that the killing was an inside job. But for many Ugandans, it was impossible to ignore the glaring inconsistencies, and the fact that no one up the chain has ever been seriously investigated.

Arrests, Release and Brocken Justice Chain

Time and again, suspects in such cases are released for `lack of evidence,` only to be re-arrested, often without fresh charges or new investigations. These re-arrests appear less like pursuit of justice and more like attempts to silence and contain. In many cases, suspects are held incommunicado for years without trial, an affront to human rights and due process.

SO, WHO REALLY KILLED JOAN KAGEZI?

Kiwanuka’s confession, while dramatic, is fraught with inconsistencies and selective memory. Could he be lying? Possibly. Could he be protecting powerful interests? Likely. Or perhaps he is simply a pawn in a much larger, sinister game of state-managed coverups! Well, police has since zeroed on Nixon Agasiirwe, the notorious former special ops Cop. In these lines lie stories of Nixon`s vices, and which we shall be reproducing one at a go.

And the man “Nickson”? Even if his identity is an open secret in certain circles, any effort to bring him to justice could easily be derailed by clever lawyers,“Is my client the only Nickson in Uganda?” they might ask — and win. In the final analysis, it’s becoming disturbingly clear that Uganda may never know the true masterminds behind these assassinations. For every fall guy presented to the courts, there seems to be a deeper truth buried under layers of deception, misdirection, and impunity. The bloodstains of the past remain vivid. But justice, it seems, continues to fade into the shadows.

This stance, just like other previous days dating some years back. He had felt unsafe, being trailed and followed everywhere he went. At least, his confession of the same to his only surviving sister, Naomi, confirms our assumption.

“He felt so fearful of his life,” Naomi Gasana Kashishani Nyangweso told mourners at their country home then. He probably had had this strange feeling for some weeks. And his instincts served the mystery on him that 2ndday of November! He returned home in the wee hours of the morning, probably from a night-long shy away, to meet his death. Just like he had confided in Naomi, his life had been in danger for some time.

“I’m being trailed. Even here, I feel I am followed.” He had called Naomi in Bugoloobi for a quick talk. These words, after Naomi wondered why he was using a cab instead of driving his car. “I know you have a knack to complain about everything. I beg of you Naomi, keep your mouth shut for once. Even at the wedding, please ignore anything strange. Don’t talk about anything,” Naomi narrated her last talk with Henry days before his death.

Surprisingly, the person he feared most as his chief trailer, and at whose hands, he feared for his life, is the same person the Director of Public Prosecution (PPD), preferred as culpable for his death. Her name is Molly Katanga, his wife of over thirty years! We have since gathered that the duo had had a deep-seated dispute about the entire wedding preparations of their daughter Patricia Katanga.

That ugly morning of 2nd November, four days after Patricia`s wedding, a brawl is reported to have ensued in their bedroom. To this, the 60yr old city businessman Henry Katanga stopped a bullet through his left jaw – and he succumbed to the same! According to Patricia, who claims to have been the first to arrive at the scene, Katanga`s body was lying in a pool of blood on the bed, and her mother, was equally lying down, `unconscious`…!

What followed are a concoction of stories, through which, the world now knows, serve to trade two narrations, about how Katanga met his death. Molly`s side came first with the widespread narration of suicide. They insinuated that following the said brawl – whose origin no one is desirous of telling, Katanga realized that he had probably killed his wife, after he `badly` hit and `smashed` her head. And for that, he allegedly chose to kill self as well!

Probably for it to be embraced by the general public, this account was engineered through the government newspaper. This was backed by a strong warning from Police, curtailing youtubers, vloggers, bloggers and social media personalities from commenting about the matter. However, their narration seems to have been swiftly hatched! So hurriedly so, it instead created more questions than the desired answers.

The gesture of giving the monopoly to a single newspaper instead jeopardized their arrangements in entirety! Members of the public and journalists elsewhere, started pinching holes into the poorly driven narrative and hence, contrary to the suicide theory, a growing consensus emerged, casting doubts on Molly’s account and suggesting a premeditated murder instead.

The Story

You may need to know that in the murder version narrative, the Molly side has done a great job to implicate their own! For starters, it is important to know that without evidence, there is no criminal case and hence, no conviction. There are many types of evidence and they all seek to prove different things in criminal cases. But two types – direct, and circumstantial are commonly used form of evidence in such criminal cases.

Remarkably, most of the pinning evidence used in murder cases like this of Katanga, is circumstantial. Circumstantial evidence is proof of a fact or facts from which a detective or investigating officers could solve the question. For instance, if its proven as suggested that Molly, who was reportedly unconscious, was, actually seen booking herself into IHK Hospital, detectives would solve quite a number of questions via this one fact.

The veil shrouding this tragedy continues to freely unravel with the help of the shiftily panicky Molly group. Upon other players coming on board to interrogate the unknown, her lawyers of Kampala Associated Advocates (KAA) penned the DPP, Justice Frances Abodo. Their plea was for her to prevail over detectives, for allegedly leaking their findings to a family member, Barnabas Taremwa, whom they claim, used the same to call for an inquest!

We want to believe beyond reasonable doubt that the wording of their letter (which is already in circulation), can easily be used by any serious detective to extract circumstantial evidence particulars. “Given the extent of Molly Katanga`s injuries, it is impossible for one to fathom that she could have been involved in any act that caused her late husband`s death. We know that those trying to portray our clients as criminals have sinister motives and are not seeking justice,” wrote the learned team of friends!

Whereas in Katanga`s case, a gun was recovered from the scene, we are yet to learn of any retrieved weapon the late could have allegedly used, to hit Molly into the reported comatose! On the other hand, KAA`s letter seems an excerpt from a lengthy missive authored through a little-known `news` website, last week on November 28th. This dossier labors to water down all the believable theories surrounding the murder version narrative.

In a snap, all stories, letters and dossiers authored in a bid to direct the narrative are, but a set of well-compiled circumstantial evidence against Molly. The lengthy missive under review, which was debatably authored, directed to be authored and or meditated for authoring by none other than Molly, or her close agent, speak volumes. And it is full of potential circumstantial evidence as well, that any formidable detective can extract.

It speaks of a “pauper Katanga” but with a proper, well connected family lineage and clear origin! The same also portrays a “moneybags” Molly, with no trace of proper family lineage, yet sandwiched by loaded and connected friends and army Generals! This is not to mention that the only occupation the dossier mentions, was her being a submissive housewife to the Late James Katanga!

The rest of the dossier is a public property to whoever is closely following this ugly murder case. It tells all that is there to explain who did what and why, all in the name of portraying Molly and other accomplices, as clean as a whistle! It however fails to qualify why Katanga reportedly used more than one bullet `to kill` himself! It however tells how Patricia tried to rush her “unconscious” mother to Bugoloobi Medical Center, then along the way, got caught in jam, then jumped onto a boda-boda with the same `comatose` Molly and tried to dash to IHK before an ambulance got to her rescue!

However, the same `Molly Dossier` explains how Bugoloobi Medical Center Doctors advised Patricia to instead take Molly to IHK, citing her status of a `smashed` head! Do we need to reiterate that the duo didn’t reach Bugoloobi? Lest we forget… the same missive tells how Molly, a longtime dealer in security gadgets, has no knowledge of how to fire a gun! Not funny at all.

The Possible Motive

In the realm of Western traditions, upholding public appearances remains a common practice, even when a couple’s relationship reaches irreparable depths. Reading between lines of Naomi`s account, Molly and Henry’s shared room was seemingly the only semblance of unity between them. However, their relationship was marred by deep-rooted conflicts that warranted physical separation as the only plausible solution.

Katanga`s death is unveiling hidden family dynamics and it is stirring a storm of speculation and suspicions, leaving a nation gripped with unresolved mystery as to what could have caused it. Why didn’t she walk away? Why didn’t they separate instead? Why did Katanga take long to notice? Many questions with little or no answers. However, according to Naomi`s narration, Katanga was in his evening hours of total separation with Molly.

During their quick talk, he mentioned meeting his lawyer to finalize his Will, expressing his desire to prevent those who held animosity towards him from claiming a share of his wealth. Furthermore, independent sources reveal that apart from the Will, Katanga was on the verge of completing his divorce papers, a move seemingly contrary to Molly’s wishes.

Molly, whose main reason for inheriting Katanga as her new husband after the death of the latter`s brother James Katanga, was an unborn baby. She carried in her womb, a barely two months baby girl. Upon delivery, the tot was named Patricia Katanga – the same girl Molly chose to carry along, deep into this new, messy and criminal journey! This stance, not minding her four-day young marriage!

But alas! We gather that Henry had discovered how his late brother James, wasn’t the guy responsible for the pregnancy Molly carried at the time – the same for which, his royal family triumphed over him, to take in Molly as his wife and subsequently, his potential killer!

A lawsuit is rife for journalist James Kabengwa after a controversial opinion he penned in support of the gays community (LGBT groups) soon after President Yoweri Museveni had signed the anti-homosexuality Law, police records show.

A complaint under reference SD/13/11/09/23 at Nakabugo-Bulaga police post  in Wakiso District accused Kabengwa for “promoting” homosexuality and called for his prosecution under Section 11.2 (b).

On conviction, such culprits attract a 20-year sentence or life in prison. The law introduces death penalty, life in prison and other jail terms depending on the category of offense under it.

The Uganda Criminal investigators at Bulaga Police Post confirmed they had issued Mr Kabengwa with criminal summons to have him interviewed over his opinion published in June.  Him or his family have not commented.

It is not clear why a complaint against him came nearly three months after his article. However, the journalist has been at loggerheads with one of Africa’s oldest monarchs – Buganda Kingdom for his stance against corruption within the institution.

An online story recently said some officials of the Kingdom had vowed to punish Kabengwa for criticizing Katikkiro Charles Peter Mayiga. According to the story published by newsday, some Buganda Kingdom enthusiasts were vowing to follow up not only with Mr. Kabengwa but his family for his critical stance towards the Kingdom. It is unclear whether the same group is now the one pursuing the journalist.

In the police complaint, a citizen cited an article by Mr. Kabengwa published in June titled “Stop the backwardness and homophobia, same sex is not a crime” in which he called upon the international community to squeeze Uganda government officials until they reverse the Anti homosexuality law that president Museveni signed in May this year. The law was passed with the support of 341 out of 389 members of parliament who attended that day’s sitting.

A statement recorded by the complainant at Police said “I have been seeing the name (byline) of Kabengwa in state-owned New Vision and Bukedde newspapers and the privately owned Daily Monitor. I have seen his articles covering war, politics and general news. He is highly controversial with his behavior reaching intolerable heights in 2020.” Kabengwa had reminded Uganda’s authorities of their obligation on various international charters and called for more global pressure.

Some government officials, international organizations, and business leaders around the world condemned the new law as “a horrific and wrong law.” There is anger within Uganda’s regime leaders after international agencies started isolating the third world East African nation. The World Bank has cut off future loans to the country and President Museveni has furiously responded that his country can self-sustain.

 A joint statement by the leaders of the Global Fund, UNAIDS and PEPFAR stated: “Uganda’s progress on its HIV response is now in grave jeopardy. The Anti-Homosexuality Act 2023 will obstruct health education and the outreach that can help end AIDS as a public health threat.” Under the new anti-homosexuality law, Mr Kabengwa is liable for a prison term of up to 20 for his alleged promotion of homosexuality.

Prosecutions commence

On August 18 2023, a young man aged 20, became the second to be charged with “aggravated homosexuality,” and they face a death penalty. They were arrested in the Eastern side of Uganda. In a Statement on August 30, Amnesty International called upon the Office of the Director of Public Prosecutions (DPP) in Uganda to drop charges.

“It is deeply disturbing that the Ugandan authorities are prosecuting people based on their real or perceived sexual orientation or gender identity. Discrimination and persecution of lesbian, gay, bisexual, transgender and intersex (LGBTI) people in the country must be halted,” said Tigere Chagutah, Amnesty International’s Regional Director for East and Southern Africa in an August 30.

 Five cases

An advocacy civil society agency, Human Rights Awareness and Promotion Forum (HRAPF), laid five as the statistics of people so far prosecuted since the passing of the LGBTI law. There have also been reports of a spike in violence and other violations against LGBTI persons in Uganda. “A total of 149 cases of violence against LGBTI persons in June and July 2023, including evictions from homes, villages and rented homes, and actual or threatened violence,” HRAPF said in a statement in August.

KAMPALA, UGANDA – When he recently bragged that he knows all the corruption vices being committed by civil and public servants, many took Uganda`s President Yoweri Kaguta Museveni for a serious joker. Little do many know that the son of Kaguta be truly knowing much of these cases.

Unfortunately, he keeps numerous of them to his chest, supposedly for future use as a `blackmail` tool for such culprits that may tend to abuse his favors, into submission at an opportune time, as he may wish right. But his revelation raise concerns about the extent of corruption within government institutions and the methods employed to maintain loyalty among those involved.

We can authoritatively report that the latest on his desk is that of Trade Ministry`s cooperative societies` war-loss funds scam. This has had some of its share published in local media, but whose deeper details, we shall revert to soonest. On the heels of Trade Ministry scandal was the Ministry of Works` gross graft, some of whose particulars, are already being handled by police and elsewhere.  

Under the stewardship of the hitherto no-nonsense General Katumba Wamala as senior Minister, the Ministry of Works is embroiled in a shocking corruption scandal, where two high-ranking officials, Winston Katushabe, the Commissioner for Transport Regulation and Safety, and Ronald Amanyire, the Principal Road Safety Officer, are at the center of a bitter feud.

The hitherto jealously kept-under-the-wraps revelations, have sent shockwaves through the government institution, exposing a web of allegations and misconduct that threatens the previously unsoiled integrity of the Ministry. The feud between Katushabe and Amanyire has escalated in recent months, with the former baying for the latter`s resignation or even dismissal, but with little success.

Katushabe recently accused Amanyire of a string of offenses, including failing to submit essential reports, mismanaging procurement, undermining the chain of command, and allegedly, displaying arrogance and malice in communication. In a scathing letter dated June 16th 2023, Katushabe stated as below;

“The litany of weakness, grave incompetence, arrogance, illegalities, and criminal activities plus the string of improprieties afflicting you are such that you are totally unsuitable for a senior position in the Department. You simply can no longer be entrusted with any responsibility. Your character cannot be trusted at all.” He concluded with a plea for Amanyire to resign.

In a surprising turn of events, Amanyire reacts by accusing Katushabe of orchestrating a corrupt contract award to Face Technologies, leading to a financial loss of at least UGX4Bn in one go. He alleges that the contract, titled “Archiving of Uganda Driving Permit Project Records Phase 2, Archiving of Motor Vehicle Registration Records at URA, Remodeling of the Uganda Railway Main Station and Uganda Revenue Authority Warehouse for Motor Vehicle Records Kampala,” was deliberately arranged to embezzle public funds.

He points to discrepancies in the contract price and potential violations of procurement regulations. He further raises concerns about the use of the Direct Procurement Method and the allocation of funds without proper approval. These allegations have sent tremors through the Ministry of Works` spine, as officials grapple with the magnitude of the corruption scandal.

Responding to the allegations, Katushabe accused Amanyire of orchestrating a smear campaign against him, while Ministry Permanent Secretary Waiswa Bageya accuses Amanyire of misconduct and indiscipline. However, these are, but just a beginning of piles of scandals the ministry is chocking on.

We contacted the warring parties separately. Both Katushabe and Amanyire have provided intriguing responses to the allegations, hinting at behind-the-scenes dealings! Whereas Katushabe doesn’t dismiss the grave allegations against his name, he believes doing `private business` with media personalities would change things for better at the ministry.

Details of this interesting school of thought are a set out for another story in its own right. On the other hand, Amanyire too, doesn’t dismiss the fact that he levelled these deadly allegations against his immediate supervisor. His concern is, if only we could reveal to him who exactly our source is, and who shared his contact with us! While some of the reasons the president offered for depriving Kayihura of his job was recruiting into the police force, what he brands as weevils, there is actually more to what meets the eye in regard to what actually was the straw that finally broke the camel’s back. Before his sack, Kayihura had recruited within the file and rank of the Ugandan police force, young people who were unquestionably very loyal to him.

The said groups of people would years thereafter, end up out of excitement of the momentum, declaring Kayihura as their own preferred candidate to replace his boss, Gen Yoweri Museveni as the president of Uganda. While they had kept that secret to themselves for years, the group led by Abdallah Kitatta, formerly the boss of the 2010 Boda Boda association and that of the crime preventers, plus the Kibooko squad, would after the passage of some years, recklessly let out of the bag what had all along been their real hidden political intentions.

This would occur as they led a demo at the Makindye magistrates court. They were protesting over the criminal charges that had been brought against Kayihura for recruiting groups of young men to flog protestors.On top of expressing their displeasure over Kayihura’s prosecution, they were recklessly and daringly carrying posters unambiguously implying Museveni’s former political aide as their own preferred choice to replace his boss as the president of Uganda.

Museveni’s intelligence had prior to the protest march at Makindye court, been alarmed by Kayihura’s previous big procession through the streets of Kampala. Then, Kayihura had been promoted by the Commander-in-Chief,Gen Yoweri Museveni to the rank of a military general. While the president himself had not read politics into that big procession, some people in his intelligence had interpreted that procession to be a launching pad for Kayihura’s future political journey to State House.

Unaware of it, Museveni and his own intelligence and political game planners would end up alarmed by Kayihura’s bold backers’ campaign at Makindye court to have the police chief take over after Museveni even before the boss himself could call time up on his tenure at the helm of the country.

We told you, Sir!

“We have been telling you Sir, the man is plotting to unseat you and you have been dismissing what we have been telling you as a couple of lies,”  Museveni’s moles present at Kayihura’s Makindye court protest march are now understood to have briefed him immediately thereafter. From that time on, the president and his moles started to look for convinient reasons to use to get Kayihura out of the way in order to ensure the continued leadership of Museveni.

That opportunity would present itself following the emergence of reports about how Kayihura’s recruits within the police force were seizing people running away from persecution in Rwanda and handing them over back to the neighbouring tiny country.

Using such Kayihura’s purported association with the Rwanda administration, himself being a descendant of Rwanda, would end up being accused of things to do with espionage for the benefit of Rwanda, basing on that unverified criminal association. Under such Rwanda connection, Kayihura would also end up  being suspected by the leaders in Uganda, of ganging up with the leadership in Rwanda to purportedly occassion a regime change in Uganda.

That excuse having been created, Museveni would go ahead and quickly launch an aggressive campaign to purge the police force of people suspected of plotting to replace him with Kayihura. Besides the Nixon Agasasirwe group, the operation was also  targeting to get rid of the tens of hundreds of crime preventers who Kayihura had recruited and who had acted and behaved very loyal to their mentor.

This operation had been widened to arrest all the paramilitary groups such as that one of Kitatta’s Boda boda group which Kayihura had been suspected by the intelligence services to have clandestinely created to drum up his own presidential bid. Having been thus deprived of his backers, security would then find no trouble to move in and arrest the formerly powerful and feared Kayihura as a wingless grasshopper. This, after being fired as IGP.

This arrest, plus the charging of Gen Kayihura at the military court would mark the beginning of the story of the fall from grace to the grass, of the hirtheto powerful police chief of Uganda. Despite Kayihura having been conner-eyed in the brutal murder of one of his Assistants, Andrew Felix Kaweesi, espionage and all sorts of things, the bigger reason why he ended up falling out with the State was because he had or, his people had, started showing signs as if he – whether consciously or not, was plotting to unseat his boss.

Mwenda’s take

Be that as it may, Uganda’s veteran journalist, media proprietor as well as regional power broker, Andrew Muhanga Mwenda believes Kayihura had never at any one time and at all, plotted to overthrow Museveni.Mwenda goes on to explain how Kayihura was, and still is, a very loyal cadre of the president. What Mwenda says isn’t different from what we have been discussing as to being the one to have occassioned Kayihura’s sack.

Mwenda states how Museveni was misled by propaganda to mistakenly believe Kayihura was up to the mischief of upstaging him. We at the prized Investigator strongly believe Museveni thought, rightly or wrongly, that his subordinate was warming up to take up his seat. Consequently, what the oldman in Mwenda is saying,and what we are saying, is exactly one and the same. The difference between the two positions is but, nil.

As if to prove what Museveni was thinking was actually the truth, Kayihura’s supporters would, whether out of excitement or while meaning it, go on to hold processions during which they would hold posters and uttered things suggestive of how he was indeed the president-in-waiting. The day was 12th March 2013 when, the Mighty Investigator penetrated through the internet fibers to launch the first-ever fully fledged, unlimited online news publication.

Those were days when, conventional newspapers` online sections` accessibility was strictly via subscription. But The Investigator came in with unlimited access to hard-hitting, well investigated, researched and deeply informative pieces. Only what the reader needed was, and still is, internet data on their gadgets.

To us, a good story is not the one where we attract a long spell of applause, but that piece which entices mixed feelings. The former is always what everyone expects but with a unique or more appealing presentation. Yet the latter, is a well fact-packed piece, a great read but full of pain, phrenzy and yet, the bitter truth. Call it sweet pain, both to the reader and the news maker under appraisal. This normally attracts a standing ovation upon settling in.

And that is the expression we attracted upon introduction of the hitherto popular CIP Records on March 20th2017. This was two days and a few hours after the fatal shooting down, of the then Uganda Police Force Mouthpiece, Andrew Felix Kaweesi, on the morning of 17th March 2017. This happened in a distance of just 100 meters from his home in Kulambiro where, he had just left to go for work.

At his vigil on 19th, President Museveni deeply expressed his discontent in the Police Force, describing it as the burrow of criminals. “Police is infiltrated with criminals. Kayihura, you need to clean your force of criminals,” the Commander in Chief of the Armed Forces had exclaimed. In our editorial meeting the following morning, we snubbed taking the President`s speech as a report to our readers. We elected to instead point out for him, the source of criminality in the Gen. Edward Kale Kayihura-led Police Force.

“Mr. President, here are Details Why Gen Kale Kayihura cannot Clean a Force He Himself Helped to Soil [with criminality],” shouted our maiden CIP Records story. For starters, CIP Records stands for; Crime Infiltrated Police Records. In the said editorial meeting, Yours Truly also vowed to leave no stone unturned in reporting about Kaweesi murder. This stance, to amazement of my collogues. Why?

Until then, I had spent close to two years moving about in a zig-zag style. This mode, in avoidance of wrong elements who kept me in check on a 24/7 trail, of course for ill motives. These hitmen were Kaweesi`s agents. “Why do you want to kill me,” I had once asked him in a three-man meeting at Sheraton. The meeting had been, of course against my will, convened by mine and Kaweesi`s mutual friend, Frank Gashumba. To this question, he simply held my eyes with his, visibly grinding his teeth.

He held a long gaze and, in this silent moment, the unsaid words seemed to be; `How I wish I could do it right now`. Well, the meeting ended prematurely, obviously at the great distress of our host. Like his boss General Kale Kayihura, my hitherto `unshakeable` relations with the duo had turned sour and deteriorated to this level. This was courtesy of my questioning their continued stay in a comfy space as murders of prominent people freely whistled away. This situation, without a single sign of them willing to find solutions. To the contrary, they would even frustrate the little that were being done by the ill-facilitated Detectives.

Standing out in my charge was the `murder most foul` of businessman Wilberforce Wamala. The hitherto Kikuubo entrepreneur had been slaughtered like a goat, alongside his shamba boy at their home of Mutungo. The investigations had revealed enough positive clues that even a detective on probation would close it in no time. But alas! Every effort by the officers were frustrated at all levels. It ended with the killing in the police cells, of the prime suspect who had been sought and delivered with the help of the complainant and widow to the deceased, Elizabeth Wamala.

Guess what? Kaweesi, who detectives had pinned as one who took the scene of crime photos from them before they went missing for good, was trying to place Elizabeth in the driving seat of the prime suspect in her husband`s murder! My fall-out with Gen. Kayihura was a result of my insistence for him to get Kaweesi accountable. For starters, that was the genesis of my troubles with the two men.

Now, my colleagues couldn’t believe when I vowed to fight alongside those seeking justice for the fallen senior police officer. Actually, one of them had been the first to announce Kaweesi`s murder to me and she had described it as `good news` to me! Well, that’s not me. Two wrongs can’t make a right. I needed Kaweesi in the dock and not in the casket. Going forward, the birth of CIP Records was unstoppable and, I made it known to my colleagues.

In a short time, these records became a must-read to even the laziest reader. They survived the test of time, at least enough until when the President elected to overhaul the Police Force top brass, commencing with sanctioning the wrong elements` arrest. This beautiful development, before he went for the top man himself, Gen. Kale Kayihura. However, Kale`s agents had long started on the project of bringing down our mighty website, off the internet. They failed on bringing down the entire site, but through insiders, managed with the CIP Records and other pieces.

For the last four years, our technical team have been trying to recover the same but with little success. On October 14th 2022, I received a call from our main IT man in Europe. “I have some good news for you. Check your WhatsApp in a few minutes,” he announced. I held my phone like my life depended on it, waiting for the message to pop up and indeed, in a few minutes, a link popped up.

It was a story of Kamwenge Mayor Geoffrey Byamukama, which was published on May 10th 2017 under the headline; “CIP Records P.VII: State of Horror as Brutally Tortured Kamwenge Mayor is Discovered Rotting in Nakasero Hospital.” Robert now informed me how, they had finally restored the pieces he unquestionable knew, I loved and cherished most. AIGP Andrew Felix Kaweesi Murder: Of the Key Leads that Have Been for Six Years Left Begging for Answers But in Utter Vain https://theinvestigatornews.com/2023/01/aigp-andrew-felix-kaweesi-murder-of-the-key-leads-that-have-been-for-six-years-left-begging-for-answers/#utm_source=rss&utm_medium=rss&utm_campaign=aigp-andrew-felix-kaweesi-murder-of-the-key-leads-that-have-been-for-six-years-left-begging-for-answers Wed, 11 Jan 2023 21:23:16 +0000 https://theinvestigatornews.com/?p=5681 March 17th is going to be the sixth anniversary of the murder of Andrew Felix Kaweesi, the Uganda Police Force`s formerly powerful Assistant Inspector General (AIGP), also the Force`s Mouthpiece. Despite the passage of more than half a decade, following the occurrence of such a gruesome incident, the police still grapples with the inquiries meant to track down the assassins and what exactly had been their motive.

Groups of seemingly fall guys with apparently no any idea whatsoever, about Kaweesi’s assassination and majority of whom are members of the Muslim faith, have since been occasionally rounded up. Some of them have been ending up summarily executed by the security agencies without the care to get any evidence whatsoever from them, to be used and try to unravel the murder.

This has been done by the security agencies in what has appeared to be a desperate bid to try to render answers to one of the country’s hundreds of thousands of such unresolved killings, ever since the country attained independence from the British. Kaweesi was gunned down as he was leaving his home in Kulambiro- Kisaasi, Nakawa Division, one of the five divisions making up the country’s Capital City.

He was being chauffeured in his official Police Car, a Land cruiser, by the time he would end up meeting his blood-curdling death. The manner of execution of this killing would come to bear all the hallmarks of the kind of assassins, well-versed with the skills of carrying out such kind of callous jobs. The horror kind of movie murder would open with one  of the assassins waving down Kaweesi’s vehicle to stop, as he postured as if he was having something urgent and important he was seeking to brief the deceased about.

This man and Kaweesi had been for several years leading to the murder,  known to each other. Consequently, Kaweesi would find no reason whatsoever to believe the man who was waving him to stop, was in truth, just setting him up to be killed. In point of fact, this young man must have been, probably working with police at the time of Kaweesi’s murder. He was indeed, among the first suspects to be arrested over this ugly incident only to be suspiciously released later thereafter.

His entry into the force would later on, following his arrest, be established to have been shrouded in mystery just as Kaweesi’s own murder has been proving to be, exactly the same case six years later. After Kaweesi’s entourage had been forced to pull down to a halt, the assassins would then go ahead to mercilessly pump dozens of bullets into the deceased’s body as he desperately took cover under the human shield of his heroic body guard, one Kenneth Erau.

Kaweesi’s driver, Police Constable Wambewa, didn’t survive either from the gunshots of the assay who were reportedly riding on motor bikes. After committing the triple murder, the attackers in what seems to suggest they were highly skilled at the dirty job at hand, would shockingly take their time as they now proceeded to check through the car. That was done to ensure their targets had been rendered completely lifeless by the shooting.

That confirmed, the attackers would proceed to gather all the spent cartridges at the scene. And then, sped off through Kisaasi-Kyanja road up to the grilled goats’ spot along Gayaza Road on the way to returning to Kampala. Police Chief, Gen Edward Kale Kayihura would appear at the scene of the murders in a matter of minutes following the fact. And, without any evidence to suggest so, he would there and then right away, finger the agents of the Allied Democratic Forces (ADF) to be the architects of the killings.

It would later shockingly emerge that the assassins and those who had sponsored them had all along been planning and discussing the bloodeir killings over the cellphones. More shockingly, the gadgets of communication would reportedly remain open and on, and while being used for days by the culprits to communicate about what had transpired before they were finally switched off and actually destroyed.

Equally intriguing, is the fact that despite all the conversations being captured by the telephone masts within the vicinity, none of the evidence would be collected to place the culprits at the scene and at the center of the killings. Most probably, the said crucial piece of evidence must have been ended up destroyed by the culprits in order to cover their tracks. Another piece of equally shocking evidence would also come through to indicate how on the day of these killings, all the police officers at the police stations within the vicinity had been demobilized.

This had been done by suspiciously diverting the cops from their work stations by inviting them to a police parade away from what would later turn out to be the scene of the heinous crimes. That would imply, whoever had removed all the cops from the vicinity of the killings had done so with the intention to deny the targets of the fatal shootings, the benefit of rescue as well as protection from the assassins, the same which was supposed to be rendered by the cops who had been removed in advance.

Whereas the police chief had made a swift and unverified accusation of the ADF agents being the killers in this case, it would later emerge that one of the killer guns had actually belonged to the police force he was still heading at the time. We would also hear later on, distrubing reports about how some of the guns that had been used during the killings, were in matter of fact a monopoly of the special forces.

One of the motor bikes which was used by the killers to arrive and get away from the murder scene, and despite Gen. Kayihura having fingered the agents of ADF as the killers, had since been traced to the police force itself. Hang in there, we are going to return with more of such interesting pieces of leads which have been shockingly neglected to be followed through to their logical conclusion by the police. The fresh sanctions arrive as the President and Gen Kayihura’s powerful political brokers, as well as his tribesmen back in Kisoro, are engaged in secret talks to have the former President Museveni’s blue-eyed security chief freed from the military court trial, the Investigator has exclusively established. Impeccable sources closer to State House backed up those in the inner security circles to confirm how those talks had reached the crunch point by the time UK issued the fresh sanctions against Kayihura.

Kampala Associated Advocates (KAA), the lawyers for Gen Kale Kayihura, have colloborated too, the said developments but the same, which would appear now to have been interrupted by UK’s fresh sanctions. Kayihura, as per the fresh sanctions, stands accused of having purportedly supervised the gruesome torture of Ugandans notably, those belonging to the opposition as he was presiding over the Uganda Police Force where, he still stands as it’s longest serving principal.

The United States was the first country to slap sanctions against Gen Kayihura over the same charges. But following the US agents own interaction with the alleged victims of Kayihura’s purported torture and during which no convincing evidence would be collected against him, the Americans have since somehow stepped back from the stance it had earlier taken against the former Ugandan Police Foece Chief.

Jet Tumwebaze, one of the lead lawyers for Kayihura from the prestigious Kampala Associated Advocates law firm, confirms such Americans’ change-of-heart. “They came down here. They investigated whatever they wanted to investigate. But they didn’t find anything useful to incriminate Gen Kale Kayihura,” Jet Tumwebaze shares. In fact, the Americans have been mute for years now, about the need to fix Gen Kayihura over the torture charges which they themselves had levelled against him.

And that would be presuppose Kayihura’s lawyer, Jet Tumwebaze is aware of and knows exactly what he is talking about. That change-of-heart development by the Americans had given huge hopes to Kayihura’s backers. Since they have been currently of the strong view that Kayihura was going to find it easy to get pardoned by the President. And then possibly, get himself reinstated in some post within the security forces or elsewhere within the government itself. “What was being awaited for in the meantime was for the President to actualize the General’s pardoning. You can quote me on that one,” is how one of the highest ranking vocal military officers reveals.

This military tsar renowned for having played a key role during the bush war which catapulted this regime into power and, who has been, for that reason, awarded since thereafter, with key ministerial posts, goes on to confidently assert how Kayihura’s pardoning had been before the fresh sanctions, just a question of when it was going to happen as opposed to if it was going to happen at all. His comments about Kayihura’s pardoning have been confirmed too by his equally high ranking military colleagues, plus other multiple sources very close to the Deep State.

But with the UK sanctions against Gen Kayihura having now come into force, his powerful backers are presently confused for what to do next, the same having hit them like a bolt out of the blue and hence, thereby throwing them in disarray. This stance, since those powerful backers feel and fear that in absence of the presidential pardon, the UK sanctions are going to negatively serve to prolong Kayihura’s already prolonged painful redundancy.

The First Son, Gen Muhoozi Kainerugaba is one of such Kayihura’s powerful backers. Not only does Muhoozi condemn the fresh sanctions, but he also forcefully demands of the Americans to quickly lift them. Gen Severino Kahinda Otafiire, a powerful cabinet minister as well as Gen Kayihura’s bush war comrade, slams the sanctions as being merely a rergurgitation of those ones earlier issued by the US.

Appearing to be corroborating what Gen Kayihura’s lead lawyer Jet Tumwebaze told us before in these lines, Otafiire prophesizes about how the fresh sanctions by UK are going to end up collapsing just as those ones earlier issued by the US. Both Tumwebaze and Otafiire assert how the fresh sanctions are frivolous just as the US administration realized their’s were, after they had interfaced with the people who they had alleged, had been tortured by Gen Kayihura only to find such allegations to be a reported sham.

A strong backer of Gen Kayihura for having introduced him to the army by recruiting him firstly as a security vigilantee (Local defence personnel), Gen Muhoozi Kainerugaba has been consistently pestering his father, President Yoweri Museveni to pardon the former police chief for any wrong he could have committed while serving as the Inspector General of Police. Gen Kayihura’s tribesmates back in Kisoro have also been exerting a lot of pressure on the President to pardon their son.

During one of the very recent visits to Kisoro, the high flying businesspeople backed up by the opinion leaders and politicians plus the religious leaders there, repeated their frantic call to the President to pardon their son.While the President didn’t say whether he was going to forgive Kayihura directly, he had nevertheless pledged to do so as he was combing the area for votes during the 2016 election. To demonstrate his resolve to pardon Kayihura, the president has since called for the file containing the serious charges against the elder, from the Court Martial where the trial was hence put on hold.

While the President didn’t say directly during the last time he was in Kisoro if he was going to forgive Kayihura, the fact the people there promised to support his presidential bid again in 2026 if he grants their wish, would be too sweet a sweetener for the President to ignore. Sources very close to the top-most military echelons have intimidated to this investigative website how the President has been lately frantically consulting the top brass of the army ahead of pardoning Gen Kayihura.

“The Commander-in-Chief is very committed about pardoning Gen Kayihura,” those sources have revealedseverally. They explain though that what has been delaying the process is the need to consult widely and majorly from within the legal wing of the army so that Gen Kayihura is pardoned in a  proper manner. Other knowledgeable sources have also revealed to us that the consultation are quite complicated since they are involving the need to find the senior military man a decent posting or to retire him which would come with big financial implications given his long service at the very top levels.

What cannot be discounted also and which is a  very positive thing for Gen Kayihura is the fact that the Presidents of Uganda and Rwanda have since reconciled with each other. Or so, it all seems. This would mean that the military man is no longer being used as a pawn in the chess game by the two leaders which would have negatively served to delay his pardon. Yet with the fresh sanctions from the Uk now in place, it is highly feared that such measures are going possibly to frustrate the processes of pardoning Gen Kayihura.

Just that his lawyers are optimistic that having come to Uganda, the Americans are going to properly investigate the torture allegations against Kayihura and share notes with them (Kayihura’s lawyers). And that after going through all these processes, the UK investigators just as their counterparts from US found out, they will be able to establish that the torture charges for which they had sanctioned their client for, were but a couple of lies.

The bodies were trying to avoid duplication of duties and unnecessary clashes. According to the appraisal reports, Brigadier Isoke’s desk has so far managed to put up a commendable job with statistics showing that he is investigating 10,000 government officials, has interdicted 200 government officials, and has managed to recover over UGX3Bn that had been swindled. With Ugandans losing faith in the conventional offices responsible for fighting corruption, they have opted to take their cases to the State House desk which is deemed to have the blessing of the President.

Brig Isoke has spent just a few months in office but has managed to receive unbelievable workloads that require to be covered by an agency five times bigger than he is holding.

It so happens that the office of the IGG and the CID has been by-passed because of their previous track record of dilly-dallying with corruption cases. But it’s also a fact that Brig Isoke has thrived because he has received the necessary budget together with the moral and political will to do the work. If you check the budget of the IGG, Auditor General or the CID, you will understand why they are not performing to the expected levels. The fight against corruption is one of the most delicate and intricate in the country. There seems to be the goodwill but the execution of that goodwill suffers sustained miscarriage of some sort. The few officials who tried to put in the work have ended up embarrassed as they encountered untouchable people who were at the heart of swindling government money. In Uganda, corruption is theoretically condemned but practically condoned.

And there are so many cases which prove that in most cases, the small fish are the ones that end up in the net while the big fish continue to flourish and swim in government resources with impunity. This is what the likes of lady Justice Irene Mulyagonja encountered at the office of the IGG. She personally confessed that there were untouchable people who were making the fight against the vice an impossible mission. In a move that effectively watered down Mulyagonja’s role, the President turned to his informal structures and appointed his former Personal Secretary, Lt Col Edith Nakalema as the head of the newly-formed State House Anti-Corruption Unit, at the end of 2018.

Museveni explained the rationale for creation of the Unit while at the same time directly accusing the Inspectorate of Government of being corrupt. “When people start complaining about a watchman, then you have to hire another watchman to watch over that watchman and that is why I started and set up units in the President’s office to watch over the IGG,” he said. That was the spirit in which the now Isoke-led Unit was introduced. Then, there was also, the case of State Minister for Economic Monitoring, Hon Peter Ogwang, who emerged with a lot of vigor. He seemed to be doing well by exposing cases where government was losing billions to fake contractors and government officials who were putting up a below par performance. Gen Museveni was enthused by the fact that Ogwang had been able to be to so many places and in the process, amplified the fight against corruption, without asking for any special budget. To him, this was indicative that there is always a lot Ministers and other political leaders can do without requiring additional funding beyond what is available at their respective Ministries. Museveni observed that the high performance and service delivery standards, political supervisors like Ogwang had set at the Office of economic monitoring, prompted the hitherto sleeping giants like ISO to begin to wake up.

Gen Museveni observed that before he had appointed Ogwang, ISO, which is supposed to be the lead intelligence-gathering agency, had become so irrelevant and obscure he had even forgotten that they exist. But surprisingly, months after heaping praise on Ogwang, the President instead reshuffled him from the economic monitoring docket, to the less busy ministry of sports! Why would the President transfer a performing officer to another docket? The current IGG, Hon Betty Namisango Kamya also came up with the idea that government officials should be subjected to a lifestyle audit. By doing so, she reasoned, it would be easier to ascertain whether someone is flourishing or thriving on government resources by weighing the limits of what he earns as net salary from government.

If the lifestyle audit exposes luxurious lifestyle, then that person must be interdicted. For years, Hon Betty has been pushing for that idea but seems to have hit a dead end. What about Gen Salim Saleh‘s idea of granting pardon for those who bring back what they have stolen? A lot of initiatives have been brought up to arrest the trajectory of corruption in this country but most of it has ended up on paper. The way forward? It would have been a good idea if Brigadier Henry Isoke is simply appointed in an office that combines all government agencies into a merger to generate the necessary gravitas to fight corruption.
