The nomination was announced during Uganda’s national statement at the 24th Session of the Assembly of States Parties to the Rome Statute, where the government reaffirmed its commitment to strengthening international criminal justice and accountability.

Delivering Uganda’s statement, Minister of Justice and Constitutional Affairs Norbert Mao said the government had carefully considered Muzigo-Morrison’s extensive legal experience and distinguished career before presenting her candidature for one of the world’s most prestigious judicial positions.

Mao described the nomination as a reflection of Uganda’s continued support for the International Criminal Court and its belief that the institution remains an indispensable pillar in the global fight against impunity for the world’s gravest crimes.

“Our nomination of Ms. Rosette Muzigo-Morrison reflects Uganda’s conviction that the International Criminal Court must continue to be strengthened through close cooperation among States Parties, meaningful collaboration with civil society organizations, and the effective use of the mechanisms provided under the Rome Statute, particularly those that protect and support victims and witnesses,” Mao said.

The minister emphasized that Uganda believes the credibility and effectiveness of the ICC depend heavily on electing judges who combine impeccable legal qualifications with practical experience in international criminal justice.

“The Government of the Republic of Uganda is convinced that Ms. Muzigo-Morrison possesses the competence, integrity, independence and practical experience required under Article 36 of the Rome Statute. We believe she will add immense value to the Court if elected and contribute significantly to ensuring that it performs its mandate effectively and efficiently,” Mao added.

Distinguished International Career

Muzigo-Morrison brings decades of experience in international criminal law, having served in several of the world’s most important international judicial institutions.

Her career has seen her work with the International Criminal Tribunal for the Former Yugoslavia (ICTY), where she gained extensive experience handling complex war crimes and crimes against humanity cases arising from the Balkan conflicts.

She also served at the International Criminal Tribunal for Rwanda (ICTR), which prosecuted those responsible for the 1994 Rwandan genocide, one of the darkest chapters in modern African history.

Her expertise further expanded through her work with the Special Court for Sierra Leone, a hybrid tribunal established to prosecute those bearing the greatest responsibility for atrocities committed during Sierra Leone’s brutal civil war.

Beyond the ad hoc tribunals, Muzigo-Morrison has worked directly with the International Criminal Court itself, giving her rare institutional knowledge of the Court’s legal procedures, operational framework and evolving jurisprudence.

She also contributed to the Independent International Commission of Inquiry on Libya, where she participated in investigations into alleged violations of international humanitarian law and human rights committed during the country’s conflict.

Government officials say this breadth of experience across multiple international courts and commissions distinguishes her from many other candidates expected to contest the December elections.

Champion of Victims’ Rights

One of the defining features of Muzigo-Morrison’s career has been her commitment to advancing justice for victims of conflict, particularly women and children.

She is internationally recognized for her work addressing sexual and gender-based violence, crimes against children and developing systems that safeguard victims and witnesses participating in international criminal proceedings.

Her contributions have helped shape modern approaches to witness protection and victim support within international criminal law, areas increasingly regarded as central to successful prosecutions before international courts.

Justice Minister Mao said these credentials make her particularly well suited to serve on the ICC bench at a time when the Court continues to confront increasingly complex cases involving vulnerable communities.

“Her professional record demonstrates not only exceptional legal ability but also a deep understanding of the human impact of international crimes. She has consistently advocated for justice that places victims and survivors at the center of international criminal proceedings,” Mao noted.

Legal analysts observe that judges with practical experience in victim participation and witness protection remain highly valued within the ICC, given the sensitive nature of many cases before the Court.

Meeting the Rome Statute Requirements

Uganda’s nomination also highlights the legal qualifications required of all ICC judges under Article 36 of the Rome Statute.

The provision requires candidates to possess high moral character, impartiality and integrity, while also demonstrating established competence in criminal law, criminal procedure or relevant areas of international law.

Candidates are further expected to have substantial practical experience either as judges, prosecutors, advocates or in comparable legal capacities.According to the Ugandan government, Muzigo-Morrison satisfies each of these requirements through decades of service across multiple international judicial institutions.

Her experience spans investigations, prosecutions, victim participation, witness protection and judicial administration—an unusually broad portfolio that officials believe will strengthen her candidacy.Mao said Uganda remains confident that her combination of legal expertise and operational experience makes her an ideal candidate to serve on the ICC bench.

Uganda’s Continued Engagement with the ICC

Uganda has maintained a complex but significant relationship with the International Criminal Court since becoming one of the early States Parties to the Rome Statute.The country was also the first to refer a situation to the ICC when it sought the Court’s intervention in crimes committed during the conflict involving the Lord’s Resistance Army (LRA).

Over the years, Uganda has continued participating in the Assembly of States Parties while contributing to discussions on reforms aimed at improving the Court’s effectiveness, efficiency and responsiveness to victims.

Government officials say the nomination of Muzigo-Morrison demonstrates Uganda’s continued commitment to strengthening international justice institutions through qualified African leadership.

They argue that African legal professionals possess invaluable experience dealing with some of the world’s most complex post-conflict justice challenges and should play a greater role in shaping international criminal jurisprudence.

December Elections

The elections for ICC judges are expected to take place during the Assembly of States Parties in December 2026, where member states will elect new judges to serve on the Court.

Successful candidates will join the ICC bench responsible for hearing cases involving genocide, crimes against humanity, war crimes and the crime of aggression committed under the Court’s jurisdiction.

Competition for the available judicial positions is expected to be intense, with nominees from across the world seeking election.

Uganda, however, believes Muzigo-Morrison’s distinguished record, extensive courtroom experience and long-standing contribution to international criminal justice make her a strong contender.

As campaigning among States Parties gathers momentum ahead of the December vote, the government says it will actively engage with fellow member states to build support for Uganda’s nominee.

Should she be elected, Muzigo-Morrison would further cement Uganda’s contribution to international justice while bringing decades of experience in international criminal law, victim protection and judicial practice to one of the world’s most important courts.

Sources close to the former legislator told The Investigator that Ssemujju, who travelled abroad several weeks ago for what he described as business and religious engagements in Asia, has since resolved not to return to Uganda after receiving what associates describe as credible warnings that security agencies were preparing to arrest him.

According to individuals familiar with his movements, the former Forum for Democratic Change (FDC) spokesperson was advised by friends and political allies to stay away from Uganda until what they termed “an increasingly hostile political environment” changes.

“Friends warned him not to board a flight back home because his file was already prepared. They told him there was a serious possibility of arrest the moment he landed,” one source claimed.

The source added that Ssemujju’s years of outspoken criticism of President Museveni’s administration, First Lady Janet Museveni and Chief of Defence Forces Gen. Muhoozi Kainerugaba had allegedly placed him under increased scrutiny.

While serving as Member of Parliament, Ssemujju frequently launched sharp attacks against senior government officials from the floor of Parliament, where legislators enjoy constitutional privilege for statements made during parliamentary proceedings.

However, sources claim that after losing his parliamentary seat in the 2026 general elections, those legal protections no longer shield him in the same way, leaving him vulnerable to possible prosecution over statements made outside Parliament.Throughout his political career, Ssemujju built a reputation as one of Uganda’s most outspoken opposition politicians.

He repeatedly questioned Gen. Muhoozi Kainerugaba’s military career, at one point alleging that his recruitment into the Uganda People’s Defence Forces (UPDF) had not followed ordinary procedures because of his earlier service in the Local Defence Unit (LDU). Government officials have consistently rejected accusations of impropriety surrounding Gen. Muhoozi’s military career.

The former MP also regularly accused the First Family of using state resources to build what he described as private political and economic empires, allegations that government officials have repeatedly denied.

Before joining politics, Ssemujju worked as a journalist with the Daily Monitor and The Observer, later entering Parliament where he represented Kira Municipality for three consecutive terms.

After leaving the FDC alongside veteran opposition leader Dr. Kizza Besigye, Ssemujju became one of the founding leaders of the People’s Front for Freedom (PFF), where he currently serves as Secretary General.Sources further allege that investigators have expressed interest in questioning Ssemujju in connection with ongoing investigations involving several opposition figures.

“The state has linked him to matters involving Dr. Kizza Besigye and others already facing criminal proceedings. He has therefore been advised to remain outside Uganda for now,” another source claimed.The claims could not be independently verified, and authorities had not publicly announced any charges against Ssemujju by press time.

Ssemujju Breaks His Silence

Although he has not directly confirmed that he fled Uganda to evade arrest, Ssemujju appeared to acknowledge his self-imposed stay abroad in a series of posts published on his official X account.

In one message directed to former Butambala MP Muwanga Kivumbi following the latter’s release from prison, Ssemujju wrote that Uganda’s political environment had fundamentally changed. “My brother Muwanga Kivumbi. While you were away in Kitalya Prison for five months, a new order was proclaimed in Uganda,” he posted.

He went on to claim that criticism of members of President Museveni’s family had effectively become a criminal offence.”Criticising members of Museveni’s family means you don’t like the country and it is therefore a criminal offence.”

Ssemujju further alleged that security agencies increasingly hand suspects over to military authorities before police investigations are completed and claimed he was observing developments from a neighbouring country. “I am also in a neighbouring country trying to learn them,” he wrote.

In another post published on July 6, Ssemujju commented on legal proceedings involving Kampala Lord Mayor Erias Lukwago and Dr. Kizza Besigye.He alleged that Lukwago’s prosecution on charges of misprision of treason was politically motivated and further claimed that judicial officers were acting under political direction.

The government has consistently denied allegations that the judiciary operates under executive influence, maintaining that Uganda’s courts remain independent.Earlier posts also saw Ssemujju questioning President Museveni’s decision to retain First Lady Janet Museveni as Minister of Education and Sports despite reports regarding her health.

Congratulating her on her birthday, Ssemujju asked why the President had appointed “an aged and sick wife” to oversee Uganda’s education sector, arguing that the ministry required active leadership.

He also criticised recent efforts to amend legislation governing Parliament’s administration, accusing ruling National Resistance Movement (NRM) legislators of weakening Parliament’s institutional independence.

Mixed Reactions

News of Ssemujju’s continued stay outside Uganda has generated intense debate on social media, with supporters arguing that his fears are understandable given recent arrests of several prominent opposition politicians.

Political commentator Wilfred Businge was among those who defended the former legislator’s decision.In a lengthy post, Businge argued that several developments had fundamentally altered Uganda’s political landscape.

He cited public statements made by Gen. Muhoozi Kainerugaba concerning opposition leaders, the continued detention of Dr. Kizza Besigye, the arrest of senior opposition figures, the deportation of Kenyan lawyer Martha Karua, and President Museveni’s recent comments regarding bail for opposition politicians.

“If you got a chance to leave the country, what would motivate you to come back?” Businge asked.His comments have been widely shared online, with supporters saying they reflect growing concerns among opposition activists.

Government officials have repeatedly rejected accusations of political persecution, insisting that all criminal investigations and prosecutions are conducted according to the law and without regard to political affiliation.

Whether Ssemujju eventually returns to Uganda remains uncertain. For now, one of the country’s most vocal opposition politicians appears content to watch events unfold from abroad, while Uganda’s already tense political environment continues to generate fresh controversy ahead of the next phase of opposition-government confrontation.

The fatal crash occurred at about 6:46 a.m. at Namumira Village in Nakisunga Sub-county, Mukono District, when a Friendship Coaches bus transporting students to Jinja for an educational tour was struck by a train travelling from Mukono towards Kampala.

Police and Uganda Railways officials said preliminary investigations indicate that the bus driver ignored mandatory railway crossing rules and drove onto the tracks despite warnings from both a traffic officer and the approaching train.

The impact sent the bus veering off the road before overturning, trapping several passengers inside as terrified students screamed for help.

Victims and police account

Police confirmed that one adult female, identified as the wife of the school’s head teacher, died instantly in the crash. Several students and teachers sustained injuries ranging from minor cuts to critical fractures and were rushed to Mukono General Referral Hospital and nearby health facilities for emergency treatment.

Kampala Metropolitan Police spokesperson SP Rachel Kawala said the bus had been hired by Mwebaze High School in Bakka, Kakiri, Wakiso District, to transport learners and teachers on a study tour to Jinja.

“Preliminary findings indicate that the bus was travelling at a high speed and failed to stop at the designated railway crossing as required by traffic regulations before attempting to cross the railway line,” SP Kawala said.”It is alleged that the bus entered the crossing, collided with the oncoming train and subsequently veered off the road.”

Police believe about 100 people, mainly students, teachers and support staff, were aboard the bus at the time of the accident.Investigators have since launched a full inquiry to establish the exact sequence of events that led to one of the country’s worst school transport accidents in recent years.

Driver fled after crash

The bus driver fled the scene immediately after the crash and remains on the run.”The driver is still at large, and efforts to identify and apprehend him are ongoing,” SP Kawala said.She added that detectives are recording witness statements, reviewing CCTV footage from the railway crossing and gathering forensic evidence to determine whether other factors contributed to the collision.

Uganda Railways Corporation spokesperson John Lenon Sengendo said early findings point squarely to driver negligence.According to Sengendo, a police officer stationed approximately 200 metres from the railway crossing had signalled the bus driver to stop because the passenger train was approaching.

However, the driver allegedly ignored the instruction and accelerated onto the railway line.”The train crew repeatedly sounded the horn as it approached the crossing, but the bus continued onto the railway line,” Sengendo said.

He noted that the train crew had little opportunity to avoid the collision because trains require a much longer distance to stop compared to road vehicles.Following emergency rescue operations, the passenger train resumed its journey to Kampala.

Chaotic rescue operation

As rescue efforts unfolded, residents and boda boda riders rushed to assist emergency responders in evacuating the injured. Abdul Ssali, one of the first people at the scene, described a chaotic rescue operation.

“All the critically injured students were rushed to hospital on boda bodas because the available ambulances were not enough,” he said.Witnesses said cries for help filled the air as trapped students struggled to escape the wreckage.

Joseph Kaweesi, another eyewitness, said the students were singing while loud music was playing inside the bus moments before the collision.He believes the noise may have prevented the driver from hearing the train’s warning horn.

“The students were singing and there was loud music inside the bus. It is possible the driver never heard the train approaching,” Kaweesi said.Other witnesses, however, insisted the train repeatedly hooted as it approached the crossing and blamed the driver for failing to stop despite clear warnings.

Renewed calls for safer crossings

The tragedy has once again ignited debate over the safety of Uganda’s railway crossings, many of which lack automated barriers, warning lights and electronic signalling systems.Residents around Namumira said the crossing has long been considered dangerous because motorists have limited visibility.

They also accused DAKS Clearing and Forwarding Company of allowing trucks to park near the railway line, obstructing motorists’ view of approaching trains.Many questioned why such a busy crossing still relies largely on manual traffic control despite repeated accidents.Social media quickly filled with criticism directed at both government agencies and the bus driver.

Broadcaster James Onen, popularly known as Fatboy, questioned why Uganda has failed to install automatic barriers at railway crossings.”It makes no sense that railway crossings still don’t have automatic barriers. There aren’t that many crossings in this country. Surely it can’t be too difficult or expensive to set them up,” he posted.

Others argued that infrastructure improvements alone cannot eliminate accidents if motorists ignore traffic rules.Several users maintained that the driver should bear primary responsibility if investigations confirm he ignored instructions from police officers and the train crew.

Authorities urge caution

Uganda Railways acknowledged the need for improved safety infrastructure but stressed that responsible driving remains the first line of defence.

Sengendo said the corporation has already begun implementing a programme to install automated barriers at railway crossings in densely populated areas.However, he cautioned that even the best infrastructure cannot prevent accidents if motorists deliberately ignore traffic regulations.

He urged drivers, particularly operators of public service vehicles and school buses, to obey traffic laws and always stop, look and listen before crossing railway lines.By Friday afternoon, police officers remained at the scene documenting evidence while hospital officials continued treating the injured.

Authorities were also working to establish the identities of all those who were aboard the bus and to notify families affected by the tragedy.Police appealed to anyone with information about the fleeing driver to report to the nearest police station.

The Mukono tragedy is the latest in a series of fatal accidents at Uganda’s railway crossings, renewing calls for stricter enforcement of traffic laws, improved safety infrastructure and greater accountability among drivers entrusted with the lives of schoolchildren.

Speaking to hundreds of supporters who gathered at his ancestral home in Butambala on Wednesday night, Kivumbi declared that detention had only strengthened his resolve to challenge the ruling National Resistance Movement (NRM).

“I have no time to rest,” Kivumbi told the jubilant crowd in Luganda. “I am going to our headquarters in Kampala to declare a new war against this regime. By the time our president (Bobi Wine) returns, he will find a stronger foundation than ever before. Prison has not weakened me—it has made me stronger. The only way I can repay all those who stood with me is by continuing the fight.”

Attacks First Family

The rally took an even more controversial turn when Kivumbi made remarks directed at members of the First Family, including President Museveni, First Lady Janet Museveni and Chief of Defence Forces Gen. Muhoozi Kainerugaba.

The speech quickly turned into a scathing attack on the First Family. According to a verified recording of the address, Kivumbi referred to First Lady Janet Museveni by saying: “She is gone. The Almighty helped us and took her away. She is all gone.” He also targeted Chief of Defence Forces Gen. Muhoozi Kainerugaba, saying: “Do you know who is left? The drunkard called Gen. Muhoozi. That one is simple. We shall get him through his corrupt tendencies. He became CDF without a record of winning any battle. Our soldiers died at your (editor. Muhoozi) his hands in the DRC jungles. You failed to protect their lives.”

Kivumbi further questioned the funding of the Patriotic League of Uganda (PLU), accusing it of benefiting from corruption.

“NRM is synonymous with corruption, and PLU is the offspring of that corruption. If you fight corruption with corruption, you only create more corruption. If Muhoozi truly believes in accountability, let him explain where the money funding PLU comes from. And if he believes in the rule of law, let him also explain how his involvement in partisan politics complies with the Constitution.”

Throughout the speech, supporters repeatedly interrupted him with chants and applause as he vowed that the opposition would continue mobilising against the ruling party despite arrests and prosecutions.”You can kill me, but you will never finish us,” Kivumbi declared. “We are coming for you. Don’t mind how many battles they have won against you. Keep fighting because victory will surely come.”

Kivumbi also revisited the circumstances surrounding the security operation that culminated in his arrest, alleging that more people died than officially acknowledged.”They fired bullets into the garage believing I was inside. They asked who Muwanga Kivumbi was. One man stood up and said, ‘It is me,’ and they shot him on the spot,” he claimed.

From prison to political battlefield

Kivumbi was only hours earlier released on bail by the International Crimes Division of the High Court after spending weeks on remand on treason-related charges alongside several co-accused.His release was celebrated by NUP supporters who thronged his ancestral home, waving party flags and chanting slogans in solidarity with the opposition leader.

Instead of striking a conciliatory tone, however, Kivumbi used the occasion to reaffirm his commitment to confronting the government.Supporters repeatedly interrupted his address with chants of “People Power! Our Power!” as he promised to resume mobilisation activities across the country.

Questions over strategy

The speech has since divided opinion among political commentators. Some opposition supporters described Kivumbi’s combative posture as evidence that imprisonment had failed to intimidate him. Others warned that the fiery rhetoric could complicate his legal situation and hand authorities grounds for further investigations.

One political commentator questioned whether the new approach would strengthen or weaken the opposition.

“Politics requires strategy as much as courage,” the analyst argued. “Not every battle has to be fought through public confrontation. Sometimes the loudest statements create headlines but also create legal and political complications.”The commentator added that repeatedly taking on Gen. Muhoozi directly could either energise NUP supporters or become an unnecessary distraction from the party’s broader political agenda.

Kivumbi recounts night of violence

During the same gathering, Kivumbi revisited the security operation that led to his arrest, insisting more people died than officially acknowledged.

“They fired bullets into the garage believing I was inside,” he told supporters.

“They asked, ‘Who is Muwanga Kivumbi?’ One man stood up and said, ‘It is me,’ and they shot him on the spot.”

Kivumbi further alleged that the number of people killed exceeded the official account.”The people who died were ten, not seven as they claimed. The other three bodies were their fellow officers. That is why they removed clothes from all the bodies so that nobody would realise they had also killed their own people,” he claimed.

Those allegations have not been independently verified, and authorities have previously provided their own account of the operation.

Activists rally behind Kivumbi

Several opposition activists welcomed Kivumbi’s release and insisted that his detention had failed to silence government critics.Supporters at the rally repeatedly praised him for what they described as his resilience.

One activist told fellow supporters that prison had transformed rather than intimidated the opposition leader. “They wanted to silence him, but instead they have given him an even bigger platform,” the activist said. Another supporter insisted the struggle against what he called political persecution would continue regardless of arrests.

“We are not giving up. Every arrest only strengthens our resolve to fight for change,” the activist declared. The speeches were met with loud applause from the crowd, many of whom had travelled from neighbouring districts to witness Kivumbi’s return.

Fresh political headache?

Kivumbi’s latest remarks are likely to fuel another round of political debate at a time when Uganda’s political environment remains highly polarised ahead of the next electoral cycle.Security agencies are expected to review recordings of the rally, particularly comments concerning the Head of State, the First Family and the military leadership.

Whether the speech results in further legal action remains to be seen, but it has already reignited tensions between the opposition and the establishment.

For Kivumbi, however, the message to his supporters was unmistakable.Rather than retreat after his release from prison, the former Butambala legislator says he intends to return to the political trenches immediately.

“I have nothing else to pay you with except continuing the struggle,” he declared as supporters erupted into cheers.As the dust settles on his dramatic homecoming, one thing is certain: Kivumbi’s return has reopened another fierce chapter in Uganda’s increasingly heated political contest.

The officials were arrested after reporting to the IGG headquarters in Kampala to record statements before being detained and later arraigned before the Anti-Corruption Court.

Those arrested are Chris Ariko Obore, Director of Communications and Public Affairs; Daniel Adilo, Director of Human Resource; Leonard Okema, Executive Secretary in the Office of the Speaker; Rajab Kaaya Ssemalulu, Principal Research Officer; Emmanuel Emuron Okwi, Principal Protocol Officer; Stella Itute, Personal Assistant; Vincent Otebata, Capacity Development Officer; and Methods Murebe, Chief Executive Officer of the Uganda Parliamentary Cooperative Savings and Credit Society (SACCO).

The arrests mark one of the biggest anti-corruption operations targeting Parliament’s senior administrative staff in recent years.

Billions Allegedly Stolen

According to charge sheets approved by Inspector General of Government Aisha Batala Nalule, the officials are accused of embezzling billions of shillings from Parliament between 2023 and May 2026.

Chris Obore is accused of stealing Shs5.25 billion while serving as Director of Communications and Public Affairs. Prosecutors allege that he unlawfully appropriated funds belonging to Parliament, which he had access to by virtue of his office.

Daniel Adilo faces the largest claim in the case. He is accused of embezzling Shs14.6 billion, with prosecutors alleging that he stole funds entrusted to him during his tenure as Director of Human Resource.Leonard Okema is charged with allegedly stealing Shs3.49 billion, while Rajab Kaaya Ssemalulu is accused of embezzling Shs2.17 billion.

Vincent Otebata faces charges involving Shs5.25 billion, Emmanuel Emuron Okwi is accused of embezzling Shs1.1 billion, and Stella Itute is charged with stealing Shs75 million.Methods Murebe, the CEO of the Uganda Parliamentary SACCO, has also been implicated in the investigations.

Money Laundering Charges

Beyond the embezzlement accusations, prosecutors have slapped several of the suspects with money laundering charges.

The prosecution alleges that Obore, Adilo, Okema, Ssemalulu, Otebata and Murebe processed, approved and received approximately Shs10.89 billion knowing the money was proceeds of crime.The charges have been brought under the Anti-Corruption Act and the Anti-Money Laundering Act.

Background to the Arrests

The arrests are the latest development in a wide-ranging corruption investigation that has rocked Parliament over the past several weeks.Investigators have been examining the management of parliamentary funds, procurement processes and staff payments following allegations of widespread financial abuse within the institution.

The probe intensified after security agencies launched investigations into former Speaker Anita Annet Among over allegations related to corruption, wealth declaration and the management of parliamentary resources.

During the investigations, detectives reportedly searched properties linked to the former Speaker in Nakasero, Kigo and Bukedea, seized documents and electronic devices, and impounded several luxury vehicles as part of ongoing inquiries.

Investigators are now shifting attention from the political leadership to the administrative officers believed to have processed and managed financial transactions within Parliament.The prosecution of senior accounting, communications, protocol, research and human resource officials suggests investigators believe the alleged diversion of public funds involved multiple departments.

Court Appearance

The suspects are expected to appear before the Anti-Corruption Court to answer charges of embezzlement, causing financial loss and money laundering.

If convicted, they could face lengthy prison sentences, confiscation of assets and other penalties provided under Uganda’s anti-corruption laws.The IGG has indicated that investigations are still ongoing and that additional suspects could be charged if more evidence emerges.

Mixed Public Reactions

News of the arrests generated intense debate on social media, with many Ugandans expressing differing opinions on the anti-corruption operation.Author Kakwenza Rukirabashaija mocked one of the names on the charge sheet, writing, “Mureebe Methods… what a name!”

In another post, Kakwenza argued that while officials accused of stealing public funds are often granted bail, government critics protesting corruption frequently face harsher treatment, including prolonged detention.Political commentator Gideon Nova Kwikiriza said the arrests vindicated activists who had earlier raised concerns about alleged corruption within Parliament.

“I just remembered that we were arrested during 2024 simply because we tried to show the world that the Obores were stealing money,” he posted.Veteran journalist Nicholas Sengoba noted that the arrests represented one of the largest crackdowns on Parliament staff in recent years.

Other social media users welcomed the arrests, saying they demonstrated that no public official should be above the law, while others urged investigators to pursue all individuals implicated regardless of their rank or political connections.

Growing Scrutiny

The case is expected to intensify public scrutiny of Parliament, an institution that has repeatedly come under criticism over allegations of extravagant expenditure, questionable procurement practices and misuse of taxpayers’ money.Anti-corruption campaigners have welcomed the prosecutions but argue that meaningful accountability will depend on whether investigations are pursued impartially and lead to successful convictions where evidence supports the charges.

As the Anti-Corruption Court begins hearing the case, the prosecution is expected to present evidence detailing how the alleged embezzlement scheme operated and the role each accused official allegedly played in the diversion of public funds. All the accused remain presumed innocent unless and until proven guilty in court.

The announcement was accompanied by a high-profile ceremony attended by senior government officials, Members of Parliament, ministers and supporters of the movement, further underscoring PLU’s growing influence in Uganda’s political landscape.Gen. Muhoozi, who has remained the face of the movement since its inception, took to his X account to congratulate Twalla on his appointment while thanking party leaders and supporters who attended the event.

“I congratulate our comrade Hon. Fadil Twalla on assuming the high office of General Secretary of the Mighty PLU. I also thank the National Vice Chairman, Hon. Michael Nuwagira, for supervising the function. I thank the Right Honourable Speaker for gracing the function as the Chief Guest. I thank all our many, many members for turning up in numbers and attending the function,” Muhoozi posted.

His message quickly attracted thousands of reactions from supporters who described Twalla’s appointment as an important milestone for the organization.

TWALLA ASSUMES KEY ROLE

As Secretary General, Twalla is expected to oversee the day-to-day operations of the movement, coordinate mobilization activities across the country and strengthen the organizational structures ahead of future political engagements.

Political observers believe the appointment places him at the centre of PLU’s expansion strategy as the movement continues attracting politicians, youth leaders and business personalities from different regions of Uganda.Although PLU has repeatedly described itself as a civic movement promoting patriotism, it has increasingly become one of the country’s most visible political organizations.

PLU LEADERS CONGRATULATE TWALLA

Soon after the announcement, senior officials within PLU congratulated Twalla and pledged to work closely with him.National Vice Chairman Michael Nuwagira, popularly known as Toyota, praised Twalla’s appointment and thanked members for turning up in large numbers during the ceremony.

Several PLU coordinators and supporters also flooded social media with congratulatory messages, describing Twalla as an experienced mobilizer capable of strengthening the movement’s structures nationwide.

Many supporters said his appointment reflects confidence in his leadership abilities and commitment to advancing PLU’s objectives.

Others described the ceremony as one of the movement’s largest gatherings this year, noting that it attracted leaders from various parts of the country.The event was also attended by the Speaker of Parliament, whose presence as Chief Guest highlighted the significance attached to the occasion by PLU supporters.

MINISTERS’ ATTENDANCE SPARKS CRITICISM

However, the ceremony also generated criticism from sections of the opposition, particularly regarding the attendance of cabinet ministers and legislators.Former Kampala Capital City deputy mayor and opposition politician Doreen Nyanjura sharply criticized the leaders who attended the function, accusing them of abandoning their constitutional responsibilities.

In a strongly worded statement posted on X, Nyanjura wrote: “Look at these so called ‘leaders’, they are a spineless crowd fighting for the validation of Muhoozi Kainerugaba. When he asks them to jump, they smile sheepishly, coil their tails and immediately ask, ‘How high?'”

She argued that elected leaders should instead be questioning what she described as an unconstitutional political movement allegedly being led by a serving military officer.

“They have completely abandoned their duty. If they were sensible legislators, they would boldly confront and dismantle a political movement illegally spearheaded by an active army General. Instead, these enablers are falling over themselves to bow down to an unconstitutional outfit.” Nyanjura concluded by saying it was “absolutely sickening” to watch leaders “dance and sing praises for a man they are supposed to hold accountable.”

DEBATE OVER PLU CONTINUES

Nyanjura’s criticism reflects a debate that has persisted since the formation of PLU.

Opposition politicians have repeatedly questioned whether a serving military officer should play such a prominent role in a political movement, arguing that Uganda’s Constitution and military regulations require members of the armed forces to remain non-partisan.

Supporters of Muhoozi, however, maintain that PLU is a lawful civic organization promoting patriotism, national unity and social transformation rather than functioning as a conventional political party. The movement has consistently dismissed allegations that it violates constitutional provisions.

GROWING POLITICAL INFLUENCE

Over the past two years, PLU has steadily expanded its footprint through nationwide mobilization campaigns, charitable activities and public events.The organization has established coordinators across districts and attracted thousands of supporters, particularly among young people.

The swearing-in exercise was coordinated by Lucy Nakyobe Mbonye, the Head of Public Service and Secretary to Cabinet, who guided ministers through the official procedures before they signed government documents.One after another, ministers stepped forward to take the oath of allegiance and the oath of office, pledging to uphold the Constitution and serve the people of Uganda faithfully.

BIG NAMES TAKE OATH

Vice President Maj. (Rtd) Jessica Alupo was among the first senior leaders to take the oath and officially begin another term in office.Prime Minister Robinah Nabbanja also took the oath before President Museveni, followed by First Deputy Prime Minister and Minister for East African Affairs Rebecca Kadaga.

Dr. Crispus Walter Kiyonga was sworn in as Second Deputy Prime Minister and Deputy Leader of Government Business in Parliament.Several senior ministers also took the oath, including Kiryowa Kiwanuka as Minister of Defence and Veteran Affairs, Norbert Mao as Minister of Justice and Constitutional Affairs, and Dr. Jane Ruth Aceng as Government Chief Whip.

Others sworn in included Frank Tumwebaze as Minister of Agriculture, Animal Industry and Fisheries, Hillary Onek as Minister in the Office of the Prime Minister in charge of General Duties, Sam Engola as Minister for Relief, Disaster Preparedness and Refugees, and Judith Nabakooba as Minister of Lands, Housing and Urban Development.Businessman and legislator Sanjay Tanna officially joined Cabinet after being sworn in as Minister of Trade, Industry and Cooperatives.

Jim Muhwezi took oath as Minister in the Office of the President in charge of Security while Balaam Barugahara Ateenyi was sworn in as Minister for Local Government.Hajjat Minsa Kabanda assumed office as Minister for Kampala Capital City and Metropolitan Affairs. Lt. Gen. Henry Tumukunde returned to Cabinet after taking oath as Minister of Gender, Labour and Social Development.Engineer Jonard Assimwe was sworn in as Minister in charge of Science, Technology and Innovation while Justine Kasule Lumumba took oath as Minister for ICT and National Guidance.

Dr. Chris Baryomunsi also took oath and officially assumed duties as Minister of Health.

MUSEVENI DEMANDS HARD WORK

Addressing the newly sworn-in ministers, President Museveni said the new Cabinet had a responsibility to ensure that government programmes benefited ordinary Ugandans.He said ministers should focus on service delivery, wealth creation and fighting corruption.

Museveni said Ugandans expected results from their leaders and urged ministers to closely monitor government projects. He noted that public resources should be used responsibly and warned against wastefulness.

The President further said government would continue implementing programmes aimed at transforming the country’s economy and improving household incomes.Political observers said the President’s message showed that he expected strict accountability from members of his new Cabinet.

FOUR MINISTERS MISS CEREMONY

Despite the successful ceremony, four ministerial appointees did not take the oath. Lucy Nakyobe told guests that 78 Cabinet members were available and ready to take oath while one minister was indisposed.She explained that four other ministers had been engaged by her office and the Solicitor General over issues relating to their status and that a report had been submitted to the President for guidance.

Her remarks immediately sparked discussion among guests and political observers about the future of the affected ministers.Government officials, however, maintained that all legal procedures were being followed before any final decisions were made.

NAKYOBE PRAISED FOR SMOOTH ORGANISATION

Many guests praised Lucy Nakyobe for ensuring that the swearing-in ceremony proceeded smoothly. Throughout the event, she coordinated protocol teams, directed ministers and supervised all official documentation.

While leadership changes in political parties often trigger speculation and internal tension, many NUP supporters appeared unsurprised by Ssenyonyi’s reappointment. To them, the move reflected not only continuity but also the growing importance of loyalty within the party’s top leadership structure.Several party supporters and political observers who spoke to The Investigator argued that Ssenyonyi’s retention was inevitable because he belongs to the trusted inner circle of NUP president Robert Kyagulanyi Ssentamu, popularly known as Bobi Wine.“The office of the Leader of Opposition is too important to be handed to someone whose loyalty is uncertain,” one political analyst observed. “Kyagulanyi learned difficult lessons from the previous arrangement, and he is now more cautious.”

Most influential office

The Leader of Opposition position is one of the most influential offices in Uganda’s political system. Besides commanding visibility and national influence, the office comes with substantial administrative and financial resources. Analysts say this makes trust and political alignment critical factors in determining who occupies the seat.Sources within the opposition suggest that Bobi Wine has become increasingly determined to ensure that the holder of the LOP office fully subscribes to the party’s ideological direction and political strategy.

The development follows months of internal reflection within NUP after the fallout between the party leadership and former Leader of Opposition Mathias Mpuuga. Mpuuga, who once enjoyed immense trust within the party, eventually found himself at odds with sections of the NUP leadership over what critics described as his “soft approach” toward the ruling National Resistance Movement (NRM).Some party loyalists accused Mpuuga of maintaining unusually cordial relations with top government officials, including then Speaker of Parliament Anita Annet Among. His critics within NUP argued that he occasionally failed to project the hardline opposition stance that many supporters expected from the country’s largest opposition party.“Kyagulanyi learned his lessons from the Mpuuga experience,” another analyst said. “The Leader of Opposition must be someone he fully trusts politically and personally. Ssenyonyi has demonstrated that loyalty consistently.”

Steady growth

Joel Ssenyonyi has steadily risen through the ranks of Uganda’s opposition politics since joining NUP. Known for his calm demeanor, disciplined communication style, and strong media background, Ssenyonyi has managed to maintain a delicate balance between aggressive government oversight and party loyalty.Since becoming Leader of Opposition, he has led several investigations into alleged government corruption and misuse of public funds, earning praise from sections of the public who view him as composed, articulate, and focused.Political observers note that unlike some opposition figures who often clash publicly with party leadership, Ssenyonyi has remained firmly aligned with Bobi Wine’s political messaging and strategic direction. This consistency is believed to have strengthened his standing within the party.The reshuffle announced by NUP also introduced several key changes in Parliament’s opposition leadership structure.

Manjiya County MP John Baptist Nambeshe was appointed Parliamentary Commissioner, a role considered influential within the administration of Parliament. Nambeshe, who has remained outspoken on governance and accountability issues, is expected to strengthen the opposition’s voice in parliamentary administration.Jinja South East MP Paul Mwiru was named the new Opposition Chief Whip. Mwiru, a seasoned legislator and lawyer, is expected to coordinate opposition strategy and discipline within Parliament at a time when NUP seeks to consolidate its influence ahead of the next electoral cycle.In another notable appointment, Mityana Municipality MP Francis Zaake was named Chairperson of the Parliamentary Committee on Government Assurances and Implementation. Zaake, known for his outspoken and confrontational political style, remains one of NUP’s most visible mobilizers and grassroots figures.The party also appointed Kyaddondo East MP Muwada Nkunyingi as Chairperson of the powerful Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), one of Parliament’s most influential accountability committees. Kira Municipality MP George Musisi was appointed Vice Chairperson of the same committee.

COSASE has historically played a major role in investigating public institutions and government agencies accused of financial mismanagement and corruption. Political analysts believe Muwada’s appointment signals NUP’s intention to maintain pressure on government accountability institutions.Kayunga District Woman MP Harriet Nakwedde was appointed Deputy Opposition Chief Whip, strengthening female representation within the opposition leadership hierarchy.Meanwhile, NUP assigned Kassanda South MP Patrick Nsamba as Chairperson of the Public Accounts Committee (PAC), with Sarah Lwansasula serving as Vice Chairperson.The reshuffle appears carefully calculated to balance experience, loyalty, regional representation, and political activism within the party’s parliamentary wing.

However, beyond the official appointments, the retention of Joel Ssenyonyi remains the most politically significant decision.For Bobi Wine and NUP, the coming years are expected to be politically challenging as the country gradually moves toward the next general election. Internal unity is likely to become one of the party’s most valuable assets.Political observers argue that by retaining Ssenyonyi, Bobi Wine is signaling stability and discipline within the opposition ranks while simultaneously tightening control over key political structures. “This reshuffle is not just about Parliament,” one analyst explained. “It is about preparing the party for the future and ensuring that those in strategic positions are fully aligned with the party president’s vision.”

Others believe Ssenyonyi’s continued presence as LOP could help NUP avoid the internal conflicts that have affected many opposition parties in Uganda’s history.Despite differing opinions on the reshuffle, one thing remains clear: the National Unity Platform is increasingly shaping itself around loyalty, discipline, and centralized political coordination as it positions itself for future political battles.And at the center of that strategy stands Joel Ssenyonyi — trusted, disciplined, and firmly embedded within Bobi Wine’s inner political circle.

Fallout From “Peter Pan Syndrome” Remarks

The tensions between Gen Muhoozi and Baryomunsi stem from remarks made earlier this year when Baryomunsi, then serving as ICT Minister, criticized Muhoozi and some of his supporters. During a political debate, Baryomunsi allegedly described the Chief of Defence Forces as suffering from “Peter Pan syndrome,” suggesting that Gen Muhoozi behaved immaturely despite his senior military position.The remarks appeared to deeply anger Gen Muhoozi, who accused Baryomunsi not only of insulting him personally but also disrespecting his family.“Someone had the audacity of calling me ‘Peter Pan’ a few months ago. Then he abused my mother by saying she raised me badly. There will be hell to pay!” Muhoozi posted online.In another strongly worded statement, the bitter PLU leader demanded an apology from the newly appointed Health Minister.“Either that small boy Baryomunsi apologises to me or else I will destroy him. I think Mzee was given wrong information in appointing Baryomunsi. He did not have all the facts,” Gen Muhoozi said. The comments quickly generated debate on social media and among political observers, with many questioning the growing public disagreements among senior NRM figures.

Praise for Kiryowa Kiwanuka

Despite his criticism of some appointments, Gen Muhoozi has also welcomed certain changes in the Cabinet and congratulated allies who secured influential positions.Among those praised is Kiryowa Kiwanuka, who was appointed Minister of Defence. Gen Muhoozi has described the appointment as positive and pledged to work closely with him.“I congratulate my brother Honourable Kiryowa Kiwanuka on being appointed as Minister of Defence. We shall work together. I thank Mzee for this good appointment. Asante sana Mzee,” Muhoozi wrote.The statement signaled Gen Muhoozi’s continued support for selected members of Museveni’s administration, even as he openly criticized others.

Defence of Daudi Kabanda’s Omission

Muhoozi also reacted to the omission of Daudi Kabanda, the Secretary General of the Patriotic League of Uganda, from the Cabinet list.Rather than expressing disappointment, Muhoozi defended Kabanda’s absence, arguing that his current role within PLU is more significant than a ministerial appointment.“My young brother Hon. Kabanda is the General Secretary of the Patriotic League of Uganda, a much more important position than being a Cabinet minister,” Muhoozi stated.He added that Kabanda’s main responsibility is mobilizing young people across Uganda and strengthening the PLU’s grassroots structures.“His job is to organise and mobilise the millions of young people in our country. Kabanda will get a ministerial job when Todwong gets one,” he added, referring to NRM Secretary General Richard Todwong, who was also left out of Cabinet.The remarks highlighted the increasing confidence within the PLU movement, which has rapidly grown into a powerful youth political platform supporting Muhoozi’s future ambitions.

Although officially presented as a civic organization, many observers view PLU as a platform advancing Muhoozi’s political influence ahead of any future leadership transition in Uganda.Muhoozi’s comments following the Cabinet reshuffle demonstrate his willingness to openly challenge decisions and defend allies within his political camp.As the new Cabinet prepares to assume office, attention will remain focused on whether the tensions between Muhoozi, Baryomunsi, and other NRM figures escalate further or whether reconciliation efforts will emerge behind the scenes.

For now, Muhoozi’s strong reaction has once again placed him at the center of Uganda’s political conversation.

According to documents seen by The Investigator, many of the employees listed were recruited between 2021 and 2025, with a significant number reportedly originating from the Teso sub-region, where Speaker Among hails from. The leaked records have triggered widespread debate about transparency, accountability, and the growing influence of political patronage within one of the country’s most important institutions.In a strongly worded statement circulated online, Atuhaire questioned the legality of the recruitment process and alleged that parliamentary jobs had been distributed among relatives, friends, and politically connected individuals.“These are some of the people that have been recruited into the Parliamentary Service since 2021,” Atuhaire wrote. “The law requires that recruitment follows a notice or advert in the Gazette and newspapers, but the last time there was any job advert for Parliament recruitment was in 2016.”

She added: “Most of these are children of judges, siblings of the Speaker, Parliamentary Commissioners, and some opposition bigwigs, friends of the Deputy Speaker, spouses and children of friends. Ugandans should feel free to point out whose child, brother, wife, or husband appears on the list.”The allegations have since sparked fresh public outrage, especially on social media, where critics have accused Parliament of operating an opaque recruitment system that favors politically connected individuals at the expense of merit and equal opportunity.Sources familiar with ongoing investigations say the Communication Department, headed by Parliament Director of Communication and Public Affairs Chris Obore, recruited the highest number of staff during the period under scrutiny. Other departments mentioned prominently in the dossier include Corporate Planning and Strategy as well as Transport and Logistics.

Among the notable names reportedly recruited is journalist Joseph Sabiiti, who was appointed Principal Communication Officer. While the legality of his appointment has not been independently challenged, his inclusion on the list has fueled debate over the broader recruitment process within Parliament.Security and intelligence sources indicate that a confidential dossier has already recommended a comprehensive review of many of the appointments.“The dossier recommends punitive measures against individuals who disregarded employment laws, leading to financial loss to taxpayers,” a source familiar with the investigations told this publication.The source added that investigators are particularly interested in whether parliamentary recruitment procedures deliberately bypassed legal requirements for public advertisement and competitive interviews.Under Uganda’s public service recruitment guidelines, government institutions are generally expected to publicly advertise vacant positions to ensure fairness, transparency, and equal opportunity for qualified candidates. Critics argue that failure to advertise jobs creates fertile ground for favoritism and corruption.

The controversy has also reignited political tensions within Parliament, with several legislators now openly questioning the conduct of the Parliamentary Commission and the Speaker’s office.Among the most vocal critics is Aringa South County MP Yorke Odria Alioni, who has repeatedly accused Parliament leadership of corruption, financial mismanagement, and irregular recruitment practices.Alioni, who was recently appointed Minister of State for ICT and National Guidance, was among the first legislators to publicly raise concerns about Parliament’s growing wage bill and alleged staffing irregularities.“The leadership of Anita Among illegally employed over 500 individuals at Parliament,” Alioni told journalists during a recent media briefing. “We want the offices of Human Resource, Finance, and Communications investigated because there were no job advertisements in the media.”

The outspoken legislator has increasingly positioned himself as a whistleblower on governance and accountability issues within Parliament. He insists that several departments have become centers of corruption and abuse of office.“We cannot continue to burden taxpayers with illegal recruitments while many qualified Ugandans remain unemployed,” Alioni said. “Parliament should be an institution that upholds the law, not one accused of violating it.”His remarks have resonated with sections of the public already frustrated by high youth unemployment and perceptions of widespread state capture by politically connected elites.

The scandal comes at a time when Parliament is already facing mounting criticism over its expenditure, including allegations of excessive spending on luxury vehicles, travel allowances, and classified expenditures.Civil society organizations have now joined calls for an independent audit into the Parliamentary Service Commission and all recruitment processes conducted since the start of the 11th Parliament.Political analyst Moses Khisa says the allegations risk damaging public trust in Parliament if they are not independently investigated.“When citizens begin to believe that public institutions only serve the politically connected, confidence in governance declines,” Khisa observed. “These allegations are serious because they touch on fairness, accountability, and the integrity of public service recruitment.”

However, some officials within Parliament have privately defended the recruitment process, arguing that certain appointments were necessary to address staffing gaps created by the expansion of parliamentary activities and committees.Others insist that not all appointments required public advertisement, particularly temporary or specialized positions.Despite those explanations, pressure continues to mount for Parliament leadership to publicly explain how hundreds of employees were recruited without visible job advertisements over several years.Efforts to obtain an official response from Speaker Anita Among and Parliament’s Communication Department were unsuccessful by press time.
