To him, the culprit has continuously evaded justice through alleged usage of his influential stardom to run away from ‘justice’. Maj. Kyamanywa, for a record third time, has reignited his interest in the issue by once again petitioning the Director of Public Prosecutions (DPP) to reopen the ugly murder case. He has directed his instruction through lawyers of Nalukoola Advocates and Solicitors, and Ochieng Associated Advocates and Solicitors.

In a letter dated April 27^th, the lawyers note that they have on several occasions written to the office of the DPP in respect of the case. The lawyers further stress that over half a decade ago, the DPP’s predecessors promised to have the matter investigated afresh and assured members of the public to handle the same to its logical conclusion, but the same is yet to pass.

“He [DPP] pledged to allow the father of the deceased an opportunity to give police further evidence for consideration and have the file sanctioned,” the letter reads in part. However, Justice Mike Chibita, then DPP in 2015 ordered the police to reopen the murder case file over allegations by Maj. Kyamanywa. This is after the case had reportedly, been prematurely closed without apprehending the suspects.

At his insistence that he would provide police with fresh evidence for consideration, they believe the file could be sanctioned. But this hit a dead end which then resulted into another redress voyage on 30^th November 2016, to the DPP, complaining about the mishandling of the murder case.

Relatedly, on 10^th January 2017, the same lawyers requested the DPP to allow them Co- investigate the case. This, in preparation of the same for prosecution and or in alternative, to allow their client to engage private investigators and institute private proceedings. And it’s upon the latter`s efforts that has resulted into this fresh petition.

The Preamble

The case has it alleged that Robert Karamagi, 27, on Boxing Day of 2012, was undressed, had his hands tied with a rope, and doused with aviation fuel before being set ablaze at Chameleon’s’ home in Sseguku, a Kampala suburb along Entebbe Road. This development, under suspicion of Karamagi being a thief. However, neighbors privy with Chameleon`s compound told reporters that the said Karamagi, was not an alien at the home, owing to allegations that he was a frequent ‘visitor’ who physically vended second hand clothing to his clients at their residences.

It is alleged that the singer’s wife, Daniella Atim Mayanja, was one of Karamagi`s ardent customers. There was also an assertion that the same Karamagi, was a casual laborer who often plied his shamba boy duties at the residence and that the singer was comfortable with his closeness to his wife. In the heat of the moment of the inquest, the unsettled family, moved out of the haunted Residence and moved to a new home in the Akright estate.

Daniella would later, also eventually relocate with their children to the United States of America, where they have since lived with others still claiming that she was contemplating a divorce. Chameleon, in the recent past seemed to have beaten the odds to the Karamagi murder issue and had now resolved to revamp his rich musical career.

Indeed a few months ago, he held a sold-out concert at the Lugogo Cricket Oval grounds billed as ‘Gwanga Mujje’. He has also been busy in studio with follow-up songs after his mammoth and well-received ‘Forever’ song. His latest is ‘Salawo’ a collaboration with fellow singer David Lutalo. The entertainment fraternity now is living into the edge as they await the response of the DPP into the tricky matter.

This was during the Kampala Region Symposium on Patriotism and Investment held at Kololo ceremonial grounds last week. Having previously tried to meet President Museveni without success, the grand marketing ace, knowing that the suave and security-conscious inner circle of the Special Forces Unit would not allow him to get close to the Old Man of the hat in a flash, he devised a ploy to grab the attention of the President.

During his performance in front of the President, Chameleon kicked off with a spirited self-introduction of his person. He then wowed the audience with his smash hit ‘forever’, sending Kololo into a Chameleon frenzy. By this time, Mr. Museveni, had already been encompassed in the ‘Chameleonic’ of the day and eating from the singer’s melodic palms.

The singer cut short his performance and resorted to addressing the President directly by reminding him that he had been part of his struggle since 2011. He then went on to add that he was missing the President and that the only picture he had taken with him had since become outdated and requested for a new one to be taken. The always available and accommodating Museveni instantly granted the singer’s wish.

Though the SFC was taken by surprise, it went into tactical body search of Chameleon as he headed to approach Uganda’s Principal CEO. Struck by Museveni’s Charm and most probably his security detail, Chameleon, now in the company of Edwin Katamba aka MC Kats, approached the President and the duo seemed to be lost for words.

It is at this time that ‘Jajja’ decided to take matters into his own hands. He diverted his podium ‘visitors’ and pointing to his convenience security car, where he beckoned his aides to come forward for instructions. The tete-a-tete that took around three minutes, according to a Leone Island insider, resulted into Museveni instructing his people to set an appointment with Chameleon. The two ‘visitors’ also received a further presidential appreciation package.

It is at this time that Chameleon remembered what his initial goal was. It was to take the vintage photograph. He seized the moment but like all people of good will, he also beckoned MC. Kats to share the moment. In his address, President Museveni indeed made reference to Jose Chameleon’s work as he lectured to the attentive youths, issues concerning jobs and wealth creation for Ugandans as always, the top agenda of the founding father of NRM.

The son of Late Kaguta added that the NRM was an all-building and inclusive Party bent on its four core principles of Nationalism, Pan-Africanism, Democracy and Socio- economic transformation. Chameleon, who is a personal friend of Michael Nuwagira, the President’s younger brother and Chairman of the MK Project, has historically been an unsettled political journey man who has been linked to the Democratic Party (DP), National Unity Platform (NUP) and he stood on an independent ticket for his failed bid for Kampala Mayor.

Kabako, was miraculously contacted by Phurz Media, the organizers of the show at the last minute and as one of the two major headliners of the show, just about 8 days to the fete. This development, thanks to the ‘accident’ that he suffered whilst performing at Gravity Omutujjus’ concert at the cricket oval last weekend. With the buzz in the booking office about when he will be gracing the UK stage, the organizers went full throttle and managed to get him on board.

This however, will not only create the much-needed anticipation of a show down between him and Uganda’s best solo music export, Jose Chameleon, but also re-ignite the ‘battle’ for the best performer at the Royal Regency on 8th October 2022. Save for Chameleon, singer Kabako will also be joined by other musicians like Geosteady, Lydia Jazmine, Weasel Manizo and Daddy Andre, among others.

According to Mango, the now troubled manager was paid for the same singer’s Performance that was slated for 28^th May 2022, at Ekyakabi Gardens in Kiboga but at the last hour, he pulled out of the deal. It is at this time that Mutima is said to have earnestly requested Mango to push the show forward to 2^nd July 2022, at the same venue to seal business.

But as Mango and his team had embarked on advertising for the rescheduled show, he was shocked to the marrow, when he, again received another call from Mutima, begging him to further push the show to 7^th July 2022. It is at about this time that Mango made up his mind and told Mutima that he had backed out of the deal and wanted his money back.

Having been put on the spot, Mutima told Mango, that he did not have the monies on him. And he has since then, been on bended knee to pay the money at a ‘later’ date. With no ending to this ‘later’ date status, Mango has now threatened to take legal action against both Mutima and Chameleon, if he is not cleared by Thursday last week.

However, when contacted, Mutima neither denied nor confirmed having received the said monies but promised to pay the same by close of yesterday, Friday. This other promise, according to Mango, as well never came to pass. 

It should be noted that Jose Chameleon has fired several managers who include Mutima in the recent past, for similar reasons. Chameleon had reconciled with Mutima and pardoned him back as his manager after swearing that he had reformed. This new development now puts his relationship with the singer in yet another balance.

We now understand how Museveni had prior to the generals` meetingwith Saleh, had given the proposal a thumbs up. Subsequently, the president was willing to yield to Saleh’s succession bid.

This, since the big brother not only trusts Saleh so much as a confidant and strategist, but also because the operation wealth initiative’s patron is a tested, and proven fighter who immensely contributed to his triumph as a rebel leader.

In addition to the above qualities, Museveni knows very well how Saleh is a viable brand among the bush war heroes, the war veterans as well as among the security forces, even without talking about the NRM organs, including youths. Take it or leave it, this son of Mzee Kaguta is an amiable figure. 

The military general oozes serenity, charm, confidence and love. He would keep the poise, even under very stressful conditions. Those merits flow naturally in Saleh’s case. They are, matter of fact, part and parcel of the general’s DNA. Saleh is credited as one of the key fighters who helped to fight the past fascist governments. 

He has served in the top echelons of the military, and only once, as a political figure when Museveni appointed him his military advisor. Saleh abhors politicians. So much that he is on record asserting how he cannot stand politicians since they waste a lot of time talking, instead of quickly taking key decisions, intended to better the lives of civilians.

Much as he is one of the people who the president consults while appointing cabinet ministers, and whose word in these matters Kaguta considers so much, Saleh has always told those in his circles, that he isn’t interested in being a minister! So as not to sidetrack, let us revert to the meetings the war generals held with Saleh, to persuade him to take up the mantle, from big brother Museveni.

“Thank you so much comrade… but am better off as a low key person,” this is how Saleh, as per insiders, would retort to each and every bush war general, who would be `assigned` to meet him with the offer of entrusting him with the  presidency. Yet the bush war generals were hell-bent on having Saleh take over after Museveni. 

The more Saleh would brush off their proposal, the more the bush war combatants would keep nudging him to take up the offer. Much the same, Saleh kept calmly speaking his mind but strongly and clearly so, about how he wasn’t interested in taking up the mantle.

“Thanks very much again comrades… I will be always indebted to you… for the privilege of picking me up among the many… to lead the country… but am afraid….am not made for those things,” Saleh is quoted as having told his colleagues who had finally cornered him as a team. Saleh would then make himself clearer, about how he was interested only in pursuing humanitarian causes. 

Those causes, he would point out, included fighting poverty, among the wanainchi. He would then reject proposals for him to lead the fight from the front. “We didn’t fight with the intention of all us becoming presidents.I think I did my part. I will now leave the rest to posterity to judge,” the former army commander reflectively informed the delegation.

He would end by lecturing the combatants on his mission following the bush war.  “I chose subsequently to devote my remaining time on earth to fighting poverty among our people. I did this purposely. I might be wrong… but that’s my conviction and calling now.” The combatants, following that legendary lecture from the man himself, sobered up.  

We mean, they henceforth gave up on pursuing Saleh, over the issue of the presidency! Well, we have been informed about the time the combatants met Saleh over the matter. The meetings took place following Dr. Warren Kiiza Kifeefe Besigye’s decamp from the military and NRM fold. Besigye lit up the country, following that legendary missive that he authored, before parting ways with the military.

Besigye used the missive, to lampoon the CiC in Gen Museveni and the ruling NRM party, for what he was termed as derailing from the bush war ideals. Besigye was still part of the UPDF and the NRM party at the time. The missive rubbed Kaguta and his trusted military generals, the wrong way. The CiC demanded that Besigye be marched to the Court Martial.  Why? Besigye, according to Kaguta, had used the wrong fora, to talk about matters to do with the military and NRM. 

Yet, Besigye was still a serving officer, precluded from making controversial statements. While sticking to what he had stated in the missive, the son of Nakabango, pressed the army to release him. The CiC hesitated initially but, somewhat, yielded to Besigye’s request later. Astory is told how Besigye, having picked the discharge letter from Bombo army headquarters, Kaguta learned that he was rushing to Kampala, to proclaim his intent to vie for the presidency!

Kaguta, sources divulge, contacted Bombo, to find out if Besigye had not crossed the gate yet. Yet Besigye’s moles in the military, had informed him how the CiC was plotting to remove the discharge letter from him.Using short cuts, to dodge Museveni’s people, Besigye arrived in Kampala. He hurriedly made his statement of intent. As they say, the rest is history.

Oh dear! This blatant declaration, as made by Besigye, hit Museveni’s sworn military generals, much like a thunderbolt out of the blue! “What a blasphemy! How effrontery!” one of Museveni’s top generals and bush war comrade, yelled loudly, upon listening to Besigye’s declaration.  

This specific military general, informed contemporaries about how he was going to hit back hard at Besigye. Then army commander, Gen Gregory Mugisha Muntu, having learned of the statement Gen David Sejusa was itching to drop, tried to dissuade him from doing so. Well, Sejusa went ahead and made the statement, of course against the army commander`s counsel. 

Sejusa was putting Besigye on notice, about how the military generals were not going to salute him as president as well as CiC. Sejusa’s statement only served to negatively add more fuel on the fire that had been lit by Besigye. Politicians strongly called out Sejusa, for insinuating how the military wasn’t willing to accept any other CiC apart from Kaguta.

As politicians and members of the public resorted to turning Sejusa’s own statement into that of the UPDF in general, Gen Mugisha, in his capacity as the army commander, stepped out. He clarified that the UPDF would salute any president apart from Museveni, in the event that he or she was the popular choice of the people.

This is the second time since 2013 that Chameleon is laboring to sell the house which ii now going for an asking price of 1bn shillings. Chameleon was forced to leave the house initially after the unclear circumstances in which one Robert Karamagi was burned and later died of his injuries on his way to hospital in 2012.

Though he has since absolved of any responsibility as regards the issue, word has since been doing the rumor mill around the village is that the house is haunted thus discouraging any potential buyer to invest in acquiring it. Since then, it has been used as a tenement, a guest house and studio by the lanky singer.

However, after his wife Daniela Atim and their children settled in the United States and Chameleon, completing the construction of his house in the Akright Estate in the adjacent area, he has now reignited his zeal to discard off the property, but with little or no success.

This is the ultimate reason why the trio have of late been keeping in each other’s company planning, setting up management, implementation teams, marketing with the soul architect and brainchild being the versatile Bujingo.

Information privy to this website indicates that the trio will be identifying prospective interviewees in the entertainment sector who will then pay a for prime time in order for them to appear on the show under the auspices of the duo that is credited for having revolutionized the Uganda entertainment industry.

And the house parties will be a mild replica of the once popular pool ‘model’ parties that were organized by pimping outfits that passed off as modeling agencies that were actually a hub of escort services and illicit drug peddling.

However, we are told that some of the services will not feature owing to some of the high moral standards that are practiced by some of the organizers.

Access to the house parties will also be a revenue minting venture and one will only be accredited after passing a stringent financial status prerequisite though it will not be automatic.  

It is said that the trio have received positive responses worth hundreds of millions of shillings from several top beverage companies for the project and are spoilt for choice with whom to jump into bed.

This revelation brings to rest, the prior speculation on whether Bebe Cool and Chameleon have been twinning for a ‘collabo’. This too, would be prudent if it also came to pass one day.

It should be noted that Chameleon has in the past been known to harbor a penchant for new projects but is legendary lethal at abandoning the same without notice or remorse.

The move, according to insiders, is aimed at countering a similar campaign by the Uganda Musicians Association (UMA), with whom they have been battling over recognition as the chief overseer of the artistes industry in Uganda.

It should be noted that Chameleone and his team, a few months ago clashed with UMA headed by Cinderella Sanyu aka Cindy, over the rightful leader of the fraternity. This was when they met in Gulu at the Operation Wealth Creation chief overseer Gen. Salim Saleh’s.

An agitated Gen. Saleh at the time advised the rivaling camps to come to a consensus if they wanted to access any Covid 19 Relief funds. The two parties failed to reach an agreement which forced the General to hand their issues over to the Prime Minister’s Office.

It is here that they were told to go back to the grassroots, register members, set up liaison offices and thus, the rush for them to rapidly get on the road. Chameleon’s move is said to have put UMA under a lot of pressure that they have been engaged in crisis meetings since the beginning of this week.
