With news flooding several social media handles over the weekend with allegations of the France based singer having caused the incarceration of her mother, Irene was forced to pen a rebuttal of the same in a painstaking post on her official social media handle which reads;

And NO! I have not put my MOTHER in Prison SHE IS NOT and HAS NOT BEEN IN PRISON over the last few days, just like I have never filed any case against her in COURT like she is telling people now!

I have not and have never!

This has got to Stop! 

In our quest to get to the bottom of this bottle-neck, we triggered her person into revealing some details of the issues at hand, she joined in by penning thus;

Dear David, if you can get my mother to tell you whatever I did to her and her children, whatever I have stolen from her and whatever I have not done for her, who the father of my children is, and the people I have killed, what my tribe is, if I am a Muganda or Munyoro, or even if she is my mother! I will give you an interview in depth! And if there is any apology I have to give, I will. Because this is too much.

90 percent of all the miserable, disgusting and false information about me on internet starts with my own mother that I have not been in contact with for 8 years because of her toxicity!

I am tired of being threatened to be reported to “Social Media, bloggers, gossip mongers, friends and anybody I associate with” perpetually just because Maama aba Maama mbu era tasobya!

Nobody has disparaged me as much as my mother has in 25 years!

How do I even explain these things to my children?

The Genesis 

It should be noted that reports of a storm brewing between Irene and Justine, her mother leaked to the media after the demise of her grandfather Godfrey Nyanzi Ssemitego on 28/08/1998 over a parcel of land located in Nambale Mityana which, he had bequeathed to Justine Namawejje, Brenda Nyanzi Kigema and Irene Namubiru, prior to his death.

However, the Irene Namubiru’s mother Justine Namawejje later went ahead and contested her father’s decision of giving a piece of his land to a granddaughter whom she claimed was not entitled to. She then alleged that her father had died minus making a will.

Contrary to Namawejje’s assertion, her sister Brenda Nyanzi Kigema has always said otherwise insisting that the said land indeed belonged to Namubiru since he had gifted his grandchildren with an acre of land each.

A volley of court and social media battles within the warring parties have continued to be fought between the different camps with the most vocal being the singer’s half siblings Yvette Namubiru alias Irene Opio who lives overseas, Roberto Nsimbe Ezau and their mother.

In a twist of events, Irene has opened a new lead into the family squabbles insisting that whereas it would be in her right, the said land issue which she now has little or no interest for the sake of bringing peace into the family, is just a piece of an iceberg in the troubles that continue to haunt the family.

Opinion: Courtesy demands that I congratulate city businessman and Federal Republic of Nepal Consul to Uganda, Dr. Sudhir Ruparelia. The tycoon last week pulled off yet another ‘victory’ against Bank of Uganda.

The Supreme Court justices unanimously blocked the already executed process of liquidating Crane Bank Limited (CBL) possibly because it’s dead and rotten. The justices further ruled that the regulator erred to place CBL under receivership against a court order stopping the process.

Following the verdict, I sought out the lately uncommon gentleman, Mr. Common Sense for his views. Fortunately, I got him in the mood of talking. He made quite interesting observations and powerful submissions using simple words and examples. The views are exclusively his and I am a mere messengers of them. Enjoy the voyage.

Mr. Common Sense starts by teaching how he is in very short supply lately, especially in the judicial corridors. He explains that just because he is common and priceless, just like oxygen, people tend to take him for granted and herein lies the big tragedy! He says because people ignore him, it has led to all manner of tribulations the world is facing today. I ask him to expound, but he advises me to be patient, that what he is about to tell me will take care of that.

He starts by telling me in simple terms what the pompous justices meant by the verdict they wrote. He avers that in closing Crane Bank, the Regulator acted just like a Doctor who rightly removes the life support machine from a patient in a comatose state. He goes deep to demonstrate how actually the midwife, in this case Sudhir, killed the baby called Crane Bank Limited (CBL).

You ought to note that he uses the word baby figuratively. He explains the midwife did so by cutting the umbilical cord from the baby. While it is common knowledge babies feed and receive oxygen and blood from the mother via the umbilical code, Common Sense labors again, to remind me of the fact.

Having laid that background for me, he proceeds to confirm to me how the midwife actually killed the baby. “It was simple, though cruel my boy. The midwife removed the umbilical code worth a total of UGX397Bn from the baby. After the fact, CBL lost the lifeline and like the hapless baby it indeed was, there was no way it was going to survive in the circumstances.”

He stresses that whether the Doctors, in this scenario BOU, kept CBL on oxygen in that comatose state or not, none of the two decisions had the slightest like hood of saving it since the midwife had killed it anyway. Away from that, Common Sense demonstrates the magnitude of the recklessness committed by the midwife. “CBL required only an umbilical code worth only UGX25Bn to survive but the midwife deprived it the same. He actually cut more codes worth UGX397Bn, a figure capable of keeping alive a dozen set of babies.”

Common Sense would then wonder why none of the people concerned is showing any interest in the heist the midwife committed! “It is interesting to see the midwife bump fisting and laughing violently while continuing to hold onto the loot  unhindered,” fumes Common Sense, now clearly agitated.

Imputing bad motive on part of the law enforcers, he jokes; “You live in an intriguing world. In my world, I reign absolutely. Bank robbers aren’t given any slightest chance to move freely as if everything they did is fine. I make life very painful for bank robbers. We don’t even celebrate them; lest we alert young people it is all fine,” his words drip with sarcasm.

Common Sense tells me heists of the magnitude committed against CBL, not only end up rocking the bank involved, but also the banking sector as a whole and counting. It has a multiplier effect. The banking sector loses since people lose the motivation to do business with them. The people keeping the cash in holes or tins also lose. They tend to spend it since it is available 24/7. This denies them opportunity to save the funds to engage in income generating activities.

With the people not banking, Common Sense lectures has it, the businesses lose liquidity since they too, ordinarily borrow from banks. The government loses account of contracted savings. The banking sector deprived of enough liquidity cannot obviously remit meaningful taxes to the government, nor can new investors be motivated to invest in a country where saving culture is low. I remind him about the court injunction which stopped the doctors from putting CBL off oxygen and burying the same!

He reminds me too, that the injunction is cynical since the midwife had killed the baby anyway. “Sensible doctors don’t keep going on and on pumping oxygen into corpses,” he maintains emphatically. He admits the midwife walked out of the Supreme Court with billions in costs. But he quickly reminds me the taxpayers are the ones going to pay the dimes. Other than that, Common Sense informs me, since the baby was buried by closing and placing it under receivership, the injunction followed the same to the grave.

What the midwife is left with is the blank Cheque handed to him by the justices, giving him the leeway to cite the doctors for contempt. But also, since the liquidation has been stopped, the midwife can for the time being keep the assets of CBL not yet auctioned for purposes of realizing funds to pay off creditors. He can use the blank Cheque to milk more from the taxpayers.

Common Sense however informs me all isn’t lost since doctors are still in court trying to recover the main umbilical code of UGX397Bn the midwife deprived of baby CBL. Given the fact that the midwife admitted depriving the baby of the same, and in black and white for that matter, Common Sense submit powerfully,  the doctors’ case could turn out to be the huge whale which will finally swallow the midwife.

But he further tells me to tell the taxpayers not to jubilate prematurely. He submits that they instead should go down on their knees in prayer beseeching the Almighty to prevail on the justices not to end up conjuring up procedural excuses to defeat the confession the midwife himself authored. Common Sense signals to me to remain seated for a couple of minutes. He tells me he can’t leave before delivering his own version of judgment in the matter.

Common Sense Verdict:

I will reproduce the verdict verbatim and it goes thus; “I find the midwife guilty of deliberately killing baby CBL for the reasons I have articulated above. I direct as I hereby do that the midwife surrenders the main umbilical code since in our culture, it is jealously guarded.

The midwife must also pay interest applicable, damages for failing in the duty of care, for betraying the baby, for stealing from the baby and for converting things meant for the baby. The midwife is further directed to pay damages for using proxies to steal from CBL, for using proxies to pass off as shareholders of CBL, for influencing CBL staff to engage in crime for his benefit and for denying his confession.

I acquit the doctors forthwith unless held on other charges. They commendably moved in quickly and decently buried CBL. The midwife had killed it yet he wanted to keep the dead body mockingly. For emphasis’ sake, if the doctors had not buried CBL, chances are high it was going to end up emitting a stench that could have surely contaminated the atmosphere in the national coffers.

The Doctor did the right thing in my view since the stench was going to adulterate the oxygen from which the justices too, draw a living. I SO ORDER. But before taking leave of this matter, I have a few words of counsel to volunteer to the Doctor. Never again splash money on comatose like you did in the case. Hesitating taking comatose to their final home is not only disrespectful of the dead but also unnecessarily bleeds the national coffers which is what actually happened.

This kind of indecision further gives the culprits, time to compromise witnesses and anyone else capable of spilling beans, investigators and some judicial officers. It allows culprits a lifeline to sponsor disappearances of key witnesses and accomplices, destroy evidence, break in government offices to steal documents containing fiction shareholders, alter ownership of properties owned by the deceased, rob billions of cash left behind by the deceased, stash away such robbed cash in quick developments and to write off debts due to the deceased taken by the culprits themselves… my host now taps on the table to signal yours truly ‘it’s time up.’ We rise up, exchange pleasantries and part ways.

Guilty as Judged! We suspect this development to be masterminded by Sudhir because he’s the only person who went public about the same. But that’s a story by its own and for another day.

However, we continue to unveil the filth hitherto carefully kept underneath the carpet. And today is the continuation of our story where, we reported how Dr. Sudhir and or his next generation can never be licensed again, to run a Bank or a formal financial institution. This is wrapped in an agreement he penned with the Central Bank and whose details, we delve into in this article. Read on…

Titled ‘Confidential Settlement and Release Agreement,’ this 14-page covenant was signed on 20th March 2017 between Sudhir Ruparelia and Bank of Uganda, the latter signing on behalf of Ugandans, to whom the moneys involved belong. How? This money was given to Sudhir’s Crane Bank as a capitalization fund in order to save depositors’ dimes in, not only CBL but other financial institutions.

This emerged after the forensic report whose details we partly reported in these pages. It arose that Sudhir had scooped dimes in billions from Crane Bank and used the same to construct buildings that housed Crane Bank the country over. An ordinary mind would therefore wonder why BOU would be bothered if Sudhir actually lifted these staggering amounts from his own bank! Well, I will write this article in a style I would explain the same to my grandmother deep down in Kooki.

Why Capitalization?

For beginners, Banks the world over lend money to each other and, Crane Bank was not exceptional. In simple terms, if say Crane Bank had borrowed UGX150Bn from Bank X and it later merges that it (Crane Bank) is bankrupt, failure by BOU to capitalize it would mean Bank X would lose the money, and yet the same belongs to its depositors. And hence, BOU had to quickly capitalize CBL to avoid a universal risk to other financial institutions it owed.

So, had Bank of Uganda failed to capitalize CBL with the UGX400Bn injection in time, thousands of depositors across the financial institutions’ fraternity would lose their money. It should be noted that BOU got the same from the National Treasury and reason we call it taxpayers’ money. When you buy, a bottle of soda, a beer, a bar of soap, a kilogram of sugar and or to employees, pay as you earn, you’re contributing to the national treasury.

And the above is the money which BOU scooped out of the government coffers and injected it into Crane Bank in a bid to pad the UGX400Bn hole which the good Honorary Doctor created via proven fraudulent means. This is the very money the Central Bank sought and still seeks to recover. But even with the agreement under review in place, this recovery is yet to materialize as Sudhir backtracked on his commitment, claiming that BOU failed to protect the agreement from leaking to public!

Whereas BOU had indeed, earlier handled Sudhir with gloved hands and in total privacy, investigations revealed that actually, he took the stance for granted and had abused their generosity. To their utter shock, the mortgages he offered in place of UGX400Bn acquisition were basically buildings in swamps and or those whose ownership were heavily encumbered! And with all this, he still wanted his gross misconduct handled in utmost secrecy!

The Agreement

Nevertheless, to avoid the embarrassment that would have happened if he did not kowtow in BOU poo hoo, Sudhir went into the agreement under review. And as usual, he did it after he was duped that it would be confidential and hence the title; “Confidential Settlement and Release Agreement” under which he committed self to refund at least USD60M.

“In consideration of BOU and CBL agreeing to settle and release claims as specified in this confidential settlement and release agreement, SR (read Sudhir Ruparelia) agrees to pay and or procure the payment to BOU of the aggregate amount to USD60, 000, 000 and to transfer to CBL (In receivership) or its nominee, the Freehold and Mailo titles set out in Annexure ‘A’…” reads the agreement in part.

Because Sudhir had constructed the said buildings under Meera Company, the revelation that the money he used was siphoned from CBL demanded that they be transferred to the same for ease of recovery. Via the agreement, Sudhir, also known as SR in this agreement, committed to pay in instalments…

“The settlement consideration in clause 3.1 (a) above shall be paid by SR as follows: USD8000000 which will be paid within a period of no more than 30 days from the date of execution, USD10000000 which will be paid within a period of no more than 90 days from the date of execution. The said total sum of USD18M shall be paid into BOU’s USD account no. 317.144034.1 in the names of Crane Bank Limited Funding (The Nominated Account),” further reads the covenant.

The two parties went on to agree that the balance of USD42M was to be paid by way of transfer to BOU, as receiver of CBL real property with an agreeable fair market value of the same amount. They further agreed that the fair market value of the real property shall be reached by joint valuation of the parties where, both BOU and Sudhir would each appoint one valuer of firm of valuers to the joint valuation team… Watch this space…

The political tsunami brought on by the country’s youngest party, National Unity Platform (NUP), swept Ssenyonga off his feet, dumping him out of parliament where, he represented Mukono South.

A relatively newcomer in Uganda’s politics, Fred Kayondo, who is a member of DP, but earned from the political tsunami caused by NUP especially in Buganda,  floored Ssenyonga who has been in parliament for three terms.

Such losers like Muyanja last Thursday stormed the ruling Party headquarters and met one of the leaders, Richard Todwong to tell him about the grim life they are going to lead after losing the elections. But, Ssenyonga counsels the election losers not turn the party into a goldmine.

The education entrepreneur owning St John’s SS in Mukono, also advises fellow losers not to despair just because they are out of parliament, but keep themselves busy monitoring the government programs. “You have a big task to carry out. Now that you are out of parliament keep yourself busy monitoring government programs in your constituencies,” Muyanja lectures.

Muyanja is hopeful that if the losers do a good job monitoring the performance of government programs, the voters will return them to parliament at the next election. Ugandan politicians invest a lot of money, some borrowed, in the hope of joining elective politics which is a very, very lucrative business.

Losing an election, consequently is one the life’s nightmare in Uganda given that politicians spend a lot of money during campaigns and even sell their prime properties, all in the name of joining the ‘eating group’. Unable to withstand the bad luck, some losers have, in fact ended up collapsing dead or suffering life threatening disease such as hypertension.

Some politicians are rumored to even pay visits to the witchdoctors to increase their chances of winning the elections. Being a money-spinning business, campaigns in Uganda sometimes turn bloody, leaving some candidates with life threatening injuries. The fact that a lot of money has to exchange hands during campaigns, some of the losers end up losing properties to money-lenders as well.

This is why perhaps of the many losers resort to begging from their parties especially the ruling NRM which is expected to have money. In an exclusive chat with the Investigator, Muyanja pleaded with fellow losers to take a deep breath and accept their new status out of the legislative assembly.

Justice Stephen Mubiru ruled that Gebre Yohanne Guangal had made a mistake while filing the case and so dismissed the matter on that technicality.

The judge stated that since Gebre had filed the case in the name of companies, he ought to have sought a resolution from the same, permitting him to engage the lawyers he used. The Swedish and Kakande were joint shareholders in the said companies.

The Swedish injected the money in the company for which he had sued Kakande for a refund. So, going by the Judge’s opinion, since Kakande was a shareholder in the two companies, Gebre had to sit with the Pastor and make a resolution on behalf of the companies, permitting the White man to engage a lawyer for purposes of suing Kakande!

As fate would have it, the judge directed the Swedish to even reimburse the money which Pastor Samuel Kakande has spent on defense lawyers.

Genesis

The Swedish filed the case seeking refund of money Kakande took from him in 1993 to invest in joint bread making factory and a stone quarry.

Under the deal, Kakande was to provide part of the land belonging to his church at Wandegeya for the construction of the bakery whose trade name was Daily Bread (U) Limited. The Swedish was supposed to buy the requisite machinery.

The Swedish injected the agreed capital into the project and the bakery started rolling off bread. The two also agreed to start another bakery at Luwum Street called Classic Bakery and Takeaway. Still, the Swedish provided the capital and the business started.

The Mzungu was also supposed to buy machinery for the stone quarry and the trucks. The stone quarry would trade under the name DBL Stone Quarry and Concrete Works.

Strange Fire

A few years later, fire razed the bakery at Wandegeya. Before long, Kakande had extended his church to occupy the land which had been set aside to house the bakery.

This prompted the apprehensive Swedish to approach Kakande and asked him why he was building on the land that was supposed to hold the bakery.

The Pastor told the White man to keep his cool. He assured the Swedish that he had land at Bulenga along Mityana. He assured his partner that the bakery would be relocated to Bulenga.

The Swedish waited for Kakande to honor his word, but the Pastor was not forthcoming. This is why the Mzungu resorted to the courts of law to seek justice. Meanwhile, the Swedish had also sued Kakande for converting the truck he had bought and machinery for the stone crushing business.

Defence

The Pastor said he re-entered the land after he waited in vain for the Mzungu to rebuild the bakery and inject more money into the business.

His lawyers argued that that Kakande did not do anything illegal because the law allowed him to re-enter his land upon failure by the person who leased the land to develop it. He denied stealing equipment for the bakery let alone a truck for the stone quarry.

And henceforth, the new PM has asked Ugandans to give her a chance to prove herself instead of dismissing her as an incompetent person for the office she has been deployed to.

She recognizes the fact that she is not the best out of the forty five million Ugandans among whom, are highly educated professors, but adds that God chooses the lowly to shame the proud.

“I am here to work. I have no time for Ssemuju’s idle talk. I have to take development to Kira municipality (Ssemuju’s constituency),” Nabbanja asserted.

Nabbanja was reacting to Ssemuju who questioned her capacity to serve as the country’s Prime Minister. Commenting on the appointment of Nabbanja to one of the country’s key position, Ssemuju dismissed the woman from Bunyoro as a low-caliber person devoid of the technical know-how to deserve such a calling.

But, reacting to Ssemuju’s assertions, Nabbanja boasted how she has been accomplishing big tasks only that she is not a show-off and a talking shop like Ssemuju. “I don’t like showing off what I have done. But I have accomplished a lot. I love to work without making noise,” Nabbanja states.

She challenges Ssemuju to show what he has done as the outgoing opposition’s chief whip. “How far has he moved the opposition? What tangible thing has he done for Kira municipality apart from engaging in propaganda and gossiping?” Nabbanja said before excusing herself from discussing idlers and propagandists.

The extremely confident stocky man of around 90kgs of weight, a marketer by profession is contesting for the first time of his political career but already exudes confidence of a serial winner.

He is running in a sister constituency of another constituency that was formerly dominated by controversial minister Rtd. Maj. Gen. Kahinda Otafiire who was humbled in the 2016 election by a military officer named Mugabe Donozio Kahonda. But while Kahinda Otafiire is running in another constituency, Mr. Byaruhanga is running against incumbent Kahonda. He however fervently denies that he is either sponsored or supported by Rtd. Maj Gen. Kahinda Otafiire.

He spoke with political journalist for The Investigator Fred Daka Kamwada in an interview in which he made some very interesting revelations as you will read below;

Q; can you please introduce yourself to the readers?

A; Yes, I am called Byaruhanga Didas Kaginda, born in a village called Mutala, Ruhinda county but found within Mitooma district. I am also a marketer by profession with a lot of experience in entrepreneurship.

Q; what makes you think you can manage to represent Ruhinda south constituency more effectively than your predecessors?

A; My confidence in providing effective representation to Ruhinda is derived from the fact that we have a big political vacuum in our constituency. There are so many things we should have had, which we have lost because of poor representation.

Our constituency has been dogged by bickering between our senior political leaders, thus distorting the whole mission. Besides I also derive my confidence to the fact that my father worked so much for this constituency.

He for instance managed to build Nyakita Boarding Primary School where many children including myself managed to acquire education. He was involved in a lot of developmental projects which many people will never forget about him.

So, I stand to prolong my father’s legacy of service to the people.

Q; Your father! Why do you think he has a high-profile relationship with the people of Ruhinda?

A; My father was called Jackson Kaginda. He served in former President Amin’s army before joining the NRA bush war led by Yoweri Museveni in early eighties. He retired in 1993 and embarked on developing his home area as the LC 3 chairman for very many years before he was summarily assassinated two years ago. The most painful thing is that since his untimely death, we have never had justice.

What I can tell you is that if he had possessed the required education, he would have been elected the Member of Parliament for Ruhinda. Nevertheless, they say better late than never and I, his son, have come to provide the effective representation and service he would have delivered.

Q; You want to go to Parliament yet you sound not to have experience save for that of your father?

A; I have a wealth of experience in business. I own a company called Forbes that exports labour to the external market which I started over two years ago.

We have so far exported over 200 youths to Dubai, Oman, Saudi Arabia and other Asian countries. This employment has changed the lives of so many youths many of whom hail from Mitooma. I am very proud to have changed the lives of so many of these youths. You can go there and verify these facts. You need no experience to identify people’s needs. I am already an experience of a leader myself.

Q; Who is your political mentor?

A; My father is my mentor.

Q; Why your father and not any other inspirational figure like Mandela, Nyerere, Obama or even Museveni?

A; It’s my father because he was a leader under my close watch. I saw him do practical things on the ground. I learnt almost everything I know from him. Why should I go for people like Obama or Mandela who were miles away from me? We learn from people around us. And I think my father is more of an iconic figure than anybody else in the world.

Q; Do you have faith in NRM and the leadership of President Yoweri Museveni?

A; Yes, absolutely yes! I strongly believe in him as the chairman of the party. There is no way I would run on the NRM ticket and still remain opposed against the party chairman. I think that wouldn’t add up.

Q; What programs do you want to bring up that were not done by your predecessors?

A; First of all, I want to tell the readers that our place is a very big coffee growing area. So, I feel obliged to lobby for the institution of cooperative society to first of all, eliminate the middlemen from exploiting our farmers. Secondly, the cooperatives will assist in the provision of marketing services, transportation services and in the creation of processing plants to add value to our products.

Q; Ruhinda is synonymous with the name of Kahinda Otafiire. Why do you think he lost to a little-known soldier in the previous election?

A; I don’t really want to discuss individuals. But I can tell you that people didn’t vote out Otafiire because of not performing. He was a very useful person to our communities to the extent that all the villages that voted for him have continued to enjoy services like water, electricity, well paved roads compared to villages which voted for Kahonda like Kabira and Nyamuyanja which don’t enjoy those services.

So, you can see how friction between the two political heads contributed to the backwardness of the area. You may wish to know that even today, Kahinda Otafiire Is still contributing to his people.

Q; Do you think Otafiire will bounce back?

A; I don’t want to go into the details but I think the people still love him. I think they had voted him out because of fatigue of seeing the same person in the same docket for many years. He was a victim of a lousy conspiracy of fatigue. But I think the people have realized how important he was and will certainly vote for him.

Q; are you running against him then?

A; No, he is running in another constituency whereas I am running in a newly created Ruhinda south constituency. So, there is no way of a clash between him and me.

Q; Are you a Kahinda Otafiire product then?

A; Not at all. He is not involved either remotely or directly in my political campaign. I am running my own show. Of course, I don’t rule out on the aspect of his moral support. But that is where it ends.

Q; what are your views about the Ugandan parliament? Do you for instance support things like lifting the age limits which were done by parliament?

A; Yes, I strongly support what parliament did in lifting the age limit. I even agree with the lifting of term limits because I belong to NRM.

Q; As a country, what should we expect from you?

A; Of course, you should expect effective representation from Byaruhanga Didas. I will undoubtedly add value to the Ugandan Parliament. There is no questions about that. Just watch the space. Thanks for your time.

Mbuga, who is known for being a rabid ‘jealousy’ lover, is said to have hacked into Jalia’s social media accounts in a bid to get information and evidence of suspected extra-marital affairs, prior to this ugly incident.

A close friend of Mbuga who preferred anonymity told this reporter that ever since coming from his prison, sojourn has been suspicious of Jalia and that he has been trailing her movements and communications.

Jalia, on Sunday morning broke the noose over her violent husband by posting – ‘Stop domestic violence.  Since you hacked my Instagram account . Hack into  this one too’

The statement follows reports from the STV station workers, who have been alleging that their bosses Mbuga and Jalia have been having fights at the station. Though this was until then kept under the carpet for fear of losing their jobs.

Moments later, estranged fashion guru Kim Swagger who is said to have introduced Mbuga to Jalia, also came out on his social media warning Mbuga against the continued battering of his sister. He went on to further claim that Mbuga wanted to kill him.

He wrote, ‘I have kept mute about your evil behaviours for a long time, even when you wanted to murder me, but the almighty God will work on you one day and trust me it will be a knock out. My sis Jalia Vivienne Mbuga, am sorry for introducing you to that man. I will forever take the blame #stopdomesticviolence’.

It should be noted that SK Mbuga and Jalia were accused of defrauding a swedish national of billions of shillings. Jalia then told authorities when nabbed about the alleged fraud, and arreyed, that Sten Heinsoo was simply her sugar daddy and boyfriend. Her true love was in Uganda and these were some of the ‘gold pics’ that she sent him and; he wired more money on seeing them. In total, he wired 53Krona to a Ugandan bank, the equivalent of shs23.8bn..

It should be noted that Mbuga’s first wife Fatuma Zalwango, in 2013, also alleged that the ‘tycoon’ was not only battering her but had neglected their children and decided to  take on her sister singer Leila Kayondo, as his new wife.

Fatuma, then alleged that she had introduced Leila, to Mbuga , to promote her music but was disheartened by their ‘live-in’ affair.

However, the former’s insatiable love for land is not letting their relationship flourish anymore, the Investigator exclusively report.

Also the Chairman for ‘Bagagga Kwagalana’ group of the haves in the capital city, Kirumira has lately been in the media for none but controversial land matters. The latest is when he prevailed over the all-powerful Minister of Security Gen. Elly Tumwine to publicly go against a fellow army General, Lt. Gen. Charles Angina, with all the arrogance in his reach. This, all in the name of protecting Kirumira’s interest. That he had earlier been beaten and nearly stripped by angry mob over the same land is a public secret.

And about a month ago, a lengthy dossier went viral on social media and print tabloids, depicting a city tycoon at whose mercy relied some individuals’ lives over land disputes. Among the people lined was James Kibuuka Mulowooza. Whereas the innuendo-smitten dossier never mentioned the tycoon, social media posts reckoned it was Kirumira. To confirm these allegations, we went down to work.

Information gathered is that indeed, Kirumira and Mulowooza’s relations are no longer at ease. This is so, even with the former keeping in the background and parading in his place, Gideon Kirumira, his son, at the vanguard. It is a do-or-die mission aimed at Mulowooza retaining, or Kirumira grabbing the land comprised in Mawokota Block 107, Plot 1 and 3.

It all started with Gideon Kirumira filing a complaint with the much feared Presidential Anti-Corruption Unit headed by Lt. Col. Edith Nakalema, on January 2018. Gideon had been arrested by Mpigi police upon his ‘visit’ at the disputed property at Namwabula village. He claim to have bought the 400 acres through his sister Brenda Kirumira Namugga, from a one Leo Lule Kimalempaka, in August 2018.

In the complaint, he asserts how he and his family backup went to open boundaries, only to find policemen guarding the property they claimed belong to Ministry of Energy. Kirumira however brags how he, even with the police’s resistance, opened the boundaries anyway. He further reveals how he had plot 1 sliced into more plots namely; 16, 17, 18 and 19.

Even with opening boundaries, claiming ownership and boasting of the titles’ custody, Kirumira Jnr is branded an impersonator and illegal claimant of the property which, we gathered, Ministry of Energy not only owns but already placed it in custody and use of Uganda National Oil Company (UNOC). Records have it that Ministry of Energy purchased this land from Mulowooza’s Ssese Habitats Resort Limited, presented by Mulowooza & Brothers Ltd. The latter bought the land way back in 2008.

Digging further for what could have attracted the Kirumiras’ interest in this particular land, which had changed hands over years to belong to Government, we partially got the answers from Ministry of Energy Permanent Secretary, Prisca Boonabantu’s letter to her counterpart in Ministry of Lands over the matter. This letter was prompted by Kirumiras sudden desire for the property ownership.

“The above land was gazetted under the Land Acquisition (Kenya-Uganda Oil Pipeline Extension Project) Statutory Instrument Number 54 of 2009 for the development of a storage terminal and subsequently acquired by Government of Uganda through the Ministry of Energy and Mineral Development,” reads in part, Boonabantu’s letter. Documents available clearly indicate how Mulowooza had acquired the land over a year before Government picked interest in the same.

Boonabantu further explains that her Ministry had since authorized Uganda National Oil Company Limited to develop the land and that the same had already commenced preparations for development at the property where, construction and operation of a petro-chemical products storage and distribution terminal is already underway.

In the letter titled “Illegal claim of ownership of freehold register Volume 29 Folio 4 Block 107 Plot 7 Land at Namwambula, Mawokota, Mpigi District,” Boonabantu proceeds to accuse Kirumiras of “illegal actions”

aimed at “jeopardizing the efforts of Government in developing the petroleum products storage and distribution terminal which is a key component in the commercialization of Uganda’s oil and development sector.”

She winds up requesting her counterpart to ascertain and clarify the legality of Kirumiras’ illegal claims” of ownership. Trust the mafia in Country Uganda. Whereas Boonabantu’s letter puts the matter in a self-explanatory position, the Kirumiras had long sliced the land in different plots, supposedly with the help of some individuals in the Ministry of Lands.

Replying to both Boonabantu and Lt. Col. Edith Nakalema’s letters to her Ministry, the outgoing Minister of lands Betty Amongi made an unbelievable but existing revelation. Whereas the land being discussed is soiled in one piece at Nabwabula in Mpigi District, available documents show several pieces of land with different plot numbers on the same block… Watch this space…

The unexpected development was explained by the seniors as creating conducive means for handover of AIGP Godfrey Bangirana, the hitherto Director Logistics. Inside the premises was the Chief of Joint Staff of the Police Force, AIGP Bakashoma who, was at the place for none but enforce Bangirana’s ejection.

Bakashoma had earlier in the day called Bangirana reminding him of his impending total handover of the entire Directorate but the latter had tried giving him excuses, saying he was finalizing a few things. “It’s not a request Mr. Bangirana. It’s a directive. You must handover office at 2:00Pm today and I am waiting here for the same,” Bakashoma reportedly communicated to the hitherto feared senior officer.

The much eager for this long wait were the Departmental Heads who were reportedly more than ready to ease their boss of any hitches in packing his bags. “All their inventory reports were ready for him to hand over to his defacto replacement in SCP Richard Edyegu,” reported our inner source at the scene.

The departments whose inventories Bangirana had to hand over include that of Transport Officer, Classified Stores, Quarter Master, Inspector of Vehicles (IOV), and Estates among others. Most of the senior staff members were reported in cordial moods and some left in fear of showing it to Bangirana’s face how celebrant they were to his ejection; sources revealed.

Bangirana had supposedly bargained his all his way through the media, Court and Police Authority as there were high hopes that the latter would permit his wish for the contract renewal. Actually, some mainstream media outlets had reported of how top police officers wanted to drag him out of the way as they wanted to sell some police land, an allegation that rubbed IGP Okoth Ocholla the wrong way.

Indeed, in a Police Advisory Committee (PAC) meeting held a fortnight ago, in reference to the said reports, Ocholla complained of the intrigue that had even sieved its way into the media. “This has reached worrying levels. Is Mr. Bangirana still in office,” Ocholla reportedly asked, directing the question to the Chief of Joint Staff Bakashoma who, reported how Bangirana had asked for more time.

Shaking his head impatiently, Ocholla ordered that Bangirana should leave office on the following Wednesday. We can’t ignore a Court Order. That is impunity,” he’s quoted as having said. However, that was the eve of President Museveni’s visit at the Police Headquarters and Bakashoma never implemented the directive until on Wednesday this week when, some senior police officer reminded him of the pivotal assignment and hence, today’s ejection of the giant.

The Background      

The journey to Bangirana’s loss to the battle started with a court case filed by Uganda Young Democratic members led by a one Isaak Maado the Administrative Secretary. The case of Bangirana’s illegal stay in office was before Lady Justice Esther Wolayo who at one time was accused by the complainants, of helping the police boss to continue abusing the law.

This was after Wolayo continuously skipped the hearing of an application that sought to have Bangirana temporarily leave office as court investigated how the under-fire senior police officer managed to accumulate wealth which is reportedly traced to trillions of money which is allocated to his docket.

The Judge’s consistence on skipping the hearing had been interpreted by the complainants as a calculated move intended to keep Bangirana in office as he maneuvered to have his expired contract renewed by his alleged god fathers in and outside the Uganda Police Authority.

It all started when Her Worship Wolayo had herself set aside November 24th 2019 to hear the application. But she caused a commotion by opting to reportedly go for a conference in Munyonyo instead, even after her presence at court where she had handled other cases in the morning. As if on cue, Bangirana himself did not turn up in court as mandatorily expected, hence sending a wrong signal.

“It is the Judge herself who fixed the hearing of the application. She instead chose to go for a conference. Her intention is to deny us the right to justice. But we shall not waver in our fight to rid the Uganda Police Force of Kawukuumi (rogue officers),” Maado had declared. Nevertheless, Court finally kowtowed to the complainants’ cries and released a Court Order in their favor, the same Ocholla finally insisted on its implementation.

Before Maado went to court, Parliament had handled Bangirana issue of accumulation of what MPS call illicit wealth and the one of overstaying in office. In one of the charges, Bangirana is accused of blowing billions of money on repairing a Police Chopper that was well enough to buy a brand new one.

The MPs recommended that the man be relieved of the job. Nevertheless, Bangirana kept holding on the job even when the Inspector General of Police (IGP) Okoth Ocholla was of the view that he should have left. It is heavily said that Bangirana had got godfathers in government who told him to ignore the calls to leave whatsoever.

While President Yoweri Museveni is on record vowing to rid Uganda Police of rogue characters, he only managed to swing the axe over the then Inspector General of Police, Gen Kale Kayihura’s head, plus locking up a handful of his minders. That the President wasn’t raising a finger against Baingana amidst the public uproar regarding handling of police funds, had become a matter that baffled Ugandans.
