Recently, Rugiirwa Katatumba, scion of the prominent Katatumba family, learned a bitter lesson about friendship, trust, and betrayal. What began as a simple loan agreement between old family friends spiraled into a nightmare that saw Katatumba spending a harrowing week behind bars, falsely accused by those he once considered close allies.

Rugiirwa, son of the late Honorary Consul of Pakistan, H.E. Prof. Boney Mwebesa Katatumba, and brother to the celebrated singer Angella Katatumba, found himself at the mercy of Rajiv Ruparelia, the son of business magnate Sudhir Ruparelia. The bond between the Katatumbas and Ruparelias, once thought unbreakable, was put to the test—and failed spectacularly.

A Friendship Betrayed

It all began in 2019 when Rugiirwa approached Prime Finance Ltd., a company owned and managed by Rajiv Ruparelia, for a loan of UGX 60 million. The loan was intended to fund the construction of Katatumba Village, a real estate project on Ggaba Road. As collateral, Rugiirwa handed over the logbook of, and his prized possession, a Mercedes-Benz S-Class with private plates reading “RUGIIRWA.”

Initially, the arrangement seemed straightforward. Rugiirwa managed to pay off 30% of the loan before the world was hit by the COVID-19 pandemic, which upended lives and livelihoods. Despite the catastrophic impact of the pandemic, Rugiirwa remained optimistic, believing that his long-standing friendship with the Ruparelia family would allow for some leniency or understanding in these unprecedented times.

But instead of sympathy, Rugiirwa was met with cold indifference. On January 26, 2021, he was arrested and thrown into Kitalya Prison, accused of “obtaining credit by false pretense.” The arrest was swift and brutal, with the once-prominent businessman treated like a common criminal. The charges, brought forth by Prime Finance Ltd., were as murky as they were baseless.

Justice Prevails, but at What Cost?

For nearly four years, Rugiirwa was dragged through the legal system, forced to defend his honor against what he describes as “malicious prosecution.” His courtroom battles were long and grueling, but ultimately, justice was on his side. On July 24, 2024, Her Worship Jalia Bassajjabalaba delivered a resounding ruling in Rugiirwa’s favor. The court acquitted him of all charges and ordered Prime Finance to return his detained Mercedes-Benz.

Despite this victory, the damage was already done. The betrayal by the Ruparelias left Rugiirwa feeling deeply hurt and disillusioned. What was once a close-knit friendship had now been irreparably fractured.

The Legal Battle Continues

The story doesn’t end with Rugiirwa’s acquittal. Feeling wronged and humiliated, he has now decided to fight back. Through his lawyer, Counsel Julius Turinawe, he is suing the Ruparelias and the State for UGX 5 billion in damages, citing malicious prosecution and defamation.

This new legal battle promises to be just as intense as the one before it. Rugiirwa is determined to clear his name and seek retribution for the trauma he endured. Whether this lawsuit will bring closure or further fuel the animosity between the two families remains to be seen.

The DPP did so by requesting the Magistrate`s Court in Entebbe for permission to prosecute the case on Mabirizi’s behalf. Sudhir had, supposedly upon learning about the summons requiring his son to appear in court, contacted the DPP to block Rajiv’s prosecution. 

This is how the DPP intrigued to take over the case under the cover of prosecuting it on behalf of the complainant who has never expressed any kind of inability to do so himself.

While the DPP was thus posturing, we reported how the DPP isn’t interested in prosecuting the matter. The truth of the matter, she merely wants to get it and drop it, as she has been doing previously, in cases involving Sudhir and other wealthy colleagues and the politically connected.

Much the same, we covenanted to disclose all the dirt surrounding this saga now that the DPP and Sudhir had conspired to sweep the matter under the rug. Here we go:

Heroine: Nakamya

Towards the end of last year, Sudhir embarked on levelling and grading land at Kitubulu, in Katabi Sub County along Entebbe Road to pave way for construction of a hotel, reportedly billed to cost UGX355bn.

Just as he did whilst constructing Speke Resort Munyonnyo and planting rose flowers in Namulanda along Entebbe Highway, Sudhir poured trucks upon trucks into the shores of Lake Victoria in Kitubulu, in order to cunningly acquire additional land to extend the facility into.

But as his hired trucks were busier ferrying and emptying soil into the shores, unware that anyone was watching, one heroic lady was as well busier filming what was going on. Her name is Mary Assumpta Nakamya aka Maama Nalubaale. Nakamya would upon filming the saga, keep posting the photos on her social media pages. Lake Victoria, also known as  Nalubaale, is Africa’s largest lake, and the world’s second largest fresh water lake

The graphic photos infuriated Ugandans present on social media. Members of public demanded the authorities to rein in on the criminality. This is how the National Environment Management Authority (NEMA) finally stopped watching by, and stepped out while pretending not to know what had been going on.

NEMA sent officials at the scene who upon seizing the trucks, directed Sudhir’s son, Rajiv to undo the mess by removing the heaps of soil from the shores of the lake. Sudhir shamelessly sent Rajiv on a face-saving mission. 

Rajiv called the willing media, including their many `arm-pit` websites, whom he told, Asumpta had posted the photos to extort money from them. This allegation, for a woman who had not sought them out in the first place, asking for bribes to keep the photos unposted!

“It, as well baffles for someone to brag about having been stopped from committing a crime simply because they failed to bribe the whistleblower! What kind of reasoning from a supposed responsible Ugandan?” wondered James Baliluno, an opinion leader in Entebbe. 

Rajiv went on to claim without evidence, how the super woman isn’t a resident of Entebbe. Yet Nakamya was at one time one of the Councilors in Entebbe Municipality! And this posture, as if any Ugandan regardless of where they stay or hails from, isn’t enjoined to protect the natural treasure from degradation! And again, as if, the same man hadn’t agreed before a meeting with NEMA, to clean the mess!

Maria Assumpta Nakamya alias Mama Nalubaale has vowed to fight the degrading of Lake Victoria along its shores on Entebbe Road. The Lake is Africa’s largest and the world’s second largest fresh water lake. 

But the same is vulnerable to degradation because it is shallow, with a maximum depth of only 84 metres measured several decades ago before silting. Kenya has the deepest part of the lake while it’s shorelines are generally shallower in Uganda and Tanzania. Lake Victoria dries up every 10,000 years.

Nakamya is determined to save the lake from pollution resulting from discharge of untreated sewerage, dumping of chemicals, soil and other substances that could affect aquatic life and water quality.
Nakamya’s budding fame as “Mama Nalubaale” started growing recently after she recorded and released videos and photos of Sudhir`s trucks dumping soil into the lake shore at Kitubulu. 

According to NEMA, Sudhir`s Ruparelia Group acquired a permit to build a hotel where Ssese Gateway Beach was previously located with condition of maintaining the buffer zone of 100metres as stipulated in the National Environment Act, 2019. Speke Hotel, according to it’s manager Rajiv Ruparelia, wants to construct a resort and convention centre on Lake Victoria shores in Kitubulu. The project was by the time of NEMA halting it, at  the stage of ground leveling and construction.

NEMA halted the project after inspecting the site prompted by Nakamya’s video. NEMA on December 15 directed Speke Hotel to remove all the soil dumped into or on the fringes of the lake before  it can resume works. Nakamya however said she will remain vigilant until the developer completes the project within the approved conditions and limits.

Nakamya has been a vocal and active  member of the Democratic Party-DP in Entebbe for  close to two decades. She joined DP in 2004 because it was her father’s political party. “It was also  the only party I grew up hearing about so it was so easy to join it.” says Nakamya, who is currently the Deputy Woman Leader of DP Entebbe Branch.

Nakamya joined elective politics in 2006, aged 23 years, as a female youth councilor at Entebbe Municipal Council and then returned to the same council as  Kiwafu East and Kiwafu West Woman Councillor from 2011 to 2021.

In 2021, she contested for the Entebbe Division B Woman Councillor position at Wakiso district Council but lost. But Nakamya says this  break from elective politics has given her even time to focus on growing her personal businesses including a retail store and continue fighting for social justice and against environment degradation.

It is the reason she is fighting the dumping in Lake Victoria. She, says she took the initiative to visit the Kitubulu site in early December and noted that four heavy dumping trucks would make a daily average of a hundred trips to dump soil in the lake site.

The trucks were collecting soil from Katabi-Busambaga village in Division A, Entebbe municipality. She told some local leaders in Entebbe Division B and Katabi Town Council that these trucks were dumping soil into the lake to “expand” the land. “But these leaders said the developer is untouchable and I got angry,” she said.

“That is why I decided to record and to share the videos. This worked out well because some Ugandans here and abroad, and environmentalists pressurized NEMA to act,” she adds,” She said the campaign however resulted in her receiving insults and death threats. However she says she is no longer afraid of dying for the environment because her life will not be added to that of her killers and they will also die some day.

The 38-year-old politician says her fighting juices are sufficient. She is however  urging  the environment minister Beatrice Anywar alias Mama Mabira, Ugandan citizens, NGOs and  institutions like Buganda Kingdom to join the campaign to save the lake. She reminds indegenous Ugandans that this is the only country they have and they have to fight for its environment from abusers.

Her Background

Nakamya was born in 1983 to Ssalongo  Laurensio Lwanga and Jane Florence Namayanja. She is the fifth among nine children. In 1986, Nakamya attended Tree Shade Nursery School, Entebbe, then went to Sacred Heart Bugonga Primary School from 1987 to 1997 amidst  her parents’ financial challenges with paying school fees for her and her siblings.

She proceeded to Entebbe Parents Secondary School for O’level from 1998 to 2001. Due to financial constraints, she dropped out and instead joined politics. But she finally completed A’ level after enrolling at Entebbe Adult Centre from 2017-2018. “I hope to join university in the near future because learning is a continuous process,” Nakamya says.

We are privileged to reveal all that is there to reveal about this saga where the `mighty` tycoon has jumped into bed with the DPP to gag Mabirizi. In this matter, Sudhir`s son Rajiv Ruparelia stands accused of shamelessly extending the family’s synonymous land-grabbing escapades into Lake Victoria.

Mabirizi says Sudhir’s family, through Rajiv, did what he is accusing them of doing, by dumping  trucks upon trucks of soil into the Lake Victoria at Kitubulu shores. He states the reason why the Sudhirs were turning the lake into a dumping ground. He avers they were looking to dubiously acquire extra land upon which to build an hotel.

Sudhir doesnt want the world to know this and other dirt. Yet Mabirizi is itching to take the witness box and reveal all the litter against the son and the family. So, the wealthy man has since contacted the DPP Jane Frances Abodo`s office to do the needful. And indeed, the DPP has subsequently asked Entebbe trial Magistrate, to hand the case to her.

The DPP told the Magistrate that her office wants to prosecute the case on behalf of Mabirizi. Of course, Mabirizi has never asked the DPP to prosecute his case. In any case, one would ask why is the DPP picking interest in this matter now, yet her office was doing virtually nothing before the patriotic Mabirizi brought the issue to the attention of court! 

So, let the naïve believe the lie, but to those in the know, the DPP wants to save Rajiv from prosecution.Nothing less and or more to that! Indeed, the DPP has previously done as such many times, especially in cases involving the wealthy and highly connected criminal suspects.

In Investigator’s case, for example, the DPP infamously rescued Sudhir from prosecution over hacking into the social media accounts belonging to our CEO, Stanley Ndawula and other staff members. The DPP did so by secretly closing a case file loaded to the brim with water-tight evidence, revealing how the tycoon paid the hackers in this saga. “Close and put away,” she directed the Investigating Officer. 

Big Time Accomplices: Sudhir and Rajiv Ruparelia

Certainly, Ndawula is of the unshakable view that he had made the work of the DPP easy by providing necessary evidence, leaving the Temple of Justice with no choice but to reprimand the businessman. He didso by arresting the hackers. The hackers  went on to write statements with the CID at Kibuli via which they totally implicated Sudhir. 

The hackers named Sudhir’s digital Personal Assistant, Ussa Segawa as the one who arranged the deal on behalf of Sudhir. And further, Ussa named Sudhir as the mastermind figure that assigned him the ugly project. The young man had colloborated all the evidence that the hackers had presented against him.

Do you know what? The DPP closed the case file secretly. She didn’t offer any kind of justication to Ndawula or his lawyers, for closing the file in the manner she did. This is not to mention that the lawyers of Muwema and Co. Advocates had kept in touch with her office all the time, seeking to know the process of the investigations!

The rally crew is apparently celebrating the forbidden rally event.

The biggest celebrant however, is the 2021 season NRC title winner-Duncan Mubiru, who landed on his maiden National Rally Championship, to end ten years wait ever since joining the sport of speed in 2001 and he is busy celebrating amidst the forbidden Rally theme.

Mubiru and his navigator Musa Nsubuga, entered the Mosac Jinja Rally targeting to finish in seventh position. The crew however put up a modest get-up-and-go securing a fourth place overall, and with it, the 2021 championship. Mubiru and Nsubuga sealed the title with 410 points from six rounds of the NRC events.

On the day, Omar Mayanja and Husssein Mukuye left Jinja sexually active and energized after winning the event and finishing the championship (NRC) in second position overall behind Mubiru. This was also their first victory within the last four years of rallying since 2017.

Ronald Sebuguzi settled for second position followed by Fred Busulwa who finished third overall; a similar position he managed in the championship. Peter Businge completed the top five positions in Jinja rally that was chaotic in nature of organization and naming with several rally drivers calling quits to the event.

Letter to God:

While Mubiru and Omar Mayanja and Hussein are celebrating, fellow drivers Didas Matsiko, Hassan Alwi, former NRC champion Jas Mangat reminds them of finishing the year in such ‘Vulgar and Scandalous’ way as they associated themselves with the un-Godly and forbidden ‘Sexy Speed Rally’ fashion. Concluded last weekend in Jinja, “Sexy Speed” Rally caused its fair share of drama and mayhem. 

Drivers Didas Matsiko, Hassan Alwi, Timothy Gawaya and former champion Jas Mangat who are all documented prominent names in Africa and Uganda rally ranks withdrew from the race over what they termed as vulgar, scandalous, forbidden, unbecoming and shaming of man.

In separate memos the trio withdrew with strong value issues. Matsiko in his missive even copied to God Almighty, a letter as he withdrew titled “Condemnation of and withdrawal from the so-called Sexy Speed Rally. We ought not to use any language or action that may negatively affect our image as a group.”

He added; “I don’t agree with the word ‘sexy’ to be the name of a national event and 99{0945c2a372ac1e8bbfe7cc3e10f9b82eb0b8ae872b07368d754f0396b6ef2afe} of our population will relate it to sexy girls instead of sexy cars.” Matsiko wrote in his letter to the President of the Federation of Motor Sports Clubs in Uganda.

Matsiko, who is lately in inaction, commended fellow drivers that came out to criticize the event for being morally scandalous – notably the IUEA rally team and Rally Driver Hassan Alwi. Former NRC holder Jas Mangat also withdrawn from the Jinja’s Sexy Speed rally just a day to the event joining the list of drivers who were in total disparity.

Mangat down played his withdrawal citing his tight business schedule despite registering for the event earlier. Mangat became the fourth registered driver to withdraw as also notably title contender Hassan Alwi notified organizers of his withdrawal due to callous related issues to the event.

The rally which was the last event on FMU calendar was apparently left with 30 rally cars from over 50 that had originally been confirmed and expected to veer off in Jinja.

Confirming how un-Godly and forbidden the even had been packaged, Police in Jinja halted the cars scrutineering for reasons the two parties (police and rally organizers) could not disclose.

So, the ugly truth, the sexual innuendo to a rather competitive and meaningful motorsport event, is the reason why self-esteemed rally drivers have shied away and shun the Sexy Speed Themed Rally leaving it for Sponsors Rajiv and Company.

Jinja is the tranquil city setting of such festivities of international attachment, tourism and beautiful backdrop and you want it be a place where you must go with your sexual rallying antics.

So, the above said and known with everything set in just hours to the Jinja “Sexy Speed” themed rally, a list of drivers continues to shy away from the event and have their names deregistered, lest them loose credibility by associating with what they have termed as ‘Taboo’.

Latest to pullout is Hassan Alwi who has gone ahead to explain why he pulled out of the Sexy Speed Rally. Alwi and team joins other drivers Didas Matsiko and Timothy Gawaya alongside their crews to withdraw cautiously from the event that veers off this Saturday in the Heart of Jinja City. Their withdrawals now leave 30 rally crews confirmed entrants as of Wednesday 24th November.

I am out of it: Alwi

Revealing why his team, International University of East Africa pulled out of the forthcoming Sexy Speed Rally, driver Hassan Alwi in a presser early this week stated that he was excited to take part in the event but his team decided not to take part in respect of their culture.

Says Alwi:

 “This is the first ever rally that we are missing in Uganda since we started in 2015 and I personally have been excited and prepared for this particular Rally. It has broken my heart that our team is not going to take part.”

“I did not mind about the name and all that but there was a bit of confusion with my team in regards to why such a name but it was not a problem for me personally but as an institution that I represent and what we are trying to do.

“Our culture has always been focused on integrity, doing good and standing for what is right. We have come a long way in regards to promoting that and I would say it’s been a good journey but the whole idea of symbolizing women especially half naked women in an event where we are always with our families kills it.”

I have two daughters who usually accompany me in most rallies this is a bit awkward for them and I wouldn’t want them to be there.” Stated Alwi before adding “I really wanted to compete in this Championship but because of these small issues I can’t decide for the team am just part of the team and I will go with what the majority have decided.”

I know I will be losing out on my effort on the championship as well as my favorite event which is the Jinja Rally but I will stick to what my team has decided to do. We are not against the organizers or the Federation.”

Well, the event has attracted Rock Boom, Lato Milk, Premier recruitment, Victoria University, and Movit Products Uganda as sponsors. Ministry of Health is the other partner to Mosac the organizers.

Why the name?

The organizers of ‘Sexy Speed Rally’ Mosac were inspired by the fact that they want to limit boredom but the theme has back-fired instead. The event would help celebrate the creativity of the organizers as well as welcoming the fanfare to influence on the rest of the rallying sections offering a rare opportunity to motorsport fraternity, but has since flopped with drivers getting off the scene.

Who is coming?

Father/ Mother and their children alike are all welcome at this event, and if you’re traveling through the Eastern City this weekend, it’s a perfect stop on your vacation and behold, the sexy girls gracing the rally where drivers will, with speed, collect points to end the 2012 NRC rally season. 

Past rallying experiences have included rally fans of all ages, and, this time around they are all going to grace the event in larger numbers thanks to the sexual connotations to the sporting event. Ugandans are crazy with sexy things!

More than Just Motorsport

If you’re not too familiar with Rallying, we will take you through what exactly happens during the Rallying holidays. And to deepen it all, the organizers chose the theme that suggests a lot more than just a weekend off of viewing the guys behind the steer wheels do their speeding mechanism but also event goers understanding of what’s going on off the main rallying stage.

The rallying events also features a series of alcohol drinking, coupling up and it’s where families move out, too, to renew family ties. Rally has such a fanatic documented legacy.

Captured Wednesday last week by Ndawula`s private investigators around Kawempe, Ussa Ssegawa is the latest and hitherto most needed suspect. Most needed because he represented the prime suspect, Dr. Sudhir Ruparelia in entirerty. Whereas it was highly expected he would do whatever in his reach to protect his master, time wasn`t on his side.

This stance, because he was denied the much-wanted chance to talk to his master when the detective announced to him, it was time for recording his statement. As the head of the hacking racket, it was prudent for him to talk to the main man and agree on what to tell or not to tell police.

Left with no alternative, Ussa gave in and wrote an unaltered statement, telling it the way it was, more especially after being informed that actually, all his accomplices had long recorded theirs. We chanced a lengthy glance at his statement currently lying at the Resident State Attorney`s desk at Buganda Road Court, pending sanctioning.

The Statement*

With slightly edited patches, we hereby reproduce the statement via which, Ussa Ssegawa spilled the beans to the dismay of his master Sudhir Ruparelia, also the Federa Republic of Nepal Consul to Uganda.                

“I Ussa Ssegawa, a male adult aged 32 years, Muganda by tribe, working with Sanyu fm as a journalist, a resident of Kawempe, Ssebaggala zone, Kawempe Division in Kampala District STATES that the above particulars and address are mine, true and correct.

…and wish to say that I have been an employee at Sanyu FM for now a period of three years and it’s owned by a one Rajiv Ruparelia. I know of a person known as Ashburg Kato also known as Katto Ashraf and have known him for a period of two years and we communicate both on mobile network and other social media platforms like WhatsApp. 

I also know one Alfred, who I got to know through Katto Ashraf aka Ashburg and its recent and do not know him much, however we do communicate. I also know Stanley Ndawula and have known him as a journalist for so long but we do not have much in common but he is well known to me. It was in early September 2021 when I was contacted by Katto Ashraf aka Ashburg Katto.

This was in regard to the Facebook posts that were on Stanley Ndawula’s Facebook page and these were stating that “In Sudhir’s Death Closet: The tale of how Nepal consul has evolved from table salt smuggler to a super crime guru.” Katto was informing me of how he can be able to remove the post off Ndawula Stanley’s Facebook page and others on the Investigator page, an online news site that is also owned by Ndawula Stanley. 

I then asked him how possible he was able to hack this account of Stanley and remove this content and he confirmed to me thrice that he could do it and I gave him a go ahead. We then made an arrangement to meet and find a solution to remove these contents.

The reason I was doing this was that I wanted to protected the image of Ruparelia group and my bosses who included Rajiv Ruparelia and Sudhir Ruparelia as these contents were not appeasing to us and the whole company management, so this was a way we found out that could counter plan it. 

We on the first time met at Masharique restaurant in Bunga and in this meeting it was me, Katto Ashraf and Alfred. In this meeting we agreed that they should hack and put down the Facebook, Twitter and the Investigator site accounts and ensure that all the content is erased or deleted.

In all this, I was representing the Ruparelia group but in particular, it was Sudhir Ruparelia who had given me instructions to meet these people and chat a way out to hack Stanley Ndawula’s accounts as indicated. And in the same meeting, we agreed on how we were to facilitate them to do this and we agreed a fee of UGX10,000,000 but with initial payment of UGX.5,000,000 which he received the next day at Bukoto. 

I originally knew Katto Ashraf but I got to know Alfred when we met in the meeting at Masharique restaurant in Bunga. There after the first meeting, indeed as agreed, the Facebook page of Ndawula Stanley was hacked and removed but however I do not know how the nudes of a lady got to his pages but all I know is that the page was hacked and removed by the team I had agreed with as instructed by Sudhir Ruparelia. 

And equally, the Investigator site was hacked by the same team of Katto and Alfred and this particular meeting was in my vehicle and here we agreed on what they expected from me and what I expected from them, which is deleting the content in Ndawula Stanley’s Facebook account, Twitter and the Investigator site (website).

While in this meeting, I called Dr Sudhir using my personal phone to inform him that I had met these guys and we had agreed on deleting this content as he had instructed me to do. We then left and then met the third time it was me and Katto Ashraf and at that time Alfred was at Yaya restaurant, the business of Ndawula Stanley and at this time, Alfred was intending to obtain information from Ndawula’s phones that was going to aid them in the hacking of Ndawula’s accounts and Investigator website. 

I and Katto drove and got closer to Yaya restaurant in Kisasi and waited for Alfred and I later parted with them and left. Some of the communication between me and Katto was on WhatsApp and basically was about hacking and deleting the Facebook accounts, Twitter account and website of the investigator and Stanley Ndawula, but whenever Katto would be off WhatsApp, I would engage Alfred on WhatsApp to have the matter progress as I was accountable to Sudhir Ruparelia to have the job done. 

I was communicating with Katto on 078…07 both mobile network and WhatsApp as well as Alfred on 0759…11, +44 75…77, and 0784…99 and I would also contact my boss Sudhir Ruparelia on 0752…66 and 0772…66 and I was using my personal number stated above which is fully registered in my names “Ussa Segawa.” That’s all I can state for now. However, this has not been the case with the mighty Investigator CEO, Stanley Ndawula whose social media accounts were not only hacked into recently, but pulled off the internet for some good days. The battle between the no-nonsense investigative journalist and Sudhir started close to a month ago when, the former published the story of the latter’s fraudulent means under which he bought a city prime property, Simbamannyo House from Equity Bank.

It all started by Sudhir ignoring the factual story and went for Ndawula’s persona, describing him as a total extortionist and blackmailer. Ndawula swore never to take it lying and started publishing more revealing stories, depicting Sudhir as a fraud candidate, hence with no moral authority to brand anyone a Constar.

 

What followed was the infamous hacking of Ndawula’s personal Facebook account, The Investigator Facebook page, his Twitter Handle as well as his personal Snapchat account. Evidence gathered further indicate how the tycoon proceeded to hire hackers to bring the mighty Investigator news website off the internet.

Ndawula momentarily gave up on the big fish’ fraud exposure and concentrated on hunting down his internet assistants he was using to attack him. “He is a computer illiterate. It’s better we focus on the people he is using to attack us,” Ndawula once announced during a staff meeting, some of whose members, Mr. Jacko David Waluluka and Mr. Stephen Muwambi were also the hackers’ victims. 

How we went about on this project is an interesting, must-read story whose series will run at the right time. However, good to note is that all the responsible characters in the vice have not only been apprehended by police but had their statements well extracted. Until yesterday, the only publicly known accomplish was Ashburg Katto who is currently free vide a police bond.

Evidence scooped from Katto and three others (names withheld for now) is pointing at Dr. Sudhir Ruparelia as the sole facilitator of the Investigators’ hacking scheme. Understandably though, the disturbed tycoon didn’t go it alone. He applied services of his digital manager and known blue-eyed boy, a one Ussa Ssegawa, to execute the filthy project.

With police having more than enough evidence against Ssegawa, he became the next target before Sudhir himself. The problem was how to arrest Ssegawa who is always around the big man. Nevertheless, Stanley applied his skills along with those of fellow investigative pries. “After Katto’s release, we chilled as if everything had ended at that. Ussa had switched his phone lines, hence sending us a signal he suspected something. Even when we had his new line, we chilled him,” Stanley recalled last evening.

With Ndawula’s loud silence about the matter, Ussa regained confidence and loosened up. He however didn’t do so for long as he was yesterday cornered and arrested in a style that can only fit for a movie script. Upon his arrest, Ndawula took to Facebook and announced thus; “And you thought Ashburg was something in this matter? Yes, that’s what I implied but I wasn’t that serious about it, though not sorry about the same. Kati load your bandos and watch this space… #SimanyiObaNtegeerekeka.”

With Ussa finally arrested, we have resolved to start releasing one at a go, some of the evidence pinning the naughty tycoon as the mastermind of the entire dirty game that saw Ndawula Stanley, the renowned son of a Reverend Canon, being associated with nudes of a young girl, a one Aisha Lee, 21, thanks to Sudhir hackers.

In the first released audio embedded in this very story, Ussa is heard briefing Sudhir about the successful hacking into, and ‘total’ deletion of Ndawula’s Facebook accounts off the internet. Speaking to the Investigator last evening, the CID Spokesman SSP Charles Twine confirmed Ussa’s arrest, saying the same have already inked a statement before being deposited into Jinja Road Police Station cells for safe custody.

And sources privy with the investigations intimated how it will take the world’s most corrupt judges to scratch Sudhir’s name off the Prime Suspect’s position as all suspects, including Ussa, have him as their master. “This case will expose many people if Sudhir is off the hook. Guys pinned him in every angle. It’s now a story of money versus professionalism and integrity;” said the source. Watch this space.

According to the forensic report whose particulars are wrapped in a 153-page booklet, and the same we shall serialize, the businessman did not only stop at paying peanuts for the otherwise prime Crane Bank buildings, but he made sure the wealthy landlord he had thus effectively turned into a tenant, paid cripplingly in terms of lease and ground rent as well!

To ensure that Crane Bank as an entity never ever, in future get back the buildings, Sudhir commanded, but of course fraudulently, his sidekicks working with the financial institution to have the land holding the properties converted from leasehold into freehold!

What the above means is that Sudhir obtained both the buildings and the land holding them on permanent basis as opposed to being a tenant of the same. If the reverse was true, he was supposed going forward, to pay lease fees to the landlord which was supposed to be Crane Bank Limited itself.

Seeing that the bank factually belonged to Sudhir himself, never mind the propaganda to the contrary, even an imbecile can easily figure out the awkward situation the financial institution faced while negotiating the evidently impugned deal for the simple fact that it wasn’t naturally expected to disagree with the terms set by its proprietor.

This is why regardless of the location, size or development of the buildings at stake, Sudhir, who was clearly the seller and the buyer at the same time, given his dominant position as the owner of the bank whose properties he desperately sought to convert, ended paying a flat fee of UGX100m for each and every building!

To demonstrate possibly the upper hand Sudhir boasted of in these matters, the seller was not permitted to value the properties before selling them out. Consequently, the bank lost the opportunity to place the true prices on each of the properties Sudhir ended up purchasing.

 What happened, the shrewd businessman merely conjured up figures from his bald head and then threw the prices he desired to buy the plots at! And as we all know, the bank wasn’t expected to raise a finger against its owner!

“From our interviews with senior management, the consideration for the sale of the bank’s land was not informed by an independent valuation of the land,” the forensic report has it.

Dismissing the UGX100m purchase for as pitiable, the report adds, “It is highly unusual that the bank would accept such a flat fee for each of the property sold to Meera Investments Limited (MIL) because at the time it had parcels of land worth more than this amount.”

The above line justifies our contention about the existence of an invisible hand which was actively manipulating the sale and purchase behind the scenes. That invisible hand we know was Sudhir Ruparelia the man himself. Well, to simplify the kind of profiteering Sudhir committed in these transactions, let’s quote the money the bank paid for some of the plots of land as per the bank’s Fixed Assets Register.

We go: Plot No.93 Block 7, Mengo, Kibuga Ndeeba was bought at UGX1Bn. Plot No.1 Ishaka Fort Portal Road, Cell Ward 4 was bought at 715m, Plot 55 Main Street Jinja (Ush700m), Plot22 Kampala Road Entebbe (Ush650m) Plot No88 Block18, Kibuga Nateete (Ush650m) and Plot No18, Jinja Road, Mukono (Ush619).

But, when Sudhir chose to ‘buy’ the plots, the shameless rascal paid a mere UGX100m for each of them! Since Crane Bank spent 4,334,136,000 on purchasing these plots, simple arithmetic would show the cad ended up paying a mere Ush600m for all the plots combined! And for this reason, the businessman robbed his own bank by a whopping UGX3, 734,136,000!

Yet for just two years Sudhir was the landlord, Crane Bank not only forked out a colossal USD4.6m in rent, but the apparently cowed financial institution was also made to pay twice in respect of Plot40A Kampala road. The bank paid two payments of USD237, 364.08 apiece to Meera Investments Limited (MIL) and Crane Management Services, as per an invoice recovered by the investigators. The two companies belongs to Sudhir.

But even more scandalous, the fact that Crane bank used a combined total of Ush29.8Bn to purchase the land as well as to erect the buildings Sudhir purchased as captured in its books of December 31st 2012, it would unmistakably imply that Sudhir cheated the bank by a whopping UGX26.4Bn when he chose to purchase the properties in the manner he chose to.

Don’t drop dead yet, Sudhir not only cheated Crane Bank as we have ably illustrated above, but also went ahead and grabbed all its furniture and fittings worth a whopping UGX13.6Bn! As everyone would know, after procuring all the dirty work he procured, Sudhir now commanded his workers at Crane Bank to hide the same from the prying eyes of the Central Bank.

He instructed his workers not to reflect the losses on its books. He did so because he was understandably aware that what he had just carried out was not only criminal, but also actionable at law.

Factor in the fact that the businessman even intimidated Crane Bank into meeting all the costs that goes with transactions of this nature, including one converting it from a landlord into a tenant, to see how callous this honorary Doctor of the banana republic can be. Watch this space…

President Museveni dived in after we also raised questions about the transaction which saw one Ronald Luwangula, a Supreme Court Clerk, allegedly buying the 3-Star Afrique Suites Hotel, while property magnate, Sudhir Ruparelia took Simbamannyo complex, a multi-billion property behind Central Police Station Kampala, in a mock auction staged by the Equity bank Uganda.

The two properties belonged to draughtsman Peter Kamya before they changed hands to the new ‘owners’ in a manner that is shrouded in mystery. Kamya is currently fighting in court to overturn the auction because there was an ongoing court case challenging the legality of the loans themselves, when the bank sold off the securities anyway.  

For instance, while the auction was supposed to take place on October 8th 2020, Equity started receiving money from Sudhir a week before the exercise. We have evidence of Sudhir wiring a total of USD1M on October 1st 2020 to the bank lawyers after which, the latter assured him their client would not sell Simbamannyo to anyone apart from him.

A total of USD700, 000 from Sudhir’s deposit was wired into Luwangula’s Account which we believe, was a bribe to help act as a proxy for the businessman as far as buying the hotel is concerned. A company, Luwaluwa Investments Limited, which was presented as dealing in online trading but whose actual certificate of registration shows it is a general trading company, later purportedly bought the hotel through Luwangula.

Luwangula is said to have bought the hotel using a loan he allegedly picked from the bank which was auctioning the property and using the hotel itself as the security! Tellingly, the land office not only removed caveats from the two properties which the owner had launched a month earlier on the same day of the auction, but also proceeded to hurriedly transfer them to the new owners before placing new caveats on them. 

Ever since we broke the controversial deal seeking to use it as a launching pad in our efforts to uncover many such deals under which Sudhir has ended up snapping prime properties in town, and without putting out info to the contrary, the wealthy businessman, known for using crude methods to silence the truth, has launched a vicious hacking campaign against this website, its staffers and associates. 

But many Ugandans welcomed our truth-telling and truth-seeking campaign. One person who saluted our campaign is none other than the President. Inspired by our bold campaign to fight fraudulent transactions, the President has now joined the fray by summoning Luwangula for quizzing, our informers at State House reveal.

The President, according to our sources, seeks to understand how and from where the junior court officer obtained the colossal sums of money which he allegedly used to pay for the hotel.

Upon receiving his guest for the first time in his life, our informers reveal, President Yoweri Museveni humorously probed, “Muzzukulu, teach me, when did you make the kind of money you used to pay for such a luxury hotel?” 

As the young man figured out how to respond, our informers continue, the president followed up on the question, “Forgive me young man, you see Muzzukulu, even me your Jajja doesn’t possess the kind of money you spent on buying that hotel”.

As Luwangula quavered, our informers add, the President told everyone around to leave possibly to give comfort to his guest to tell all he knows about these matters. We are working relentlessly to obtain details of this meet-up and we shall tell it all as soon as we finally obtain it. 

This is not the first time for the President to intervene in such fraudulent deals by Sudhir. We have reported already how he helped to throw Sudhir out of a property at Plot 8 Nakasero after Sudhir used what is believed to be a Title produced at Nasser Road to deprive Gulam Hussein, an Asian living in Canada, of the same. While the land office had registered Sudhir on the property using the disputed Title, the President directed the land office to undo the fraudulent registration and the businessman was deregistered thus.

Gulam Hussein, discovered his property had changed hands after selling the same to the immediate outgoing Attorney General William Byaruhanga and his business associate, Charlie Lubega. The owner had told his lawyers to transfer the property to the new owners when he discovered the fraud. Hussein immediately reported to the President who didn’t waste time throwing Sudhir out of the property. Museveni tasked then Police Chief, Gen Kale Kayihura to oversee the eviction of Sudhir.

Sudhir had rejected calls by the land office to pass on his Title for cancellation and indeed resorted to courts of law, but the President prevailed. A judge in town, Andrew Bashaija has since, and controversially so, upheld Sudhir’s Title which he did not produce in court moreover. 

Bashaija was later removed as head of the land division of the High Court. Hussein appealed and Sudhir has never gained re-entry into the property as per the presidential directives. In an interesting twist of events, the first person, Abdu Matovu, to allegedly own the property, ended up disappearing to this date. 

He pulled up the disappearance stunt immediately after the matter had reached the President. Analysts have it that someone sponsored the disappearance because he knew a lot of things which he was going to easily spill.

That missing person had allegedly sold and transferred the property to Davis Kakwenzire at USD550, 000, a renowned land grabber, who the President one time ordered to be arrested on a visit to Nateete to hear tales of land grabbing. 

Upon securing registration, Kakwenzire used the property to seek a loan from Crane Bank, owned by Sudhir. Shortly after, he lost interest in the same and looked for brokers to find him a buyer. He got Godfrey Kirumira, a renowned broker for Sudhir who took him to his boss and concluded the deal, paying USD850, 000 for the property.

By God’s Grace, the burly businessman, also the Federal Democratic Republic of Nepal to Uganda today, Dr. Sudhir Ruparelia one time in the past gave out a really fat bribe but the carrot ended up boomeranging on him.

Under fire for charges related to money laundering, Sudhir offered the bribe to the current security minister, Maj. Gen. Jim Katugugu Muhwezi who at the time, was a Brigadier and head of the yesteryears no-nonsense Internal Security Organization (ISO).

The year was 1991, Muhwezi had arrested Sudhir for trying to smuggle the foreign currencies out of the country. The businessman was chilling in police cells awaiting arraignment after which he was actually remanded in Luzira prison for four months before court released him on bail.

Fearing for the worst, Sudhir decided to wire a bribe amounting to ten million shillings to the Brig. Jim Muhwezi’s wife Account at the then Nile Bank along Jinja Road. He wired the money in equal instalments of UGX5M. He sent the first instalment on November 1st 1991 and on November 2nd 1991.

The money was intended to be an inducement for Muhwezi and the Criminal Investigations Department (CID) personnel, to block investigations and proceedings of a case in which Ruparelia was accused of attempting to smuggle checks and drafts amounting to UGX194M through Entebbe International Airport.

Aged 35 at the time, Sudhir lost it when Muhwezi rejected the bribe and instead informed the police who charged the giver with corruption, thereby complicating matters for the struggling businessman who was facing charges of the smuggled foreign currencies already.

He was arraigned before then City Chief Magistrate Edward Bamwite. Upon the charges being read to him, Sudhir asked for bail through his lawyer, Henry Kayondo. But the prosecution opposed him, contending that since the suspect had audaciously tried to bribe the DG ISO, he had proven himself capable of interfering with investigations.

The prosecution further submitted how Sudhir on securing bail would be tempted to flee from trial, being a foreigner. Lastly, Sudhir had dodged a number of questions during interrogation by the police, prosecution continued, which meant he was hiding something. Court ultimately remanded Sudhir in order to go and make a ruling on the bail application.

The Sudhir Project

Sudhir Project has been lately running in these pages. This is after he branded the Investigator CEO, Stanley Ndawula, as a total ‘extortionist’ and ‘blackmailer’. He piled this heave on Ndawula after we published a story of how the honorary Doctor had reportedly bought Simbamannyo House from Equity Bank via ‘proven’ fraud.

The story titled ‘An Auction that never was (…) got Sudhir so incensed to the point of hiring hackers who, entered into Ndawula’s social media networks. On top of that, his media team released story after story against Ndawula.

Not done, the hackers went for all the Investigator Staff members’ accounts and started producing stuff suggesting that all is not well between Ndawula and his colleagues namely, Mr. Muwambi Stephen and Mr. Jacko David Waluluka. The same Accounts are still in the hands of Sudhir’s hackers and are still being used against Ndawula and the Investigator… (Story for another day).

“He started it all. My intention is to inform the public how Dr. Sudhir has no moral authority to label anyone an ‘extortionist and blackmailer,’ he himself qualifies for the same. By the time we are done with him, the public will be contented how the man has ably lived a different life far away from his real one,” Ndawula said last night.
