This follows a meeting between Bujingo and President Yoweri Museveni that took place in October 2020 at State House Entebbe, brokered by then Speaker of Parliament, Rebecca Alitwala Kadaga. Bujingo presented a paper, in which he detailed how some laws and regulations were hurting the music industry.

The regulations are now known as ‘Film Documentary and Commercial Still Photography Regulations 2019 and Stage Play and Public Entertainment Regulations 2019’ in the Uganda Gazette. He noted then, that when the said laws were set at the time, none of the artists was consulted yet they are the key stakeholders.

After several months, we have established that the President has since written to the Prime Minister, Minister of Finance, Ministry of Gender, URA and  BoU, to formulate reforms  in which they can start taxing copywriting equipment like flash discs, photocopiers among others, which monies would then be channeled to the artistes body.  

 This development will also come with a sector body at ministry level that will specifically be dealing with the arts industry in Uganda.

This particular progress, would have not been achieved if the now 1st Deputy Prime Minister in charge of the EAC, Rebecca Kadaga, had not picked interest in the same.

This warning was aired by Kamuli District National Resistance Movement Administrative Secretary, Trevor Solomon Baleke. Speaking to the Investigator in response to one of the aspirants, Baleke said that; “even the blind can ably see that there’s currently no one that can replace the sitting MP and Speaker of Parliament, Rt. Hon. Rebecca Kadaga.

“I hear rumors of some people lying to themselves that they can contest against ‘Maama Kadaga.’ I think they need professional counselling because for now, Kadaga is irreplaceable. What she has done is seen by those who see, touched and felt by whoever cares to mind,” said Baleke.

Last week, Busoga’s leading radio station, Baba FM broke the news of a one Dr. Betty Naigaga who held a meeting with LCI Chairpersons of Bugulumbya Sub County in Kamuli and unveiled her intentions to go for the Kadaga’s seat. Naigaga told her audience that the locals in Kamuli needed a more approachable woman MP who has no such security detail as Kadaga.

But Baleke thundered thus; “If that is her argument then we are doomed.  Who told her that the people of Kamuli don’t approach their Woman MP? Naigaga should accept to learn that the speaker receives dozens of locals at her office at Parliament every day. She is the reason many people have ever stepped at Parliament and most importantly, Kadaga’s visibility on the ground is felt by all. She is ever with her people.”

The NRM Admin advised Naigaga and her likes to instead contest as councilors. “We even hear the name Naigaga. Who is she? Anyway, my advice to such people is they become women councilors in their respective parishes.” He argues that not only Kamuli but Busoga and Uganda at large still needs Kadaga more than ever before.

A teacher by profession and active journalist, Baleke urged the voters to give Kadaga “a stress-free” environment to enable her concentrate on development. He made the same warnings on City FM 96 while appearing on their daily evening talk show – Gano Mazima on Monday. “She (Kadaga) is our sole candidate. Whoever is not happy about it will feel it on the polling day,” he said.

It is not the first time Baleke is coming out openly to reveal his love for Kadaga. Last year while the Speaker was on treatment in Nairobi, a group of women and youth in Wankole Sub County demonstrated in solidarity with the Speaker and against Damiano Akuze, a witchdoctor who tried to ‘dent’ her name. It was discovered that the demonstrators were mobilized by Baleke.
