President Yoweri Kaguta Museveni has appointed Justice Moses Kazibwe Kawumi as the new Deputy Chief Justice and Her Worship Agnes Alum as the new Chief Registrar of the Judiciary, in what legal analysts describe as a strategic restructuring of the country’s justice system ahead of the President’s new five-year term.
The appointments were announced Thursday morning in a communiqué issued by Farouk Kirunda, the Special Presidential Assistant for Press and Mobilisation. The changes come months after Justice Flavian Zeija was elevated to Chief Justice, replacing the retired Alfonse Owiny-Dollo.Senior Kampala lawyer Grace Bingi said the appointments signal an attempt to strengthen the judiciary’s administrative arm at a time when public confidence in courts is under scrutiny.
“The President appears keen on building a judiciary that can handle increasing political and commercial disputes efficiently,” Bingi said, adding that the new team will face pressure to demonstrate independence and speed in delivering justice. Another city lawyer, Moses Lubereto, argued that Museveni’s choices reflect a preference for experienced judicial officers with institutional knowledge. “Justice Kazibwe has risen steadily through the courts and understands the inner workings of the judiciary. Agnes Alum also has deep administrative experience, which is critical for case management reforms,” he noted.
Uganda Law Society president Isaac Ssemakadde, however, warned that appointments alone will not resolve longstanding concerns about judicial independence. “The real test is whether the new leadership can protect the courts from political influence and reduce case backlog,” he said.Justice Kazibwe Kawumi previously served on the Court of Appeal, while Agnes Alum has worked within the Judiciary for more than two decades, most recently as Deputy Registrar in charge of Magistrates Affairs and Data Management.
