Investigations Xclusive: Sometime last year, this investigative website took the bold decision to expose businessman Sudhir Ruparelia’s dirty dealings.
We chose to start with the Sudhir’s apparently questionable purchase of Ssimbamannyo building. As it always happens, and recalling that Sudhir at one time daringly posted a bribe to the bank account of the then ISO boss, Maj. Gen Jim Muhwezi Katugugu, the business guru didn’t like our investigations against him.
Upon posting the opening of the investigations into the Ssimbamannyo saga, Sudhir’s errand boy, Ussa Segawa contacted our CEO, Stanley Ndawula to express the businessman’s desire to foil the investigations by paying the website.
Ndawula stood his ground whereupon Sudhir, using his WhatsApp account, posted the photo of the him (Ndawula) and our lawyer, Friday Roberts Kagoro with the insinuation that Ndawula was an extortionist and blackmailer.
Well, unbothered by the tycoon`s known character assassination strategy, the investigator started on the project of exposing the rot that was involved in the purchase of Ssimbamannyo by the good Doctor Sudhir.
Sudhir responded by hiring hackers to pull down the website, hack into the personal accounts of Ndawula and those of the website’s staffers, so as to achieve his mission of stopping the coverage. As any law-abiding person would do in such criminal circumstances, Ndawula decided to file a complaint with the CID.
But after tirelessly compiling evidence pinning Sudhir over the grave charges, Ndawula is perturbed to understand that the Director of Public Prosecution (DPP) secretly closed the case without the courtesy of offering the complainant any reason why she ended up doing so.
Even more disturbing, Ndawula learned from the investigating officers about the discontinuation of the case long after the DPP (read Jane Frances Abodo) had made the decision.
Recalling that judges give reasons for the decisions they always make thereby giving the aggrieved parties the opportunity to depend on such reasons to file appeals, Ndawula is perturbed that the DPP continues to make decisions with far reaching implications without the courtesy of justifying them, thereby leaving the complainants in the dark.
Since the DPP holds the office in public interest and therefore ideally derives his or her powers from the people and exercises that power in the name of the people, Ndawula is of the view that the office’s holder must be called to order as far as making decisions without justifying them is concerned.
He reasons that since the DPP knows he or she is at liberty to make decisions without justifying them, the office holder can use the lacuna to abuse office doing as he or she wishes.
Back to the complaint, during the course of investigations, Ndawula managed to obtain flawless evidence of Sudhir directing machineries to hack into, as well as pull down the investigator website and accounts of him and other staffers.
The top-notch investigator on top of handing over the audio evidence above, also employed his thirty- year plus investigative skills and money to nab some of the hackers who unambiguously went on to confess having been hired by Sudhir to engage in the criminality he duly lodged with the CID.
The hackers are about town and are more than ready to pin down Sudhir as their funder. They even wrote statements with CID reducing their testimony in black and white for ease of the DPP and courts of law.
Even more, Ndawula made the detectives’ work a lot easier by arresting Sudhir’s own social media aide, Ussa Segawa who luckily enough went on to name Sudhir as the man who directed him to find hackers and even paid them for the criminal job!
Hacking planning meetings between the hackers and Ussa used to take place at Sudhir’s Kabira Country Club, another good piece of circumstantial evidence which the DPP chose to sweep under the rug!
After learning of the plot to nab him, Ussa changed office from Crane chambers to Speke Resort Munyonyo and Victoria University until Ndawula able private detectives used a lady to ask him for a date and then he walked into the itching hands of the cops.
“Good people, we clearly have an elephant inside the temple of justice and the sooner we move it out from there the better. Someone cannot simply wish away crime in the fashion the DPP is wishing away crime,” Ndawula remarks while breaking the news of the DPP having dropped the charges.
Wondering where the common man is supposed to turn to in search of justice, Ndawula asserts that something must be done to curtail the DPP’s sweeping decisions lest justice would end being denied to many complainants. This is just the beginning of this saga, Ndawula has vowed to parade the evidence the DPP swept under the carpet, before the Court of Public Opinion. Watch this space…
