Last week, 18th March, yours and other sports media pundits received a well thought after mail from Joseph Lutaaya, the Chairman Tournaments Disciplinary Panel of Buganda Region Football Associations, one of those associations that affiliate to FUFA.
The mail as addressed, directed me to eight attachments which were rulings and verdicts of uncouth play in regard to various matches from the Buganda Regional League 2021/22.
On a sad not the rulings caught up with players, club coaches, fans and referees giving fines and suspensions just for the sins they commit to fellow humans in the beautiful game of football.
And, such referee issues do not stop there, there has been numerous cases of referee quality and their bad whistling even at Fufa organized competitions and the vise is just getting from bad to worse.
To be honest either the referees have a problem of going through poor training so they continue to make ignorant unprofessional blunders or the fans, the players and club owners simply don’t want to accept results posted by their teams.
Investigator news sports desk gives you two of the cases for a glance.
Case one;
YOUNG SIMBA FC vs ENTEBBE FC
Reference is made to Match No. 120 of Buganda Regional League – Young Simba FC vs Entebbe FC played on the 6th March 2022 in which the match officials were attacked by the fans after the match.
Findings and Observations:
According to Referees Report, Referee Assessors report and Medical reports, it was found out that;
That the Centre referee was attacked by one Emmanuel Akoko, a fan to the home team immediately after the match.
The incident occurred following the earlier provocations from the home teams’ technical bench in the 70th Minute of the match
That during the incident, the referee was beaten to coma, lost her refereeing equipment including the stop watch, whistle and sanction cards (Red and Yellow).
Ruling:
As per Article 31 (5)-Misconduct against Match officials, Article 31(10 (d)) –
Hooliganism and Article 31(12) –Invasion of the of the Field of Play of the FUFA Competitions
Therefore,
Young Simba FC is to meet the Medical Bills and to pay for the Referees lost equipment amounting to a totality of Two Hundred Thousand Shillings (UGX200,000)
Young Simba FC is docked 1 point from its already accumulated points and further fined Two Million Shillings (UGX2,000,000) payable to Buganda before the Kickoff BRL Second Round 2021/22.
Young Simba FC is suspended from playing at Bombo Barracks Playground for the next Five (5) League Competition Matches and shall play from Luweero Kasana Ground.
That failure to adhere to the sanctions will lead to other disciplinary measures.
Case two;
STANDARD HIGH SCH ZANA vs KIYINDA BOYS FC
Reference is made to Match No. 113 of Buganda Regional League – Standard High School Zzana vs Kiyinda Boys FC in which the referee reported that during the match, a fan of Kiyinda Boys FC known as Mabirizi Haruna invaded the Field of play protesting against the referee’s decision.
Findings and Observations:
As per the Referees Report, Referee Assessors report and footage gathered, it was found out to be true that Mabirizi Haruna invaded the field of play during the match protesting against the referee’s decisions.
Ruling:
As per Article 31 (12) Invasion of the Field of Play those states “A minimum fine of 1000 UAs shall be imposed on a Club which is found guilty of the invasion of the field of play by one or more of its supporters whilst the Referee and/or any of the Assistant referees are still on the field of play, or in its precincts, but not in the dressing room.”
Therefore, Kiyinda Boys FC is fined 1000UAS payable before 30th April, 2022. Mabirizi Haruna is suspended from all football activity matches for six months from the date of receipt of this verdict and further fined Two Hundred Thousand Shillings (UGX200,000) payable within 6 months to Buganda RFA.
Failure to affect the decision by Mabiriizi Haruna, Kiyinda Boys FC will be further sanctioned for failing to control its fan.
Yes, these fines and suspensions, or we call them disciplinary actions are the numerous attempts to clean, sanitize and/or make harmony the football playing field but before all these attempts have you come to the real problem tap root?
Besides, who benefits from scandalous football on the field of play?
It’s also sad to note that even Fufa and FIFA referees don’t have standards and they have severally spoilt matches. Take for example the case of Fufa suspended center referee Madanda Ronald, who, severally failed to correctly interpret and apply the FIFA Laws of the Game and consequently did not officiate the match to the minimum standards required and expected from the FIFA Referee.
The incorrect decisions of Madanda had an impact on the sporting results of the match.
