Nepotism Reloaded: Kampala Minister Hajjat Minsa Kabanda Cited in Grabbing New Taxi Park Lawful Management in Favour of Her Relatives and Friends

In an approach typical of abuse of office and total disregard of her responsibilities as the Minister for Kampala, Hajjat Minsa Kabanda has her biological brothers Hussein Ssekatawa and Musa Kinaabi, plus her own biological son, the eldest son for that matter, Eng. Dauda Kyangwe, all messengers that have since served doom in the New Taxi Park, or so, we can authoritatively suppose.

How? These four, are each dyed-in-the-wool and guilty of spelling doom for the Capital City`s New Taxi Park. Invited in to help and solve the issues at hand, the Minister saw it a chance to help her family and relatives to the bounty of the New Taxi Park as she has selfishly placed these three, Ssekatawa, Kinaabi and Kyangwe to positions and committees where they have since benefited from the worrying state of affairs of leadership in the park.

Noordin Mukuye, confirmed to this mighty and daring investigative how the Minister, in whose office they had ran and invited for consultations and solutions of hope, turned out the biggest headache without even the least of the solutions to the fights in the New Taxi Park. Mukuye is an authority and in the know of all issues, being the legit chairman-elect of the New Taxi Park and also the chairman Masuuliita stage in the same park.

The issue at hand is the imposed leadership or administration of the Taxi Park under the chairmanship of Badru Sserunjogi who, they accuse of over staying, corruption, not qualified and with poor managerial skills. That in fact, with all these dynamics combined, Sserunjogi has been the master of foul play before he even failed to solve the problems, he himself helped fashion over the 35 plus years he has illegally overseen, at the helm of the park leadership.

With grave mistakes committed by the leadership of Sserunjogi over the years, the members that obligated big appetites for creating sanity sought the advice of the then Kampala RCC Hood Hussein who ably advised the members to organize a general meeting and elect among themselves a legitimate administration or leadership.

Further still, RCC Hood advised the membership that they needed to have a guiding law to hold the elections. As advised by Hood, they constituted a committee comprised of members from both the illegitimate administration and the one that yearned for sanity, to draft and pass a constitution upon which they could lean to hold an elective AGM. The process was all supervised by KCCA executives’ representation including all stakeholders as Noordin Mukuye was elected, henceforth as the chairman New Taxi Park.

After the May 31^st 2021 elections, Mukuye as the chairman, has navigated office after another, trying to further legitimize his leadership for the said park and also have the park office opened for the day-today running of the affairs of the park. But all this has been in vain. His fast and first office he knocked was Minister charged for Kampala – Hajjat Minsa Kabanda. Next, KCCA DED, Eng. David Luyimbazi and KCCA’s enforcement office.

Mukuye’s reception everywhere he knocked was first welcome and appreciated for legitimizing New Park leadership before he could later learn that even with directives from the different authorities to effect the opening of the offices to the new and legitimate leadership under him, things had been altered to his disappointment.

Reason? The hobnobbing with the illegitimate but financially fluent clique and personal gains therefore. The Minister for instance, fraternized with the Sserunjogi clique for her brother and son’s placements. So, Mukuye’s biggest disappointment is where the same authorities that had ordered for his office opening like the Minister, the KCCA DED, Eng. David Luyimbazi, have been hobnobbing with the illegitimate leadership. They have even reversed their prior directives, and failed the process to the level of even effecting arrests for Mukuye and company.

Mukuye as the chairman, Narapa Swaibu (Vice Chairperson – gayaza stage), Muhamad Kabunga (Chairperson Lugazi stage), Martin Lwamba (Secretary Masuuliita), and Steven Rukundo (Advisor Masuuliita stage) were on January 8th 2022 brutally arrested and detained for a night at old Kampala Police Station at the orders of Luyimbazi and Minister Minsa Kabanda.

Business at the New Taxi Park, according to the sources has stalled with the incoming and legitimate administration still locked out of office and living in total fear each passing day.
