This is a story one has to read with a sober and impartial mind to understand it. And, the chronology, along with events surrounding the same are a prerequisite to the gist herein. This is a story that has been baked for three months. First, it focused on why a reported civil marriage had been cancelled. But the Registrar jammed to give us the reasons and, as usual, we held it. Now, here we report…
For starters, on May 22nd 2022 via Nation Media Television (NTV), a story ran with a headline; “Parliament has no powers to suspend me,” with Lands State Minister Persis Namuganza as the newsmaker behind it. The following day, NTV sister company, The Daily Monitor `reproduced` the same story. On July 13th 2022, Solomon Silwanyi, with whom they share constituencies back home, filed a case against her. The allegations levelled against her was that she had demeaned the Office of the Speaker and Parliament. How?
It had all started with the Nakawa-Naguru infamous land bonanza where, Namuganza is faulted for giving it out to supposedly, wrong investors. In the process of interrogating the said investors, Namuganza complained, they had been mistreated in a manner that dimmed Parliament akin to a “torture chamber!” She made this known to her colleagues via their `official` WhatsApp group. Later by NTV, she was quoted as saying that MPs had been misled in her case and that, the Executive wing, to which she subscribes, would be “sober” enough to understand her case.
In his submission to the disciplinary committee, MP Silwanyi said that the Minister had questioned the integrity of Parliament through that WhatsApp group of Members of the 11th Parliament. The WhatsApp group administrators are the Communications and Public Affairs (CPA) Director of Parliament, and veteran journalist Chris Obore, the Acting Principal Information Officer, Charles Bukuwa, and the Deputy Assistant Editor, Moses Bwalatum. All these availed `implicating` evidence against Hon. Namuganza!
So, putting it in the pithiest brief; the Parliamentary WhatsApp message, plus NTV News, minus the initial Nakawa-Naguru land bonanza, equals Censure of Lands State Minister and Bukono Central Constituency legislator, Hon. Persis Namuganza! And this preamble brings us to the story. And the story is, to the best of The Investigator research, Namuganza`s woes stem back from when, a no-nonsense Makindye Town Clerk, Geoffrey Rwakabaale, and in his capacity as a Marriage Registrar, cancelled the marriage that never was, between the Speaker of Parliament Rt. Hon. Annet Anita Among and PM Moses Hassan Magogo.
The Story
On September 21st 2022 at 8:25am; The MP for Kasambya Country Constituency in Mubende District, bitterly took to twitter and posted thus; “Clerk Makindye Mr. Rwakabaale Geoffrey your concubine the brown State Minister from Busoga shouldn’t use you to fight proxy wars. How does Rt Hon. Anita Among’s relationship/marriage concern you. Oyihireho ekishuba!” Fear Speaker Among`s fighters, for they at times, chose to dwell with borrowed `intellect`… Why?
Rwakabaale is the man who registered the alleged marriage in the first place. But to the best of the MP`s wisdom, he had no business cancelling the same! Well, to those in the know of the Rt. Hon. Speaker`s agents and or, fighters, MP Kabanda`s post served to draw the lines. Lines between Rwakabaale`s brown state minister from Busoga `concubine` and, that of the Speaker`s camp. We can’t categorically state that the Speaker sanctioned, is behind or is in any way facilitating this skirmish.
But the love and loyalty she commands from the August house members are in their own kind. It is therefore no coincidence that the hitherto little-known MP Silwanyi has taken it upon self, crying like a starved infant, to oust his own and constituent colleague, irrespective of their electorates` weighed take on the matter. He has to strategically be the one. Quite a number of Ministers have before, questioned the capacity of their collogues on knowledge of different matters affecting their line ministries. The list can’t find enough space here. But Namuganza`s has to find a ground. A ground well backed by `men and women of integrity` at the Rules, Privileges and Discipline Committee of Parliament!
We tried reaching out to MP Kabanda early this morning, at least to hear from him who, exactly, is the “brown state minister from Busoga concubine” he exactly meant. For, to the finest of our assumption; the MP meant Hon. Persis Namuganza. Reason, she is the only brown state minister from Busoga, conjugally devoted to the Makindye Town Clerk, Mr. Geoffrey Rwakabaale. And this, as his Only and Official Wife but not a concubine.
For the knowledgeable, shaking a civil servant via politically motivated and most likely, fabricated itineraries is not a joking subject. Going by what Rwakabaale did, and having properly read and understood the Customary Marriage Act, we settled for the bitter truth. There was no way the alleged marriage between Moses Hassan Magogo and, Annet Anita Among could have existed in the first place. We have the reasons for another story.
However, with Rwakabaale so firm and yet his wife Namuganza in shaky political waters, moreover in a tricky ministry, what we are experiencing around her is none but the obvious. But did her husband commit any anomaly when effecting the cancellation of the mighty marriage? Or is it failure to get him on the wrong side that has driven all the murky waters in her direction? Of Recent i have see my friend Hon Persis attacking Hon AAA in her marriage with Hon Magogo who is now officially our son-in-law after he fulfilled all our Iteso culture on family marriage.
Our Muko paid dowry for our sister without any balance , he passionately gave a speech on how he is in love with our sister not because she is in authority but because she is woman and woman she has been even before she ascended to power .
The two fulfilled even Religious marriage in church since our sister is catholic by faith our Muko joined her and by him being a Muslim she too honored his . The marriage of the two is sanctified and legalized according to both the Islamic and Christian Faith .
I therefore request our Sister Persis and those opposed to it or still doubting that marriage Incase they have reason to challenge it before courts of law or in any case they have grounds to do so .
Otherwise the only request from us Teso family specifically Bukedea district is for our brothers and sisters from Busoga to welcome our sister to Busoga family, Our sister AAA is developmental daughter who can easily positively impact the Busoga family.
The quote that states that “behind every successful man there is strong woman” crowns whom my Sister Among Anita is now and tomorros life with your son and our brother in law Eng Moses Magogo.
Busoga women no threats for your political positions, Bukedea district people still passionately and strongly rally behind her and believe in their daughter representing them politicaly for many years to come .AAA THE ACTIONED PACKED KIDE BIG SISTER
