Following Joan Kagezi and Andrew Felix Kaweesi’s assassinations, who were Uganda’s Senior Principal State Attorney and Assistant Inspector General of Police respectively, the government of Uganda requested the globally reputed Federal Bureau of Investigations (FBI) and the Scot Yard Police, domiciled in the United States of America and London respectively, to conduct investigations into those murders.
Notably, the government of Uganda was uncomfortable with Gen Kayihura conducting the investigations into the same and therefore, directed the Internal Security Organization (ISO) led then by Col Kaka Bagyenda and the Chieftaincy of Military Intelligence, each to conduct parallel inquiries.
This stance, especially because Gen. Edward Kalekyezi Kayihura had rushed to the scenes of crime immediately after the murders, and declared without conducting any inquiries whatsoever, that elements of the Allied Democratic Forces( ADF ) were the ones who had executed the two senior government officials by shooting.
Consequently and prudently, Gen Yoweri Kaguta Museveni’s administration felt that Kayihura was not going to be a fair, just and balanced investigator in those murders given that he had formed an opinion beforehand, that ADF were the ones responsible for the said murders.
Unconvinced by the Police Chief’s claim, the government of Uganda secretly contacted FBI and the Scot Yard Police and requested them to assist in carrying out a thorough inquiry with the view to establish who exactly had executed the deceased and for what motives.
Reliable sources have intimated that both the FBI and Scot Yard Police inquiries concluded that the Special Operations Unit under the Uganda Police, in particular, it’s head, Nixon Agasiirwe Karuhanga, jointly with Noor Ssemujju a.k.a Minana, supposedly executed Joan Kagezi and Andrew Felix Kaweesi.
The two globally respected intelligence outfits subsequently handed their reports to the president, and the Uganda Police headed then by Gen Edward Kale Kayihura for further action. Their investigators left the country for their respective homes and work stations, never ever again to hear from Uganda, nor see any meaningful action taken in respect to the findings of their investigations which Gen Yoweri Museveni himself had in the first place, interestingly sanctioned.
While Gen Kayihura understandably ignored the reports, it remains unclear why the Head of State himself, did not immediately act on them to arrest Nixon and Minaana. Although the president, following the murder of Kaweesi ordered Gen Kayihura to purge the police of Nixon, Minana and the like, he did not order the prosecution of the pair in respect to the murder of Kaweesi as per the FBI and Scot Yard investigation reports.
Regardless of the fact that the damning reports had been duly handed to him, Gen Yoweri Museveni publicly continued to spin Gen Kayihura’s allegation that elements from ADF were the ones who killed the late Joan Kagezi and Kaweesi. In fact, Gen Yoweri Museveni has gone on record and stated that Joan Kagezi’s killers fled Uganda and live out of jurisdiction but without specifying where exactly and why he does not go after them.
Revealingly, even after the president ordered him to fire Nixon and Minana, Gen Kayihura `recklessly` and defiantly rejected those directions and instead hopped from one place to the other, while defending them as worthy and hardworking police officers who were helping him to fight dangerous criminals. After many years of evading justice, a veteran soldier, while testifying in the case of the murder of Joan Kagezi, finally and shockingly revealed that a one Nixon had promised them USD200,000 to kill Kagezi.
And the Uganda Police and the government finally, and suddenly woke up from slumber, arrested, charged and produced Nixon Agasirwe before the courts of law. Upon the arrest of his partner-in-crime, Noor Ssemujju Minana realized his goose was cooked and dashed into hiding in far-flung Kayunga district in Bugerere. The police tracked him there and arrested the fugitive, charging him with murder of Joan Kagezi as well.
Even so, the passage of years had likely, already conspired with the slow action of the government and the police to cause a miscarriage of justice in the case of Joan Kagezi and Andrew Felix Kaweesi especially since much of the evidence could had likely been already tampered with, by the suspects themselves and their godfathers before all of them were finally shoved out of the police.
Puzzlingly, the government of Gen Yoweri Museveni and his police who obtained the investigations reports in the murder of both Kagezi and Kaweesi from the FBI and Scot Yard, acted on the documents by charging Nixon Agasirwe and Noor Ssemujju Minana with merely one case of Joan Kagezi’s murder. If that’s not a crystal clear case of subverting justice on part of Gen Yoweri Museveni, his government and his police, educate us what else it is exactly?
In fact, for all his past blunders, Col Kaka Bagyenda has at least gone on record and asserted that the police under Gen Edward Kale Kayihura and CMI frustrated and bungled the investigations into the murder of Joan Kagezi and Andrew Felix Kaweesi and he left the investigations to them in protest and frustration.
As the government of Gen Yoweri Museveni and his police continue to drag their feet over the prosecution of the killers of Joan Kagezi and Andrew Felix Kaweesi, the relatives of the deceased, friends, country and the world continue to demand for justice in these cases.
By look of stuff, no amount of feet dragging by Gen Museveni’s administration and his police is going to wash away the fact that the murders were an inside job, contrary to their view that ADF executed the deceased. Let justice be served and served fastest, for they say justice delayed is justice denied. Keep watching this space for more developments.
