A fresh political confrontation has erupted between Chief of Defence Forces Gen Muhoozi Kainerugaba and Minister Justine Nameere, with the PLU leader warning that ministers who fail to serve what he described as the interests of Ugandans could be removed from Cabinet.

The latest exchange has added another layer to the increasingly public political tensions surrounding Gen Muhoozi, who is also President Yoweri Museveni’s son and has openly positioned himself as a major force in Uganda’s political succession debate.

In a series of posts on X on Tuesday, September 15, Gen Muhoozi appeared to directly target Nameere, warning that her continued stay in Cabinet could depend on her conduct.

“If Nameere is misbehaving it’s a very simple problem. We shall remove her from cabinet. That’s a very simple thing,” Muhoozi posted.

He followed the warning with another message declaring that ministers who did not serve the interests of Ugandans would be removed or reshuffled.

“Changing or dropping a Minister who is not serving our people’s interests is the easiest thing. In this Kisanja we shall drop and reshuffle many,” he said.

The posts, accompanied by screenshots showing hundreds of reactions and thousands of views, immediately raised questions about the depth of the disagreement between the military chief and the minister.

The confrontation is particularly significant because Nameere is not merely a Cabinet minister. She is the Masaka City Woman MP and has been associated with political debates within the ruling establishment at a time when alliances around the National Resistance Movement (NRM), Muhoozi’s Patriotic League of Uganda (PLU) and the 2031 political succession question remain fluid.

From political disagreement to open confrontation

The latest clash appears to have grown out of a broader disagreement over political loyalties and the struggle for influence within Uganda’s ruling political establishment.

Muhoozi has increasingly used his public platforms to comment on politicians, government performance and questions of political leadership. His interventions have sometimes triggered controversy because he speaks simultaneously as a senior military officer, the head of PLU and the President’s son.

Nameere, meanwhile, has emerged as one of the politicians whose public positions have placed her on a collision course with forces aligned to Muhoozi.

The disagreement has also been linked to the contest over parliamentary leadership and the speakership, where competing political interests have sought to influence the direction of the NRM and Parliament.

While disagreements among politicians are not unusual, the latest confrontation has attracted particular attention because Muhoozi’s language was unusually direct.

His warning that Nameere could be removed from Cabinet appeared to portray her fate as a matter that could be settled through a Cabinet reshuffle.

The remarks have also reopened questions about the relationship between the military establishment and civilian politics, particularly given Muhoozi’s position as CDF.

‘Standby’ message raises tension

Before issuing the warning about Nameere, Muhoozi posted a brief message on X saying: “Okay…standby.” The cryptic post attracted significant attention before he followed it with the more explicit warning against Nameere.

His subsequent message about dropping and reshuffling ministers appeared to broaden the issue beyond Nameere, suggesting that other Cabinet members could also face changes.

The language has fuelled speculation about an impending Cabinet reshuffle, although the posts themselves did not identify specific ministers other than Nameere.

Muhoozi’s declaration that “we shall drop and reshuffle many” has therefore been interpreted as a warning to politicians who may be seen as failing to align with the priorities of the political establishment.

Nameere and the question of political loyalty

The disagreement comes at a time when the NRM is grappling with questions about political loyalty, succession and the future direction of the movement.

Muhoozi has already made clear his intention to pursue the presidency in 2031, while his supporters have been mobilising political backing for his bid.

The PLU, which he leads, has increasingly become a platform through which his supporters organise political activities and articulate support for his future presidential ambitions.

This has sometimes created friction with established NRM structures and politicians who may not share the same political calculations.

Nameere’s clash with Muhoozi therefore carries implications beyond their personal disagreement.

At stake is the larger question of who controls political narratives, who determines acceptable political loyalties and how competing interests will coexist within the ruling establishment.

The confrontation has also demonstrated how quickly disagreements that once might have been handled privately can become public through social media.

Muhoozi enters the Tooro succession debate

As the battle with Nameere unfolded, Muhoozi also appeared to take a position on another highly sensitive political and cultural question — the succession to the late Tooro king, Omukama Oyo Nyimba Kabamba Iguru Rukidi IV.

Muhoozi has thrown his weight behind Prince Edward Rukidi Nyabongo, also referred to in the succession debate as Prince Edward Kijanangoma, as the legitimate heir to the Tooro throne.

The intervention places one of the country’s most powerful military figures squarely within a succession dispute that has already generated competing claims, political interventions and disagreements among members of the Tooro royal establishment.

Oyo died on August 27, 2026, after battling cancer. His death and burial at the Karambi Royal Tombs in September were followed by an increasingly contentious debate over who should succeed him.

The succession question has divided members of the royal family and triggered competing interpretations of the late king’s wishes, the Tooro Constitution and the role of the Babiito Royal Clan in selecting the next Omukama. Muhoozi’s support for Prince Edward therefore adds considerable political weight to the claim.

Omusuuga declares Edward before Supreme Council

The development gained further momentum on September 15 when Omujwera Musuuga Charles Kamurasi, the head of the Babiito Royal Clan, formally declared Crown Prince Edward Rukidi Nyabongo before the Tooro Supreme Council.

The declaration was made during a sitting of the Supreme Council, the top organ of the Tooro Kingdom, at Muchwa Headquarters in Fort Portal City.

Kamurasi’s declaration effectively gave the Babiito Royal Clan the mandate to proceed with preparations for the coronation of Edward.

The development represents a major step in the succession process and could intensify the debate among those who have questioned the procedure through which the next king should be selected.

The declaration also comes against the backdrop of competing claims concerning the wishes of the late Oyo and the interpretation of his will.

The will remains at the centre

The Tooro succession dispute has been complicated by claims concerning Oyo’s will and whether his wishes regarding succession should be followed.

Supporters of Edward have argued that the late king’s wishes cannot simply be ignored, while opponents or sceptics have raised questions about the interpretation and legal effect of the document.

The dispute has consequently moved beyond a purely cultural matter into the realm of law and constitutional interpretation.

The Attorney General has previously been cited in the debate over the will, with the position being that a contested will cannot simply be wished away and that questions over its authenticity or validity would ultimately have to be addressed through the appropriate legal process.

The government has meanwhile maintained that the succession dispute must be resolved before a new king is formally gazetted.

This has created an unusual situation in which the Babiito Royal Clan has moved to identify a successor while the wider legal and political questions surrounding the succession remain contested.

Two battles, one political moment

The Muhoozi-Nameere confrontation and the Tooro succession controversy are separate disputes, but they have emerged at the same politically charged moment.

In the first, Muhoozi is warning a serving minister that she could lose her Cabinet position if she continues to “misbehave”.

In the second, he is taking a position on who should occupy one of Uganda’s most historically important traditional thrones.

Both interventions underline Muhoozi’s expanding public role beyond his military responsibilities.

His supporters see this as evidence of a leader willing to speak forcefully on issues affecting the country.

His critics, however, are likely to question whether such interventions blur the boundaries between military office, political organisation and traditional affairs.

The Nameere confrontation is particularly likely to remain politically sensitive because it touches on the authority to appoint and dismiss Cabinet ministers.

Under Uganda’s constitutional system, ministers are appointed by the President, subject to parliamentary approval. Muhoozi’s warning therefore becomes politically significant even if it does not itself constitute a formal decision to remove Nameere.

For now, Nameere remains a Cabinet minister, and there has been no formal announcement of her dismissal.

But Muhoozi’s warning has sent a clear political message: ministers who fall out of favour with the forces surrounding the emerging political order may face pressure.

And as the 2031 succession debate gathers pace, such confrontations are likely to become more frequent.

Tooro enters another decisive phase

For Tooro, the declaration of Edward by the Babiito Royal Clan could mark the beginning of a new phase in the succession saga.

The immediate task will be to determine how the declaration is translated into a coronation process and whether all relevant organs of the kingdom accept the decision.

The late Oyo’s supporters, members of the royal family, the Babiito clan and government officials will remain central to the process.

The dispute has already exposed deep divisions within the kingdom, with questions surrounding the late king’s wishes, the role of the Queen Mother, the powers of the Royal Council and the constitutional process for choosing a successor.

With Crown Prince Edward now formally declared before the Supreme Council, the succession contest has moved closer to a defining moment.

At the same time, Muhoozi’s intervention has ensured that the Tooro question will continue to attract national political attention.

The battle with Nameere and the Tooro succession controversy thus offer two striking illustrations of Uganda’s changing political landscape — one involving Cabinet loyalty and political power, the other involving monarchy, culture and hereditary leadership.

For Muhoozi, both developments have reinforced his image as a political actor prepared to make his position known publicly.

For Nameere, his warning presents a direct political challenge.

And for Tooro, the declaration of Edward Rukidi Nyabongo has brought the kingdom closer to determining who will inherit the mantle of the late King Oyo, even as questions over the legal and constitutional path to the throne remain unresolved.
