Uganda’s Chief of Defence Forces, Gen. Muhoozi Kainerugaba, on Monday joined a gathering of African leaders and senior officials in Libreville, Gabon, for celebrations marking the country’s 66th Independence Anniversary, in a visit that underscores growing diplomatic and strategic relations between Uganda and the Central African nation.

Gen. Kainerugaba attended the celebrations on Monday at the invitation of Gabonese President Brice Clotaire Oligui Nguema, joining several African heads of state and government officials for ceremonies commemorating Gabon’s independence from French colonial rule on August 17, 1960.

Gen Muhoozi was accompanied by State Minister for Agriculture, Desire Muhooza, Maj. Gen. Henry Masiko and Brig. Gen. Wycliff Keita.

The delegation’s presence at the national celebrations places Uganda among a select group of African countries represented at the high-level ceremonies and comes against the backdrop of increasingly warm relations between Kampala and Libreville.

Following the conclusion of the independence parade and other ceremonial rituals, Gen. Kainerugaba held private talks with President Nguema. Although details of their discussions were not immediately made public, the meeting provided an opportunity for the two sides to discuss bilateral and regional matters at a time when both countries are seeking to deepen cooperation.

Col. Chris Magezi, the UPDF and Defence acting spokesperson, confirmed Gen. Kainerugaba’s participation in the celebrations and his meeting with the Gabonese leader.

“Gen. Muhoozi Kainerugaba, the Chief of Defence Forces, was in Gabon at the invitation of President Brice Clotaire Oligui Nguema to attend the country’s 66th Independence Anniversary celebrations,” Col. Magezi said.

He added that the visit formed part of the growing engagement between the two countries and that the Ugandan delegation participated in the official activities before the UPDF chief held talks with President Nguema. The visit comes at a time when Uganda and Gabon have steadily increased high-level contacts.

President Nguema first visited Uganda in August 2024, signalling an interest in strengthening relations between Gabon and Kampala. He subsequently returned to Uganda in May 2026 to attend the inauguration of President Yoweri Museveni.

The repeated high-level exchanges have created a new channel of engagement between the two countries, which are geographically distant but share interests in strengthening African cooperation.

For Uganda, Gen. Kainerugaba’s attendance also provides an opportunity for the country to maintain direct engagement with Gabon’s political and security leadership.

Gabon has undergone significant political changes in recent years. President Nguema came to power following the August 2023 military takeover that ended the long rule of the Bongo family. He was subsequently elected president in 2025, marking a new phase in the country’s political history.

His government has sought to reposition Gabon while maintaining relations with regional and international partners.

The presence of several African leaders at Monday’s celebrations reflected Gabon’s effort to project itself as an active member of the African community following the political transition.

Among those attending were President Félix Tshisekedi of the Democratic Republic of Congo, President Alassane Ouattara of Côte d’Ivoire, President Carlos Vila Nova of São Tomé and Príncipe, President Umaro Sissoco Embaló of Guinea-Bissau and President Adama Barrow of The Gambia.

The gathering therefore offered a rare opportunity for African leaders and senior officials from different regions of the continent to interact in one setting.

For Gen. Kainerugaba, whose responsibilities include oversight of Uganda’s armed forces, the engagement with Gabon’s leadership also carries a security dimension.

Uganda has historically maintained an active role in regional security operations, particularly in East Africa, while Gabon occupies a strategically important position in Central Africa. The two countries could therefore find areas of common interest in military cooperation, professional exchanges and broader continental security initiatives.

However, officials have not publicly disclosed the specific issues discussed during the private meeting between Gen. Kainerugaba and President Nguema.

The timing of the visit is nevertheless significant as African countries increasingly seek bilateral and regional partnerships outside traditional colonial and geopolitical alignments.

The independence celebrations themselves were both a commemoration of Gabon’s past and a statement about its future.

A major highlight was the inauguration of the Esplanade Georges Damas Aléka, a monument dedicated to Georges Aleka Damas, the Gabonese musician, composer and nationalist figure who lived from 1902 to 1982.

Aleka Damas is particularly remembered for writing both the lyrics and music of Gabon’s national anthem, “La Concorde.”

The newly inaugurated esplanade pays tribute to his contribution to Gabonese national identity. The verses of the national anthem have been engraved on pillars at the monument, giving the site both historical and symbolic significance.

The independence anniversary itself commemorates August 17, 1960, when Gabon became independent from France.

For Gabon, the anniversary provided an opportunity to celebrate more than six decades of sovereignty while showcasing the country’s political transition and aspirations under President Nguema.

The participation of Gen. Kainerugaba in the ceremonies also gave Uganda visibility at a major national event attended by leaders from across the continent.

Uganda and Gabon have historically maintained diplomatic relations, but the frequency of recent high-level exchanges suggests a deliberate effort to broaden the relationship.

President Nguema’s two visits to Uganda in less than two years have been particularly important in this regard.

His August 2024 visit brought him into direct engagement with President Museveni, while his return in May 2026 for the Ugandan President’s inauguration further strengthened political ties.

Gen. Kainerugaba’s latest visit provides another layer to those relations by bringing the two countries’ defence establishments into closer contact.

The Ugandan military chief has increasingly been involved in high-level regional and international engagements on behalf of Uganda’s defence establishment. His attendance in Libreville demonstrates the importance Kampala attaches to maintaining relationships with governments beyond Uganda’s immediate East African neighbourhood.

The private meeting with President Nguema could therefore be viewed as part of a broader pattern of political and security diplomacy between Kampala and Libreville.

While no detailed communiqué was issued on the substance of their talks, the meeting is likely to reinforce the channels of communication between the two governments.

Col. Magezi said the UPDF delegation attended the celebrations as invited guests of the Gabonese government, stressing the official nature of Gen. Kainerugaba’s presence.

The visit also comes as Uganda continues to position itself as an active player in continental affairs, using both political and military diplomacy to cultivate relations with governments across Africa.

For Gabon, meanwhile, hosting leaders from different parts of Africa during its independence celebrations offered an opportunity to demonstrate its renewed engagement with the continent.

The presence of the Ugandan military chief alongside presidents from Central, West and East Africa illustrated the increasingly interconnected nature of African diplomacy.

As the celebrations ended, attention now turns to whether the latest high-level contact between Kampala and Libreville will translate into deeper cooperation in areas such as agriculture, defence, trade and political engagement.

For now, Gen. Kainerugaba’s visit has reinforced a relationship that has gained momentum through a series of high-level encounters, with both countries signalling an interest in maintaining closer ties.

The meeting between the UPDF chief and President Nguema, held after the colourful independence celebrations, was therefore more than a ceremonial engagement. It provided another opportunity for Uganda and Gabon to strengthen direct communication at the highest levels and explore areas of mutual interest as both countries navigate a changing African political and security landscape.
