Veteran journalist and popular political commentator Charles Mwanguhya Mpagi has emerged as one of Uganda’s most talked-about media personalities following his high-profile performance at the coronation of Omukama Edward Rukidi Nyabongo I of Tooro, but his latest attempt to secure a senior communications position at Parliament appears to have ended before the final race.

Mpagi, who won widespread praise for his work as master of ceremonies and interpreter during the colourful coronation held at Karuziika Palace in Tooro on September 29, was reportedly among the journalists who applied for the position of Assistant Director, Media and Communication at Parliament.

However, when Parliament released the shortlist of candidates for the position, Mpagi’s name was conspicuously absent.

People familiar with the recruitment process told The Investigatorthat Mpagi was not shortlisted because he did not meet the academic qualification requirements for the position, specifically the requirement for a master’s degree.

“Mpagi was not shortlisted because he does not hold a master’s degree,” a source familiar with the process said.

The claim could not immediately be independently verified with Parliament officials, but the development has nevertheless triggered discussion among journalists, political commentators and Mpagi’s admirers, particularly following his impressive display at the Tooro coronation.

The position has attracted some of the country’s recognised communications professionals, with nine candidates reportedly making the shortlist.

They include former Kampala Capital City Authority and Umeme public relations officer Peter Kauju, political talk-show host Charles Odongtho, European Union communications officer Emmanuel Gyezaho, Joseph Kaaya, Ramathan Mbago, Vincent Musoke, Bernadette Ndema, Martin Ninsima and Benon Herbert Oluka.

From the nine shortlisted candidates, only one is expected to eventually take up the Assistant Director, Media and Communication position.

The successful candidate will replace Grace Gidudu, who has been elevated to Director of Communications following the departure of former Communications Director Chris Obore.

Mpagi’s Tooro moment

The Parliament development comes at a time when Mpagi’s public profile has received a fresh boost after his performance at the Tooro royal coronation.

On September 29, thousands of guests gathered at Karuziika Palace in Fort Portal to witness the coronation of Edward Rukidi Nyabongo I as the new Omukama of Tooro.

The event brought together cultural leaders, political figures, diplomats, religious leaders, members of the royal family and other dignitaries. President Yoweri Kaguta Museveni was among the high-profile guests at the ceremony.

It was during the event that Mpagi attracted particular attention for his handling of the programme and his interpretation of the President’s remarks.

His ability to move between English and local-language explanations while maintaining the flow of a major national and cultural event earned him considerable praise from viewers and people who followed the ceremony online.

For many Ugandans, the coronation performance was a reminder of Mpagi’s versatility as a journalist, broadcaster, political commentator and interpreter.

Social media users quickly turned the performance into a wider conversation about his career, with some calling on the President and other government leaders to consider giving him a formal role in government communications.

Some of the reactions were light-hearted, with Ugandans suggesting that a man who could confidently interpret the President before a royal and national audience deserved “a job somewhere in government.”

Others joked that Mpagi had effectively “interviewed himself” before the country during the Tooro ceremony. The reactions reflected the affection Mpagi has built over the years among sections of the Ugandan audience.

A household media name

Mpagi has become a familiar face in Uganda’s media and political circles. He is associated with political analysis and broadcasting and is a part-time presenter at Next Media, where he hosts the political talk show The Frontline.

The programme has given him a platform to moderate heated political discussions involving government officials, opposition politicians, academics, activists and other public figures.

His career has also been shaped by his work as a journalist, broadcaster and political communicator, making him a recognisable figure well beyond the newsroom.

That public familiarity partly explains why his omission from the Parliament shortlist has generated interest.

For his admirers, the issue is not necessarily that Mpagi was entitled to the job, but that his public performance at Tooro appeared to reinforce the argument that he possesses communication skills that could be useful in a senior public-sector communications role.

Yet recruitment to public institutions is governed by formal requirements, and the master’s-degree requirement cited by sources appears to have become a decisive hurdle in his case.

The Parliament race

The nine shortlisted candidates now enter the next stage of a competition for one of the most visible communications positions within the Legislature.

The Assistant Director, Media and Communication is expected to play a key role in managing Parliament’s public communication, media relations and institutional messaging.

The successful applicant will also work within a communications structure that has recently undergone changes following the elevation of Gidudu to Director of Communications.

The shortlist brings together professionals with experience spanning journalism, political broadcasting, corporate public relations, public-sector communications and international development communication.

Peter Kauju brings experience from both KCCA and Umeme, while Odongtho is known for his long career in broadcasting and political discussion.

Gyezaho has experience in strategic communications associated with the European Union, while the other shortlisted candidates bring backgrounds in journalism and communications.

Their inclusion means the final recruitment decision will be closely watched within the media and public-service fraternity.

‘Government missed a communicator’

For Mpagi’s supporters, however, the conversation has shifted from the Parliament job to what they regard as his broader potential in public communication.

Following the Tooro coronation, social media users flooded platforms with praise for his performance.

One Ugandan described him as a “national treasure” in reference to his ability to communicate complex political and cultural messages with ease.

Another social-media user jokingly asked why government had not yet “given Mpagi a serious job” after watching him interpret the President at the royal ceremony.

Others praised his composure, saying he demonstrated the confidence required to handle a high-profile national event involving the President, cultural leaders and international guests.

Some users, however, pointed out that public appointments cannot simply be based on popularity or performance at one event, arguing that formal qualifications and recruitment procedures must also be considered.

That debate has placed Mpagi’s Parliament setback in a broader context: public admiration for a communicator does not automatically translate into eligibility for a particular public-service position.

For now, Mpagi remains firmly rooted in the media, where his appearances on The Frontline and other platforms continue to give him a prominent voice in Uganda’s political conversation.

His Tooro coronation performance may have closed one door at Parliament—or, more precisely, prevented him from entering the recruitment race—but it has simultaneously opened a louder national conversation about his communication abilities and whether they could eventually be put to use in a formal government role.

As the nine shortlisted candidates proceed with the recruitment process, Mpagi’s supporters will have to wait and see whether the popular broadcaster eventually receives the government role they have been demanding online.

For a man who has spent years interrogating politicians on television, the latest twist is an unusual one: the interviewer has suddenly become the subject of public debate over a government job.
