KAMPALA, Uganda: Senior officials from the Ministry of lands are on the spot for trying to grab land worth billions in dimes, the Investigator authoritatively report.
Documentary evidence before this investigative website indicate how the targeted land is premised in several parts across Central Region.
Some of the estates are based in Kyadondo, Mawokota, Busiro, Gombe, Buganga, Butambala, Bulemezi, Kololo, Kamwokya and Buddu among others.
The documents indicate that the land in question belonged to the former trusted Buganda Official, Stanislaus Mugwanya.
After Mugwanya’s death several decades ago, his son, Yowana Mulo Mugwanya took charge until his death that occurred in 1964. Sadly, Mulo never left a Will behind, and hence creating a chance for controversial claims and counter claims of the estates.
In an interview with Indoja journalists recently, Michael Mulo Mulaggusi, one of the surviving sons to Yowana Mulo Mugwanya, said that after their father’s demise, their elder brother Kabusu Wilfred connived with the Administrator General and he fraudulently became the ‘authorized administrator of estate but without formal letters of administration.
Kabusu also passed on in February 2009, leaving behind his wife Josephine Nantaya in control of the estates. “After the death of Kabusu in 2009, the Widow threw the family out, claiming the land was hers,” recounts Mulaggusi.
Left with no option, Mulaggusi led other family members and trotted to High Court, Family division where, their sibling Jane Kiryokya represented them to file for legal intervention.
Vide civil suit number 82/09, Jane Kiryokya and other Children of late Kabusu gangs up against Josephine Nantaya. In Buganda tradition, Nantaya and or her likes like co-wives should actually be nowhere near any property of the legendary Mugwanya and his predecessors.
Indeed, on August 18 2009, Lady Justice Christine Akello ordered Josephine Nantaya (Defendant) not to touch any property belonging to the estate of the late Kabusu until the disposal of the main suit.
In her ruling, Justice Akello ordered the family (Plaintiffs) to forward the proposed scheme of distribution of properties to Josephine Nantaya (Defendant) within the period of one month.
She also ordered Josephine Nantaya to respond to the proposed scheme of distribution within a period of two weeks.
We authoritatively have it on record that Nantaya ignored all the orders by the Lady Justice Akello. She proceeded to use the land.
Mulaggusi continues that in 2015, they filed another case under file number 227/15 at the High Court of Uganda.
On 16thApril 2015 High Court Registrar Michela Otto issued an interim order restricting both Parties from using the land.
However prior to High Court orders, caveats had been lodged in the Ministry of lands also to protect the suit property but those caveats totaling 575 in number were completely abused by land Registration officials without regard to the law.
The caveats were lodged in Masaka, Kampala, Mpigi, Gomba, Wakiso, Mukono and Kabarole. It’s the Land officials of these areas that have jumped in bed with shrewd Nantaya. “They have suffocated and frustrated any efforts to end these wrangles as they seem to be with coveted interests in the same land,” claimed Mulaggusi.
