Defence Minister Jacob Oboth-Oboth is increasingly being mentioned in political circles as a possible contender for Speaker of the 12th Parliament following reports that he has gained backing from sections of the ruling National Resistance Movement (NRM).
Speculation intensified after Chief of Defence Forces Muhoozi Kainerugaba posted remarks on X appearing to endorse Oboth-Oboth for the influential parliamentary position.
If the reports materialize, Oboth-Oboth would succeed Anita Among, who took over the office following the death of former Speaker Jacob Oulanyah during the 11th Parliament.
As political debate continues over the future leadership of Parliament, attention has now shifted to the soft-spoken lawyer and legislator from Tororo District.
Humble beginnings
Born on April 13, 1971, in Tororo District in eastern Uganda, Jacob Marksons Oboth-Oboth grew up in a modest Anglican family and endured a difficult childhood marked by financial hardship.
Friends and associates describe him as humble and down-to-earth, traits shaped by years of struggle while growing up. As a young boy, he reportedly took on several odd jobs to survive, including fetching water for residents and working as a storekeeper. He attended Muwafu Primary School before joining St. Denis Ssebugwawo Secondary School for his O-Level education.
At one point, Oboth-Oboth was reportedly forced out of school because of unpaid tuition fees. During that difficult period, he is said to have received support from American missionaries in Tororo, where he worked for nearly two years while trying to rebuild his education journey.
He later joined Tororo High School for his A-Level studies before earning admission to Makerere University in 1997 to pursue a Bachelor of Laws degree.
Academic and Legal Career
Oboth-Oboth graduated with a Bachelor of Laws degree in 2001 before obtaining a postgraduate diploma in legal practice from the Law Development Centre in 2002.He later undertook specialized studies in intellectual property and public procurement under the International Development Law Organization.
In 2007, he earned a Master of Laws degree in Election and Cyber Law from the University of Minnesota. Before joining elective politics, Oboth-Oboth worked as a State Attorney under the Ministry of Justice and Constitutional Affairs and also served as Deputy Attorney General for the Tieng Adhola Cultural Institution. He worked at the Mbale regional office before traveling to the United States for further studies.
Rise in Politics
Upon returning to Uganda in 2007, Oboth-Oboth resumed government service before resigning in 2010 to join active politics. Political observers say his humble background and grassroots mobilization helped him connect with ordinary voters in West Budama South Constituency.
In 2011, he contested as an Independent candidate and defeated then State Minister for Labour Dr. Emmanuel Otaala to become Member of Parliament for West Budama South. He successfully retained the seat in 2016, making history as the first legislator in the constituency to win re-election consecutively since 1996.
Over the years, Oboth-Oboth has built a reputation as an experienced parliamentary figure, serving on several influential committees. He previously chaired the Committee on Rules, Discipline and Privileges, the Committee on Natural Resources, and an ad hoc parliamentary committee that investigated Uganda’s electricity sub-sector.
He currently serves on the Parliamentary Business Committee and has also chaired the Legal and Parliamentary Affairs Committee. Despite holding senior government positions, Oboth-Oboth has largely maintained a low public profile compared to many of his contemporaries.Political analysts describe him as a calculated, disciplined, and institution-oriented politician who rarely engages in public controversy.
As succession debates within Parliament intensify, his name continues to emerge among those viewed as capable of steering the next phase of legislative leadership.
