Gen. Muhoozi Kainerugaba has shaken the Patriotic League of Uganda (PLU) to its core after dropping some of the movement’s most influential figures in a sweeping leadership reshuffle that has dominated political conversation across the country.

The biggest casualty was pioneer Secretary General Daudi Kabanda, a swanky politician many had come to regard as one of Gen. Muhoozi’s closest political allies. Also shown the exit from the movement’s top leadership was outspoken mobilizer Frank Gashumba, whose public profile had made him one of PLU’s best-known faces.
In a brief announcement on X, Gen. Muhoozi appointed Hon. Fadil Twalla as the new Secretary General.
“The new General Secretary of PLU is Hon. Fadil Twalla. I will work closely with him to achieve our objectives. I thank Hon. Kabanda for his three years of excellent service. He set the standard high for the position.”He also ordered an immediate handover ceremony to be attended by all PLU ministers and Members of Parliament.
END OF AN ERA
Kabanda’s removal has stunned many political observers. Since PLU’s formation, he had become the movement’s most visible political communicator, frequently appearing on television talk shows, granting newspaper interviews and fiercely defending the organization on social media.
His confidence, visibility and close working relationship with Gen. Muhoozi created the perception that he belonged to the movement’s innermost political circle. For many supporters, his removal came as a complete surprise.
POLITICAL JOURNEY
Kabanda has built his political career around outspoken communication and political mobilization.Before becoming the pioneer Secretary General of PLU, he is also Member of Parliament for Kasambya County and became one of Gen. Muhoozi’s strongest political defenders.
His political relationships have evolved over time. He was previously seen as having cordial relations with Speaker Anita Among before political alignments shifted as Uganda’s political landscape changed. His appointment as PLU’s first Secretary General elevated him into one of the country’s most visible political mobilizers.
MUHOOZI SENDS A MESSAGE
Although Gen. Muhoozi did not publicly explain why the changes were made, the reshuffle has been widely interpreted as demonstrating that leadership positions within PLU are subject to change. The chairman publicly thanked Kabanda for what he described as “excellent service,” but still proceeded to appoint new leadership.
For many observers, the move reinforces the message that no office is guaranteed and that organizational renewal can reach even the movement’s most prominent officials.
SOCIAL MEDIA EXPLODES
The announcement immediately sparked intense debate on X. Supporters congratulated Fadil Twalla on his appointment while thanking Kabanda for laying the foundation of the office.
Others expressed surprise that such a high-profile official had been replaced, while some speculated about Kabanda’s next political assignment. Several supporters described the reshuffle as evidence that PLU continues to evolve as it prepares for its next phase.
KABANDA BREAKS HIS SILENCE
Hours after the announcement, Kabanda responded with a calm and measured statement.”I take this opportunity to sincerely thank you, my Chairman, for the trust and confidence you placed in me by appointing me as the pioneer General Secretary of PLU. It has been a great honor to serve.” He congratulated his successor, Fadil Twalla, and wished him success.
Later, he sought to reassure supporters that he remained committed to the movement. “We are not in PLU for positions. We are here because we believe in its values and objectives. Our Chairman Gen. Muhoozi Kainerugaba founded it without positions in mind. We will only retire when those values and objectives are fully achieved.”
FRANK GASHUMBA ALSO OUT
The reshuffle did not stop with Kabanda. Frank Gashumba, one of PLU’s most outspoken mobilizers and a familiar media personality, was also dropped from the movement’s top leadership structure.
His removal further underscored the scale of the changes announced by Gen. Muhoozi.
TWALLA TAKES CHARGE
As Kabanda exits the Secretariat, Hon. Fadil Twalla assumes responsibility for one of the movement’s most influential offices. Senior PLU members quickly rallied behind the new Secretary General. Balaam Barugahara congratulated Twalla, describing him as hardworking, patriotic and dedicated, saying he had earned the confidence of the movement’s chairman. Attention is now turning to how the new leadership team will guide PLU in the months ahead.
A NEW CHAPTER BEGINS
Political organizations periodically reorganize their leadership as they prepare for new priorities and future campaigns, and PLU now appears to be entering such a phase. Whether the reshuffle is intended to strengthen internal coordination, refresh the movement’s leadership or prepare for upcoming political activities, one message has emerged clearly.
Gen. Muhoozi has demonstrated that leadership positions within PLU are not permanent. For Daudi Kabanda, the chapter as pioneer Secretary General has closed. For Fadil Twalla, a new chapter has just begun.And for the rest of PLU’s leadership, Monday’s dramatic shake-up served as a reminder that political influence must continually be matched by the confidence of the movement’s chairman.
