Fresh controversy erupted Monday evening after Chief of Defence Forces Gen. Muhoozi Kainerugaba claimed that detained lawyer Erias Lukwago had “capitulated” and was now pleading for mercy, before publishing two disturbing photographs showing the prominent opposition lawyer in what appears to be a weakened condition.
The posts, made on Muhoozi’s X account, have intensified public debate over Lukwago’s detention and raised fresh concerns among opposition supporters and human rights advocates about his treatment while in custody.
In one of the posts, Muhoozi wrote: “I’m proud of ALL the hurt and pain I will inflict on the CRIMINAL LUKWAGO!”Minutes later, he followed it with another message claiming: “He keeps saying ‘I’m sorry, I’m sorry’. It won’t help him now.”The statements were accompanied by two newly released images purportedly showing Lukwago inside a tiled detention room.
A DISTURBING SIGHT
The first photograph captures Lukwago seated against a tiled wall wearing what appears to be a plain white T-shirt. His face looks drawn and tired, with a solemn expression as he presses both hands firmly against the sides of his head.
His eyes appear weary and distant, while his posture suggests physical exhaustion or emotional distress. The image gives the impression of someone under immense strain, although the exact circumstances surrounding the photograph cannot be independently verified. The second image is even more striking.
It shows Lukwago lying flat on a tiled floor with his arms spread loosely by his sides. A checked cloth is wrapped over his eyes, obscuring his face. He is dressed in white clothing and appears motionless in the frame.
No injuries are clearly visible in the photographs themselves, and the images alone do not establish how they were taken or what occurred before they were captured. However, his appearance has prompted widespread concern online.
MUHOOZI’S CLAIMS
The military chief presented the photographs as evidence that the veteran lawyer had surrendered emotionally after his arrest.Without providing supporting evidence, Muhoozi alleged that Lukwago was repeatedly apologizing and begging for mercy.
His remarks quickly spread across social media, generating thousands of reactions from both supporters and critics.Some users applauded the CDF’s tough stance against individuals he has described as enemies of the state. Others condemned the posts, arguing that they appeared to mock a detainee and risked undermining constitutional protections and the rule of law.
LAWYER AT THE CENTRE OF OPPOSITION POLITICS
Lukwago is one of Uganda’s best-known opposition lawyers and has represented veteran opposition figure Dr. Kizza Besigye in several high-profile legal and political matters.
He has also built a reputation over the years as an outspoken critic of the government, frequently challenging state institutions in court and defending opposition activists.
His latest arrest has therefore attracted intense public attention, with many questioning both the legality of his detention and the manner in which it was carried out.
TORTURE ALLEGATIONS EMERGE
Opposition supporters and several civil society voices have expressed alarm following the publication of the photographs, saying Lukwago appears visibly weaker than before his arrest.Some have alleged that he may have been subjected to mistreatment while in detention.
Those claims have not been independently verified, and no official medical assessment of Lukwago’s condition has been publicly released. Authorities have also not publicly responded to allegations of torture at the time of writing.
CALLS FOR ACCOUNTABILITY
Human rights advocates have renewed calls for detainees to be treated in accordance with Uganda’s Constitution and international human rights obligations.Legal experts note that every person in custody is entitled to protection from torture, cruel, inhuman or degrading treatment, regardless of the allegations against them.
Several opposition leaders have demanded that Lukwago be granted immediate access to his lawyers, family members and independent medical professionals.They argue that transparency is essential in order to establish his true condition.
POLITICAL TEMPERATURE RISES
The release of the photographs comes at a time of heightened political tensions, with security agencies continuing operations targeting opposition figures and activists.
Critics argue that the public publication of images of detainees risks inflaming political divisions and could prejudice ongoing legal processes.Supporters of the government, however, insist that security agencies must remain firm against individuals accused of threatening national stability.

For others, Muhoozi’s comments reflect his uncompromising rhetoric toward individuals he considers opponents of the state.As the controversy grows, pressure is likely to mount on authorities to provide clear information regarding Lukwago’s welfare and the legal basis for his continued detention.
Whether the photographs will deepen political divisions or prompt greater scrutiny of detention practices remains to be seen, but they have already placed Lukwago’s condition at the center of Uganda’s national conversation.
