Just hours after wielding a broom during Uganda’s first National Cleaning Day, Chief of Defence Forces (CDF) Gen Muhoozi Kainerugaba swapped civic duty for regional diplomacy, boarding a Uganda Airlines flight to Kigali for one of the most significant military engagements between Uganda and Rwanda this year.

Accompanied by veteran journalist and political commentator Andrew Mwenda, Gen Muhoozi arrived in the Rwandan capital on Saturday for an official working visit that is expected to cement military cooperation between the two neighbouring countries while addressing some of the region’s most pressing security challenges.

The visit, announced by the Rwanda Defence Force (RDF), will see Uganda’s military commander hold discussions with the RDF high command before meeting Rwandan President Paul Kagame, whom Gen Muhoozi has often publicly referred to as his uncle.

Beyond the symbolism of the visit lies a carefully choreographed diplomatic mission aimed at strengthening the relationship between two countries whose ties have dramatically improved after years of political and military tensions.

From National Cleaning Day to Regional Diplomacy

Saturday began with Gen Muhoozi leading soldiers, government officials and thousands of Ugandans in the country’s inaugural National Cleaning Day, a campaign championed by President Yoweri Museveni to improve sanitation and restore civic responsibility.

Dressed in military fatigues, the CDF joined UPDF officers and civilians in sweeping streets and clearing drainage channels, emphasizing that cleanliness is a shared national responsibility rather than a government obligation alone.

But before the dust had settled from the nationwide exercise, Gen Muhoozi was already headed to Entebbe International Airport.

Waiting on the tarmac was a Uganda Airlines aircraft that would carry him to Kigali, where an entirely different assignment awaited—one involving diplomacy, defence strategy and regional peace.

The transition from domestic public service to international security diplomacy highlighted the increasingly expansive role Gen Muhoozi now plays within Uganda’s security architecture.

While constitutionally the country’s top military commander, he has also become one of Kampala’s most visible envoys in regional affairs, particularly within the Great Lakes region.

Kigali Meeting Carries Symbolic Weight

The timing of the visit is significant. Only a few years ago, Uganda and Rwanda were locked in one of the most serious diplomatic disagreements in recent history.

Borders were closed, trade nearly collapsed, accusations flew between Kampala and Kigali, and families living along the common frontier suffered as movement became heavily restricted.Businesses lost millions, transporters parked trucks for months, and diplomatic relations reached their lowest point in decades.

Today, the atmosphere could not be more different. The reopening of the Gatuna-Katuna border, renewed diplomatic engagements and increasing cooperation between security agencies have gradually rebuilt confidence between the two neighbours. Gen Muhoozi has played a notable role in that reconciliation process.

His numerous visits to Kigali over the past few years and frequent interactions with President Kagame have become symbolic of the warming relationship between the two countries.

Saturday’s visit therefore represents another chapter in that journey.

Defence Cooperation Takes Centre Stage

According to the Rwanda Defence Force, Gen Muhoozi’s visit will include meetings with senior RDF commanders.The discussions are expected to review existing military cooperation while exploring additional areas where the two-armed forces can work together.

Military analysts expect intelligence sharing, border security, joint training programmes, counterterrorism operations and cross-border security coordination to dominate the agenda.Both Uganda and Rwanda have increasingly recognized that regional security threats require collective responses rather than isolated national strategies.

The two militaries have historically shared strong professional ties dating back to liberation struggles in the region, and many senior officers know each other personally.Officials believe strengthening institutional cooperation will reduce misunderstandings while improving responses to common threats.

Audience with President Kagame

Perhaps the most anticipated event of the visit will be Gen Muhoozi’s meeting with President Paul Kagame. Their relationship extends beyond official titles.

President Kagame has maintained close ties with Uganda’s First Family for decades, while Gen Muhoozi has repeatedly spoken of the Rwandan leader with deep personal respect.Diplomatic sources expect their discussions to focus on bilateral relations, regional security, economic cooperation and the evolving political landscape within the East African Community.

The leaders are also expected to examine opportunities for expanding cooperation in infrastructure, cross-border trade, investment and security coordination.Observers say such engagements are increasingly important as East African countries seek closer political and economic integration while confronting shared security challenges.

Eastern Congo Dominates Regional Agenda

One issue almost certain to dominate discussions is the continuing conflict in eastern Democratic Republic of Congo.The volatile region remains plagued by dozens of armed groups whose activities continue to destabilize the Great Lakes region.

Uganda and Rwanda both have significant security interests in eastern Congo, where instability often spills across national borders through refugee movements, illegal arms trafficking and extremist activities.

Security experts believe the Kigali meetings will provide an opportunity for both militaries to exchange intelligence and coordinate regional approaches aimed at promoting lasting peace.

The discussions are also expected to assess ongoing diplomatic efforts involving the East African Community, the African Union and other regional initiatives seeking to stabilize eastern Congo.Regional peace remains essential for economic growth, trade and infrastructure development across East Africa.

Andrew Mwenda’s Presence Raises Interest

Travelling alongside Gen Muhoozi was veteran journalist Andrew Mwenda, whose presence attracted considerable public attention.

Mwenda has for years maintained close working relationships with influential leaders across the Great Lakes region and has frequently advocated dialogue between Kampala and Kigali during periods of diplomatic tension.

Political observers say his inclusion underscores the importance both governments attach to maintaining open communication beyond formal diplomatic channels.

Although not a government official, Mwenda has often participated in high-level discussions involving regional politics and security. Mwenda is a PLU member and holds card number 002 .

His longstanding relationship with both Gen Muhoozi and President Kagame has made him one of the most recognizable civilian figures associated with Uganda-Rwanda rapprochement.

A New Chapter in Uganda-Rwanda Relations

For many observers, Gen Muhoozi’s visit reflects the remarkable transformation in relations between Kampala and Kigali. The bitterness that once characterized bilateral engagements has gradually given way to cooperation, dialogue and mutual confidence-building.

Cross-border trade has resumed.

Movement of people has normalized.

Security agencies are communicating more regularly.

Military commanders now meet openly to discuss shared concerns.

These developments are widely viewed as essential for maintaining stability within the Great Lakes region.As neighbouring countries with intertwined histories, Uganda and Rwanda recognize that lasting peace and prosperity depend on sustained cooperation rather than confrontation.

Looking Ahead

As Gen Muhoozi continues his engagements in Kigali, regional observers will closely watch the outcomes of his meetings with RDF commanders and President Kagame.

Any agreements reached are expected to reinforce military cooperation, strengthen diplomatic engagement and contribute to ongoing regional peace initiatives.

It ended in Kigali, where discussions with one of Africa’s most influential leaders could shape the future of security cooperation between Uganda and Rwanda and influence peace efforts in the wider Great Lakes region.

In a region where diplomacy and security are often closely intertwined, the Kigali visit represents more than a routine military mission. It is another step in consolidating a relationship that both countries now view as critical to regional stability, economic integration and the pursuit of lasting peace in East Africa.
