Uganda’s Chief of Defence Forces (CDF), Gen. Muhoozi Kainerugaba, held high-level bilateral talks with Rwanda’s President Paul Kagame in Kigali, with the two leaders reaffirming their commitment to strengthening cooperation between the neighbouring countries, promoting regional peace, security and stability.
The meeting, which culminated in a relaxed game of basketball between the two military leaders, immediately attracted widespread attention across the Great Lakes region, with supporters describing it as another sign of the growing warmth in relations between Kampala and Kigali.
According to a statement released after the meeting, President Kagame received Gen. Muhoozi at the Village Urugwiro, where discussions centered on “the strong bilateral cooperation between Rwanda and Uganda, as well as regional peace, security, and stability.”
The meeting comes at a time when relations between Uganda and Rwanda have significantly improved following years of diplomatic tensions that had seen borders closed and trade disrupted.
President Kagame emphasized the importance of continued engagement between the two countries, noting that cooperation remains critical for the prosperity of both nations and the stability of the wider Great Lakes region.
“Our discussions focused on the strong bilateral cooperation between Rwanda and Uganda, as well as regional peace, security, and stability,” President Kagame said following the meeting.
Gen. Muhoozi, who has over the past few years emerged as one of the most prominent architects of military diplomacy between Kampala and Kigali, also expressed optimism about the outcome of the discussions.”Our bilateral talks have been fruitful,” Gen. Muhoozi said, underscoring his commitment to strengthening ties between the Uganda People’s Defence Forces (UPDF) and the Rwanda Defence Force (RDF).
Basketball diplomacy steals the show
While the diplomatic discussions were expected, it was what happened afterwards that generated even greater public interest.Instead of ending the meeting with the traditional official photographs, President Kagame invited his Ugandan guest onto a basketball court where the two engaged in a friendly game.
Photographs released from Kigali showed President Kagame and Gen. Muhoozi laughing, dribbling, passing the ball and attempting baskets, with journalist Andrew Mwenda also joining the friendly contest.
The images quickly went viral across social media platforms, surprising many Ugandans who have rarely seen Gen. Muhoozi participating in public sporting activities despite his distinguished military career spanning decades.
Usually seen in military uniform presiding over defence matters, inspecting troops or attending strategic security meetings, the CDF appeared relaxed as he traded basketball moves with the Rwandan president.
The friendly encounter projected a different side of both leaders—one emphasizing personal rapport alongside official diplomacy.
Andrew Mwenda provides comic relief
Veteran journalist Andrew Mwenda, who participated in both the bilateral discussions and the basketball game, injected humour into the event.Posting on X shortly after the match, Mwenda joked about his performance on the basketball court.
“The messes I made would win me a spot in the Guinness Book of World Records as the most disastrous player of all time,” he wrote.Despite poking fun at his sporting abilities, Mwenda emphasized that the diplomatic engagements themselves had been successful.
“Playing basketball with the President of Rwanda Paul Kagame and the CDF of Uganda Gen. Muhoozi Kainerugaba,” he posted alongside photographs from the court.His comments added a lighter dimension to an event that carried significant diplomatic weight.
Supporters hail regional friendship
The visit drew enthusiastic reactions from several political figures and supporters who viewed it as another milestone in strengthening Uganda-Rwanda relations. Deputy Speaker of Parliament Thomas Tayebwa welcomed the images, writing simply: “I love what I’m seeing.”
PLU Secretary General Twalla Fadil described the meeting as historic. “Our Generational Leader Gen. Muhoozi Kainerugaba has met H.E. Paul Kagame, the President of Rwanda in Kigali,” he posted.
He further praised the leadership of both President Kagame and President Yoweri Museveni, arguing that their guidance continues to shape regional cooperation.
Another supporter, Balayo Samson, remarked that he admired the opportunity to “rub shoulders casually with virtually the most influential figures in the Great Lakes Region.”
Another PLU promotor Frank Mwesigye equally highlighted the significance of the discussions, reiterating that they focused on bilateral cooperation and regional stability.
The largely positive reactions reflected optimism among many observers who believe improved relations between Kampala and Kigali benefit trade, security and people-to-people interaction.
Symbolism beyond the basketball court
Political analysts noted that the basketball game carried symbolism beyond sport. Diplomatic engagements are often accompanied by informal activities that help build personal trust between leaders. By choosing basketball instead of a formal banquet or ceremonial reception, President Kagame and Gen. Muhoozi projected an image of familiarity and mutual confidence.
The relaxed setting contrasted sharply with years of strained relations that once characterized interactions between the two neighbours.
Observers argued that such public displays of friendship help reinforce official commitments made during closed-door meetings.The photographs also conveyed confidence in the current trajectory of Uganda-Rwanda relations.
Social media divided
As expected, the images generated mixed reactions online. While supporters celebrated what they described as “basketball diplomacy,” critics questioned the symbolism and timing of the event.
Among the strongest critical voices was academic and activist Dr. Stella Nyanzi, who published a lengthy satirical poem titled “The Tweeting Basketballer.”
In the poem, Nyanzi used basketball imagery to criticize Gen. Muhoozi’s public statements and actions, referencing several controversial political and security incidents that have dominated public debate in Uganda in recent years.
The poem contrasted the light-hearted basketball match with allegations of human rights abuses and political repression, arguing that public sporting displays cannot erase unresolved national concerns.
Supporters of the CDF dismissed the poem as political satire reflecting long-standing opposition to the military establishment, while others defended Nyanzi’s right to express dissent.The contrasting reactions illustrated how prominent public figures continue to generate sharply divided opinions across Uganda’s political landscape.
Military diplomacy continues
Gen. Muhoozi has increasingly become one of Uganda’s leading faces of military diplomacy within the East African region.In recent years, he has held meetings with military and political leaders across neighbouring countries as part of broader efforts to strengthen regional cooperation on security matters.
His engagement with President Kagame fits within that broader diplomatic strategy, particularly given the importance of Uganda-Rwanda relations in addressing cross-border security, trade and regional integration.
Security cooperation between the two countries remains critical in combating transnational crime, terrorism and other emerging threats affecting the Great Lakes region.Officials say continued dialogue between the UPDF and RDF helps maintain confidence and prevent misunderstandings between the neighbouring states.
Looking ahead
Although few details of the closed-door discussions were made public, officials from both countries emphasized that the meeting reaffirmed a shared commitment to strengthening bilateral cooperation.
The emphasis on peace, security and regional stability reflects priorities shared by both Kampala and Kigali as East Africa continues to confront complex security and economic challenges.
The basketball game may ultimately be remembered as the defining image of the visit, but behind the friendly competition lay an important diplomatic message—that Uganda and Rwanda intend to continue engaging through dialogue, cooperation and personal diplomacy.
For many observers, the sight of President Kagame and Gen. Muhoozi laughing together on the basketball court represented more than sport. It symbolized a relationship that both governments appear determined to nurture, using both formal negotiations and informal interactions to reinforce ties between two neighbours whose cooperation remains vital to the future of the Great Lakes region.
