KAMPALA, Uganda:Last night, the Uganda Police Force (UPF) boss Gen Edward Kale Kayihura released a deployment message where he appointed and posted all the senior officers that graduated from Bwebajja Commanders’ college a fortnight ago, save for his blue-eyed boy SSP Nickson Agasirwe Karuhanga, the notorious torture guru whom ‘he rendered idle pending deployment’.
As expected, several people and media fraternity were duped into believing that Agasirwe is put onkatebe. However, to the conversant, he’s simply warming up for the new appointment after a stint in Kenya as the Liaison officer. What the IGP wants is the Ugandans usual forgetfulness to take form and he sends him to Nairobi, as he prepares him another juicy position back home.
For those in the know, it is Gen. Kayihura’s flair of protecting his ‘personal’ cops/friends. He dupes people into believing he has ‘fired’ someone yet he’s reorganizing them for fresh, juicy deployments. We can exclusively report that this time round, Kayihura is doing the same but with some reservations and curiosity, whereas Nickson is also accepting but with plan ‘B’ in making.
The story
A born of Rubingo, Rwentuuha in Bushenyi District, and the youngest among four brothers, Nixon hit the city in a style we already reported in these lines. Though with not a single basic training, Nixon (as his name is always written) has risen in ranks to scoop an SSP (Senior Superintendent of Police) title. Though a primary school drop-out, it takes a fool to undermine Nixon’s cleverly. Knowing well how he’s risen to where he is, Nixon used his powers to recruit his former crime accomplices in the force, just the way he was recruited.
Trying to build a force within a force, the wealth-stinking Cop recruited fellow irritates whom he got police numbers, armed them before he privately re-recruited them to run his businesses as well as committing his most known felony of torturing the innocent and suspects for personal gains. Among them is Ben Sseruwu, who manages his massive timber business, a garage and one-stop-spare parts shop in Bwayise areas.
Another such illiterate armed SPC is Mahmood Matovu who supervises his Car bonds spread around the city, his Mityana-Kampala bound taxis and trucks. Stories are told that whenever police needs to buy cars for intelligence work and/or the IGP wishes to buy a particular informer a car, its Nixon to provide the same from his several car shacks.
Other Nixon’s armed and uniformed gangsters include Isaak Ssegawa, Musa Mukiibi, Bob Kwikiriza, Abbey Kitagenda and Alex Birungi among others. He has reportedly garnered a huge clout especially in the informal police detective/operatives’ units that have become ‘famous’ of ‘torture for confessions.’
“He’s so cunning that when he detected a possible Kayihura exit, he strengthened self to the tune that he will always remain relevant even long after his mentor is gone,” confided a senior Cop on anonymity conditions. A story is loud that about two years ago, Nixon confided in someone; suggesting that “IG (as he refers Gen Kayihura) won’t get his contract renewed. It’s time to jump to plan B.’’
Enters Power of a Woman
After losing his wife mysteriously at a city healthy facility last year, Nixon consolidated his then newfound lover, Daphne Rutuuha a niece to the current Security Minister, Gen. Henry Tumukunde. Why he chose her is the story of interest here but how he went about it is another story in the love-connection pages, not here.
Daphne, a proprietor of the Naalya-premised ‘Friends Bar’ which Nixon reportedly started for her, has heavily helped in dragging him near General Tumukunde whom, Nixon believes to be a nemesis of his boss Kayihura. A gentleman before women and unsuspecting Ugandans, Nixon has made Daphne and her friends believe he’s her dream man, to the extent of introducing him to his Uncle and some family members.
Though Gen. Kayihura doesn’t know about Nixon’s growing blood relationship with Gen. Tumukunde family, he knows his right-hand man in Nixon has met the latter several times. His decision to drag him to Kenya is therefore, reportedly meant to distance him from the fellow General and/or reprimand him for a while before he brings him back in the limelight. Remember, the knowledgeable sources have it that if General Kayihura has any secretcriminalreputation, Nixon is his accomplice.
In the meantime, we understand that Daphne has helped Nixon to develop rapidly. On top of his Kira-premised multi-billion house and others mentioned earlier, he has acquired a huge chunk of land in Mukono, building another posh residential in the outskirts of the city for Daphne and posh cars, including a cayenne which he majorly crashed recently after a drink-up at the Friends Bar.
