A bitter political storm is erupting across social media following Parliament’s dramatic rejection of educationist and university administrator Dr. Lawrence Muganga as State Minister for Internal Affairs.What began as a routine vetting process has quickly exploded into one of Uganda’s most heated online battles, with accusations of tribalism, discrimination, citizenship fraud, espionage allegations, selective application of the law and claims of secret recordings dominating public debate.At the centre of the storm is Dr. Muganga himself, who refuses to quietly accept Parliament’s verdict. Instead, the Victoria University Vice Chancellor has launched a fierce counterattack, accusing Members of Parliament, particularly Deputy Speaker Thomas Tayebwa, of targeting him because of his Banyarwanda heritage.

“THEY DECIDED TO FAIL ME”

In one of his strongest statements yet, Muganga claims his fate is already sealed before he even enters the vetting room.Responding to Kasambya County MP Daudi Kabanda, Muganga denies allegations that he still holds a Rwandan passport and accuses Parliament of deliberately spreading falsehoods.”We have it on record. Hon. Thomas Tayebwa‘s own words: ‘In every vetting session we have to fail someone, and this time it had to be you, Dr. Muganga,'” he writes.

The outspoken academic goes further, describing the vetting exercise as a calculated attack driven by prejudice.”This rejection was decided before the process even began. It was never about passports, qualifications or integrity. It was personal. It was calculated. It was discriminatory.”Muganga also sensationally claims he possesses audio recordings that could expose what happened behind closed doors. “We shall release the audio that proves it,” he warns.

“IT WAS HATRED”

Perhaps the most explosive part of Muganga’s response is his accusation that he faces discrimination because he is a Munyarwanda.”What I experienced in that committee was not parliamentary oversight. It was hatred. It was discrimination. It was racism directed at me simply because I am a Munyarwanda,” he charges.The remarks immediately ignite fierce debate online.Muganga argues that Banyarwanda have contributed immensely to Uganda and should not be treated as second-class citizens.”We were born here. We pay taxes here. We build institutions here. We have given our lives to serve this nation.” His comments divide opinion, with some rallying behind him while others accuse him of unnecessarily introducing tribal politics into what should remain a constitutional matter.

KABANDA HITS BACK

Among the first to challenge Muganga is Kasambya County MP Daudi Kabanda.The legislator insists the issue is not ethnicity but citizenship law. Kabanda argues that Muganga fails to properly renounce any alleged Rwandan citizenship through the official procedures required under Rwandan law.

“To renounce your Rwandan citizenship, you must submit a formal application to the Director General of Immigration and Emigration of Rwanda, obtain Cabinet approval and receive a certificate of renunciation,” Kabanda states.”What he did was like marrying someone’s daughter before your lawyer without visiting the parents.”Kabanda even suggests that any attempt to renounce citizenship through Uganda’s registration authorities instead of Rwandan authorities would be invalid.

“YOU FAILED YOURSELF”

Political commentator Ronald Amanyire delivers one of the harshest critiques of Muganga. According to Amanyire, the university don’s downfall has nothing to do with his ethnicity. “You did not fail because you are Munyarwanda. You failed because you did not meet the requirements,” he argues.Amanyire points to reports that Muganga merely expresses willingness to renounce his Canadian citizenship rather than providing proof that the process has been completed.

“Readiness is not renunciation,” Amanyire writes. “He should have appeared for vetting after renouncing Canadian citizenship, not while still holding it.”

Amanyire also questions Muganga’s responses during interviews following the vetting.”When asked whether he held two passports, he appeared evasive.” The commentator concludes that Muganga has “sabotaged himself.””If his responses to the committee mirrored his public interviews, then he failed outright. Period.”

THE SECRET RECORDING QUESTION

Another controversy threatening to engulf Muganga revolves around his claim that he possesses recordings of conversations involving members of the Appointments Committee.

Several social media users question how he obtains the recordings.

“Why did you bring recording devices into the meeting?” asks Okello Wilberforce Odembo.”Were you permitted to record?” Others raise concerns about possible legal implications.

Political activist Godwin Agaba wonders whether the recordings could potentially violate privacy, data protection or parliamentary procedures. The unanswered questions only fuel speculation.

“SHOW THE EVIDENCE”

Several prominent voices have urged Muganga to stop trading accusations and instead provide documentary evidence regarding his citizenship status. Among them is Winnie Byanyima, wife of jailed opposition figure Dr. Kizza Besigye. In tweet on X Byanyima called for a calm and factual approach.”If you previously held another citizenship and have since renounced it, then the matter is straightforward. Provide Parliament with documentary proof,” she argues.

“There is no need to allege hatred or raise the political temperature over what is essentially a factual question.”Her comments resonate with many Ugandans who argued that legal requirements should be settled through evidence rather than emotional arguments.

LAWYERS ENTER THE FIGHT

The controversy also attracted legal heavyweights. The Uganda Law Society issued a statement condemning xenophobia and calling for greater transparency in parliamentary vetting processes.The lawyers argued that secretive proceedings risk fuelling ethnic suspicion and undermining public confidence.

Outspoken Uganda Law Society president Isaac Ssemakadde similarly demanded more openness. “Xenophobia in all forms must be combated,” he argues.The legal fraternity’s intervention shifts part of the debate from citizenship to concerns about fairness, transparency and due process.

WAS MUGANGA SINGLED OUT?

One of the biggest questions dominating social media is whether Parliament applies the law consistently. Several commentators point out that other ministerial nominees reportedly possessing dual citizenship are approved after promising to renounce their foreign allegiances.Former Makerere University Vice Chancellor Prof. Venansius Baryamureeba argues that Parliament may be selectively applying the law.

“The issue is not Muganga,” Baryamureeba writes.

“The issue is that Parliament should have rejected all dual citizens appearing before the committee.”He questions why some nominees are approved based on pending renunciation processes while Muganga is rejected.

Veteran journalist and politician Ibrahim Ssemujju Nganda echoed similar concerns.

He argued that if Parliament accepts promises from some nominees, consistency requires applying the same standard to everyone.

SUPPORTERS RALLY BEHIND HIM

Despite the criticism, Muganga also received strong backing. Activist Gideon Nova Kwikiriza accused Ugandans of double standards. He argued that political loyalties often determine how people interpret the law.”If it were someone from the opposition, many people would be accusing the government of lawlessness,” he observes.

Others insisted Uganda should judge leaders based on competence rather than ancestry.Businessman Engineer Immanuel Ben Misagga argued that contribution to national development should matter more than ethnicity.”Let contribution define a man’s deployment, not his ethnicity,” he says.”Judge a man by what he delivers.”

SECURITY QUESTIONS RESURFACE

Adding another layer of intrigue are claims that security agencies may be uncomfortable with Muganga’s appointment. Journalist Scovia Nakamya suggested that past allegations linking Muganga to espionage concerns may have influenced perceptions.

Others argued that Internal Affairs is one of the country’s most sensitive ministries and therefore attracts heightened scrutiny.Herbert Anderson Burora claimed that security reservations may have existed long before the nomination. “Security is not comfortable with him,” he alleges.However, no official evidence has been publicly produced to support such claims.

A NATION DIVIDED

As the social media war intensifies, the Muganga saga evolves far beyond a simple ministerial rejection.It reopens difficult national conversations about citizenship, identity, ethnicity, loyalty, constitutional interpretation and equal treatment under the law.Some see a victim of discrimination. Others see a nominee who simply fails to meet legal requirements.Some accuse Parliament of inconsistency. Others insist the Appointments Committee merely follows the law.

What is clear is that Muganga’s rejection touches a nerve far deeper than cabinet appointments.As allegations continue flying across social media and the promised recordings remain unreleased, the battle shows no signs of ending.For now, the rejected ministerial nominee remains at the centre of Uganda’s most explosive political conversation — one that leaves the country deeply divided and asking difficult questions about who qualifies to serve, who belongs, and whether the same rules truly apply to everyone.
