The public exchange between Local Government Minister Balaam Barugahara and State Minister for Local Government Justine Nameere has exposed tensions that could make cooperation inside the ministry increasingly difficult, with Ugandans on social media already speculating that the two ministers may struggle to maintain a cordial working relationship.

The clash unfolded at a public meeting where Barugahara, visibly irritated by Nameere’s interventions, repeatedly asked his colleague to respect the proceedings and allow him to speak. At one point, he told her bluntly: “For once, respect the meeting.” He also reminded her that he had called the gathering, signalling that he expected to preside over the proceedings without interruption.

The exchange, captured on video and circulated widely online, quickly became a subject of public debate, not only because of the sharp words exchanged but because both officials serve in the same ministry and are expected to work closely in carrying out government programmes.

A Warning Sign Inside the Ministry

Although disagreements among public officials are not unusual, the public nature of the confrontation has raised questions about how the two ministers will manage their working relationship going forward.

Barugahara is the Cabinet minister responsible for Local Government, while Nameere serves as the State Minister. That structure places them in a working arrangement where coordination, mutual respect and clear communication are essential.

The latest incident, however, suggests that personalities and leadership styles could become a recurring source of friction.

Andrew Kyamagero, reacting to the video on X, captured the mood of many viewers. He wrote: “When Hon. Balaam Barugahara said ‘For once respect the meeting’. I felt it. Sometimes, colleagues can irritate.”

His comment reflected the perception among some online users that Barugahara was pushed to the point of frustration.

Dr Sarah Bireete offered a more political interpretation of the confrontation. In a post that quickly attracted attention, she recalled an earlier statement attributed to President Yoweri Museveni, writing: “The President once said he deployed them there to quarrel.” The comment, accompanied by laughing emojis, appeared to suggest that the public disagreement was part of the kind of political drama that observers had come to expect.

Social Media Turns the Clash into Spectacle

The confrontation immediately became entertainment as well as political commentary for many Ugandans online.AIGP (Rtd) Asan Kasingye appeared to offer a practical solution to the apparent tension. He wrote: “May be the two Ministers shouldn’t be doing inspections together. One may stay in the office.”

 

Others took the confrontation as proof of deeper incompatibility. Alexander Ninsiima wrote: “I expected this to happen. It has been long overdue. I knew such moments would come. Let one stay in the office and let the cabinet minister take on the mantle.”

Cruise, posting under the handle @mfn_cruise4, joked about the awkwardness of the situation, saying the two were already “in wrangles” while supposedly working on the same mission.Another user, Christopher, posed a broader political question: “Let them finish what they started. Who sent them there?”

The comments demonstrate how quickly a disagreement among senior officials can escape the confines of government business and become a wider discussion about appointments, leadership and political accountability.

Why Their Relationship Could Become Difficult

The biggest challenge facing Barugahara and Nameere may not be the disagreement itself, but what it says about their respective approaches to authority.

As Cabinet minister, Barugahara occupies the senior political position within the ministry. His public insistence that Nameere allow him to speak and respect the meeting can therefore be read as an assertion of institutional hierarchy.

Nameere, meanwhile, is a minister in her own right and has her own political standing and constituency. That creates the possibility of competing interpretations of authority, especially if either official believes the other is stepping into their space.

That tension could become particularly visible during field inspections, public meetings, political mobilisation and oversight of local governments, where ministers are frequently required to appear together.

The comments of Kasingye and other social media users are therefore revealing. Their suggestion that the two should conduct separate inspections may sound humorous, but it points to a serious administrative concern: repeated public disagreements could undermine the ministry’s image and create confusion among officials and local government leaders about who is directing what.

The Politics of Personality

The episode also highlights the extent to which personal style can shape political relationships.

Barugahara has built a high-profile public image, often communicating directly and forcefully in political and public settings. Nameere has also attracted attention for her outspoken public presence.

When two strong personalities operate within the same institution, disagreements can become more visible and more difficult to contain.

Social media commentary reflected this perception, with some users describing Nameere as difficult to work with while others mocked the confrontation itself. Some of the online remarks crossed into personal attacks and unverified allegations. Those comments, however, should not be mistaken for established facts; they are evidence mainly of the intensity of public reaction.

What matters politically is that the incident has already created a narrative of rivalry.

Will They Find Common Ground?

For now, there is no clear indication that the disagreement represents a permanent breakdown in relations. Public officials frequently disagree and continue working together.

But the incident is a warning that the relationship between the two ministers may require careful management.

If the two can separate personal disagreements from official responsibilities, the tension may eventually prove manageable. If, however, clashes become a regular feature of ministry activities, the consequences could go beyond embarrassment.

A divided leadership at the ministry could affect decision-making, field supervision and communication with local government authorities. Civil servants and local leaders could also find themselves navigating competing instructions or political loyalties.

That is why the latest confrontation matters.

It was more than a heated exchange caught on camera. It offered the public a glimpse into a potentially difficult partnership at one of the government’s most politically sensitive ministries.

For now, social media has turned the incident into jokes, memes and speculation. But unless the two ministers establish clear boundaries and a workable professional relationship, what began as a public disagreement over who should speak could become a much larger battle over authority inside the Ministry of Local Government.

And as Dr Bireete’s comment reminded Ugandans, many will be watching to see whether the two ministers can eventually work together—or whether the ministry itself becomes the stage for an enduring political quarrel.
