Parliament on Thursday descended into an embarrassing spectacle after TikToker-turned-politician and State Minister for Local Government Justine Nameere openly defied Government Chief Whip Dr Ruth Aceng, forcing the Deputy Speaker to intervene in full view of stunned legislators.
The dramatic confrontation unfolded inside the August House after Nameere refused to vacate the microphone even as the presiding officer called for order. As MPs watched in disbelief, Aceng walked over to enforce parliamentary discipline, only for the first-term legislator to angrily resist.
“Get off my waist! I can sit without pushing me by the waist,” Nameere barked at the Government Chief Whip as the heated exchange echoed across the chamber. Aceng, visibly irritated by the minister’s defiance, fired back.
“You do not remain standing when the Speaker is speaking. Sit down immediately,” the Government Chief Whip ordered.
The confrontation briefly disrupted proceedings as MPs looked on, some visibly amused while others appeared shocked by the unprecedented public disagreement between two senior government officials.
Deputy Speaker Steps In
With tensions rising, the Deputy Speaker quickly intervened to restore calm. Addressing Nameere, the Chair repeatedly urged the minister to cool down and comply with parliamentary rules, telling her to remain calm and take her seat so that business could continue.
The intervention eventually ended the confrontation, with Nameere reluctantly backing down.
Although the incident lasted only a few moments, it instantly became one of the most talked-about scenes of the new 12th Parliament, with video clips spreading rapidly across social media.
A Rookie Mistake?
Political observers say the embarrassing exchange exposed the inexperience of one of Parliament’s newest faces.
Nameere, who rose to prominence as a social media influencer before winning election and later being appointed State Minister for Local Government, is making her debut in the House.
Under Parliament’s Rules of Procedure, MPs are expected to observe strict decorum. Members must immediately comply with directions from the presiding officer, while the Government Chief Whip is mandated to maintain discipline among government legislators.
Veteran MPs say confronting the Chief Whip on the floor of Parliament is almost unheard of.
“This House operates on procedure and discipline. Once the Chair speaks, every member is expected to comply,” one parliamentary source said after the incident.
Social Media Explodes
The confrontation quickly spilled onto X (formerly Twitter), where Ugandans roasted the first-time MP, accusing her of lacking parliamentary etiquette.

Political commentator Ivan Tukundane wrote: “Nameera seems to think her arrogance will be accommodated in Parliament. However, there is something called decorum. She should take time to understand and observe proper parliamentary conduct; otherwise, she is only embarrassing herself without even realizing it.”Another user, Stephen Kyambadde, predicted more fireworks. “This is just the beginning, there’s more drama we are yet to witness.”
God’s Favourite condemned the minister’s conduct. “That lady is indiscipline to the point of not even listening to the Government Chief Whip. Very disrespectful.”
Constantine Mwesige reminded MPs why Parliament is referred to as an honourable House.”Our MPs should first establish why they are called Honourable Members of Parliament. Respect is key in the August House.” Katabs Andrew said the incident vindicated earlier criticism of Nameere.
“When Hon. Nambooze jokingly said Hon. Nameere didn’t seem to understand the roles of the ministry she was appointed to, many laughed it off. But today the irony is that the person who needs guidance most seems least willing to receive it.” Others questioned whether Nameere fully understood the role of the Government Chief Whip.
“Does she know the role of the Government Chief Whip?” asked Hon. Ashimeal Mbago.
Supporters Defend Her

Not everyone condemned the minister. Some supporters argued that Aceng should not have physically attempted to guide Nameere away from the microphone.
Others insisted the minister merely objected to being held by the waist rather than refusing to obey Parliament.However, critics maintained that the issue was never about physical contact but about respecting parliamentary authority.
Chief Whip’s Tough Job
The Government Chief Whip occupies one of the most powerful organisational positions in Parliament.Among other responsibilities, the Chief Whip ensures government MPs observe discipline, attend sittings, support government business and comply with directions from the Speaker.
Failure to heed those instructions often attracts criticism from fellow legislators and the public alike. Political analysts say Thursday’s confrontation placed Dr Aceng in an awkward position, as she was compelled to publicly discipline a minister serving in the same government.
More Drama Ahead?
The 12th Parliament is only beginning its term, yet observers believe the Nameere-Aceng confrontation may be an early indication of turbulent sessions ahead.

Several first-time legislators have already attracted attention for their outspoken style, but parliamentary veterans warn that the chamber operates under long-established traditions where respect for procedure takes precedence over personal emotions.
Whether Nameere’s dramatic debut was simply a rookie mistake or the beginning of a more confrontational political style remains to be seen.For now, however, one thing is certain: the fiery exchange between the TikTok star turned minister and the Government Chief Whip has become the first major floor drama of Uganda’s new Parliament—and one that many MPs are unlikely to forget anytime soon.
