Communications and Human Resource chiefs replaced as IGG investigations tighten grip on senior parliamentary officials over alleged embezzlement and money laundering.
The corridors of Parliament were thrown into uncertainty after two of the institution’s most senior directors were relieved of their duties as investigations into an alleged multi-billion-shilling corruption scandal gathered momentum.The Investigator has established that Chris Ariko Obore, the Director of Communications and Public Affairs, has been removed from his position pending investigations into allegations of embezzlement and financial misconduct.
At the same time, Daniel Adilo, the Director of Human Resources, has also been asked to step aside over separate allegations involving billions of shillings in suspected misappropriated public funds.The latest developments mark one of the biggest administrative shake-ups to hit Parliament in recent years.
Obore Shown the Exit
According to highly placed sources within Parliament, Obore has been relieved of his duties following investigations by the Inspector General of Government (IGG) into alleged abuse of public funds within the Directorate of Communications and Public Affairs.
Sources told The Investigatorthat Obore has been replaced in an acting capacity by Grace Gidudu, who immediately assumes responsibility for the department as investigations continue.
“Obore has been replaced by Grace Gidudu on acting capacity,” a source familiar with Parliament’s Human Resource affairs disclosed. Although Parliament is yet to issue an official communication regarding the changes, insiders say the decision was taken to allow investigations to proceed without interference.
Shs5.2-Billion Embezzlement Allegations
Investigators accuse Obore of embezzling Shs5.253 billion between 2023 and May 2026.According to sources familiar with the investigations, he allegedly abused his position and access to public funds to divert money meant for official parliamentary activities.
The alleged financial irregularities are said to have been uncovered during ongoing investigations into Parliament’s financial operations.Officials say investigators are scrutinising payment records, financial approvals and expenditure documents as they seek to establish how the funds were processed and eventually spent.
Linked to Wider Shs10.8-Billion Scheme
The allegations against Obore extend beyond the Shs5.253 billion said to have been misappropriated from his department.
Sources indicate that he has also been linked to a wider Shs10.893 billion scheme involving several senior Parliament officials.The officials are alleged to have processed, approved and received payments that investigators now believe constitute proceeds of crime.
The offences under investigation reportedly include embezzlement, money laundering and causing financial loss to government. Investigators are expected to determine the role played by each individual before any formal criminal charges are preferred.
Human Resource Boss Also Removed
The administrative changes did not stop with the Communications Directorate.
The Investigator has further established that Daniel Adilo, the Director of Human Resources, has also been relieved of his duties.Multiple sources confirmed that Adilo was asked to step aside as investigations into alleged financial impropriety continue.
Parliament has since appointed Masereka Benson Oniz to head the Human Resources Directorate in an acting capacity.According to sources, Oniz was transferred to Parliament on the request of former Speaker Anita Annet Among and has been serving within the institution before assuming his new responsibilities.
Shs14.6-Billion Under Investigation
Adilo is accused of embezzling Shs14.608 billion, according to information obtained by The Investigator.Investigators are examining transactions processed through the Human Resources Directorate to determine whether public funds were fraudulently paid out.
The Human Resources department plays a crucial role in staff recruitment, payroll administration, promotions and employee welfare, making the allegations particularly significant.Officials familiar with the investigations say forensic auditors are reviewing payment vouchers, payroll records and approval documents.
Named in Broader Corruption Probe
Apart from the alleged Shs14.608 billion embezzlement, Adilo has also been named among officials linked to the wider Shs10.8 billion case involving senior Parliament administrators.
Investigators suspect that several officials participated in processing, approving and receiving payments now believed to be proceeds of crime.The investigations are expected to determine whether the alleged payments were authorised through fraudulent documentation or in breach of established government financial procedures.
Parliament Under Intense Scrutiny
The removal of the two directors underscores the increasing pressure facing Parliament over the management of public resources.The Inspector General of Government has in recent months intensified investigations into allegations of corruption involving senior government officials across several institutions.
Parliament has emerged as one of the institutions attracting significant attention following reports of irregular financial transactions involving billions of shillings.Sources say investigators continue to analyse financial records while interviewing key witnesses connected to the alleged schemes.
Leadership Moves to Ensure Continuity
Despite the ongoing investigations, Parliament is keen to ensure that normal operations continue.The appointment of Grace Gidudu and Masereka Benson Oniz in acting capacities is intended to maintain continuity within two of Parliament’s most critical directorates.
The Communications Directorate is responsible for Parliament’s public relations, media engagement and dissemination of official information, while the Human Resources Directorate oversees staffing, recruitment and personnel management.
Officials believe the acting appointments will ensure uninterrupted service delivery while investigations proceed.
Silence from Parliament and the Accused
By press time, Parliament had not issued an official statement confirming the administrative changes or explaining whether the affected officials had been suspended, interdicted or reassigned.Similarly, neither Chris Obore nor Daniel Adilo had publicly responded to the allegations or commented on their reported removal from office.
The Inspector General of Government had also not publicly announced any criminal charges arising from the investigations.However, sources familiar with the probe insist that investigators are making steady progress and that further administrative and legal action could follow as more evidence is gathered.
More Heads Could Roll
With investigations still ongoing, insiders say the latest shake-up may only be the beginning of wider changes within Parliament’s administration.
As forensic investigators continue tracing billions of shillings in suspected fraudulent payments, more senior officials could find themselves under scrutiny.
For now, the removal of Chris Obore and Daniel Adilo signals Parliament’s determination to respond to the growing corruption scandal while allowing investigators to establish the full extent of one of the institution’s biggest financial probes in recent years.
