A dramatic confrontation at a government anti-corruption event in Masaka City has thrust State Minister for Local Government Justine Nameere into the spotlight after a coffee farmer publicly accused her of taking coffee seedlings worth Shs156 million during the recently concluded General Elections without paying for them.

The incident unfolded during an operation led by Minister Nameere and her boss Balaam Barugahara, where local officials were being grilled over allegations of corruption and misuse of government funds.

However, the event took an unexpected turn when a visibly agitated woman stormed the gathering and demanded payment for what she claimed were coffee seedlings supplied to Nameere’s campaign team.

The confrontation left government officials and members of the public stunned as the woman insisted she had waited months without receiving payment.

“She came to my farm and ordered coffee seedlings worth Shs156 million. She used them during her campaigns, but up to now she has never paid me. She is here pretending to fight corruption, yet she has failed to pay me,” the woman shouted before the gathering.

Witnesses said the woman repeatedly demanded that the minister settle the outstanding debt instead of portraying herself as a champion against corruption.

The unexpected outburst briefly overshadowed the anti-corruption campaign, with many in attendance turning their attention from the arrests to the heated exchange.

Security Holds Back Angry Farmer

Videos circulating on social media show the visibly emotional woman attempting to press her case directly before the ministers.

At one point, Minister Nameere appeared uncomfortable as she gestured to her security personnel, signaling them not to aggressively remove the woman despite the charged atmosphere.

Those present said Barugahara watched the unfolding drama as officials tried to calm the situation before proceedings resumed.The confrontation has since become one of the most discussed political moments on Ugandan social media.

Allegations Date Back Several Months

According to social media users familiar with politics in Masaka, the dispute is not new. X user Earl J (@chibuuka) claimed the matter has been known locally since January.”This issue has been ongoing since January. Banna Masaka know about it very well. The woman’s coffee seedlings were taken by NRM candidates, including the woman MP,” he posted.

Although the allegations have circulated for months, the public confrontation marked the first time the farmer confronted the minister during an official government function.The farmer alleged that Nameere personally visited her farm before placing the order for coffee seedlings, which were later distributed during election campaigns.

She maintained that despite repeated demands, payment has never been made.

Irony of an Anti-Corruption Campaign

The incident has generated considerable discussion because it occurred during an exercise intended to expose corruption and ensure accountability in local government.

Earlier in the day, Minister Nameere had participated in operations targeting local leaders accused of misusing funds under the Parish Development Model (PDM).

Among those arrested was a local chairperson accused of misappropriating approximately Shs42 million meant to benefit residents under the government poverty alleviation program.

Supporters of the operation praised the ministers for taking action against alleged abuse of public funds.

However, the coffee farmer’s accusations quickly shifted public attention from the arrests to questions about the minister herself. Several commentators argued that public officials must also be willing to answer allegations made against them.

Social Media Erupts

The dramatic confrontation sparked widespread debate online, with many Ugandans questioning whether public officials should be held to the same standards they demand of others.

Political commentator Jim Spire Ssentongo suggested the incident had undermined the anti-corruption campaign.

“Now every thief embarrassed earlier is smiling,” he posted. Another user, Pius Jadwar, criticized what he described as exploitation of ordinary citizens. “This woman from Masaka Nyendo-Mukungwe is demanding her money from Nameere, claiming that Nameere took her coffee. The rich exploiting the poor is unacceptable.”

Others questioned why the woman was allegedly prevented from fully expressing her grievances before the gathering.

Social media user Magezi David William criticized attempts by security personnel to remove her from the stage, arguing that she deserved an opportunity to be heard.

Political Reactions Mixed

Not all commentary focused on the allegations themselves. Some users praised Minister Nameere for reportedly resisting political pressure in another matter involving the alleged misuse of Parish Development Model funds.

Posts circulating online claimed she declined requests to release a local official accused of misusing government money. Those claims could not immediately be independently verified.

The incident has nevertheless added another layer to an already politically charged anti-corruption campaign.

A Reputation Built on Fighting Corruption

Minister Nameere has in recent months positioned herself as one of government’s outspoken voices against corruption and abuse of public resources.She has participated in several operations targeting officials accused of embezzlement and misuse of government funds, particularly under the Parish Development Model.

Her supporters argue that she has demonstrated courage by confronting corrupt officials regardless of political affiliation.

Critics, however, say the allegations made by the coffee farmer raise questions about consistency and accountability.They argue that public confidence in anti-corruption initiatives depends on those leading them also being beyond reproach.

No Official Response Yet

By press time, Minister Nameere had not publicly responded to the specific allegations that she received coffee seedlings worth Shs156 million without paying for them.

It also remains unclear whether the dispute has been reported to police or whether either party intends to pursue the matter through the courts. Without an official response from the minister, the allegations remain unproven.

The woman, however, appeared determined to continue pursuing payment, insisting publicly that she would not relent until she received what she claims she is owed.

Accountability in the Public Eye

The confrontation has once again demonstrated how political events can quickly become platforms for ordinary citizens seeking answers from public officials.

Whether the matter is ultimately resolved privately or through legal channels, the dramatic encounter has already left a lasting impression on the public.

For many observers, the symbolism was difficult to ignore.

An event intended to expose alleged corruption among local officials instead ended with one of the government’s own anti-corruption campaigners facing serious accusations from a citizen demanding accountability.

As the debate continues, attention is likely to focus on whether the minister responds to the allegations and whether the coffee farmer’s claims are substantiated through documentary evidence or any future legal proceedings.
