A quiet political storm is gathering around Local Government Minister Balaam Barugahara Ateenyi, whose aggressive nationwide campaign against corruption has reportedly attracted the attention of the security establishment and triggered warnings from members of his family and inner circle that he may be rising too fast and becoming “too popular” for his own political safety.
The Investigatorhas learnt from impeccable sources familiar with the discussions that security briefs have allegedly been compiled on the minister, with some of the concerns reportedly finding their way to the highest levels of government.
At the centre of the anxiety is not an accusation that Balaam has declared political ambitions. Rather, it is the speed with which his public profile has grown since President Yoweri Museveni appointed him Minister for Local Government.
His friends and relatives are said to have cautioned him to slow down, arguing that his visibility, extensive travels, public rallies and increasingly personalised anti-corruption campaign could inadvertently create the perception that he is building an independent political power base.
One family friend, speaking on condition of anonymity, put the warning bluntly: “Balaam needs to reduce the speed. He might get to be misunderstood.”
The concerns come at a time when Balaam’s profile has risen dramatically across the country following his decision to take the Local Government Ministry out of the office and into the field.
Since taking over the ministry, Balaam has embarked on a countrywide inspection campaign targeting alleged corruption, abuse of office, poor service delivery and mismanagement of public resources.
The Ministry officially launched the nationwide campaign in Bulambuli District in July under the banner “Expose and Fight Corrupt Officials in Local Governments.”Balaam told residents that government had not gone to Bulambuli“for flowers” but to work.
The campaign has subsequently seen officials interdicted, ordered to step aside and, in some cases, arrested following allegations of corruption and maladministration.
In Bulambuli, several officials were interdicted after concerns were raised during a meeting convened by Balaam, with investigations involving the State House Anti-Corruption Unit and other agencies.
In another case, Balaam directed the Jinja District Chief Administrative Officer (CAO), Lilian Nakamatte, to step aside while allegations of corruption and maladministration were investigated.
And in Bulambuli, two officials were later arrested and taken before the Anti-Corruption Court after Balaam ordered action in relation to alleged irregularities involving construction of latrines. These actions have transformed the former music promoter into one of the most visible ministers in the new Cabinet.
From Bulambuli To Kotido
Balaam’s strategy is simple but politically powerful. Instead of spending most of his time behind a ministerial desk in Kampala, he has travelled to districts, inspected government projects, summoned local officials, listened to residents and demanded explanations for missing or poorly implemented government programmes. The approach has generated instant visibility.
From Kabaale to Kotido and Arua, Balaam’s name has increasingly become familiar to ordinary citizens, including communities that previously had little reason to know who the Local Government Minister was.
His popularity, according to people close to him, has been particularly boosted by the perception that he is confronting corruption without fear or favour. The minister has also cultivated a distinctive style. During his district tours, he does not simply inspect projects and leave.
In several places, his official engagements have been followed by evening gatherings where residents meet him in a more relaxed environment, with music, food and entertainment forming part of the interaction.
To his supporters, this is simply Balaam being Balaam — a former music promoter who understands crowds and knows how to communicate with ordinary Ugandans.
To his critics and, reportedly, some security officials, however, the gatherings raise a different question: Is a minister simply popular, or is he beginning to build a political machine? That distinction is at the heart of the concerns reportedly contained in security briefings.
Sources familiar with the alleged assessment say security officials are particularly interested in the manner in which Balaam’s name is being marketed directly to communities.
The argument, according to the sources, is that repeatedly arriving in a district, addressing large gatherings, inspecting projects, exposing officials and then remaining behind to socialise with residents creates a level of personal identification that goes beyond the ordinary visibility of a government minister.
The sources insist that the concern is not necessarily that Balaam has begun mobilising politically, but that his style could create that perception.
The “Outshining The Master” Question
The concerns are being interpreted by Balaam’s friends through an old political principle: never outshine the master. The idea is that an ambitious subordinate must be careful not to make the person above him feel politically threatened, overshadowed or diminished. In Uganda’s highly personalised political system, the principle carries particular weight. President Museveni has built his political authority over decades, while Gen Muhoozi Kainerugaba, his son and Chief of Defence Forces, has emerged as one of the most prominent figures in the country’s political conversation.
Against that background, friends reportedly fear that Balaam’s rapidly expanding popularity could be misinterpreted if it continues unchecked. The irony is that Balaam has repeatedly presented his work as an extension of Museveni’s own agenda.
At the launch of the anti-corruption campaign, he explicitly invoked the President, telling citizens that Museveni wants a Uganda in which citizens benefit from government programmes. Yet political perception can sometimes move faster than political intention.
A minister may be implementing a presidential programme, while the public begins associating the programme primarily with the minister carrying it out. That is reportedly what has alarmed some of Balaam’s friends including yours truly.
The Second Warning: Say Less
Another principle being quietly invoked by those advising the minister is equally straightforward: always say less than necessary. The argument is that political careers can be damaged not only by what politicians do, but also by what they say. Balaam is known for his energetic public appearances and unusually direct communication style.
His background in entertainment has made him comfortable before crowds, microphones and television cameras. But friends reportedly believe that the same qualities that have helped him connect with ordinary Ugandans could become liabilities if his public profile continues to expand.
The advice, according to sources, is for him to allow his work to speak for itself, reduce unnecessary political commentary and avoid giving the impression that he is campaigning for an office he has not sought. And Balaam appears keen to make precisely that point.
And only last night while appearing on NTV’s Bigambo Tebita, the minister reportedly rejected suggestions that he is interested in politics beyond his current responsibilities or that he intends to run for president. “I am not a politician and nor am I interested in running for presidency,” Balaam said. That statement is important because it directly addresses the speculation surrounding his rising profile. His supporters say there is nothing unusual about a minister becoming popular by doing his job effectively.
His critics, however, argue that Ugandan politics has historically been sensitive to officials who develop strong personal followings independent of established political structures.
The Anita Among Parallel
The political sensitivity of such denials is illustrated by another recent case. Former Speaker of Parliament Annet Anita Among has also publicly denied harbouring presidential ambitions.
Early this year Daily Monitorreported that Among dismissed allegations that she intended to contest for the presidency in 2031.
The comparison does not establish any connection between Among and Balaam, nor does it suggest that Balaam faces the same political circumstances. But it illustrates how statements denying presidential ambitions can themselves become part of Uganda’s political conversation.
For Balaam, the question is whether his insistence that he has no presidential ambitions will be enough to quiet the speculation surrounding his rising public profile.
The Man Who Left The Office
There is another factor making Balaam’s case unusual. Officials close to the Local Government Ministry say he has spent extraordinary amounts of time in the field since assuming his new portfolio. His appointment came at a moment when the ministry was already facing significant challenges involving allegations of recruitment irregularities, procurement problems, misuse of public funds and weak service delivery. Rather than settling into a conventional ministerial routine, Balaam immediately adopted a field-based approach. The Bulambuli campaign was the first major demonstration of this strategy. From there, the campaign expanded into other districts. In Fort Portal City, for example, Balaam confronted local authorities over garbage mismanagement and called for disciplinary action against officials responsible for waste management.
The message is consistent: government officials must deliver, and those who fail should face consequences. The minister’s supporters argue that this is precisely what Ugandans have been demanding for years.
Why, they ask, should a minister who is finally visiting districts, inspecting projects and demanding accountability be accused of building a political base? That is the central defence of Balaam’s camp.
Popularity Versus Political Ambition
There is also an important distinction between popularity and political ambition. Balaam’s popularity did not begin with his appointment to Local Government. Before becoming a minister, he was already a prominent businessman, music promoter and events organiser with strong connections in entertainment and business circles.
His public profile subsequently grew through his ministerial appointment and his visibility in government programmes. Yet his decision not to contest a parliamentary seat before the recent General Elections remains significant.
In Bunyoro, political players had expected that Balaam could appear on the ballot for one of the constituencies in Masindi. He did not. Despite his popularity in the region, the former music promoter stayed away from the parliamentary contest.
That decision could be interpreted in two completely different ways. To supporters, it demonstrates that Balaam is not obsessed with elective politics. To political observers, it may simply mean that he prefers to build influence outside Parliament.
For now, there is no publicly established evidence that Balaam is preparing a presidential campaign or creating a formal political organisation. His own public statements point in the opposite direction.
What Security Is Watching
The alleged security concern therefore appears less about an announced ambition and more about trajectory. How popular can a minister become before his popularity becomes politically uncomfortable?
How much time can a minister spend addressing mass gatherings before his public engagements begin to resemble political mobilisation? And how much personal branding can accompany a government programme before citizens begin associating the programme more with the minister than the President who authorised it?
Those are questions that cannot be answered simply by counting crowds. But they explain why Balaam’s friends are reportedly asking him to slow down. The third principle being invoked is the warning against building a fortress around oneself.
For Balaam, this may mean maintaining strong relationships with colleagues, party structures, senior political figures and, above all, the leadership under which he serves.
The message from his friends appears to be that visibility is useful, but political longevity requires restraint.
Balaam’s Political Dilemma
For now, Balaam appears caught between two competing realities. The first is that President Museveni needs ministers who can take government programmes to the people and demonstrate results.
The second is that a minister who becomes exceptionally popular while doing so can attract a different kind of attention.
Balaam’s anti-corruption campaign has undoubtedly generated visibility. The Ministry of Local Government itself describes the initiative as a nationwide effort to expose corruption and strengthen accountability, while independent reporting confirms that the campaign has already resulted in interdictions, investigations and arrests.
The political question is whether that visibility will remain an asset or eventually become a liability. For Balaam, the safest answer may be the one his friends have reportedly already given him: slow down, remain loyal, let the President take the credit and remember that political power is as much about knowing when to speak as it is about knowing when to remain silent.
For now, however, the minister shows no sign of abandoning his field campaign. And therein lies the paradox. The very campaign that has made Balaam one of the most visible ministers in the country is also the campaign that, according to the alleged security assessments, has put his rising profile under scrutiny.
Whether the concerns amount to a genuine security assessment, political jealousy or simply nervous friends trying to protect a man whose star is rising remains unclear.
What is clear is that Balaam has moved from being a minister people knew mainly because of his entertainment background to becoming a household name in communities he visits.
The question now is whether he can remain popular enough to deliver for government, but not so politically prominent that his popularity begins to overshadow the masters he serves.
Thirty Questions Security, Parliament and NRM Must Answer
The rapid rise of Local Government Minister Balaam Barugahara has triggered questions about the political, financial and administrative dimensions of his nationwide anti-corruption campaign. Rather than presenting allegations as established facts, the following questions should guide an investigation by Parliament, security agencies, the Auditor General and other competent authorities.
- Is Balaam genuinely working for government — or is there a bigger political project?
Is Balaam genuinely implementing President Museveni’s Local Government agenda, or is his nationwide campaign serving a broader political project?
Who conceived the current nationwide anti-corruption operation in local governments — Balaam himself, the Local Government Ministry, State House, the CDF Gen Muhoozi Kainerugaba, or another office?
What specific mandate was Balaam given when he embarked on the countrywide field operations?
Who funds the minister’s extensive movements, rallies, media engagements, entertainment and mobilisation activities?
Is there a written budget for the operation, and who approves expenditure?
- The company question
Why is Balaam’s private company reportedly involved in providing public-relations and publicity services around government activities?
Is Balaam’s company providing these services free of charge, and if so, why?
Can a serving minister lawfully use his own private company to provide services connected to his official government work, even where no money changes hands?
Has the Inspectorate of Government examined whether such an arrangement creates an actual or perceived conflict of interest?
Has the Public Procurement and Disposal of Public Assets Authority examined the arrangement to establish whether procurement rules, conflict-of-interest provisions or public-resource regulations have been breached?
If Balaam’s company is providing free services, who pays for staff, vehicles, equipment, accommodation, media production, publicity and other operational costs?
Could providing services to government through a company owned or controlled by a serving minister amount to an undeclared benefit or conflict of interest?
Has Balaam formally declared his interests in the company in accordance with the leadership and anti-corruption laws?
- The mysterious “pre-team”
Who makes up the team reportedly travelling to districts ahead of Balaam’s arrival?
Who recruited and pays this advance team?
What exactly does the team do before the minister arrives?
Does the team mobilise crowds, identify corruption cases, prepare local officials, organise media coverage or select beneficiaries for the minister to meet?
Does the advance team maintain a database of people who attend Balaam’s meetings or benefit from his interventions?
How much has the pre-team’s operation cost taxpayers, private sponsors or other financiers?
Is the team formally attached to the Ministry of Local Government, State House, the NRM, Balaam’s private interests or another institution?
If the operation is a government programme, why has the public not been given a clear institutional structure, budget and accountability framework?
- Results versus publicity
How much money has Balaam actually recovered since launching the anti-corruption campaign?
How many officials have been arrested, interdicted, prosecuted and convicted as a direct result of the minister’s interventions?
How many of those arrested remain in prison, and how many cases have collapsed?
How much government money has actually returned to the Consolidated Fund or affected local-government budgets?
What independent mechanism verifies the minister’s claims about corruption discoveries and recoveries?
How many of the cases identified during Balaam’s field visits have resulted in successful prosecutions?
Is the campaign producing measurable improvements in service delivery, or is its biggest measurable outcome Balaam’s growing personal visibility?
Where are the audited figures showing the financial impact of the campaign?
- Is Balaam building a political brand?
Why has a Local Government Minister become one of the most recognisable personalities in districts across the country within such a short period?
Is Balaam’s unusually high visibility simply the result of effective public service, or is he deliberately building a nationwide political profile?
Why do official district visits frequently end with music, entertainment, food and informal gatherings featuring the minister?
Who pays for those evening events?
Are government resources being used to create a political personality brand around a serving minister?
Is Balaam using the anti-corruption campaign to test his popularity across Uganda ahead of a future political project?
If he has no political ambitions, why has his public-relations operation become so extensive?
Why did Balaam decline to contest a parliamentary seat despite earlier speculation that he could contest in Masindi?
Was staying away from elective politics a deliberate decision to build influence outside Parliament?
- The Muhoozi factor
Is Balaam’s rise beginning to compete with the political visibility of Gen Muhoozi Kainerugaba?
Could Balaam’s popularity become politically uncomfortable for those promoting the Muhoozi succession project?
Is the alleged security concern about Balaam really about corruption fighting — or about the speed at which he is developing a personal following?
Who benefits politically from Balaam’s rising popularity?

Why has Balaam succeeded in connecting with ordinary Ugandans where many senior government officials have struggled?
Has he discovered a political formula that speaks directly to citizens’ anger over corruption, poor roads, poor health services, unemployment and weak local-government service delivery?
Why did the NRM government take decades to confront some of the service-delivery failures that Balaam is now using as the centrepiece of his public campaign?
Is Balaam’s popularity evidence that ordinary Ugandans are desperate for someone to listen to them?
Has the government inadvertently created Balaam’s popularity by allowing corruption and poor service delivery to become such dominant public grievances?
If Balaam’s popularity is genuinely approaching the levels being claimed by his supporters, what explains the dramatic rise?
- The central political question
The biggest question may therefore not be whether Balaam is corrupt or politically ambitious. Those are matters that require evidence and investigation.
The bigger question is this:
Has President Museveni found in Balaam an effective new messenger for a government struggling to reconnect with ordinary Ugandans — or is Balaam independently building a political constituency that could eventually become bigger than the office he currently occupies?
And there is an even more consequential question for the ruling establishment:
If Balaam’s popularity is rising because he is confronting the very problems that have frustrated Ugandans for decades, who should be worried — Balaam, Gen Muhoozi, or the political system that allowed those grievances to accumulate in the first place?
Until the financial records, operational structures, arrest figures, recoveries and political sponsorship behind the campaign are made public, the answers remain contested.
But one thing is already clear: Balaam’s anti-corruption campaign has become much bigger than a series of district inspections. It has become a political story in its own right.
