What began as an ambitious plan by Inspire Africa founder Nelson Tugume to bring Hollywood star Tyrese Gibson to Uganda has, according to sources familiar with the matter, turned into an uncomfortable political and administrative saga involving the State House, the First Family, the Uganda Tourism Board (UTB) and Chief of Defence Forces Gen Muhoozi Kainerugaba.

The Investigator has established that Tugume and his team had initially planned to make Gibson the star attraction of an Inspire Africa event that was to include a marathon and other activities promoting Uganda. The plan was publicly marketed. Posters circulated announcing Gibson’s expected appearance in Uganda, with publicity suggesting that the American actor and singer would participate in the marathon as the chief runner.

But behind the scenes, the project allegedly triggered resistance at the highest level. Museveni reportedly opposed the expensive celebrity project. Sources familiar with the developments told The Investigator that President Yoweri Museveni was unhappy with the proposed expenditure associated with bringing the American celebrity to Uganda.

According to the sources, the President questioned the wisdom of spending heavily on an international celebrity event at a time when Tugume’s wider activities were increasingly being linked to coffee production and investment. The sources further claim that Museveni communicated his displeasure and that the matter eventually reached First Lady Janet Museveni.

The First Lady, according to the same sources, subsequently convened discussions in which Tugume was advised to reconsider the proposed Gibson trip. The pressure reportedly came at a particularly sensitive moment because Tugume had already made financial commitments towards the American star’s visit.

Rather than abandon the project outright, however, sources say Tugume maintained that Gibson would still come to Uganda. This created what insiders describe as a delicate balancing act: how could the celebrity visit proceed without appearing to contradict the President’s position?

The UTB intervention

It was at this point, according to sources, that Tugume and his associates explored a new route.The proposed solution was to shift the public ownership and branding of the Gibson visit away from Inspire Africa and place it within a broader tourism and coffee-promotion campaign.

The Uganda Tourism Board, headed by CEO Juliana Kagwa, was reportedly approached. Sources familiar with the discussions allege that Kagwa was presented with a proposal under which UTB would take ownership of the public-facing project while Inspire Africa would continue meeting the costs associated with Gibson’s visit. The arrangement, if accurately described, would fundamentally change the appearance of the project.

What had initially been promoted as an Inspire Africa event featuring a Hollywood celebrity could now be presented as a government-backed tourism and coffee campaign. “The deal was presented to Kagwa and she accepted it,” a source familiar with the discussions told The Investigator.

The source claimed that the political connections surrounding the project made it difficult for Kagwa and her team to reject. However, The Investigator has not independently verified the precise terms of any agreement between Inspire Africa and UTB, including the alleged financial obligations of either party.

Tugume reportedly changed the narrative

According to insiders, Tugume subsequently sought to reassure the President that he had abandoned the Gibson project and was instead concentrating on coffee production and the expansion of the Africa Coffee Park in Ntungamo.

That reassurance, sources allege, was significant because Tugume has benefited from political goodwill around his coffee initiatives. The Africa Coffee Park has been promoted as part of efforts to expand Uganda’s coffee value chain, increase domestic consumption and showcase coffee production to visitors. But the Gibson project was allegedly continuing behind the scenes. This is where the saga took a more explosive turn.

Muhoozi reportedly gets wind of the deal

Sources told The Investigator that Gen Muhoozi Kainerugaba subsequently became aware of the alleged arrangement involving Tugume, UTB and Gibson.

According to the sources, Muhoozi was angered by what he perceived as an attempt to proceed with the celebrity project after the President had reportedly been told that the plan had been abandoned. One source claimed that Muhoozi brought the matter to Museveni’s attention. “CDF reported to President Museveni that Tugume had lied to him and gone ahead with the project,” the source alleged.

Muhoozi’s X post adds to the intrigue

On the day Gibson arrived in Uganda, Muhoozi returned to X with a message that, according to people familiar with the dispute, was interpreted as part of the unfolding confrontation.

The timing was striking because Gibson’s arrival had been officially presented not as an Inspire Africa celebrity event, but as part of a government-supported coffee tourism initiative. The official narrative described Gibson as arriving for a three-day visit following an invitation from the Government of Uganda and private-sector partners. His programme included the launch of Explore Uganda Coffee Tourism, a campaign involving UTB, Kampala Capital City Authority, the Ministry of Foreign Affairs and the Africa Coffee Park.

He was also scheduled to visit the Source of the Nile, participate in coffee-tree planting and meet coffee farmers in Western Uganda. A meeting with President Museveni was also listed on his itinerary. The new narrative effectively transformed the visit from a celebrity appearance at an Inspire Africa marathon into an international tourism and coffee-promotion exercise.

From marathon star to coffee ambassador

The change in messaging is at the heart of the controversy. Earlier publicity reportedly presented Gibson as the headline attraction and chief runner for Inspire Africa’s festivities. The subsequent official messaging instead placed coffee tourism at the centre of the visit. That raises a fundamental question: Was the coffee-tourism campaign conceived independently, or was it developed as a vehicle to salvage an already-financed celebrity visit? Sources familiar with the matter insist the latter is the case.

They allege that Inspire Africa remained financially committed to Gibson even after Tugume had reportedly told the President that the original project had been dropped. Those claims, however, require documentary confirmation.

Why the dispute matters

Beyond the celebrity spectacle, the episode raises broader questions about the intersection of government institutions, politically connected private initiatives and public resources. If Inspire Africa privately financed Gibson’s visit, the key question becomes why government agencies subsequently assumed public ownership and branding of the programme.

If public resources were involved, questions would arise over procurement, approvals, accountability and the precise nature of the partnership. And if no public money was spent, officials would still need to explain the institutional basis upon which government agencies became partners in what had initially been promoted as a private-sector initiative. The Investigator understands that these questions are now attracting attention within government circles.

The bigger Inspire Africa question

The Gibson controversy also places a spotlight on Inspire Africa’s relationship with the political establishment. Tugume has positioned his initiatives around coffee, youth empowerment, tourism and investment, while maintaining close links to influential figures.

The Africa Coffee Park in Ntungamo has been presented as an important platform for coffee promotion and value addition. The latest controversy, however, threatens to overshadow that message.

Instead of focusing solely on coffee farmers and Uganda’s tourism potential, attention has shifted to who financed Gibson’s trip, who authorised the programme, who changed its branding and whether senior political figures were properly informed. For now, Gibson is in Uganda, and the official government narrative is clear: he is here to promote coffee tourism and Uganda as a destination for international visitors and investors.

But behind that carefully crafted public message lies a far more complicated story. The Investigator’s sources insist that the celebrity visit was originally an Inspire Africa project, that political resistance threatened to kill it, and that the programme was subsequently repackaged through a government tourism campaign. The crucial unanswered question is whether this was simply an ingenious way of rescuing a privately funded international publicity campaign—or whether the repackaging crossed the line into misleading the country’s highest political leadership. That is the question now hanging over Inspire Africa, UTB and the people who made the Tyrese Gibson visit possible.
