RUGYENDO AS PRINCIPAL PRESS SECRETARY TO 12TH SPEAKER: HIS JOURNEY TO AUGUST H`SE: After Decades Of Journalism, Media Entrepreneurship, Academia and Football Administration, He Takes Charge of Speaker Mouthpiece Office.

Veteran journalist, media entrepreneur and scholar Dr Arinaitwe Deogratious Rugyendo has been appointed Principal Private Press Secretary to the Speaker of Uganda’s 12th Parliament, marking a major new chapter in a career that has spanned journalism, media entrepreneurship, academia and sports administration.

Rugyendo, a familiar face in Uganda’s media and public affairs circles, brings to the parliamentary leadership a career built from the newsroom, where he started as a young journalist in the late 1990s, to the boardroom, where he helped establish one of Uganda’s most recognisable newspaper brands.

“This is the biggest in my life. Glory be to God,” Rugyendo told The Investigator when contacted for comment on his appointment.

His appointment places a seasoned media professional at the centre of the Speaker’s communication machinery at a time when Parliament is expected to play an increasingly important role in public accountability, legislation and national debate.

The Principal Private Press Secretary is expected to play a crucial role in managing the Speaker’s relationship with the media, coordinating public communication and ensuring that the Speaker’s activities, statements and parliamentary engagements are effectively communicated to the public.

For Rugyendo, the appointment represents a return to the heart of journalism and public communication after years of working across several sectors.

From Daily Monitor to Red Pepper

Rugyendo’s journalism journey dates back to the late 1990s when he started working as a stringer for Daily Monitor, one of Uganda’s leading independent newspapers.

The early newsroom experience exposed him to the demands of reporting, news gathering, interviewing sources and working under tight deadlines. It was also during this period that he gained an appreciation of the power of the media to influence public debate and hold institutions accountable.

Rugyendo later left Daily Monitor and ventured into media entrepreneurship, joining other partners to establish Red Pepper.

Launched in 2001, Red Pepper became Uganda’s first English-language tabloid newspaper and went on to establish a distinctive place in the country’s media landscape. Rugyendo has been identified as one of the newspaper’s co-founders and directors.

The publication introduced a more aggressive, fast-paced and commercially driven approach to newspaper journalism, targeting a mass audience with a mixture of political, social, entertainment and investigative stories.

For Rugyendo, the Red Pepper experience was more than a newspaper job. It became an entrepreneurial journey that required him to navigate editorial decisions, management, marketing, business development and the complex relationship between journalism and commercial sustainability.

His experience at Red Pepper also exposed him to the pressures associated with running a media organisation in Uganda. In 2017, police arrested Rugyendo and several colleagues in connection with stories published by the newspaper. The Committee to Protect Journalists documented his arrest and described him as a co-owner and director of Pepper Publications.

The newspaper has also faced periods of closure and regulatory pressure, experiences that further shaped Rugyendo’s understanding of the media industry and the delicate relationship between journalism, government and public institutions.

A career beyond the newsroom

While Rugyendo remained associated with the media industry, his career gradually expanded beyond conventional journalism.

He ventured into research communication, entrepreneurship and academia, establishing ResearchFinds News, a platform focused on translating research findings into accessible news and public information.

His academic journey has also been significant. Rugyendo holds qualifications in mass communication and marketing and recently earned a PhD in Journalism and Communication from Makerere University. His doctoral achievement was reported following Makerere University’s 76th graduation ceremony earlier this year.

His academic and professional interests have increasingly centred on journalism, digital media, research communication and the changing economics of the news industry.

His published work and professional profile show an individual who has attempted to bridge journalism, academia and entrepreneurship.

That combination could prove important in his new assignment, particularly as parliamentary communication increasingly moves beyond traditional newspapers and television to social media, digital platforms and direct public engagement.

From football administration to Parliament

Rugyendo has also built a reputation in Uganda’s football administration.

He served as chairman of the Uganda Super League and later became associated with the governance structures of the Uganda Premier League.

The Football Association of Uganda, now FUFA, records that Rugyendo was chairman of the Uganda Super League Limited board when it was inaugurated in 2015.

His involvement in football administration gave him another platform through which to manage stakeholders, negotiate competing interests and oversee an institution involving clubs, officials, players, sponsors and the wider public.

He has subsequently served as chairman of the Uganda Premier League board, further broadening his experience in institutional leadership.

The transition from journalism to sports administration and now parliamentary communication reflects a career that has steadily moved from reporting about institutions to managing and communicating for institutions.

A new communication challenge

His appointment comes with significant expectations.

Parliament is one of Uganda’s most visible public institutions, and the Speaker is among the country’s most prominent political figures. The office of Principal Private Press Secretary therefore requires more than conventional media skills.

The holder must understand politics, parliamentary procedure, news values, crisis communication, public relations and the rapidly changing digital information environment.

Rugyendo’s newsroom background gives him an understanding of how journalists work and what makes a story newsworthy. His experience as a media entrepreneur gives him an appreciation of the commercial and operational pressures facing news organisations, while his academic background gives him a deeper understanding of communication theory and the changing media ecosystem.

His years in football administration also provide experience in managing public-facing institutions where controversy, competing interests and intense public scrutiny are common.

The challenge now will be to combine these experiences in service of the Speaker and Parliament.

From reporting power to communicating power

Rugyendo’s appointment is also symbolic of the changing career paths available to journalists.

For decades, journalists largely moved from reporting into editing or media management. Increasingly, experienced journalists are moving into corporate communication, government public affairs, academia, politics and institutional leadership.

Rugyendo’s career follows that broader trajectory.

He began on the reporting side of the media industry, helped build a newspaper from the ground up, became a media executive, ventured into research communication and academia, led a major sports institution and has now moved into one of the most senior communication positions within Parliament.

For a journalist who started his professional journey as a stringer, the appointment represents a remarkable progression.

And for the 12th Parliament, his arrival adds an experienced communicator to the Speaker’s team at a moment when public institutions face unprecedented demands for transparency, rapid communication and direct engagement with citizens.

As Rugyendo himself put it when reflecting on the appointment: “This is the biggest in my life. Glory be to God.”

His next chapter will now be written not from behind a newsroom desk, but from the centre of Uganda’s parliamentary communication system.
