Tooro Kingdom has been plunged into a fresh crisis after security officers blocked senior kingdom elders from accessing the Rukurato chambers at the kingdom’s administrative headquarters in Muchwa, Fort Portal City, where they had gathered for a meeting linked to the succession of the late King Oyo Nyimba Kabamba Iguru Rukidi IV.

The confrontation occurred after Tooro Kingdom Prime Minister Calvin Armstrong Rwomiire postponed a scheduled Tuesday sitting of the Rukurato, the kingdom’s Supreme Council, saying the institution should suspend meetings and debates as preparations intensify to bring home and bury the late monarch. Despite the postponement, several Rukurato members led by Babiito royal clan head Omusuuga Charles Kamurasi gathered at Muchwa and attempted to proceed with the sitting.

Security officers, however, blocked them from accessing the Orukurato chambers, reportedly saying they had instructions from the Prime Minister. The development has exposed deepening divisions within the kingdom at a particularly sensitive moment, with the body of King Oyo expected to arrive in Uganda on Thursday.

The standoff has also raised questions about the authority of the Prime Minister to suspend a meeting of the Rukurato and whether the succession of the late King can be discussed outside the timetable set by the kingdom’s executive leadership. Babiito clan spokesperson Moses Musinguzi said the Prime Minister had no authority to stop the Rukurato from sitting.

The disagreement comes against the backdrop of growing uncertainty over who will succeed King Oyo, with conflicting claims emerging over whether the late monarch left behind a child who could eventually ascend the Tooro throne. The security deployment at the kingdom offices has therefore added a new and potentially explosive dimension to an already delicate succession debate.

Premier Suspends Rukurato

The confrontation followed a directive by Premier Rwomiire suspending the Rukurato meeting that had been scheduled for Tuesday, September 1st. In a statement issued as he engaged government officials in Kampala, Mr Rwomiire said the meeting had been postponed until further notice and that a new date would be communicated officially by his office.

“This is to inform all Abakurasi b’Orukurato Orukuru Orw’Ensanju that the Rukurato meeting scheduled for today, Tuesday, 1st September, has been called off and postponed until further notice,” Mr Rwomiire said. The Premier said he was in Kampala holding consultations with government officials and other relevant authorities over arrangements for the return and interment of King Oyo.

“I am currently in Kampala engaging with Government officials and other relevant authorities to coordinate arrangements for the return and interment of His Majesty the King,” he said. Mr Rwomiire said the kingdom’s immediate responsibility was to bring the late monarch home and ensure that he receives a dignified send-off. “At this solemn moment, there can be no greater priority for the Kingdom than bringing our King home and laying him to rest with the dignity, honour and respect befitting His Majesty,” he said.

He directed that all unnecessary kingdom meetings, debates and activities that could distract from the burial arrangements should be suspended. “I equally call upon all the people of Tooro, our leaders and institutions to exercise restraint, avoid unnecessary disagreements and speculation, and respect the dignity of His Majesty,” Mr Rwomiire said.

The Premier added: “There will be an appropriate time to address the other matters before the Kingdom. This is not that time.” But the attempt by some Rukurato members to proceed with the sitting despite the postponement has now turned the disagreement into a public institutional confrontation.

Security Blockade

Security was deployed at the Tooro Kingdom administrative offices in Muchwa as Rukurato members arrived to hold the meeting. The elders, led by Omusuuga Kamurasi, were reportedly stopped before they could access the Rukurato chambers. Security personnel told the group that they were acting on instructions from the Prime Minister.

The incident has effectively placed the kingdom’s traditional leadership and its administrative leadership on opposing sides of a dispute over the Supreme Council meeting. Musinguzi, the Babiito clan spokesperson, rejected the Premier’s decision, arguing that the Rukurato has its own mandate and that its proceedings could not simply be halted by an administrative directive.

The standoff has left Tooro facing an uncomfortable spectacle: elders who wanted to deliberate inside their traditional institution were denied access by security officers stationed at the kingdom’s own administrative headquarters. It also comes at a time when the kingdom is supposed to be preparing for the final rites of its deceased monarch.

Succession Fuels Tensions

At the centre of the dispute is the increasingly sensitive question of succession. King Oyo died last Thursday in the United States, where he had been receiving medical treatment. His death has triggered mourning across Tooro and Uganda, but it has simultaneously opened the question of who will occupy the ancient Tooro throne.

The issue has become particularly contentious following conflicting statements regarding the existence of a possible heir. Omusuuga Charles Kamurasi has disputed reports that King Oyo left behind a child who could succeed him. Prince Kamurasi said the royal family was not aware of such a child, raising questions over reports that an heir exists.

His position appears to conflict with earlier remarks attributed to Prime Minister Rwomiire and President Yoweri Museveni, who indicated that King Oyo had left behind a prince. The conflicting claims have created uncertainty within the kingdom and increased the importance of any discussions involving the Rukurato.

It is against this background that the decision by some members to convene despite the Premier’s postponement has been interpreted as an attempt by elders to ensure that succession questions are not put on hold indefinitely. The security blockade has now heightened fears that the succession dispute could deepen divisions within the kingdom.

King’s Body Arrives Thursday

The confrontation comes only two days before the expected arrival of King Oyo’s body in Uganda. According to the official funeral programme, the remains of the late King are expected to arrive on Thursday morning before being taken to the Royal Palace in Fort Portal for final rites. Fr. (Dr.) Charles Oyo, head of the communication committee, confirmed the expected arrival of the remains in an interview with The Investigator.

There have been reports that the body could first be airlifted to Kyegegwa, a district bordering Tooro and Buganda, before being transported by road to Fort Portal. Such an arrangement would potentially allow mourners along the route to pay their last respects to the late monarch.

Fr. Oyo, however, indicated that the specific transportation arrangements had not yet been finalised.

The arrival of the remains is expected to mark the beginning of the final phase of preparations for the King’s burial. The kingdom’s leadership has consequently urged all leaders and subjects to avoid actions that could disrupt the funeral arrangements.

Burial Before Succession

Premier Rwomiire has sought to make the burial the immediate priority, arguing that succession and other institutional questions can be dealt with later. “For now, our responsibility is clear: Bring our King home. Honour him. Lay him to rest with dignity. Stand together as one Tooro. Everything else can wait,” he said. That position, however, is now being tested by the Rukurato standoff. For members who gathered at Muchwa, the succession question is too important to be postponed indefinitely.

The Rukurato is traditionally one of the kingdom’s most important institutions, and any debate concerning the future of the monarchy is likely to attract intense interest from the Babiito royal clan, kingdom elders and the wider Tooro population. The dispute therefore goes beyond whether one meeting should take place. It touches on the broader question of who has the authority to determine when and how Tooro’s traditional institutions should deliberate on the future of the monarchy.

A Kingdom At A Crossroads

The security deployment at Muchwa has exposed the depth of the crisis confronting Tooro at the very moment the kingdom is preparing to receive the remains of its monarch. The immediate concern for the kingdom is to ensure that King Oyo receives a dignified burial without divisions overshadowing the final rites.

But beneath the funeral preparations lies an increasingly urgent succession debate. The conflicting statements over a possible heir, the authority of the Rukurato and the disagreement between some elders and the Prime Minister have all combined to create an atmosphere of uncertainty. The blocking of Rukurato members from the chambers has further complicated matters, particularly because it occurred after the Omusuuga and other elders had gathered to deliberate.

With the King’s remains expected on Thursday, the coming days will test the ability of Tooro’s leadership to contain the disagreements and present a united front during the funeral. The kingdom now faces two parallel responsibilities: mourning a monarch who ruled for decades and preparing for the institutional transition that follows his death. For the moment, Premier Rwomiire insists that burial must come first and that other matters can wait.

But the events at Muchwa suggest that the succession question has already begun to demand attention. The security blockade may have stopped the elders from entering the Rukurato chambers, but it is unlikely to stop the debate over who should inherit the Tooro throne. As King Oyo’s body makes its way home, Tooro is therefore preparing not only for a royal funeral but also for a potentially difficult struggle over the future of the kingdom.
