The race to find a successor to Gen Muhoozi Kainerugaba as Chief of Defence Forces (CDF) has suddenly moved from the corridors of military speculation into the centre of Uganda’s national political conversation after the fiery army chief announced that his time at the helm of the Uganda People’s Defence Forces (UPDF) was coming to an end.

In a series of posts on X, Gen Muhoozi announced that he had accomplished what he described as the tasks God had assigned him and would, in a few months, hand over the powerful military office to another qualified officer.

“My time as CDF is coming to an end. I have accomplished all the tasks my God gave me. In a few months, I will handover this office to a qualified officer. I shall dedicate my life to Christ after that,” he wrote.

The announcement immediately opened a new political and military guessing game: who will inherit the command of an institution that remains one of the most influential pillars of President Museveni’s government?

Muhoozi subsequently clarified that he was not leaving the military immediately, saying he would remain around for at least another year. Nevertheless, his announcement has put the question of succession firmly on the table.

The development is particularly significant because the CDF position is not merely another military appointment. It is the nerve centre of the country’s military command structure, with considerable influence over security policy, operational priorities, promotions and the institution’s relationship with the political leadership.

Five senior officers are emerging in the succession conversation: Lt Gen Kayanja Muhanga, Maj Gen David Mugisha, Lt Gen Sam Okiding, Maj Gen Sabiiti Muzeyi and Lt Gen James Mugira.

Although the final decision rests with President Museveni as Commander-in-Chief, military insiders believe Muhoozi’s preferences could carry considerable weight in determining who takes over from him.

Three names appear particularly interesting: Muhanga, Mugisha and Okiding. Each represents a different consideration in a succession exercise where military experience, personal relationships, political calculations and regional sensitivities could intersect.

Muhanga: The experienced battlefield commander with influential family connections

Lt Gen Kayanja Muhanga is arguably one of the strongest contenders because he combines seniority, battlefield experience and an established position within the military hierarchy.

He currently serves as Commander of the Land Forces, one of the most important operational commands in the UPDF. He was appointed to the position in October 2022, having previously commanded Uganda’s military contingent in eastern Democratic Republic of Congo under Operation Shujaa.

Muhanga has built his reputation through several military assignments, including service in the Presidential Protection Unit, military intelligence, military police and international peacekeeping operations.

He joined the Presidential Protection Unit as a private in 1986 and subsequently undertook officer training. His career took him through military intelligence assignments before he became involved in counterterrorism operations and deployments in Somalia.

In Somalia, he commanded Battle Group Eight, which participated in operations against al-Shabaab, including the capture of strategic positions in Mogadishu. He later commanded military operations in South Sudan before taking charge of Operation Shujaa against the Allied Democratic Forces (ADF) in eastern Congo.

But Muhanga’s candidacy has another dimension that makes his name particularly interesting in the current succession conversation: his family connections.

He is the elder brother of veteran journalist Andrew Mwenda, the publisher of The Independent, who is a close associate of Gen Muhoozi. Their family relationship has been documented in the Ministry of Defence’s leadership profile.

Andrew Mwenda has frequently been associated with Muhoozi’s political and public engagements, making the family connection an interesting consideration in the succession debate.

Military sources suggest that Muhanga could benefit from Muhoozi’s preference for an officer with whom he can work comfortably. His position as Land Forces Commander also gives him an institutional advantage over some of the other potential candidates.

If Muhoozi has considerable influence over the choice of his successor, Muhanga could emerge as a particularly attractive option.

However, his elevation would require a reshuffle of the Land Forces command and could raise questions about the concentration of influence among individuals perceived to be close to the outgoing CDF.

David Mugisha: Muhoozi’s former SFC commander and trusted military associate

Maj Gen David Mugisha is another serious contender, particularly because of his previous working relationship with Muhoozi at the Special Forces Command (SFC).

Mugisha’s military career has been closely associated with specialised operations. He has served in several command positions, including assignments involving tank operations and special missions.

He joined the UPDF in December 1998 and rose through the ranks, eventually serving as deputy commander of SFC before taking over as its commander.

His military education includes training at the National Defence College, the Senior Command and Staff College, Junior Staff College, Uganda Military Academy and other military institutions.

The SFC is particularly significant because it is an elite component of the UPDF responsible for specialised military operations and missions requiring rapid deployment.

It has also played a central role in protecting the President, the First Family and strategic government installations.

Mugisha’s experience within the SFC gave him an opportunity to work closely with Muhoozi, who previously commanded the elite formation before moving to become Commander of Land Forces and subsequently CDF.

That relationship could prove useful if Muhoozi is allowed considerable input into identifying his replacement.

Unlike Muhanga, whose advantage is largely associated with seniority and operational experience, Mugisha’s perceived strength is his familiarity with Muhoozi’s command philosophy and the special operations establishment. However, Mugisha’s current circumstances could complicate his candidacy.

In August 2026, Muhoozi appointed Brig Gen Asaph Mwetise Nyakikuru as acting SFC commander, replacing Mugisha, who was preparing to leave for strategic military studies at the National Defence College abroad.

The timing is intriguing. An officer preparing for advanced military studies could either be positioning himself for greater responsibilities upon completion or simply proceeding with an ordinary professional development assignment.

Sources familiar with the succession discussions suggest that Mugisha could be rewarded with the top military job because of his previous service alongside Muhoozi.

His appointment would also represent continuity within the special operations establishment.

The question, however, is whether Muhoozi would prefer to hand over to an officer with whom he has worked closely or to a more senior commander with extensive experience running conventional military formations.

Sam Okiding: The Teso option and Muhoozi’s trusted lieutenant

Lt Gen Sam Okiding presents perhaps the most politically interesting possibility in the succession calculations.

As Deputy Chief of Defence Forces and Inspector of Defence Forces, he already occupies the second-highest position in the military command structure.

His elevation would therefore offer a relatively straightforward succession arrangement, avoiding some of the disruption that could accompany the appointment of an officer from outside the immediate top command.

Okiding is a seasoned military officer born on March 9, 1962, in Kasilo, Serere District, in the Teso sub-region.

He joined the army in 1980 and was commissioned as an officer in 1989. Much of his career has been spent in the artillery corps, where he rose through various command positions to become Commander of the Artillery Division, a position he held between 2010 and 2021.

He also has considerable experience in regional military operations. Between 1995 and 1998, he participated in operations against the Lord’s Resistance Army (LRA) in South Sudan. He later served in operations against the Allied Democratic Forces in Congo and participated in Operation Lightning Thunder against the LRA in the Democratic Republic of Congo, South Sudan and the Central African Republic.

Between 2015 and 2017, he commanded Uganda’s contingent in Somalia under the African Union Mission in Somalia (AMISOM).

In May 2023, he assumed command of the African Union Transition Mission in Somalia (ATMIS), before returning to the UPDF’s senior leadership structure. His relationship with Muhoozi is another important factor.

The two worked together when Muhoozi was Commander of Land Forces and Okiding was serving as deputy commander of the same formation.

Okiding has a good working relationship with Muhoozi, making him one of the officers whose military relationship with the outgoing CDF could become relevant in the succession debate.

But beyond military considerations, Okiding’s possible elevation could carry political significance for Teso.

The sub-region has been at the centre of several politically sensitive developments, including the removal of Anita Among from the Speakership of Parliament and the arrest of former Deputy CDF Lt Gen Peter Elwelu.

Among, a prominent daughter of the region, lost the powerful parliamentary position, while Elwelu, a senior military figure from Teso, has become embroiled in a major security controversy following his arrest.

The developments have generated frustration among sections of the region’s political and social leadership. Against this background, appointing Okiding could be interpreted as an attempt to reassure Teso that it remains represented in the highest levels of the country’s security establishment.

Some sources believe Muhoozi could consider the appointment as a way of easing regional tensions while rewarding an officer he trusts.

There is, however, no public evidence that the President or Muhoozi is considering an appointment on regional grounds. Such a possibility remains part of the political speculation surrounding the succession.

For Okiding, the argument would be straightforward: he is already Deputy CDF, has extensive operational experience and understands the institution’s command structure.

If continuity and regional considerations become important, he could be difficult to overlook.

Sabiiti Muzeyi: Museveni’s preferred professional and the alternative to Muhoozi’s inner circle

Maj Gen Sabiiti Muzeyi is another interesting name, particularly because he is believed to enjoy the confidence of President Museveni.

Unlike some of the other potential candidates, Sabiiti has built a career straddling conventional military command, intelligence, presidential protection and policing.

He joined the UPDF in 1997 as a cadet officer under the then Presidential Protection Unit, which subsequently evolved into the Special Forces Command.

He distinguished himself through military training and served in several important security assignments. He later commanded the Military Police and served as deputy commander of SFC before being deployed to the Uganda Police Force.

In March 2018, Museveni appointed him Deputy Inspector General of Police, deputising Martin Okoth Ochola.

During his tenure, Sabiiti oversaw several security reforms, including the electronic registration of approximately 57,000 firearms and the installation of CCTV cameras across Kampala Metropolitan Area.

He was also associated with the establishment of the National CCTV Command Centre at Police Headquarters.

However, in December 2020, Museveni dropped him as Deputy IGP and appointed the late Maj Gen Paul Lokech to replace him. Sabiiti subsequently returned to the military establishment.

In February 2021, he was appointed General Manager of Luwero Industries, the manufacturing arm of the UPDF’s National Enterprise Corporation (NEC).

He has since been associated with the military’s industrial establishment, including its manufacturing and strategic production interests.

His supporters could argue that he possesses the discipline, intelligence experience and institutional understanding required to lead the military. But his candidacy presents a potentially complicated relationship with Muhoozi.

Sources suggest that the two generals have previously differed over their approaches to security management.

While Muhoozi is associated with an aggressive and uncompromising military posture, Sabiiti is perceived by some within the security establishment as favouring a more measured, intelligence-led and careful approach.

The difference is not necessarily a weakness. In fact, it could become an advantage if Museveni wants a CDF who would bring a different management style to the military. Museveni has historically demonstrated a preference for officers he considers dependable and capable of executing his security priorities.

Sabiiti’s previous appointment as Deputy IGP and his subsequent deployment to the military’s industrial establishment demonstrate that the President has entrusted him with sensitive responsibilities.

However, whether he can overcome the influence of Muhoozi in the succession process remains an open question.

If Museveni wants a successor who is less associated with Muhoozi’s immediate circle, Sabiiti could become an interesting alternative.

His candidacy would represent a possible shift towards a more intelligence-driven and institutional approach to military leadership.

James Mugira: The intelligence and military-industrial establishment candidate

Lt Gen James Mugira is perhaps the most understated name in the succession conversation, but his military background makes him an officer worth watching.

Mugira has spent considerable time in military intelligence, armoured operations and the management of the UPDF’s commercial interests.

He currently serves as Managing Director and Chief Executive Officer of National Enterprise Corporation, the business arm of the UPDF. He was appointed to the position in April 2015.

Before taking over NEC, Mugira served as Director General of the Chieftaincy of Military Intelligence between 2008 and 2011.

He previously commanded the UPDF Armoured Brigade based in Masaka and subsequently headed Luwero Industries, the military’s small-arms manufacturing establishment.

His experience gives him a unique understanding of the military beyond the battlefield. NEC oversees several commercial and industrial interests of the armed forces, making its leadership an important position in the management of military resources and strategic investments.

Mugira’s background in military intelligence is also significant. Having previously headed the Chieftaincy of Military Intelligence, he understands the importance of intelligence gathering, security assessments and the management of sensitive military information. Unlike Muhanga, Okiding and Mugisha, whose careers have been more visibly associated with operational command, Mugira has spent a substantial period in military administration and strategic management.

His elevation to CDF would therefore be an interesting choice, particularly if Museveni wants someone with a combination of intelligence experience and institutional management.

However, the question surrounding his candidacy is whether his lengthy association with NEC and the military-industrial establishment would give him the operational profile expected of a CDF. He remains a possible candidate, although the other four officers appear to have more immediate connections to the current military command structure.

The Muhoozi Factor: Who Will Have The Final Say?

The succession debate is not simply about identifying the most qualified general. It is also about understanding the political and military calculations surrounding Muhoozi’s departure.

President Museveni remains the Commander-in-Chief and has the constitutional authority to appoint the CDF. The position is therefore ultimately his to decide.

However, Muhoozi’s influence within the military establishment cannot be ignored, particularly because he has worked with several of the officers now being discussed as possible successors.

The outgoing CDF could prefer someone who understands his command philosophy, respects the military structures he has established and can maintain the relationships he has built within the institution. That is where Muhanga, Mugisha and Okiding become particularly interesting.

Muhanga offers seniority, battlefield experience and influential personal connections.

Mugisha offers familiarity with Muhoozi’s special operations background and their previous working relationship at SFC.

Okiding offers continuity, having served as Deputy CDF, alongside his long military experience and possible regional political significance.

Sabiiti, meanwhile, could appeal to Museveni if the President prefers a more independent and measured military commander. Mugira offers intelligence and institutional management experience. There is also the question of Muhoozi’s own political ambitions.

In another post on X, the CDF made a pointed reference to Vice President Jessica Alupo, suggesting that she had occupied the position for long enough and that it could be time for her to leave. The comments have fuelled speculation that Muhoozi could be contemplating a move from military command into the country’s civilian political leadership.

The Vice Presidency would be a particularly strategic position because the Constitution provides for the Vice President to assume presidential responsibilities when the President is unable to discharge his functions, pending the constitutional processes for succession.

Such a position would place Muhoozi closer to the centre of civilian government and potentially strengthen his political ambitions.

However, his social media comments do not amount to a formal nomination, appointment or declaration of candidacy.

Indeed, Muhoozi’s announcement that he intends to leave the CDF position does not necessarily mean he is immediately retiring from the military. He has already indicated that he expects to remain in the armed forces for at least another year.

That leaves considerable room for speculation about the timing and circumstances of the proposed transition.

The Succession Test

The five generals represent different interests within the military establishment. Muhanga represents operational experience and a potentially influential personal network. Mugisha represents the special operations establishment and Muhoozi’s military circle. Okiding represents continuity and the possibility of regional political accommodation.

Sabiiti represents the intelligence and security establishment, while Mugira offers experience in military intelligence and administration.

But the ultimate question is whether Museveni will prioritise Muhoozi’s preferred successor or make an independent choice based on his own assessment of the military’s future.

A CDF appointment is also about more than personal loyalty. The successful candidate must command the confidence of senior officers, manage the armed forces, maintain operational discipline and protect the country’s security interests.

There is no officially announced shortlist, and none of the five officers has been publicly identified as Muhoozi’s designated successor. For now, the succession contest remains largely a matter of informed speculation.

One thing, however, is becoming increasingly clear: Muhoozi’s proposed departure has opened a new chapter in the politics of the UPDF.

And whoever succeeds him will inherit not only the powerful office of CDF but also the complicated military and political relationships that have accumulated during his tenure.

The next CDF will therefore face a difficult balancing act: pleasing the Commander-in-Chief, maintaining the confidence of the outgoing military chief and convincing the wider military establishment that he is capable of commanding Uganda’s armed forces independently. The battle for Muhoozi’s seat may have started, but the final word still belongs to State House.
