ONE-MINUTE STAND MEN WARNED OF ARREST AND TAX: Gen. Muhoozi’s Provocative Warning has Triggered a Flood of Humorous and Bewildered Reactions Online, with Ugandans Debating what Constitutes a Long Last Intercourse

Chief of Defence Forces Gen Muhoozi Kainerugaba has sparked a lively debate on social media after warning men who cannot last more than one minute during sexual intercourse that they risk arrest. In a post published on X on Tuesday morning, Gen Muhoozi said men who fail to satisfy the one-minute benchmark would be considered “useless”, turning an otherwise private subject into a subject of public debate and amusement.

“If you can’t last more than 1 minute and impregnate a woman we are going to arrest you! You are a useless man!” Gen Muhoozi posted. The statement, which had attracted tens of thousands of views and hundreds of interactions by midday, immediately drew a mixture of support, jokes, questions and disbelief from his followers. The CDF did not provide details of what law would form the basis for such arrests, leaving many users to interpret the statement as humour or provocation rather than an actual policy announcement.

The post also triggered a discussion about sexual performance, with several users questioning whether the length of intercourse should be used as a measure of a man’s worth or usefulness. Among those joining the conversation is his right-hand man Balaam Barugahara Ateenyi, who appeared to endorse the CDF’s joke while adding his own humorous take. “Seconded! 1 minute is prohibited under the rules of enjoyment,” Balaam posted in response.

His comment further fuelled the online conversation, prompting Ugandans to share their experiences and ask whether the one-minute benchmark proposed by Gen Muhoozi was realistic. Balaam later shared figures he attributed to a survey of sex therapists, suggesting that different durations could be classified differently. “Sex therapists surveyed in another study considered approximately: 3–7 minutes: adequate; 7–13 minutes: desirable; 1–2 minutes: too short; 10–30+ minutes: potentially too long, depending on the couple,” he wrote.

The figures became another source of debate, with users questioning how sexual performance should be measured and whether duration alone should determine satisfaction between partners. One user, Komakech Emmanuel, responded humorously: “How about me 30seconds.” Another user, Kundu Sam, questioned the premise behind the CDF’s warning, asking: “Are we measuring usefulness in terms of minutes?”

The question captured one of the central themes of the debate, with several users arguing that sexual satisfaction cannot necessarily be reduced to the number of minutes intercourse lasts. Others took the discussion in a more humorous direction. Kalemera Lucky asked: “What of us who take hours sir? Do you want to mean we are Aliens.” Caleb Ug said he could last two hours but joked that there was a price to pay afterwards.

“nze ntambula 2hrs naye the next day i dont work,” he posted, suggesting that endurance could leave a man exhausted the following day. Another contributor, Yulian Rihani, jokingly proposed that the CDF should turn the warning into a nationwide operation. “You need to be moving in every household per village and check how long your men can last. Arrest all those that take less than 1 minute. I advise you be moving with a stop watch,” Rihani wrote.

The comments reflected the playful character of the discussion, with some users seemingly taking Gen Muhoozi’s statement literally while others treated it as political humour and banter. Asingura Wamananu responded in a mixture of Runyankore and English, writing, “Ebyo nibyo oyenda, basindikire asitamire,” accompanied by laughing and applause emojis. Amooti Sylus, meanwhile, turned the joke back on Balaam, warning: “Ateenyi naiwe nibakutwara hali runu…” — suggesting that the minister himself could fall victim to the CDF’s proposed standard.

A wider debate about sexual performance

Beyond the jokes, the exchange opened a conversation about expectations surrounding sexual performance among men. The one-minute threshold mentioned by Gen Muhoozi is particularly provocative because sexual intercourse varies considerably between couples and individuals. Duration can be affected by numerous factors, including arousal, anxiety, experience, health, relationship dynamics and individual preferences.

Balaam’s response appeared to acknowledge this variation by presenting different duration categories rather than a single standard. The figures he shared suggested that three to seven minutes could be considered adequate, seven to 13 minutes desirable, while one to two minutes could be regarded as short. He also noted that 10 to 30 minutes or more could potentially be too long depending on the couple.

However, the online debate demonstrated that many Ugandans were less interested in scientific measurements than in the humour generated by the CDF’s post. Several respondents effectively challenged the idea that a man’s usefulness can be judged by sexual endurance, while others volunteered exaggerated claims about how long they could last.

Gen Muhoozi’s original post also linked sexual performance to the ability to impregnate a woman, adding another dimension to the debate. His comment appeared to combine fertility and sexual endurance into a single measure of masculinity, prompting questions from users about whether pregnancy should be used as a benchmark for male sexual capability.

The statement comes at a time when Gen Muhoozi has increasingly used social media to communicate directly with the public, often posting provocative, humorous or controversial messages that generate significant engagement.

His posts frequently attract responses from government officials, political actors, members of the security establishment and ordinary social media users. Their interaction over the one-minute warning therefore quickly evolved from a single post into a broader online conversation involving hundreds of Ugandans.

‘Stopwatch’ operation

Among the most humorous suggestions was the proposal that Gen Muhoozi should move around villages carrying a stopwatch to test men and identify those who fail to meet the one-minute threshold. The suggestion was clearly framed as satire, but it captured the absurdity that many users associated with taking the CDF’s warning literally.

Other users instead focused on those who claimed to last significantly longer, raising another question: whether longer intercourse is necessarily better. Balaam’s own reference to durations of 10 to 30 minutes or more potentially being too long “depending on the couple” added fuel to that debate.

The online exchange ultimately illustrated the unpredictable nature of social media, where a single provocative statement by a senior public figure can quickly become a nationwide conversation mixing politics, masculinity, relationships and comedy.

For now, there is no indication that Gen Muhoozi’s warning represents an actual government or military directive to arrest men based on sexual performance. Instead, the reaction suggests that many Ugandans have taken the statement in the spirit of the humour in which it was delivered—while using it as an opportunity to debate one of the most private aspects of relationships.
