The long-running speculation over whether Gen Muhoozi Kainerugaba intends to succeed his father, President Yoweri Museveni, has now been transformed into an open political project, with senior officials of the Patriotic League of Uganda (PLU) declaring that the Chief of Defence Forces will seek the presidency in 2031.

Kasambya County MP and PLU official Daudi Kabanda has confirmed that Gen Muhoozi will be on the presidential ballot in five years, saying the plan has received the approval of President Museveni. “Gen. Muhoozi Kainerugaba is standing for President in 2031 and I must also tell you that it has been sanctioned by His Excellency the President,” Kabanda said while addressing journalists.

The declaration adds an important political dimension to Gen Muhoozi’s own announcement last week, when he publicly declared that he would seek Uganda’s highest office in 2031. “I will stand for the highest office in the land in 2031. And we will win by the grace of Almighty God,” Muhoozi said in a series of posts on X. He subsequently revealed what could become the most significant component of his campaign strategy — the involvement of his father.

“With my great father, Mzee’s, support I will get 90% in the elections in 2031,” Muhoozi said, adding: “Mzee will be my campaign manager.” The statements have effectively brought Uganda’s succession debate into the open and placed the PLU at the centre of preparations for a political transition that is still five years away.

The 2031 Timetable

At the heart of the emerging plan is a simple political calculation: 2026 belongs to Museveni, while 2031 is being positioned as the year for Muhoozi. Museveni secured another five-year term in the January 2026 presidential election and was sworn in for his seventh term in May. The 2031 election will therefore coincide with the end of his current mandate.

Muhoozi’s declaration has consequently been interpreted as a direct attempt to establish himself as the principal successor to his father. Several media outlets reported last week that Muhoozi, 52, had formally announced his intention to run in 2031, describing him as a long-discussed potential successor to Museveni. But the road from the military headquarters to State House is not straightforward. The biggest hurdle is Muhoozi’s current position as Chief of Defence Forces.

Uganda’s Constitution provides that the UPDF shall be non-partisan and national in character. Article 208 specifically requires the army to remain non-partisan, while Article 210 gives Parliament responsibility for regulating the defence forces.

More directly, the Political Parties and Organisations Act bars serving UPDF members from participating in partisan political activity. Section 16 prohibits members of the UPDF from being members or promoters of political parties or organisations, holding party office, publicly engaging in party controversy or canvassing for political candidates. This creates a fundamental question for the 2031 project: when does Gen Muhoozi cease being a serving military officer and become a full-time politician?

The 2028 Exit Plan

According to PLU sources cited by The Investigator, Muhoozi’s political transition could begin as early as 2028. The sources claim that the CDF has already notified the Commander-in-Chief of his intention to retire from the army in 2028. “He will quit the army in 2028 and then start his political journey. By 2031 he will be on the ballot come rain come shine,” a PLU source told The Investigator.

If the reported timetable is followed, Muhoozi would have approximately three years between leaving the army and contesting the presidency. That period could provide the political space required for him to transform from military commander into civilian political leader, organise a national political structure and campaign openly without the restrictions that apply to serving UPDF officers. However, the reported 2028 retirement plan has not been publicly confirmed by Muhoozi or the President. It is therefore important to distinguish between what has been publicly declared and what remains an internal PLU claim.

PLU As The Political Engine

The second major pillar of the plan is the Patriotic League of Uganda. Muhoozi chairs the PLU, a political pressure group that has increasingly become associated with his political ambitions. His 2031 announcement means the organisation is likely to become an important vehicle for popularising his name and building a nationwide political network.

The task for PLU supporters will be to turn a presidential declaration into a functioning electoral machine. That means establishing structures across districts, mobilising supporters, cultivating political influencers and communicating a message capable of moving beyond Muhoozi’s traditional base. The organisation’s supporters have already begun openly referring to him as their future president, with social media activity shifting towards the 2031 campaign.

Recent reports have also pointed to renewed mobilisation around PLU following the 2026 election, including the emergence of material promoting a 2031-2036 Muhoozi presidency. The next five years could therefore see PLU attempting to evolve from a pressure group into a nationwide political movement capable of supporting a presidential campaign.

Museveni’s Role

Perhaps the most politically significant part of Muhoozi’s announcement is the role he has assigned to his father. By saying that Museveni will be his campaign manager, Muhoozi has made clear that he views his father’s political influence as central to the 2031 project. Museveni has dominated Ugandan politics since 1986 and remains the most powerful figure within the ruling establishment.

Muhoozi’s claim that his father’s support could deliver him 90 per cent of the vote demonstrates the importance he attaches to that political inheritance. Multiple reports have confirmed the statement and his assertion that Museveni would manage his campaign.

However, there remains an important distinction between Muhoozi’s claim and a formal declaration by Museveni. While Kabanda says the plan has been sanctioned by the President, there has not yet been a publicly documented presidential statement formally confirming that Museveni has chosen Muhoozi as his successor. That distinction will matter enormously as the succession debate unfolds.

The NRM Question

Another major test will be the relationship between Muhoozi, the PLU and the National Resistance Movement. The NRM remains Uganda’s dominant political organisation and has the nationwide structures, historical networks and electoral machinery necessary for a presidential campaign. Whether Muhoozi’s 2031 bid will eventually operate through the NRM, alongside it or through another political arrangement remains one of the biggest unanswered questions.

His military background and PLU leadership give him a powerful platform, but converting that influence into an electoral coalition will require support from politicians, local leaders, NRM structures, youth groups, business interests and voters across the country.

The Succession Test

Muhoozi’s announcement also raises the larger question of whether Uganda is heading towards a family-to-family transfer of political power. Museveni has been in power for four decades, and Muhoozi has for years been discussed as a possible successor. The 2031 declaration has now removed much of the ambiguity surrounding his own intentions.

But a declaration is not an election victory. Between now and 2031, Muhoozi will have to navigate the military-to-civilian transition, build a political organisation, establish a national message and convince Ugandans that he deserves to occupy State House on his own political credentials. The constitutional requirement that the UPDF remain non-partisan makes his eventual departure from active military service particularly important.

If the reported 2028 retirement takes place, it would mark the beginning of the most consequential phase of his political career. From then, every political move, appointment, alliance and public appearance would likely be viewed through the lens of 2031. For now, the plan is clear: Muhoozi has named the year, PLU has endorsed the ambition and Kabanda says Museveni has sanctioned it. The next question is whether the grand plan can survive the politics between now and 2031 — and whether Uganda’s voters will ultimately turn Muhoozi’s declared ambition into a presidency.
