President Yoweri Museveni has sent shockwaves through Uganda’s political establishment after ruthlessly dropping some of the country’s most powerful and longest-serving ministers from his new cabinet in what insiders are calling the beginning of a brutal new era dubbed: “Term of No Sleep.”Among the biggest casualties are veteran political heavyweights Gen. Moses Ali (84), Matia Kasaija (81), Gen. Jeje Odongo (74), Muruli Mukasa (73), Peter Lokeris (79) and Gen. David Muhoozi — men many believed were untouchable despite their advanced age and dwindling political energy.According to highly placed sources close to the corridors of power, Museveni has now embraced a hardline doctrine demanding speed, visibility and nonstop political mobilisation from his ministers.“The President made it clear this is a term for no sleeping,” a senior NRM insider told The Investigator. “He said leaders must work day and night because Uganda is entering a critical phase.”During recent internal meetings, Museveni reportedly warned ministers against complacency and laziness, emphasizing that this new term would require “full-time fighters” capable of matching his pace.
“MOSES ALI CANNOT MATCH TERM NO SLEEP”
Sources say the President had particularly grown frustrated with elderly ministers who could no longer keep up with the intensity of government work.“Moses Ali is beyond exhaustion,” the source claimed. “He is either in hospital or resting at home. The President feels he can no longer match the demands of ‘term no sleep.’” Matia Kasaija reportedly suffered the same fate.“The President was not impressed. He believes Kasaija had slowed down too much and was constantly asleep in office,” another insider alleged.
In their place, Museveni has turned to younger and more energetic faces including businessman Sanjay Tanna, Balaam Barugahara and controversial lawyer Sam Mayanja.Political analyst Dr Gerald Werikhe says the purge signals a generational transition inside the ruling NRM.“Museveni understands that 2026 politics will require aggressive mobilisation, media engagement and constant visibility,” Werikhe said. “Many of the old guards simply no longer fit that political tempo.”
JEJE ODONGO FALLS AFTER DUBAI CASINO SCANDAL
For Gen. Jeje Odongo, insiders say the problems went beyond age. The former Foreign Affairs minister reportedly fell out with Museveni after defying NRM party directives and contesting as an independent candidate during the recent elections.But the final blow allegedly came from the explosive Dubai casino scandal that embarrassed Uganda internationally.Parliament recently summoned Odongo following allegations that Uganda’s Consulate in Dubai had been turned into a covert casino hub involving smuggled gambling machines.
Officials recalled Consul General Amb. Henry Mayega for investigations amid accusations that the operation violated both UAE law and the Vienna Convention.“The President was furious Uganda’s image had been dragged into such a scandal,” a source claimed. “He believed Jeje had failed to supervise the ministry.”
Odongo has now reportedly been replaced by diplomat Adonia Ayebare as Museveni seeks to inject fresh energy into Uganda’s foreign service.
EVELYN ANITE’S LUXURY LIFESTYLE BACKFIRES
Former Investment Minister Evelyn Anite has also been shown the exit door despite being among the younger ministers in government.Sources claim Museveni became uncomfortable with Anite’s flashy lifestyle and rapid accumulation of wealth.At the centre of the controversy is her luxurious hotel project — L’Hotel Le Confidentie — under construction in Arua City.“The President reportedly questioned how a relatively young minister could accumulate such enormous wealth within a short period,” the insider revealed.Anite, famous for her fiery “we have the majje” slogan, now finds herself completely frozen out of cabinet.
KADUCU MORIKU PUNISHED FOR “REBELLION”
Former State Minister for Higher Education Kaducu Moriku was also heavily punished after defying the NRM party line.After losing the NRM flag to youthful politician Bernadette Chandia Kodili, Kaducu reportedly ignored Museveni’s advice and stood as an independent candidate — only to lose again.“For openly defying the party and still getting defeated, the President considered her politically finished,” a source said.Another political analyst, Dr Sarah Bireete, says Museveni’s latest reshuffle was designed to send fear through the ruling party.“This cabinet reshuffle is a warning,” Bireete noted. “Museveni wants absolute loyalty, energy and discipline ahead of what could become one of the toughest political terms of his presidency.”
