Former Chief of Defence Forces (CDF) Gen Katumba Wamala is among more than 1,800 Uganda Peoples’ Defence Forces (UPDF) officers scheduled to retire next month as part of the army’s ongoing retirement and restructuring program.The retirement exercise, being conducted through the UPDF Directorate of Pension, Gratuity and Compensation, is intended to allow senior officers who have completed long and distinguished military careers to transition into civilian life while creating room for younger officers to rise through the ranks.
Gen Katumba Wamala, who currently serves as Uganda’s Minister of Works and Transport, is one of the most prominent officers in the latest retirement batch. Born on November 19, 1956, Katumba previously served as Chief of Defence Forces and Inspector General of Police (IGP) during the early 2000s. Military sources indicate that many of the retiring officers have reached the recommended retirement age or completed the required years of service under UPDF regulations. Others are leaving as part of broader efforts to streamline the force and strengthen institutional renewal within the military.Katumba’s military career spans several decades. Unlike many senior NRA historical officers, he did not participate in the five-year bush war because he was serving in the Uganda National Liberation Army (UNLA) before the National Resistance Army (NRA) took power in 1986. Following the NRA victory, he successfully transitioned into the national army and rose through the ranks without controversy.
In June 2021, Gen Katumba survived an assassination attempt in Kisaasi, a Kampala suburb, when armed attackers ambushed his vehicle. The attack left him with gunshot wounds on both shoulders and claimed the lives of his daughter and driver. Other notable generals retiring alongside Katumba include Lt Gen Charles Otema Awany, the commander of the Reserve Forces. Otema previously served as Chief of Logistics and Engineering as well as Director of Transport in the UPDF. Like Katumba, he was formerly a UNLA officer before joining the NRA-led army after 1986.
Lt Gen Charles Angina, the former Deputy Coordinator of Operation Wealth Creation (OWC) and currently Uganda’s deputy ambassador to Egypt, is also among the senior officers exiting active military service. Additional high-profile retirees include former Chief of Staff Maj Gen Leopold Kyanda, former Chief of Military Intelligence Maj Gen Abel Kandiho, Maj Gen Kaasiita Gowa, and former Deputy Inspector General of Police Maj Gen Tumusiime Katsigazi, among others.The UPDF retirement sensitisation and documentation exercise for Batch 16 of 2026 is currently taking place at the Non-Commissioned Officers Academy (NCOA) in Jinja.
Speaking during the exercise, Deputy Joint Staff Human Resource Management Brig Gen Gerald Ahimbisibwe described the retirement programme as an important step in ensuring a smooth, dignified and organised transition for officers leaving active service.“The upcoming retirement marks not just the end of a career, but the culmination of years of sacrifice, discipline, patriotism and unwavering commitment to duty and country,” Brig Gen Ahimbisibwe said. Director of Pension, Gratuity and Compensation Brig Gen Julius Biryabarema encouraged the retiring officers to remain disciplined and continue serving as ambassadors of the UPDF within their communities after retirement.He also urged them to invest their retirement packages wisely in sustainable income-generating ventures that can support their livelihoods after military service. Meanwhile, the Principal Human Resource Officer from the Ministry of Defence and Veteran Affairs, Mr Stephen Komunda Sajja, advised the retirees on how to prepare for life after active service and successfully adapt to civilian life.
