President Yoweri Museveni has quietly changed the composition of the elite team of soldiers forming his innermost security ring, in a move security sources say is driven by intelligence assessments, changing circumstances and the President’s personal approach to close protection.

The changes have attracted little public attention because presidential security arrangements are among the most closely guarded matters in Uganda’s security establishment.

But The Investigator understands that the President has recently been moving personnel within the last layer of protection around him, with some officers being replaced, redeployed or assigned other duties.

The changes are understood to have been influenced, at least in part, by intelligence information presented to the President concerning the possibility of undesirable elements gaining access to or penetrating parts of the security architecture surrounding him.

However, there is no public evidence that an actual breach of the President’s security has occurred.

Instead, people familiar with the security arrangements say the President does not necessarily wait for a security breach before changing the officers around him.

One military source familiar with presidential security arrangements said the changes are part of a long-established practice in which the President periodically changes members of his close-protection team depending on the prevailing security environment.

“The President makes the periodic change in his guards depending on the environment of the day and situations,” the source said.

The source added that such decisions can sometimes surprise even senior commanders because the President retains considerable discretion over the composition of the personnel closest to him.

“Even without a security breach, the President may choose to ring changes and bring in new guards,” the source said.

That practice reflects the unusually sensitive nature of presidential protection.

The last line of defence

President Museveni is protected by personnel drawn from the Special Forces Command (SFC), the specialised component of the Uganda People’s Defence Forces responsible for special operations and other sensitive missions.

The Ministry of Defence describes the SFC as a specialised component of the UPDF tasked with carrying out specialised missions or operations at short notice. Its headquarters are in Entebbe, with specialised units and formations deployed in different parts of the country.

The SFC has historically been associated with the protection of the President and First Family.

According to security officials, presidential protection is organised in layers, with different formations and agencies performing different responsibilities.

The innermost group is the closest to the President and is therefore subject to particularly stringent selection and supervision.

The soldiers in this layer are expected to remain physically close to the President during public engagements and movements while maintaining a high level of alertness.

For security reasons, details of their numbers, deployment patterns and operational procedures are not publicly disclosed.

This makes any change within the innermost circle significant, even when it appears routine.

It also explains why Ugandans may notice a different face standing behind the President at a public function without being told that a formal change has occurred.

The President’s discretion

Unlike ordinary military appointments, where transfers and promotions are generally announced through established command structures, presidential close protection operates within a particularly sensitive environment.

Security sources say Museveni has historically maintained a close interest in the officers around him.

His preference, according to people familiar with the system, is to have trusted personnel who are not only highly trained but also familiar with his routines, temperament and movements.

At the same time, excessive familiarity can itself become a security consideration.

This is one reason why the President can periodically rotate personnel.

A military source explained that the decision to change guards does not necessarily mean that the outgoing officers have failed.

“It does not always mean there is a problem with the person being removed. Sometimes it is simply about changing the team and bringing in fresh personnel,” the source said.

Such rotations can make it difficult for outsiders, and even some officers outside the immediate security structure, to know precisely who has been assigned to the President at any given time.

This secrecy is deliberate.

The changing face behind Museveni

For years, Ugandans attending presidential functions became familiar with the officers who routinely appeared immediately behind or beside Museveni.

The presidential aide-de-camp (ADC), in particular, was one of the most recognisable members of the President’s security entourage.

Among the officers previously publicly identified in that role were Major Robert Koch and Captain Rebecca Namulondo.

Koch was later promoted to the rank of colonel and appointed to command a brigade in the Fourth Division, according to information available to The Investigator.

Namulondo, who remained within the SFC, was also promoted to the rank of major.

Their redeployment and promotion marked a change from the period when members of the public could easily identify the President’s ADC.

In recent months, the President has appeared with different ADCs and close-protection officers, many of them relatively junior-ranking personnel.

The movement has generated curiosity because the ADC is often assumed by the public to be the principal person responsible for the President’s physical security.

In reality, the ADC is only one visible component of a much larger security architecture.

The personnel immediately visible around Museveni are backed by several other layers of protection that are deliberately less conspicuous.

That distinction is important.

The person standing directly behind the President at a function may change frequently, while the wider protection system remains intact.

Why change guards who are trusted?

Security specialists often regard personnel rotation as one of the tools used to reduce vulnerabilities in close-protection arrangements.

The longer a security officer works around a protected person, the more familiar the officer becomes with routines, movements, schedules and behavioural patterns.

That experience is valuable.

But security planners can also consider predictability a potential vulnerability.

Rotating personnel can therefore provide fresh eyes and prevent the protection system from becoming excessively dependent on a small group of individuals.

In Museveni’s case, this is particularly relevant because he travels extensively, attends large public gatherings, meets foreign dignitaries and regularly moves between State House facilities, military installations and other locations.

His public schedule exposes him to a wide variety of environments.

The security challenge is therefore not static.

A threat assessment for a State House function may be different from one for a political rally, an international summit, a military ceremony or a rural public engagement.

That is why presidential security arrangements can change even when there has been no known incident.

Intelligence remains central

The most intriguing element in the latest changes is the reported intelligence concern.

Sources say information available to the President raised questions about possible infiltration by individuals regarded as unsuitable or potentially compromising elements of the wider security environment.

The allegation could not be independently verified by The Investigator, and there is no official statement from State House or the UPDF confirming that a security breach occurred.

Nevertheless, intelligence is central to presidential protection.

The objective of intelligence-led security is not simply to respond after an attack.

It is to identify potential vulnerabilities before they become incidents.

This means that a warning, however preliminary, can trigger changes in personnel, access arrangements or deployment patterns without the public ever being told what prompted them.

For obvious reasons, security agencies rarely disclose the details of such assessments.

A changing SFC

The reshuffle of personnel around the President comes at a time when the SFC itself has undergone leadership and personnel changes.

In August, Brigadier General Asaph Mweteise Nyakikuru was appointed acting commander of the SFC, replacing Major General David Mugisha, who was preparing to undertake strategic military studies abroad. Nyakikuru was elevated to the acting rank of Major General.

The changes did not stop at the top.

In July, Brigadier General John Mango Baraza took over as SFC chief of staff, replacing Brigadier General Paul Wanyera Namawa, who was due to attend a National Defence Course.

The SFC also decorated 62 officers in September following their promotion to new ranks, including 15 senior and 47 junior officers.

These changes indicate that the specialised force is itself going through a period of professional rotation and career development.

At the same time, the President has continued to emphasise the importance of the SFC.

On September 16, Museveni commissioned new SFC accommodation facilities at Nakasero, describing the investment as part of efforts to improve the welfare, discipline and operational readiness of the armed forces. The facilities provide accommodation for 518 personnel.

Security without publicity

One of the defining features of Museveni’s security arrangements is that the public is rarely informed when changes are made.

The President’s protection is not designed to be a public relations operation.

Its success is measured by the absence of incidents.

Consequently, the public may see a different officer accompanying Museveni without knowing whether that officer is part of a temporary rotation, a permanent reassignment or simply one of several personnel assigned to the President for a particular engagement.

Security officials are also careful not to disclose information that could expose the President’s routines or the capabilities of his protection team.

This explains why some commanders may only become aware of particular changes after they have been implemented.

The President’s close protection is ultimately a highly personal responsibility, and those closest to him are selected on the basis of professional competence, discipline and trust.

No evidence of a breach

Despite the speculation surrounding the changes, there is currently no publicly established evidence that an individual has penetrated the President’s innermost security ring or that an attempted attack has prompted the latest changes.

That distinction matters.

A security rotation should not automatically be interpreted as evidence of failure.

Presidential protection systems around the world routinely adjust personnel in response to intelligence, operational requirements, career progression and changing threat assessments.

In Museveni’s case, the secrecy surrounding the system makes such changes particularly susceptible to speculation.

What is clear is that the President’s security architecture remains heavily dependent on the SFC and that the personnel closest to him can change without public announcement.

The official description of the SFC makes clear that it is built for specialised missions and rapid response.

For Museveni, however, the innermost ring is more than a military formation.

It is the final human barrier between the Commander-in-Chief and anyone who might seek to harm him.

And according to people familiar with the arrangements, that barrier is never considered permanently fixed.

The men and women who stand closest to the President today may not necessarily be the same people standing there tomorrow.

That, security officials say, is precisely the point.

The Investigator could not independently verify the specific intelligence warning said to have triggered the latest changes, nor could it establish that any security breach occurred. State House and the UPDF had not publicly attributed the personnel changes to a specific threat at the time of publication.
