Uganda’s football administration is facing renewed scrutiny after the Inspectorate General of Government (IGG) demanded a decade of financial and governance records from the Federation of Uganda Football Associations (FUFA), opening a potentially far-reaching examination of the management of funds, commercial agreements and infrastructure projects within the country’s football governing body.

The inquiry, as outlined in the demands attributed to the Inspectorate, seeks records covering the period from 2016 to date, including certified bank statements, audited financial accounts, sponsorship agreements, broadcasting revenues, contracts, land records and documentation relating to the construction of Kadiba Stadium and FUFA House.

At the heart of the investigation is a question that has followed the administration of public resources in Uganda for decades: can institutions entrusted with money intended for national development demonstrate, through verifiable records, that every shilling was received, properly authorised, spent for its intended purpose and accounted for?

The investigation places FUFA’s financial administration under an uncomfortable spotlight, particularly because football is not merely a private sporting enterprise. The federation operates within a wider ecosystem of government support, public sporting infrastructure, national-team expenditure and commercial partnerships whose financial implications extend to clubs, players, supporters and taxpayers.

For the Inspectorate, obtaining the records is an essential first step towards establishing the facts. The demand for documents, however, should not be confused with a finding of wrongdoing.

Whether particular transactions were irregular, funds were misappropriated or officials breached their duties must be established through examination of the evidence and any responses from those concerned.

The scale of the records being sought nevertheless signals an effort to examine the federation’s financial affairs beyond individual transactions, potentially tracing how money moved between sponsors, broadcasters, FUFA accounts, contractors, affiliated companies and football clubs.

A decade of bank accounts and financial disclosures

One of the most consequential aspects of the inquiry is the demand for a complete schedule of every bank account held by FUFA, including accounts that have since been closed, from January 1, 2016.

The Inspectorate wants the names of the banks and branches, account details, currencies, dates of opening and closure, and the identities of authorised signatories.

Certified bank statements are required for the period from July 2021 to August 2026, alongside audited financial statements for every financial year since 2016 and the corresponding auditors’ management letters.

These documents could allow investigators to trace deposits, transfers, withdrawals and payments, then compare the transactions with contracts, invoices, procurement decisions and financial reports.

For example, where a public grant was released for a particular activity, investigators can establish whether the amount received matches the amount declared, whether expenditure was supported by evidence and whether any unspent balance was properly accounted for.

The demand for historical bank records is also significant because it enables the inquiry to follow transactions across financial years and examine the relationships between FUFA and its associated companies.

A transaction that appears legitimate in isolation may require further explanation when considered alongside a related contract, transfer or payment to another entity.

The IGG has also demanded the federation’s statutes for each year since 2016, together with minutes, agendas, board papers and resolutions from its Executive Committee meetings.

The records could help establish who approved particular transactions, whether the required procedures were followed and whether decisions were properly documented.

In a federation responsible for a sport that commands considerable public attention, financial transparency is inseparable from confidence in its leadership.

Kadiba Stadium: Where did the money go?

The development of Kadiba Stadium is among the most sensitive components of the investigation. The IGG wants a comprehensive account of expenditure on the project from its inception, reconciled against funding received from every source.

The requested documentation includes land ownership records, agreements, correspondence with FIFA, funding and disbursement statements, architectural designs, bills of quantities, procurement documents, contracts, payment certificates, audit reports and site records.

Investigators also want the identity and terms of engagement of the project engineer and supervising consultant, alongside an explanation of the stadium’s current physical and financial status and the reasons for its non-completion. These demands raise practical questions that the documents should help answer.

How much money was committed to the project, and how much was actually received? What was the approved construction budget? Which contractors were engaged, what work were they contracted to perform, and how much were they paid? Did the payments correspond with work completed and certified by the responsible professionals?

The investigation also seeks to establish the legal basis under which FUFA occupies the land on which the stadium is being developed.

The land title, acquisition records and relevant resolutions could help establish ownership and clarify the legal arrangements governing the property.

The stadium’s development history must be examined against its funding history, contractual obligations and actual progress. If expenditure has been incurred without corresponding work, investigators would need to establish why. Conversely, where delays arose from legitimate technical, financial or administrative challenges, the supporting records should help explain them.

The demand for accountability does not automatically mean that money was stolen. It means that the federation must provide evidence capable of reconciling the money received, the work undertaken and the outstanding obligations.

The IGG’s inquiry into FUFA House in Mengo and the Technical Centre in Njeru similarly seeks title documents, construction records, property transfers, sources of funding and resolutions authorising transactions.

The wider question is how the federation acquired, developed and manages its assets, and whether the records demonstrate proper authorisation and accountability.

StarTimes deals and the money owed to clubs

The broadcasting arrangements involving StarTimes and related companies could prove equally important because television rights have become a major commercial asset in modern football.

The IGG wants copies of broadcasting and naming-rights agreements involving FUFA, StarTimes, Star DTV (Uganda) Company Limited and associated entities in relation to the Uganda Premier League and FUFA Big League.

The requested documents include contracts, amendments, side letters, renewals, payment schedules, revenue-sharing formulas and resolutions authorising the agreements.

The Inspectorate is also examining arrangements through which broadcasting rights fees were paid or directed to FUFA Media Services Limited rather than directly to the federation.

Investigators want to establish how those arrangements were authorised, how the rights were valued, which entities received the money and how the proceeds were subsequently accounted for.

For the clubs, the most immediate concern is how much broadcasting revenue was available for distribution and what eventually reached their accounts.

The IGG has demanded a season-by-season schedule of payments to Uganda Premier League and FUFA Big League clubs from the 2018/19 season to date, supported by proof of payment.

Any deductions, including those described as production costs, must be itemised and supported by invoices and evidence showing who received the money.

Danny Nyeko a Kampala lawyer, commenting on the investigation on social media, argued that every deduction from league broadcasting-rights fees must be justified.

“Under Section K, every single deduction made from UPL and Big-League rights fees disguised as production costs or otherwise must now be justified with supporting invoices and proof of payment to clubs,” Nyeko wrote. He added: “The onus probandi is absolute!”

His argument reflects a wider concern among football stakeholders: that clubs should be able to verify how revenue generated by competitions in which they participate is calculated and distributed.

The documents could help determine whether deductions were permitted under the relevant contracts, whether the costs were genuine and whether the clubs received the amounts due to them.

Nyeko also invoked Article 28, paragraph 1, of the 2018 FIFA Code of Ethics, arguing that financial mismanagement can extend beyond outright diversion of funds to reckless expenditure and serious breaches of financial duties.

The application of FIFA’s rules to any specific transaction, however, would depend on the relevant facts, regulations and competent disciplinary processes.

Ivan Kakembo: ‘The game belongs to the people’

Football advocate Ivan Kakembo has welcomed the IGG investigation, describing it as a breakthrough for people who have repeatedly demanded greater scrutiny of FUFA’s financial management.

In a post on X, Kakembo said he and others had spent years calling on FIFA and the Confederation of African Football (CAF) to investigate what he characterised as misappropriation and mismanagement of football funds.

He wrote: “This is the accountability Ugandan football has been waiting for. Every shilling meant for football development must be accounted for.” He concluded: “The game belongs to the people, not a few individuals.”

Kakembo’s reaction captures the expectations surrounding the inquiry. Supporters want a system in which financial questions are answered through documents, independent scrutiny and transparent findings rather than prolonged disputes between football administrators and their critics.

The distinction is important: Kakembo’s allegations and the concerns expressed by other advocates are not themselves proof of wrongdoing. The investigation must establish whether the transactions in question complied with the law, the federation’s rules and the terms attached to public funding.

The IGG’s demand for certified bank statements, audited accounts and supporting documents could provide the evidence needed to distinguish substantiated concerns from unproven accusations.

The reactions attributed to Nyeko similarly emphasise the need for an auditable trail linking commercial income to payments received by clubs.

Public debate, including comments from other Ugandans such as retired assistant inspector general of police (AIGP) Asani Kasingye, adds to the pressure for answers. However, any specific statement attributed to Kasingye should be verified against his original post before publication.

The Denis Obua precedent: A troubled chapter in FUFA history

The current investigation revives memories of the turbulence that engulfed FUFA during the presidency of former footballer and administrator Denis Obua.

Obua, who led the federation from 1998 to 2004, presided over a period of intense disputes about governance, leadership and financial accountability. He was a prominent former Uganda Cranes player who later became one of the country’s best-known football administrators. FUFA’s own historical list records his presidency between 1998 and 2004.

By 2004, disagreements over the federation’s leadership and elections had intensified. Allegations concerning financial management added to the crisis.

In February 2005, the government suspended FUFA amid allegations of corruption and failure to account for funds. The then education and sports minister, Namirembe Bitamazire, disbanded the federation’s executive amid concerns about its compliance with the National Council of Sports Act.

One of the major issues was the failure to account for approximately Shs113 million, according to historical accounts of the dispute.

Obua resigned as president in February 2005. He was subsequently arrested and spent about two weeks in Luzira Prison as the legal proceedings surrounding the allegations unfolded.

The history nevertheless requires an important qualification: Obua was not ultimately convicted of the embezzlement allegations. In November 2008, the Buganda Road Chief Magistrate’s Court dismissed the case in which he had been charged with abuse of office and embezzlement involving Shs133 million.

It would therefore be inaccurate to describe his imprisonment as a sentence following a criminal conviction.

The government’s intervention also triggered a wider confrontation over who had authority to administer football in Uganda.

Following the suspension and dissolution of the executive, FIFA became involved in efforts to restore football administration, appointing a normalisation committee headed by Dr James Ssekajugo (RIP) in 2005. The episode exposed the difficult balance between government oversight of a national sports body and FIFA’s insistence on the autonomy of football associations.

Claims that the episode simply resulted in a FIFA ban require careful qualification. The historical record confirms government suspension and FIFA intervention, but these are not interchangeable with a specific FIFA suspension of Uganda’s membership.

The lesson from that period is that disputes over financial accountability and governance can threaten the stability of the entire football administration. They can also create conflict between national authorities seeking compliance with domestic law and international football bodies seeking to protect their members from government interference.

The current inquiry must therefore be distinguished from the events of 2005. The IGG is now seeking records to investigate allegations of mismanagement of public funds; it has not, merely by demanding the documents, established that the current FUFA leadership committed an offence.

What the investigation could mean for Magogo’s administration

FUFA is currently led by president Moses Magogo, who has been in office since 2013. The scope of the IGG’s inquiry means that the federation’s financial and governance arrangements during much of his tenure could face detailed examination.

The investigation covers public funding, commercial rights, property transactions, affiliated companies, stadium development and payments to clubs.

Its findings could have consequences beyond individual transactions if investigators establish weaknesses in internal controls, inadequate documentation or failures to comply with applicable laws and funding conditions.

If the records demonstrate that funds were properly received and spent, the inquiry could help clear up disputed transactions and strengthen public confidence in the federation.

If investigators uncover irregularities, the appropriate response would depend on their nature and seriousness. Possible next steps could include demands for further accountability, recovery of public funds where legally justified, administrative action or referral of evidence to the relevant authorities.

Any disciplinary action under FIFA or CAF rules would also need to follow the applicable procedures and jurisdiction.

FUFA should be given an opportunity to respond to the specific issues raised by the IGG and explain the funding, contractual and commercial arrangements under examination.

The federation’s response will be especially important on Kadiba Stadium, where investigators want a reconciliation of all funds received and expenditure incurred, and on broadcasting revenue, where clubs’ payments must be matched against contractual obligations and supporting invoices.

The test is whether every shilling can be accounted for

The most important outcome of the investigation should be a clear, evidence-based account of how FUFA has managed public money and related commercial interests.

The inquiry reaches beyond one stadium, one broadcasting contract or one group of officials. It examines the financial systems through which resources move between government, the federation, companies, contractors and football clubs.

For Ugandan football, transparency is not an administrative inconvenience. It is central to whether money intended to develop the game reaches the facilities, competitions, clubs and players it is supposed to support.

The records requested by the IGG could help establish whether that objective has been achieved.

For now, the investigation is a demand for answers, not a verdict. Its credibility will depend on the quality of the evidence examined, the fairness of the process and the willingness of the relevant institutions to make their findings known.

The ultimate question is straightforward: can FUFA account for the public money it received, demonstrate how its commercial revenues were handled, and show that the resources entrusted to it were used for their authorised purposes?

That is the question the investigation must answer—and one that Ugandan football supporters, clubs and taxpayers have a legitimate interest in seeing resolved.
