MUHOOZI’S RDC TAKEOVER: WHY PLU WANTS TO VET EVERY MUSEVENI APPOINTEE! The CDF Declares That All New RDCs Must Pass The Organisation’s Scrutiny As PLU Seeks A Bigger Role In Determining Who Represents President Museveni Upcountry

The Patriotic League of Uganda (PLU), chaired by Chief of Defence Forces (CDF) Gen Muhoozi Kainerugaba, has announced plans to vet all newly appointed Resident District Commissioners (RDCs), in a development that could reshape the relationship between the ruling National Resistance Movement (NRM), State House and the country’s local government administrative machinery.

In a statement posted on his X account, Gen Muhoozi declared that PLU would approve all new RDCs appointed across the country, arguing that Uganda needs serious, disciplined and incorruptible cadres to represent President Museveni’s government at the district level.

“PLU will approve all new RDCs in the country. We need serious cadres who are incorruptible. We shall help Mzee with this issue,” Gen Muhoozi posted.

The statement is politically significant because it suggests that PLU intends to move beyond its traditional role as a political mobilisation platform and establish itself as an influential force in determining who occupies strategic government positions.

By placing RDC appointments under its scrutiny, the organisation is signalling an ambition to influence the quality, political orientation and loyalty of officials who serve as the President’s representatives in districts.

It also raises important questions about the relationship between PLU and the established NRM structures, particularly the constitutional and administrative procedures governing the appointment of RDCs.

A new layer of scrutiny in RDC appointments

The proposed vetting exercise is likely to attract attention because RDCs occupy some of the most strategically important positions in Uganda’s decentralised governance system.

Unlike district chairpersons and councillors, who derive their authority from elections, RDCs are presidential appointees. Their responsibility is to represent the President and central government in the districts, coordinate government programmes, monitor service delivery and oversee aspects of district security.

Article 203 of the Constitution provides that every district shall have an RDC appointed by the President. It further requires an appointee to be a Ugandan citizen qualified to be a Member of Parliament.

The Local Governments Act also outlines the responsibilities of RDCs, including representing the President, coordinating government administration, chairing district security committees and monitoring the implementation of government programmes.

This makes the office particularly important to President Museveni, whose government relies on RDCs to monitor the implementation of national programmes, including the Parish Development Model, Emyooga, infrastructure projects and other poverty alleviation interventions.

However, Gen Muhoozi’s announcement introduces an additional political layer into the appointment process.

While the Constitution vests appointment powers in the President, PLU’s proposed approval mechanism suggests that the organisation wants to establish an internal screening process through which prospective candidates will be assessed before their names are considered for appointment.

It remains unclear whether PLU intends to establish a formal vetting committee, develop specific assessment criteria or conduct background checks on prospective candidates.

Nevertheless, the declaration communicates a clear message: the organisation wants people appointed to represent the President to meet standards that it considers acceptable.

Why Muhoozi wants incorruptible cadres

The emphasis on incorruptibility is particularly significant given the persistent public complaints about corruption, abuse of office, political patronage and poor implementation of government programmes. RDCs are expected to serve as the President’s eyes and ears in the districts. They are supposed to identify failures in public service delivery, report corruption, monitor government projects and ensure that civil servants remain accountable.

However, the effectiveness of these responsibilities depends heavily on the integrity and professional conduct of the individuals appointed.

An RDC who becomes compromised by financial interests, political rivalries or personal relationships can undermine the very government programmes he or she is supposed to monitor.

By insisting on serious and incorruptible cadres, Muhoozi appears to be advocating for a different approach to identifying people who occupy these sensitive positions.

The intention, at least according to his public statement, is to ensure that those representing the President are individuals who can be trusted with public responsibility.

The vetting could therefore examine candidates’ professional backgrounds, records of public service, financial integrity, political commitment, disciplinary history and ability to work with communities.

It could also help identify individuals who have previously been implicated in corruption, extortion, abuse of authority or questionable conduct.

However, integrity screening would need to be based on verifiable evidence rather than political loyalty or personal disagreements.

PLU’s growing influence in government

The announcement also comes at a time when PLU is increasingly positioning itself as a significant political organisation within the NRM establishment.

Founded in February 2024, PLU has grown from a mobilisation platform associated with Muhoozi’s supporters into a nationwide organisation with structures across different regions.

Its chairman, Gen Muhoozi, has increasingly used the organisation to mobilise political support, engage political leaders and build a national constituency around his leadership.

The organisation has also attracted prominent politicians, legislators, business personalities and former government officials.

Its activities have increasingly taken on a national character, with regional mobilisation exercises, endorsement campaigns and political engagements.

In September 2026, PLU launched a nationwide campaign to collect signatures endorsing Muhoozi as its preferred presidential candidate for the 2031 elections.

The campaign, which has attracted support from several legislators and political figures, demonstrates the organisation’s ambition to establish a formidable political presence beyond the immediate 2026 electoral cycle.

Against this background, the proposed vetting of RDCs could represent another important step in PLU’s institutional expansion.

Rather than limiting its activities to mobilising supporters and organising political rallies, the organisation appears interested in influencing the calibre of individuals who occupy positions within the government’s administrative structure. This could strengthen its relationship with the NRM establishment while giving it greater influence over the implementation of government programmes.

The succession question and the 2031 political calculations

Muhoozi’s announcement also has implications for the wider political debate surrounding succession within the ruling establishment. President Museveni has been in power since 1986, and discussions about the country’s political future have increasingly featured Muhoozi’s name.

Although the CDF has not formally taken over the presidency, his supporters within PLU have openly endorsed him as their preferred candidate for 2031.

The organisation’s mobilisation campaign has consequently generated debate about the future direction of the NRM and the possibility of a generational transition.

In this political environment, the RDC network is particularly important. With representatives stationed across the country’s districts, RDCs occupy strategic positions in the government’s administrative and political architecture.

They interact with district leaders, security officials, civil servants, local political actors and communities.

They also play an important role in communicating government policies and explaining presidential directives to the population.

Consequently, any organisation seeking to strengthen its influence within the ruling establishment would naturally recognise the importance of the RDC network.

By seeking to vet new appointees, PLU could be attempting to ensure that individuals entering these positions understand its preferred standards of discipline, integrity and political responsibility.

However, Muhoozi’s statement does not establish that PLU has been formally granted authority over presidential appointments, nor does it demonstrate that President Museveni has delegated his constitutional powers to the organisation.

The distinction between political recommendations and legally binding appointment authority remains important.

Will PLU vet existing RDCs?

Another question arising from Muhoozi’s declaration concerns whether the proposed exercise will cover only new appointments or eventually extend to serving RDCs.

His statement specifically refers to approving all new RDCs in the country. This could mean that PLU intends to concentrate on prospective appointments rather than immediately reviewing the performance of officials already occupying the positions.

However, the announcement could also open the door to broader discussions about the performance of existing RDCs, particularly those accused of failing to monitor government programmes or becoming involved in corruption and political controversies.

If the exercise is implemented, PLU will have to establish transparent standards to distinguish between individuals who are genuinely competent and those whose political connections merely make them attractive candidates.

There is also the question of whether the organisation will consider professional qualifications and administrative experience alongside political commitment.

An effective RDC must be more than a political mobiliser. The office requires an understanding of public administration, local government systems, security coordination and government policy implementation.

A candidate who is politically loyal but lacks the ability to monitor public projects, coordinate government agencies or address local administrative challenges may not necessarily be the best person for the job.

The challenge of balancing loyalty and competence

For PLU, the biggest test will be translating Muhoozi’s declaration into a credible and transparent vetting mechanism.

The organisation will have to demonstrate that its proposed exercise is genuinely intended to improve public administration rather than simply create another avenue for political patronage.

There are also constitutional questions surrounding the involvement of a political organisation in appointments that are legally the President’s responsibility.

Article 203 is explicit that RDCs are appointed by the President. PLU can offer recommendations and conduct its own political assessments, but its approval cannot replace the constitutional appointment process.

Ultimately, the success of the proposed initiative will depend on whether it produces better public servants rather than simply politically acceptable candidates.

For President Museveni, the proposal could provide an additional political mechanism for identifying individuals considered suitable to represent his government across the country.

For Muhoozi, it offers an opportunity to demonstrate that PLU is not merely an organisation built around political endorsements and mobilisation, but one that also wants to influence governance and accountability.

His message that PLU will help Mzee with the RDC issue therefore carries significance beyond the appointment of district officials.

It signals an organisation seeking a bigger role in the machinery of government, at a time when the country’s political establishment is increasingly looking towards the post-Museveni era.

Whether this becomes an effective accountability initiative or another source of political competition within the NRM will depend on how the proposed vetting is conducted and, ultimately, how President Museveni responds to it.
