Here at the Investigator, we abhor conventional news reporting. We emphasize sensible and analytical reporting that makes a difference. That is what precisely sets us apart from the rest of the pack. Now, after we duly uncovered her lies, Hajjat Sarah Nanziri Bagalaaliwo, the chairperson of EXIM Bank Board of Directors, has finally seen sense and agreed to undo the mess.
Short of agreeing to an amicable settlement of her supposed fraudulent activities, she risked being arrested any time since the police had duly issued an incriminating report against her. As if on cue, Hajjat Bagalaaliwo on Monday instructed her lawyers of Nambale, Nerima and Company Advocates, to duly communicate to the Family Division of the High Court’s Deputy Registrar, Didas Muhumuza, her wish to amicably settle both criminal and civil serious matters.
Though the court’s registrar did not reject Hajjat Bagalaaliwo’s request, he counseled her to adhere by her word or else these matters will be heard by a judge to their logical conclusion. To show his seriousness, the Deputy Registrar henceforth stopped handling these matters and forwarded the case file to the responsible authorities to allocate the same to a judge for further handling.
The Hajjat was not physically present during the Monday court session and was represented by a lawyer from the above-mentioned law firm, who was holding brief for his senior colleague, Counsel Nelson Nerima. A veteran lawyer and former Uganda’s representative to the East African Legislative Assembly (EALA), Hajjat Bagalaaliwo sparked havoc when she fraudulently exploited her husband, Hajj Mohammed Majid Bagalaaliwo’s comatose situation and carried out a number of fraudulent activities.
She supposedly set in motion her highly fraudulent schemes by falsely attributing forged signatures to her husband. Thereafter, the woman based on the same forged signatures to register and attribute to the husband, a fake Baagalaliwo Foundation.
After the conclusion of the registration of the bogus Foundation on April 20,2023, Hajjat Baagalaliwo, who is a niece to Uganda’s former president, Godfrey Lukongwa Binayisa, attempted to annex to it properties belonging to the husband’s estate, her mother-in-law, her in-laws and the muslim community, while fraudulently claiming that Hajj Bagalaaliwo was the one who had instructed her to transfer those properties to the bogus Foundation.
And yet by the time she conducted the registration of the Foundation, the husband was already two months in a coma, having slid into the same on February 27,2023. Of course, she was acutely aware that her husband would not raise a finger against her fraudulent activities especially considering that he was unable to speak up.
Thankfully, this prized website intervened and exposed her lies, attracting the attention of the Criminal Investigation and Intelligence Department of the Uganda Police Services, who have since analysed both Hajj Baagalaliwo’s sample signatures and the dubious ones his wife was attributing to him, and ultimately came to the inevitable conclusion that they were absolutely fabrications.
Dated July 1st 2025, the forensic report was compiled by Eric Ssebuwuufu, who is a Uganda Police Handwriting expert. The Investigator has since exclusively published details of this report. Regrettably so, not only did Hajjat Bagalaaliwo engage in those fraudulent activities alone, but strangely exploited the innocence of her four daughters and recruited them into the same as directors and subscribers to the impugned Bagalaaliwo Foundation.
Aged 76, Hajjat Bagalaaliwo while pursuing the registration of the bogus Foundation lied to the Uganda Registration Bureau Services (URBS) that her husband had instructed her to transfer to it properties comprised in Block 244 Plot 328 at Kibuli-Kisugu. Interestingly, the above-mentioned properties belong to the estate of Hajjat Bagalaaliwo’s late mother-in-law, Hajjat Mulasi Nakakawa.
So, therefore, there is no way a man of Hajj Bagalaaliwo’s impeccable record could have instructed his wife to grab his late mother’s private property, nor instruct her to transfer the same to the so-called Foundation. Furthermore, she lied to URBS that Mzee Bagalaaliwo had instructed her to transfer to her invented Foundation, a storied commercial plaza, a school and a hospital located in Iganga in the Eastern part of the country.
And yet, Hajj Bagalaaliwo donated those properties to his relatives in Iganga and the muslim community respectively, on top of building a hospital for the muslim community there in honor of his late mother. In exploiting her husband’s name as a cover up of her above-mentioned fraudulent activities, Hajjat Bagalaaliwo ended up by antagonizing him with his relatives and the muslim community, both of whom he previously fondly loved, cherished and generously assisted while he was still in a position to do so.
While her deeds are deeply regrettable, her change of heart is deeply welcome since not only the same help her to make peace with her family members, in-laws and the Muslim community, but also restores Hajj Baagalaliwo’s personal dignity and legacy, plus her own personal dignity and respect.
